The U.S. Bureau of Mines and the Department of Energy (DOE), through its contractor EG&G Idaho Inc., are collaborating on a multiyear research project to evaluate the applicability of three-phase, electric arc furnace melting technology to vitrify materials simulating low-level radioactive and mixed wastes buried or stored at the Idaho National Engineering Laboratory and other DOE sites. The melter is a sealed, 1-t (1.1-st), three-phase, 800-kV?A electric arc melting furnace with 10.2-cm-(4-in?) diameter graphite electrodes, water-cooled roof and sidewalls, and four water-cooled feed tubes. A water-cooled copper fixture provides for continuous tapping of slag. An instrumented air pollution control system (APCS) with access ports for analysis and a feeder based on screw conveyors and a bucket elevator are dedicated to the facility. Test data are provided by an arc furnace analyzer and by sensors indicating feed rate; slag temperature; and temperature, pressure, and velocity in the APCS. These data are received by a data logger, digitized, and transmitted to a personal computer for storage and display. This unique waste treatment facility is available for public and private use on a cost-sharing basis.

Objective To identify techniques to reduce the probability of gob gas explosions. Background In the last 6 years, seven explosions of methane and/or coal dust occurred within worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many mine seals and caused much damage external to the sealed area. Three of these gob gas explosions occurred in one mine in Alabama over a 3-year period. Fortunately, the explosion forces and the toxic gases that vented from the sealed gob area did not cause fatalities or injuries, but they destroyed several large seals. If miners had been inspecting or working near these areas, the potential for serious injury and/or death would have been high. The United Mine Workers of America and the Mine Safety and Health Administration (MSHA) requested that the National Institute for Occupational Safety and Health (NIOSH) help identify the mechanisms for lightning penetration into the gob and recommend ways to reduce the probability of occurrence of future explosions from such lightning penetrations into sealed areas of underground coal mines. Because three of the explosions occurred in a single mine, special attention was focused on these particular explosions. The first occurred in April 1994 in a sealed area, which enclosed about 1.35square miles of abandoned workings (gob). This explosion destroyed 3 of the 38 seals that surrounded the gob. These seals were less than 2,000 ft away from three 4.5-in-diam steel-cased test wells that extended from the surface into the mine entry. At the time of the explosion, the National Lightning Detection Network (NLDN)verified 12 lightning strikes within 10 miles of the mine, including several above the gob. After the 1994 explosion, the damaged seals were rebuilt using an acceptable seal design capable of with standing a 20-psi explosion, as required by 30 CFR 75.335. On January 26,1996, a second gob explosion destroyed five more cementitious pumpable seals less than 2,000 ft away from those destroyed in 1994and even closer to the steel-cased wells. The NLDN verified72 lightning strikes in the area of this second gob explosion. Compressive strength analyses of fragments from the destroyed seals showed that strengths ranged from 11 to 138 psi, with an average of83 psi. This is over 100 psi below the minimum 200-psi compressive strength requirement for cementitious pumpable seals. These seals were again replaced. On July 9, 1997, the third and most violent explosion occurred in the same vicinity of the last two explosions. Three more cementitious pumpable seals were destroyed, including one newer seal that exceeded the minimum 200-psi compressive strength requirement. This report describes an experimental method for determining parameters for the rate of reaction of CO2 with solid carbon. The method involves the simulation of a flow reactor by a mathematical model based on a hypothetical multistage reactor which permits calculation of the analyses of effluent gas and carbon consumed as functions of the flow rate and duration of the reaction. The method is applied to experimental data on the reaction of coke with CO2 in fluidized-bed and fixed-bed flow reactors. A method is described whereby two parameters may be determined simultaneously. The method involves a reiterative procedure that finds the values of the parameters that minimize the sum of squares of deviation between calculated and observed analyses of the effluent gas.

Field reconnaissance and laboratory tests on clay from South Windsor, Hartford County, Conn., indicate that the clay is suitable for lightweight aggregate raw material. Exploration of the deposit supports the conclusion that the reserves of clay are sufficient for economical mining operations to produce lightweight aggregate. Preliminary tests indicated that the clay has a short bloating range. Initial expansion occurred at 2,000° F, and at 2,100° F the clay was slightly overfired and sticky. Rotary kiln tests verified the preliminary data, and these tests showed that the clay would make a good lightweight aggregate if the processing temperature and the kiln feed sizes were closely controlled. Lightweight concrete made from the processed aggregate had properties comparable to those of concrete made from a commercial clay aggregate.

