This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. "INTRODUCTION Anyone who has had frequent occasion to compare methods of analysis and testing as employed in European countries with those used in the United States has felt the need of a table or graph giving the relationship between the units of measurement of finely powdered materials. Most of the few published comparisons include only two series of sieves and often require tedious interpolations to adapt the data of one series to the series more familiar to the reader. To eliminate such deficiencies, the author hopes that the discussion and comparison of fine-series sieve sizes presented here will conserve the time of interested research workers.ACKNOWLEDGMENTSThe author is deeply indebted to Virginia B. Solvig, senior chemist, for valuable suggestions in preparing the manuscript.SQUARE-MESH-SIEVE SERIES OF DIFFERENT COUNTRIESSieving analyses of powdered materials have been placed on a comparable basis in different countries by the introduction and adoption of standard sieve-scale series. Series of wire-cloth square-mesh sieves in common I oratory and industrial use include: Institution of Mining and Metallurgy standard laboratory screens (I.M.M.); British Standards Institution standard for fine-mesh test sieves (B.S. or B.S.I.); Tyler standard sereer-scale sieves; United States standard sieve series; Deutsche Industrial-Nermen (DIN); and the standard control sieves of the Association Francaise de Normalisation (AFNOR). With the exception of the I.M.M. series in which the opening is equal to the diameter of the wire, the general proportions of the various series of sieves are similar. The size of British and American sieves is designated by the number of meshes or openings per linear inch or, more recently, by the number of microns per linear sieve opening. In a technical sense the word ""mesh"" is meaningless, unless the diameter of the wire is also given, so that the size of the opening can be determined. On the Continent sieves are designated either by the nunber of Mesh per linear centimeter or by the number of openings per square centimeter."

The ground control aspects of extended depth-of-cut mining are presented in this U.S. Bureau of Mines report. A trend analysis of extended cut approvals was performed. A comparative review of roof fall fatalities for extended and nonextended cut mining is included. Current ground control guidelines for extended cut approval are summarized. The problems and concerns of this extraction system are addressed, and typical extended cutting face operations are described.

Probably one of the most significant departures in tunneling practice is the introduction of Diesel locomotives far haulage (Diesel trucks have been used for some time). The fallacy of the belief that they do not generate carbon monoxide or toxic gases and can be used indiscriminately has been proved by the authors through observation for several years of atmospheric conditions surrounding the use of Diesel engines in tunnels. Diesel locomotives haves been introduced in tunnel haulage for reasons other than safety or health. Except to the extent that they replace trolleys, with their danger of causing electrocutions, modern Diesel locomotives do not increase safety Or remove any ordinary hazards to safety or health. In fact, they create such hazards, the extent of which is limited entirely by the carbon monoxide-content level set, method of ventilation, adequacy of the measures.

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

This report covers the final results of a two-phase contract study conducted between July 1974 and October 1976. A comprehensive summary of the initial phase of the study is included. Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system or systems, thus disclosed. Of the several systems initially investigated and evaluated, four Showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.

The Bureau of Mines conducted a trenching and sampling project during 1947 on the tungsten-rich granodiorite that outcrops in Henderson Gulch, Montana. During the course of this investigation, interest was attracted to the Sunrise copper-gold mine in metamorphosed limestone in the north slope of the gulch. The mine was examined by S. H. Lorain, Chief, Mining Division, Albany Branch, in May 1948. A trenching and drilling program was recommended to develop a parallel vein indicated by outcrops to lie below the principal productive Queen vein. In the meantime, the Queen Mining Syndicate initiated a trenching program that exposed high-grade lead-copper-silver-gold ore in a nearly vertical vein that strikes N. 600 E. to east. A core-drilling program to develop this vein was initiated in September 1948. This report presents the factual data obtained from the trenching and drilling operations. The Sunrise mine was discovered about 1890. Production has been estimated to be $120,000 in gold from 40,000 tons of ore mined during the period 1892-1903. The tailing from this operation was treated by cyanidation in 1912, with a reported recovery of $3.50 to $4.00 a ton from 15,000 tons of material. Subsequent production of sulfide ore was 7,396 tons treated by smelting, with recovery of 1,569.42 ounces of gold, 10,003 ounces of silver, 352,899 pounds of copper, and 354 pounds of lead.

