A process for recovery of energy from waste coal fines was investigated. The process, which was developed through laboratory, bench, and pilot plant scale experiments, consists of mechanical cleaning followed by high temperature oil agglomeration and pelletization. The process can produce a quality product under an economically and environmentally acceptable condition. Waste coal fines with ash less than 35: and HHV greater than 6,000 BTU/1b have been upgraded to a product with less than 15% ash and HHV Greater than 11,500 BTU/lb. A computer model has been developed to optimize the processing costs and to perform economic evaluation of specific sites. Ultimately tine model can be utilized to establish a priority listing for a region in assisting the determination of reclamation strategy.

In a previous study, the e?cacy of commercial and prototype impactors for sampling diesel particulate matter (DPM) in coal mines was investigated. Laboratory and ?eld samples were collected on quartz-?ber ?lters and analyzed for organic and elemental carbon. Coal dust contributed a minimal amount of elemental carbon when commercial cascade impactors and prototype impactors, designed by the University of Minnesota (UMN) and the US Bureau of Mines (BOM), were used to collect submicrometer dust fractions. Other impactors were not as e?ective at excluding coal dust. The impactors evaluated in that study were either not commercially available or were multi-stage, expensive, and di?cult to use for personal measurements. A commercial version of the BOM impactor, called the DPM Cassette, was recently introduced by SKCs. Tests were conducted to evaluate the performance of the DPM Cassette for measuring diesel-source elemental carbon in the presence of coal dust. Bituminous coals from three mines in two di?erent coal provinces were examined. The dust particle diameters were small and the coal dust contained a high percentage of carbon, there by giving a worst-case condition for non-anthracite coal mines. Results for the DPM Cassette were essentially identical to those obtained by the BOM impactors in a previous study. At a respirable coal dust concentration of 5.46mg m3, which is 3.8 times the regulatory limit, the DPM Cassette collected only 34µg m3 of coal-source elemental carbon.

The Bureau of Mines examined the Bear Canyon RARE II area in 1982. The area has no identified mineral deposits. The few claims that were located in the study area are devoid of any workings. No concentrations of economic minerals were found in the samples taken. There are no mineral, geothermal, or oil and gas leases in the area; the nearest oil well is 10 mi (16 km) east. The nearest mining operation was the Ruby Gold Placer worked in 1914, 7 mi (11 km) southeast (Hart, 1966, p. 45); the Pliocene Paso Robles Formation which contained the gold does not extend into the area. SETTING The Bear Canyon RARE II area covers 19.7 sq mi (51 sq km) or 12,600 acres (1500 ha) in west-central California. It lies in the Santa Lucia Range 10 mi (16 km) southwest of King City and adjoins the southeast side of the Ventana Wilderness. It is 10 mi (16 km) from the Pacific Ocean. Primary access is by the San Antonio River road on the Hunter Liggett Military Reservation, which parallels the area's southern border. Further access to the area's interior is by jeep and foot trails.

The most fundamental feature of fracture is that it involves separation. Such separation can arise by either separation of molecules, more or less along the line joining their centers (tension), or by d sliding separation roughly perpendicular to that line (shear). Theoretically, a perfect crystal could never be broken by the application of perfectly axial compressive stress (until some sub-molecular actions occur). In tension fields the calculated forces between molecules are extremely high. Consequently, calculations based on the forces known to exist in materials at the molecular and crystalline levels always lead to strengths which are two or three magnitudes higher than the strengths obtained in service or in the laboratory. It has been a major problem, therefore, to explain: (a) How fracture can occur in compressive stress states. (b) Why the observed strength of a material is always much lower than its calculated strength.

As part of the Bureau of Mines effort to establish a comprehensive subsidence data base for subsidence technology development, subsidence and related data are being compiled for various mining, geological, and environmental situations. This publication presents data for a longwall mining operation in the Northern Appalachian Coal Region. Vertical displacements and relative faze positions are tabulated for 160 subsidence monuments. Measurements were taken 32 times during the 2 years it took to mine the two panels. Brief physiographic and geological descriptions of the mining site are presented along with a general account of the mining and subsidence monitoring methods.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.

