In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

The Bureau of Mines devoted portions of the 1987-1988 field seasons to investigate the mineral aggregate industry in Juneau, Skagway, Haines, and Gustavus, Alaska, as part of the Juneau Mining District study. Statistics compiled for current suppliers include location, activity, reserve estimates, expected mine life, and types of commodities available. Each population center, except for Gustavus, is well endowed with suitable mineral aggregate to last at least 20 years. The Bureau of Mines quantified the mineral aggregate resource in many large potential sites within each area. Sampling, engineering and soil-index testing, site descriptions, deposit dimensions, and gold recovery information is described. Refraction seismic studies performed at three localities revealed gravel thicknesses in excess of 40 to 80 feet. In the Juneau area the Herbert/Eagle Rivers outwash area, East Fork Lace River. Antler/Gilkey Rivers, and Grizzly Bar (Taku Inlet) individually contain in excess of 60 million yd3 of excellent-quality aggregate with minor accessory gold credits. Haines is also well endowed with aggregate resources; large, quality deposits occur along and at the confluences of the Chilkat, Katzehin, Klehini, Tsirku, and Kicking Horse Rivers. Large deposits of granitic aggregate exist in the Skagway River and East Fork Skagway River.

[THE LITERATURE contains relatively few thermodynamic values for interoxidic compounds, and these often are unreliable. This is especially true of data for ferrites and aluminates for which heat of formation determinations may involve extreme experimental difficulties. This report contains the results of new experimental work for obtaining the heats of formation of five ferrites (Ca2Fe2O5, CaFe2O4, MgFe2O4,, NaFeO2, and LiFeO2) and one aluminate (CaAl4O7), and a review and revision of previous similar work of this laboratory on five aluminates (Ca3A12O6,, 12/7 CaO-Al2O3, CaAl2O4, NaA1O2, and LiAlO2), The results for the 11 compounds are combined with entropy and high-temperature heat content data to derive tables of heats and free energies of formation (both from the oxides and from the elements) for the temperature range 298° 1,800° K, The relative stabilities of the compounds are discussed. The presented data all have application to ceramic reactions, and those for the calcium and sodium aluminates are applicable in considering soda-lime sintering processes for extracting alumina from silicate minerals such as day and labradorite.]

The Bureau of Mines has designed and constructed an experimental coke oven, using a commercial oven as a model where practicable. Because the rate of carbonization is important in determining the quality of the coke produced and may affect the "mount of pressure developed during carbonization, particular attention was given to those elements of the design that govern the heat transfer to the charge. The new oven deviates in design from most existing test ovens in that the charge is full width (17 inches), the heating walls ore constructed of 4-1/2-inch silica brick, and zoned, heat-input arrangements compensate for heat losses at the ends, top, and bottom of the charge. This report describes the oven, which was designed by H. S. Auvil and installed under his direction, at the Southern Experiment Station, Tuscaloosa, Ala., while he was supervising, engineer, Coke Section. It gives the results of a limited number of carbonizing tests. These results indicate that the main objective in designing and building this oven, that off duplicating commerical, slot-oven carbonizing conditions, has been accomplished; if coke-discharge conditions simulate commercial-oven conditions, the cokes from the experimental oven arc very similar to oven coke, in soma tests being fully as close is duplicate tests from a Angle batch of coke.

The U.S. Bureau of Mines investigated prospects and mineralized areas in and adjacent to the Indian Pass and Picacho Peak study areas in 1983 and 1984. The Indian Pass study area contains 33,640 acres and the Picacho Peak study area contains 5,450 acres. The study areas are located in the southeast corner of California and are underlain by Precambrian gneiss, Pre-Tertiary metavolcanic and metasedimentary rocks, and Tertiary volcanic and non-marine clastic rocks. Low-grade gold-silver resources may be present in hydrothermally altered gneiss in the upper plate and altered schist in the lower plate of the Chocolate Mountain thrust fault. The thrust fault is exposed in the study areas for about 3.5 miles west and 5 miles east of Indian Pass. Mineralized zones in the thrust plates were not discovered until 1983. Earlier prospecting explored areas containing minor copper carbonate occurrences in schist and sedimentary and volcanic rocks that are younger than the thrust. Twenty-three mines, prospects, and mineral occurrences inside the study areas and fourteen outs; de were examined for this study. These surficial copper occurrences have been prospected extensively in the study areas; large areas have been scraped, pitted, and trenched by bulldozers. However, they appear to be of limited economic significance. Slightly mineralized zones are in the northwest part of the Indian Pass study area where granite contacts sedimentary and volcanic rocks.

THE DOMEST[C bituminous coal and lignite industry remained fairly steady in 1959 compared with 1958. Although mechanization continued to expand and production increased slightly, consumption, average value, exports, and employment decreased. The percentage of underground production mechanically loaded, the percentage of total production mined by stripping, and tonnage per man per day were at their highest levels. Production.-The output of bituminous coal and lignite in 1959-412 million tons-was 0.4 percent greater than the 410.4 million tons produced in 1958. Production was retarded in 1959, largely owing to the steel strike and reduced exports.