The Hermada antimony deposit is in the Sewtooth Range in southwestern Idaho, about 77 miles by road northeast of Boise. Stibnite mineralization occurs over an area one mile wide from west to east and two miles long. It is locally referred to as the Swanholm district. In 1947 high- grade stibnite ore was discovered on the East Fork of Swanholm Creek. Since then, ore in commercial quantity has been produced by the Hermada Mining Co. The total output for 1947-50 was about 5,000 tons of ore, containing 640 short tons of antimony metal.

"One of the most important wartime activities of the Bureau of Mines was the search for new sources of mineral necessary to the prosecution of the war. Part of that effort was in the form of metallurgical service extended to other government agencies engaged in purchasing and stock piling some of the more critical and strategic materials.Fluorite was one of the materials stock piled by the Metals Reserve Company. The fluorite was usually in the form of coarse metallurgical con¬centrate purchased in the United States and abroad. The material was stock¬piled to insure an adequate reserve of fluorite for the metallurgical industries. The domestic production of metallurgical fluorite containing a minimum effective calcium fluoride content of 55 percent,4/ however, gradually increased until production was at least equal to consumption. The stock-piled metallurgical fluorite, therefore, soon became a surplus commodity.On the other hand, the supply of acid-grade fluorite, containing a minimum of 97.5 percent calcium fluoride and n maximum of 1.5 percent silica,5/ was never entirely adequate. Increased consumption of acid-grade material in the aluminum, petroleum, and chemical industries kept that material on the critical list during the war.Under the circumstances, it was felt that a study of the possibility of producing acid-grade fluorite from the metallurgical stock piles would be of some benefit to the war effort. Consequently, samples of fluorite from several of the Metals Reserve Company stock piles were tested by the Bureau of Mines at the request of the War Production Board.Two groups of samples were submitted for testing. One consisted of metallurgical fluorite purchased from Mexico and stock-piled in the El Paso and Laredo, Texas, stock piles of the Metals Reserve Company. The second group of samples was from the stock piles at Gila, N. Mex.The sample submitted from the El Paso stock pile consisted of about 5,000 pounds of minus 4-inch material. Mineralogically, the sample consisted of fluorite contaminated by calcite, chert, quartz, and small amounts of iron and alumina. Although some of the fluorite was reasonably free from gangue at minus 1-inch, much of it remained locked in sizes as fine as 65-mesh.The Laredo sample was about 5,000 pounds of material from five different piles. The samples from each stock pile, A to E, inclusive, were analyzed separately to determine whether the grade of the material in the piles varied markedly. As there was little difference in the analyses, the samples were combined in proportion to the tonnage represented to make a composite sample for testing. The composite sample consisted of fluorite with small amounts of quartz, calcite, and barite. Most of the fluorite was the dark-colored, opaque variety. A small amount of iron-oxide staining was present, and traces of muscovite, clay, pyrite, and tourmaline were noted. The quartz was present as crystals in vugs, and as finely disseminated grains in the fluorite. The druzy quartz and the calcite were free at minus 10-mesh, but the disseminated grains, some of which were 1 to 15 microns in size, were not entirely free at minus 270-mesh. A petrographic estimate indicated that 65 percent of the silica was locked in the 150- to 200-mesh."

"This project constitutes the results of a geophysical field investigation undertaken in the mining areas in the vicinity of Marion, Crittenden County, Kentucky.Results were obtained at well-known mines being worked for fluorspar. Of special interest was the determination of mineral trends at such mines, particularly in relation to the fault patterns, because of ore in them.This work also constitutes a comparison between the field information that can be obtained by purely geological means and the additional information obtained by applying geophysical surveys to the same areas.As the mineralization in this area is controlled almost surely by the faults therein, the great importance of locating faults cannot be over emphasized. Accordingly, there has been incorporated herein the analyses as well as the application of electrical resistivity methods for fault determinations.In the western part of Kentucky, particularly in that area designated as the Cave-In-Rock quadrangle by the United States Geological Survey, is located the center of the fluorspar mining district of Kentucky. From the mining as well as commercial viewpoint, this area is of considerable interest and importance. It has been described by Currier4/ as a large structural dome that collapsed, through faulting, into a mosaic composed of a main fault pattern that has a strike to the northeast in sedimentary formations. Accompanying this main fault pattern are a large number of irregular faults. This fault complex is also traversed by a dike pattern that has a regional strike for this region focusing a northwesterly direction. The faulting occurred before the dike intrusions, the latter being composed largely of peridotite rocks. According to Reed,5/ most of the metallic mineralization, composed chiefly of galena and sphalerite, occurs at or near the Intersection of the dikes with the faults, indicating a possible igneous origin of the ore deposits. Reed adds that the fluorspar generally does not follow this rule but may also be found in other portions of the faulted zone not directly related to dike intrusions. The area may be considered of equal interest in the occurrence of lead and zinc and in the occurrence of fluorspar controlled by the faults. Hatmaker and Davis6/ give detailed information concerning the form of the ore bodies and economic factors that control ore production in this area; they also suggest the application of geophysical methods in this territory. Ulrich and Smith7/ also discuss geological details in this area. This area is therefore of interest, whether examined from a large structural point of view or from a very detailed angle. The former will assist in determining the origin of the mineralization and its economic possibilities, whereas the latter will give details concerning fault locations and their geologically and geophysically controlling features. This work was undertaken as a pilot investigation relating to the study of the location of fault occurrences, in which it was attempted to determine the location of faults as well as the fault patterns in certain isolated areas. No effort was made to identify the mineralization from the gouge material in the faulted zones; this problem was left for subsequent investigations."