Measurements and analyses were conducted of whole-body vibration aboard seven commercially available passenger and/or recreational vehicles: sedan; sport-utility vehicle (SUV); pickup truck; moving truck; motorcycle; all-terrain vehicle (ATV); and boat. The purpose of the testing was to measure and assess whole-body vibration exposure in a range of typical vehicle environments in order to gain understanding of typical exposure levels characteristic of activities of daily living. Vehicle models tested (and model year) were: Ford Taurus (1995); Jeep Cherokee Sport (2000); Toyota Tundra SR5 (2002); Ford F-350 (1997); Harley-Davidson Electra Glide Classic (2004); Yamaha Kodiak 400 4x4; and Steiger Craft Model 21 Montauk. All vehicles were tested with their standard factory-installed seats and were operated under a range of normal operating conditions and speeds typical of intended vehicle use. Methods The measurement, processing, analysis, and exposure assessment methods follow the guidance of generally accepted, national and international consensus standards relevant to the evaluation of whole-body vibration, including ISO 2631-1 [1] and ANSI S3.18 [2]. Seats were instrumented with low-mass triaxial accelerometers mounted in seat pads. Accelerometers used in the test are specified to have flat frequency response over the frequency range of 0.5 to 80 Hz, and all accelerometers were recently calibrated traceable to the National Institute of Standards and Technology (NIST). Seat pads were installed following guidance in the relevant standards [1, 2], with sensitive axes of the accelerometers following the standard coordinate system with respect to the seated occupant. (The x-axis represents fore-aft motion; the y-axis represents side-to-side motion; and the z-axis represents vertical motion with respect to the occupant.) Vibration data processing and analysis, including filtering, sampling, frequency-weighting, averaging, summation, and determination of basic and additional metrics followed procedures in the relevant standards [1, 2]. Digitized time series data were acquired and stored using a PC-based data acquisition system. Whole-body vibration exposure analyses were conducted via post-processing. During data processing, recorded periods of seat acceleration that were identified and verified as resulting from occupant-induced motion rather than vehicle motion were excluded prior to exposure analysis. Approach: A protective curtain of filtered air is blown down around the operator's head, from a manifold mounted on the machine canopy. How It Works: Mine air is drawn into the system through a filter which removes respirable dust. The filtered air enters a centrifugal blower which pushes it through a flexible hose to a manifold mounted on the canopy above the operator. Air leaves the manifold through a perforated plate and flows down around the operator's head. A photograph of an installed system can be seen in Figure 1. The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. Nitrogenase activity (C2H2 reduction) was found to be associated with the following grasses in the field: Agropyron dasystachyum, Agropyron smithii, Aristida purpurea, Oryzopsis hymenoides and Stipa comata. Uptake of fixed nitrogen was also demonstrated for these grasses. Two unidentified nitrogen fixing bacteria were isolated, one from Stipa comata and one from Aristida purpurea. Cynodon dactylon and Agropyron cristatum were successfully inoculated with the unknown isolate obtained from Stipa comata. The inoculated plants exhibited nitrogenase activity (C2 H2 reduction) whereas uninoculated controls gave negative results.

Collins Radio Company, through this contract with the Bureau of Mines, has conducted a System Study of Coal Mine Communi¬cations. The program was a three phase program to establish a data base, perform communication system analysis and optimi¬zation, and prepare equipment specifications to be included in this final report. At the start of establishing a data base both a knowledge of mine communication and coal mines in general was obtained. Communication system requirements and constraints were determined along with a survey of current and potential mine communication equipment. An investigation was completed concerning theoretical LF and VLF propagation characteristics, and UHF propagation tests were conducted in a working coal mine. Different mines were contacted and on-site surveys completed with respect to coal mine communication requirements.