As part of a general plan for control and economic utilization of the waters of the Missouri River Basin as well as development of its inherent power resources, the Corps of Engineers of the United States Army has under construction a rolled earth dam near the site of old Fort Randall in South Dakota. The dam is in Charles Mix and Gregory Counties on the Missouri River at a point about 922 miles above its mouth. It is approximately 125 air-line miles southeast of Pierre and 55 miles southwest of Mitchell, S. Dak. The storage reservoir to be formed by the dam will extend upstream for 150 miles and, at maximum operating pool level, will cover an area of some 107,000 acres. It will have a storage capacity of 6.2 million acre feat.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

Attempts have been made to electroplate titanium and zirconium from aqueous, nonaqueous, and fused-salt electrolytes. Metals were produced only in fused-salt electrolytes, the major product being sponge metal. All other electrolytes gave only partial reduction of the metal ions. Fused alkali borate electrolytes containing titanium salts gave titanium boride powders and coatings of poor adherence. Some of the problems encountered in the deposition of these metals and some of the aspects of titanium and zirconium chemistry involved are discussed. INTRODUCTION Titanium and zirconium are both relatively light, noncorrosive metals with both military and civilian uses. This has led to intensive investigations into the metallurgy of these metals. Both metals are high in the Electrochemical Displacement Series and are difficult to prepare in a pure state. At present they are prepared by reducing their chlorides, using magnesium. Electrolytic reductions have resulted in the preparation of fine powders or sponge of variable quality. It is believed that a good process of electroplating these metals on a baser metal would result in a very desirable product. The objective of the research summarized in this report was to investigate methods of electrodepositing these metals, with the idea of producing uniform, coherent plates. Most of the work was concentrated on titanium, the more abundant of the two metals. A system developed for titanium should be applicable to zirconium owing to their chemical similarity. Information gained from these experiments may also be applicable to the electro-winning of the metal.

Ground quartzite, known in the industry as amorphous silica, is produced from a quartzite deposit near Honey Brook, Pa., by George F. Pettinos, Inc., of Bala-Cynwyd, Pa. The quartzite is mined by the open pit method and processed in a mill at the mine. The operation regularly produces five standard grades of sand and one grade of crushed stone; however, the company accepts special orders and will produce material to meet the customer's specifications. Beneficiation (chiefly crushing and screening) is controlled by laboratory screen tests on samples taken during preparation of the sand. The chief uses of the sand are for foundry operations, furnace lining, concrete aggregate, and other specialized uses. The quartzite in this deposit is of uniform composition and does not require control by chemical analysis. However, for special purposes, analysis will be furnished.

"The mathematical treatments used in the evaluation of particle size distribution from pipet-withdrawal centrifuge data are reviewed. An error in the published procedure for multiple-sample withdrawal systems is pointed out and a corrected formulation is presented. An alternative treatment, based on a piece-wise linearization of the size distribution is described. Computer simulations of the analytical and data evaluation procedures indicate that the errors in the original formulation are not generally serious and that the corrected and alternative procedures lead to very similar estimates. Except for some cases involving very narrow size distributions, the alternative approach appears to give slightly closer estimates of the size distribution. Comparisons based on actual experimental data are also described.1 IntroductionSedimentation methods are widely used for the determination of particle size distributions. The procedures are relatively simple to use and the results are essentially absolute, requiring no external calibration. Gravity sedimentation is typically applicable to particles in the size range of about I to 50 pm and generally involves measurement of the relative concentration of particles as a function of depth and time in a dilute suspension. This paper is the first putt of a report giving the results of the Bureau of Mines' twenty-third semiannual survey of motor gasoline marketed in the United States. A companion report, Part II, is in preparation and will give a more detailed discussion of the whole survey. Results of the determination of copper-strip corrosion, color, sulphur content, copper-dish evaporation residue, and gum content as given by the Bureau of Mines steam-oven method will be presented in the second paper, which will also include the prevailing retail price and the tax at the time the sample was taken. This paper deals specifically with data relative to gravity, Reid vapor pressure,' and distillation (method 100.13).6 The samples tested were divided into "competitive-price gasolines" and "premium-price motor fuels," a method of presentation that was begun with the twenty-second semiannual survey. A total of 312 samples were collected from service station pumps in 20 cities throughout the United States. Of this number of samples, 207 were "com-petitive-price gasolines" and 106 were "premium-price motor fuels." All of the samples were collected in March, 1931, and analyzed at the Petroleum Experiment Station of the United States Bureau of Mines at Bartlesville, Okla. "Competitive-price gasoline" includes those fuels that are sold at the generally recognized local base price and all fuels that are sold below that price. All fuels that are sold at an advance over the generally recognized base price are placed in the class of "premium-price motor fuels." These fuels include Ethyl gasolines, benzol blends, "high-test" fuels, and those fuels that owe their "anti-knock" rating to the process of manufacture rather than to the addition of other material such as Ethyl fluid or benzol. The term "high-test" is generally applied to motor fuels that are more volatile than the regular competitive-price gasolines. "High-test" fuels may also have a high anti-knock rating.