The Bureau of Mines investigated four simulated coal gob fires to obtain a more reliable data base for defining the state of a sealed mine fire and to evaluate the performance of various fire detectors. The fires were conducted in a multiple-entry section of the Bruceton Experimental Mine by heating 4,000 to 21,000 pounds of rubblized bituminous coal to ignition and monitoring the temperature, gas emissions, and smoke under ventilated and sealed combustion conditions. Product gas concentrations depended upon the coal bed size, coal temperature, heating rate, and oxygen concentration or ventilating condition but varied little after the fires were sealed. Expressions are given that define the temporal variation of CO and O2 after sealing when the coal temperature decreased rapidly. The CO/C02 ratio is a more sensitive fire indicator than the CO/?02 ratio, although the latter is universally used for detecting the incipient state of a coal fire. In comparison, the Jones-Trlckett ratio [ CO2 + ¾ CO ? ¼ H2 ?O2] is less reliable for this purpose. The best detector for determining the state of a mine fire after it has been sealed was a prototype submicrometer smoke particulate sensor. Limitations of the various detector systems are also discussed.

Toward the goal of maximizing minerals and metals recovery from domestic resources, the Bureau of Mines, U.S. Department of the Interior, has conducted in situ corrosion studies at the Salton Sea Known Geothermal Resources Area (KGRA) in the Imperial Valley, Calif., to evaluate and characterize materials of construction for geothermal resources recovery plants. General-, pitting, and crevice-corrosion characteristics of 13 commercially available alloys were investigated for periods of 15 and 30 days in seven process environments expected to be found in typical geothermal resources plants. Stainless steel alloy 29.4, Inconel 625, and the Hastelloys G, S, and C-276 were the most resistant to general corrosion, did not pit, and exhibited little susceptibility to crevice corrosion. Stainless steel alloys 430, E-Brite 26-1, and 6X had low general corrosion rates, but pitted and were susceptible to crevice corrosion. Stainless steel alloy 316 L had a low corrosion rate, but corroded intergranularly, pitted, and was susceptible to crevice corrosion and to stress-corrosion cracking. Titanium-1.5 nickel and TiCode-12 had low corrosion rates, did not pit, and were not susceptible to crevice corrosion. Carbon and 4130 steels had high corrosion rates, pitted, and had high susceptibilities to crevice corrosion. The major scale-forming mineral on the corrosion samples in most of the process environments studied was galena mixed with lesser amounts of other minerals.

[Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

"The detection of leakage is a recognized problem in the safe and economic distribution and use of natural gas. Natural gas is practically odorless and therefore lacks he property of indicating significant leakage by the sense of smell, the means most widely used by gas employees and consumers for detecting leaks of the more odorous types of fuel eases. In view of the recognized value of the odor of gas for indicating leakage at the time of occurrence the Bureau of Mines has studied' the possibility of adding small amounts highly odorous substances to types of fuel gas (such as blue water gas and natural gas) that lack warning properties. These studies revealed that the mercaptans were promising substances to accomplish this purpose, not only for odorizing fuel gases but for other purposes° where it was desired to give warning through the sense of smell.Since completing the studies mentioned, the Bureau of Mines jointly with the American Gas Association has conducted further investigations dealing with the use of warning agents for fuel gases. The results of this work will be published later.The Bureau of Mines had been desirous of observing the practical use of ethyl mercaptan for detecting leakage of natural gas, particularly to determine whether the odor would permeate the ground and give indication of lea's in underground pipes. Opportunity for making these observations was recently given by E. A. Munyan, manager, gas department, Union Gas t Electric Co., who requested the bureau's cooperation in making leakage surveys of the company's distributing systems at Franklin and Middletown, Ohio."