The Olallie RARE II study area has volcanic cinder deposits with a sow potential for development. No mining claims or prospects are known within the study area, and except for common construction materials such as volcanic cinders and stone, no mineral deposits were identified. An evaluation of the geology indicates that metallic mineral deposits are unlikely to exist. No significant metallic concentrations were reported in samples from the area. The only resources in the study area are about 30 million cu yds (23 million cu m) of cinders in three cones. The cinder deposits in the study area cannot compete economically with enormous deposits of similar material in more accesible areas closer to markets. At the present rate of consumption, resources outside the area are adequate far into the future. The geothermal potential of the study area is being evaluated by the U.S. Geological Survey.

The results of a two-year research effort aimed at improving communication systems in coal mines is reported. A review of communication methods presently used in coal mines is presented. Theoretical and-experimental results of a four pronged effort in the areas of (1) through-the-earth propagation, (2) paging system design, (3) improvement of wired telephone systems, and (4) carrier current systems are described. Auxiliary systems not included in the above are considered briefly. Various conclusions are drawn in light of practical constraints and the needs of the mining industry. The study clearly demonstrated the need for nine communications to be designed on system basis. The viability of new technology for providing reliable mine communication for improving mine safety and operating efficiency is shown.

INJURY experience and employment data are presented in this chapter for metal and nonmetal mines, stone quarries, sand and gravel pits, iron blast-furnace slag plants, and metallurgical plants (including ore-dressing and nonferrous reduction plants and refineries) in the United States. Employment and injury experience data for all mineral industries are given in volume II. The 1962 figures are preliminary summations which are subject to revision. They were compiled from all reports from producers received by the Bureau of Mines through April 15, 1963. The data for metal, nonmetal (except well and brine operations), stone, and sand and gravel operations were collected by a mandatory reporting system under the provisions of the act of September 26, 1961, Public Law 87-300 (75 Stat. 649). The act authorized the Secretary of the Interior to study the various aspects of safety in metal and nonmetal mines (excluding coal mines) and report the findings 2 years sub-sequent to the enactment of the law. Data on nonmetal well and brine plants and nonferrous reduction plants and refineries were reported voluntarily by the operators. METAL MINES Preliminary data for the metal mining industry comprise reports on 1,871 mines and pits. The combined fatal and nonfatal injury-frequency rate was 31.95 per million manhours in 1962, a decrease of 8 percent from the similar rate of 34.54 in 1961. Metal operations reported a total of 61 fatal and 3,201 nonfatal injuries.

Bag stackers who use semi-automated palletizing machines and air slides may be exposed to high concentrations of dust. To reduce dust exposure, use an exhaust ventilation system in conjunction with an envelope of clean air over the bagstacker provided by an overhead air supply. Description of Hazard Mineral processing plants in the United States and throughout the world process material that is finely ground and placed into bags for shipping to the consumer. These bags normally range from 50 to 100 pounds in weight. Once the material is placed in these bags, a bag stacker loads the bags onto pallets. A bag stacker is exposed to a lot of dust that is mainly released by the force from loading the bag onto the pallet. The two main sources are the dust on the outside of the bag and the dust that escapes from inside the bag as it is loaded. The Mine Safety and Health Administration's (MSHA) records indicate the bag stacker's dust exposure is one of the highest of all workers at mineral processing operations. Ways to reduce the dust exposure and strain to the bag stacker are in constant development. Recently, automated systems have been built. These systems range from fully automated, which totally remove the worker from the bag-stacking process, to semiautomated systems, in which the bag stacker still performs some of the functions. This Hazard Control deals with controlling the bag stacker's dust exposure during use of a semi-automated palletizing machine. The worker slides the bags into position on the palletizing machine. Once an entire layer of bags is positioned, the bag stacker operates the controls on the palletizing machine to lower the layer of bags onto the pallet. An air slide is built into the semi-automated palletizing machine so the bags are easier to move. This slide uses a metal table with air jets that exit through small holes at high velocities, similar to an air hockey game. The dust problem occurs because the air slide causes dust to blow up onto the bag stacker, significantly increasing the dust exposure.

1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.