This U.S. Bureau of Mines report identifies potential causes of slip-and-fall accidents occurring during surface mine equipment maintenance and describes the relative roles of direct worker behavior and machine design. The relative roles of human behavior and machine design in the causation of slip-and-fall accidents were determined through analysis of accident records, observations of maintenance worker behavior, and evaluation of mine machinery. From these data, relative risk ratios were calculated. Behavior had a relative risk ratio of 1.5; machine design, specifically access systems design, had a relative risk ratio of 2.2. Of the access systems, ladders had the highest relative risk ratio, 7.0. This study suggests that accident intervention would be most profitably made in improving the design of systems used to access maintenance worker areas of mining equipment.

The Bureau of Mines is studying cupola ironmel technology with the objectives of conserving high-quality raw materials through substitution and productivity. In the research re-ported here, a ize was modified by a gas-fired melting and/or ing chamber into the stack above the level of the coke bed, for study as a prototype for a coal-fired melting chamber. The modified cupola, in which natural gas was used to partially replace foundry coke, was evaluated in several trial runs. Data were obtained on furnace performance, metal and slag chemistry, and scrubber waters as particulates. Results of the modified ion were compared to those of conventional cupola operation. Although this research was preliminary--since the ultimate goal is to use pulverized coal instead of yielded ample evidence that the melting rate of a cupola can be icantly increased with less than a increase in energy input. Other evidence suggests that melting of low-density scrap can be enhanced and that scrap containing undesirable and/or oxidizable elements can be appreciably upgraded. This work is continuing and will include the use of pulverized coal of low rank to assist in melting.

A molecular beam-mass spectrometer-low pressure flat flame apparatus has been constructed for the purpose of examining the chemical microstructure of normal methane-oxygen-argon flames and those inhibited with Halon extinguishants. Details of construction and performance of this apparatus and of related flame temperature measurements are given. Particular attention is paid to the empirical characterization of the perturbation to the flame caused by the sampling probes. The composition profiles obtained for normal flames are compared to those of flames inhibited by CF3Br. In addition to the usual stable species (CH4, O2, CO, CO2, H2O, H2, and H2CO), the inhibitor, its products and intermediates associated with its reactions could be followed. In particular, hydrogen bromide, bromine atoms, hydrogen fluoride, and carbonyl fluoride were observed. The relatively rapid disappearance of inhibitor and early appearance of fluorinated reaction products suggest a short lifetime for the CF3 radical in this system. Observation of COF2 suggests that CF3Br is effective as an inhibitor, at least in part, by virtue of its interference with the oxygen containing species of the normal chain reaction. Profiles of the 17+ peak at low electron energy suggests that the hydroxyl radical may also be sampled, but the profiles obtained are not yet sufficiently accurate to determine the effect of inhibitor on this important flame radical.

In 1986 and 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the nine separate parcels that comprise the 4,330-acre South Warner Contiguous Wilderness Study Area in order to evaluate their identified mineral resources. The nine parcels are along the east side of the South Warner Wilderness. They are, from north to south, the Granger, Milk, Cottonwood, Owl, Hornback, Eagle, Emerson, Barber, and Van Riper parcels. The Wilderness Study Area is underlain by basaltic, andesitic, and rhyolitic volcanic rocks and by sand and gravel deposits. Low-grade metamorphism is widespread in the volcanic rocks, with quartz, zeolites, datolite, chlorite, and calcite locally abundant in veins and amygdules. The rocks have been displaced by the mountain-front Surprise Valley fault and by crosscutting high-angle faults.