[Several processes for recovering manganese from low-grade ores have been proposed3/4/5/ in which an aqueous slurry of the ore is leached with gas containing nitrogen, oxygen, and sulfur dioxide as obtained from burning sulfur or roasting sulfide ores. The manganese dioxide is dissolved, and most of the sulfur dioxide is oxidized to sulfate, but an appreciable quantity of dithionate is usually formed, together with acid from oxidation of the sulfur dioxide. The over-all reactions may be represented as follows: (1) Mn02 + S02 = Mn++ + S04--. (2) Mn02 + 2S02 = Mn++ +S206--. (3) H20 + So2 + 1/2 02 = 2H+ 5S4--. (4) H20 + 2S02 + 1/2 02 = 2H+ + S206---.]

Recent Bureau of Mines research in earth grounding safety is documented in three separate papers. First, guidelines for the design of a 5- ohm borehole ground are presented. Next, an inexpensive practical means to construct a low-resistance bed in high-resistivity soil is described. Finally, a procedure that employs a commercial resistivity meter to measure shock potentials around grounded objects is explained step-by-step. These papers complement the material presented at an earlier technology transfer seminar and published as IC 8767.

An investigation is made of the feasibility of developing compact transmit antennas and/or other means to efficiently couple VLF to MF band radio energy between portable wireless communication units in coal mines. The completely wireless communication ranges between two portable radios equipped with practically-sized reference loop antennas in representative coal mine environments are estimated. Antenna technology is assessed with respect to transmit moment, range, intrinsic safety, battery and wearability requirements to deter- mine the most suitable antenna types for use by miners. It is concluded that air-core bandolier loop antennas, and perhaps ferrite-loaded loop antennas, having peak transmit moments of about 2.5 ampere-m5 will be the most effective antenna choices for portable units. This choice, however, will not allow the range goal of 1350 feet to be attained in mines having unfavorable signal attenuation and noise environments. Rectangular air-core loops are compared with grounded horizontal-wire and vertical-wire mode exciters for fixed station applications. The potential for significantly increasing the wireless communication range by inductively coupling to communications and power lines in a mine is evaluated and found to be considerable based on theoretical coupling equations. Lastly, the theoretical performance of a hybrid noise cancelling diversity receiving technique that utilizes both the electric and magnetic field components of the ambient noise to improve the receiver output signal-to-noise ratio under certain adverse conditions is estimated and shown to be favorable when the magnetic and electric field noise components are highly correlated.

A real-time Diesel Particulate Matter (DPM) monitor has been developed on the basis of the successful National Institute of Occupational Health and Safety (NIOSH) designed Personal Dust Monitor (PDM) unit. The objectives of a recently completed Australian Coal Association Research Program (ACARP) study were to modify the PDM to measure the submicrometre fraction of the aerosol in a real-time monitoring underground instrument. Mine testing focused on use of the monitor in engineering evaluations to determine how conditions can be improved. Studies, including a selection during Longwall (LW) moves as described in this paper, demonstrated how DPM concentrations from vehicles fluctuate under varying ventilation and operational conditions. Correlation between the current SKC DPM measurement system and real-time DPM monitors were conducted and results from six mines show a correlation between elemental carbon (EC) and the new monitor DPM mass ranging from .51 to .81 with R2 >.90. These differences are suspected to be due to variations from mine to mine in aspects such as mine atmospheric contamination, vehicle fleet variations, fuel type, engine maintenance, engine combustion efficiency, engine behaviour or interference from other submicrometre aerosol. Real-time monitoring readily reflects the movement of individual diesel vehicles and allows pin-pointing of high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. DPM monitoring approaches that have been available for some time based on shift average monitoring do not readily allow successful engineering evaluation exercises to determine acceptability of pollution levels. Identification of high DPM concentration zones allows efficient modification of mine ventilation, operator positioning and other work practices t o reduce miners? exposures without waiting for laboratory analysis results.