The objective of this project was to collect information applicable to the design of ground support systems in deep mines to include in-situ rock deformations, deformation-modulus, stresses, and geology and laboratory physical properties. All data collected was to be integrated and evaluated using a finite-elements computer code. In addition, considerable professional "cross pollenization" was anticipated from the association of University and SMRC personnel. Scope of Investigation Before a ground supporting system can be evaluated, the loading conditions existing in the region of investigation, strength, deformation characteristics, as well as other engineering properties of the rock structure immediately surrounding the openings, together with the pertinent geological information, must be obtained and analyzed. It was for this reason the following items were included in this research project: (1) The selection of a suitable area for the investigation. (2) The mapping of the important geological features of the area of investigation. (3) The measurement of in-situ deformation of rock masses immediately surrounding an underground opening of the area of investigation. (4) The determination of ground stresses. Operations covered included all State metal mines using substantial quantities of water and all concentrators and smelters. Also included in the survey were 8 operations in the nonmetallic group; 22 in the plating, metal-fabricating, and metal-forming categories; 1 public-utility power company; and 6 water companies. The extent of the water shortage in Arizona is reflected in mineral- industry water-use practices, in the high cost and low quality of water used at many operations, and in the stringency of State control of well drilling and pumping. Many mineral-industry operations are among those users most seriously affected by the uneven water supply.

The innate variability of natural materials and processes causes uncertainty in the models representing the natural phenomena and uncertainty in estimating the parameters that are used in these models. Reliability analyses, in contrast to the traditional factor of safety approach, are well suited to a rational incorporation of uncertainty in design and exploration decisions. Probabilistic kinetic and kinematic analyses were developed and combined to form reliability analysis methods. With one method the reliability, i.e.) the probability of failure, of an individual 2-plane wedge in a slope can be determined. The other method is aimed at slopes with a single slope parallel set of joints. In each case two approaches were developed, an encompassing one relying on computer codes and a simplified or summary approach relying on charts or pocket calculator computation. A major contribution of these approaches is the treatment of joint persistance. Instead of having to assume a certain persistence, it is now possible to use exploration data on joint geometry and to include the persistence effect rigorously.

This report summarizes the results from the first year of an anticipated multiphase program to develop improved coal mining equipment which utilize the CAVIJET? cavitating water jet method. This laboratory parametric study demonstrated the advantages of cavitating jets over non­cavitating jets in cutting coal, by producing comparable slot depths at one-fifth of the operating pressure, at better than one-half of the spe­cific energy. These results suggest that CAVIJET-augmented mining devices can be developed with compact, low-pressure pumps. Thus, CAVIJET should be capable of operating with safer, lighter support equipment, while providing all of the advantages (reduction of dust and sparks, reduced damage to cutters) of conventional hydraulic mining methods.

This Bureau of Mines study estimates the number of major pieces of coal- mining equipment that will be required to produce 950 million tons of marketable coal in 1980 and 1.2 billion tons in 1985. The coal tonnages were projected in the intermediate coal supply scenario of Project Independence Blueprint (PIB). The equipment projections were determined by consideration of historical trends and by evaluation of information from equipment manufacturers and mining companies. The ability of the manufacturers to meet the projected equipment demands was also determined. It was concluded that equipment supply offers no presently discernible constraint to mining 1.2 billion tons of coal in 1985. A shortfall in projected production for the intervening years, however, is probable owing to anticipated shortages of draglines.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This Bureau of Mines publication reviews U.S. helium resources as of January 1, 1973. These resources, estimated to be 693.7 billion cubic feet, are broken down into four classifications, as follows: helium in storage, 34.9 billion cubic feet; helium in measured helium-rich natural gas reserves, 119.5 billion cubic feet; helium in measured helium-lean natural gas reserves, 62.8 billion cubic feet; and helium in indicated or undiscovered natural gas resources, 476.5 billion cubic feet. The helium in undiscovered natural gas is considered a national resource; however, this gas may not be discovered depending on many factors beyond the scope of this paper, and most of the helium in natural gas will be dissipated as the gas is consumed for fuel and other purposes.

This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines, the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Diesel-powered haulage equipment has recently been tested and approved for permissibility by the Bureau of Mines for use in mining in the United States. Achievement of this advance in safety involved extensive studies, both in the testing station (2, 3, 20, 21, 22, 23, 24, 25, 26, 27)3/ and in the field 1, 4, 13, 30), of the operating characteristics of diesel engines in relation to the toe of such engines underground. The results of these studies formed the basis for establishing the requirements that should be met by diesel-powered haulage equipment approved for permissibility. Considerable interest has been manifested in the development of diesel-powered haulage equipment fur mines. The purpose of this paper is to retrace briefly the course of this development and to answer such questions as: What is the history of the use of diesel engines underground? Why has the Bureau of Mines been interested in the development of diesel-powered haulage equipment for use in mines?

[Gypsum is one of the most important nonmetallic c minerals, as is indicated by the fact that the United States consumed approximately 3,500,000 tons of natural and calcined gypsum in 1937. The building trades were the largest users required 2,520,000 tons of calcine for production of plaster, wall board, tiles, block, and various other insulating and building materials. The glass and ceramic industries and other manufacturers required an additional 126,000 tons. The balance was used in the uncalcined condition as retarder in Portland cement and or agricultural purposes.]