THE INUNDATION of anthracite reserves in the Eastern Middle field of Pennsylvania affects the life of the anthracite industry in this field; it also influences the economic status of people, communities, and industries that depend wholly or in part upon anthracite for their livelihood. The trends of production and of employment in the anthracite-mining industry in this field are downward, and they probably will continue in this direction. The reserves have been depleted to the extent that the end of the active life of the industry as a. major economic factor is approaching. By removing the water in those pools where it can be done economically, the future of this industry may be extended somewhat.

Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.

The post-World War II expansion of the Soviet petroleum industry has established the U.S.S.R. as a major oil-producing nation and has led to Russian reentry into the international petroleum trade. The rapid growth of Soviet petroleum production will allow the U.S.S.R. to displace Venezuela as the world's second largest oil-producer in 1960 and to narrow further the gap between Soviet and U.S. crude-oil production. U.S.S.R. crude oil output was only a tenth of U.S. production in 1946, but it will be more than a third at the end of 1960 and more than half in 1965. The Soviet Seven-Year Plan (1959-65) for oil provides for substantial increases in petroleum production, refining, storage, and distribution facilities. Crude oil production and primary distillation capacity are to double, considerable storage capacity is planned, and pipelines for crude oil and petroleum products are to increase threefold. According to the Soviets, the initial phases of this plan (1959 and 1960) have been completed successfully. However, this progress has been achieved with difficulty.

Because of the importance of oil-shale reserves the Bureau or Mines resumed research investigations in this field beginning in 1944. The Bureau early decided to build a Large-scale demonstration plant to accomplish the dual purpose of obtaining design data and to produce crude shale oil for refining studies. Two 40-ton-Capacity batch N-T-U (Nevada-Texas-Utah) retorts were completed for this purpose in 1947. After a preliminary operation, the plant was used to investigate process variables of air rate, recycle gas rate, and shale particle size and crude. Correlations obtained from these variables are presented in this report. Researchers concluded that recycle gas was not necessary for efficient operation of the process. Short comings of the batch method of processing the oil shale are pointed out in the report. Several periods of prolonged production operations were carried out. During these periods, the retorts were operated to produce as much crude oil per day as possible. The lifetime operation of the N-T-U retorts was divides into three periods, namely, preliminary operation, process variable study, and production operation. During the preliminary operation, 187 runs were made with a total of 7,596 tons of raw shale used to produce 3,688 barrels of crude shale oil. During the process variable study, 179 runs were made with a consumption of 7,494 tons of raw shale and a production of 4,218 barrels of crude shale oil. The production operation consisted of 554 runs in which 22,457 tons of raw shale was used to produce 12,359 barrels of crude shale ail. The overall total for the lifetime operation of the retorts consisted of 920 runs with a total consumption of 37,547 tons of raw shale and a production if 20,265 barrels of crude shale oil.

The hydrologic characteristics of two abandoned underground coal mine sites, near Latrobe, PA, and Uniontown, PA, were investigated by the U.S. Bureau of Mines for possible implementation of alkaline injection into the mine pools as a means of abating their acid discharges. The Latrobe site was chosen for a one-time application of alkaline injection to achieve a partial, short-term neutralization of a limited portion of the mine pool. A quantity of alkaline reagent (sodium hydroxide) sufficient for a one-time neutralization of the water in this portion of the pool was added. Although nearly all of the neutralizing reagent had moved away from the injection wells within 6 weeks, no evidence of neutralization was noted at the mine discharge during the study period. This lack of neutralization probably occurred because the injection wells did not intercept a primary flow path through the mine. Criteria for successful application of alkaline injection at this or other sites include (1) positive identification of the primary flow paths through the mine pool and (2) addition of quantities of alkaline reagent sufficient to neutralize the entire volume of the pool along the primary flow path.

A windowed-cell phase equilibrium apparatus was used to obtain equilibrium vapor- liquid data for a helium-bearing natural gas (Hogback) at temperatures from -100 to -250° F and pressures to 500 psia. Anomalous phase behavior resulting in the formation of two stable liquid phases occurred at tmperatures below -200° F and pressures above 200 psia. A review of the published literature on the occurrence of multiple-liquid phases included in the report indicates that the experimental results with Hogback gas are the first substantiated evidence of a vapor-liquid-liquid equilibria in a helium-containing natural gas.
