An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. Certain roof shales in coal mines deteriorate upon exposure to the atmosphere, causing difficulties in the mining operations and adding to the cost. This report presents the results of both field investigations, in a West Virginia mine, and laboratory studies on the effects of atmospheric moisture on roof shales. Based on these observations, a conceptual procedure is presented on how shale deterioration might be predicted during exploration, and guidelines are given as to how air tempering or conditioning chambers may be designed to reduce moisture effects. Recommendations for further studies are included. An annotated bibliography of the literature constitutes the second volume.

The stripping of iron-laden solvent with hydrochloric acid in the iron-removal step of the clay-hydrochloric acid process for the extraction of alumina from calcined kaolinitic clay results in a loaded ferric chloride stripping liquor. Treatment of this stripping liquor at boiling with calcined kaolin to form insoluble Fe203(s) and a dilute A1C13 solution was undertaken by the Bureau of Mines to characterize process problems and to aid in sizing of solids-liquid separation equipment. Variables identified as important in the chemical reaction were calcined kaolin particle size, ratio of calcined kaolin to FeC13, and reaction time. These parameters were tested for significance and their interactions investigated. Fine calcined kaolin (-65 mesh) at a greater than 1:1 mole ratio of contained acid-soluble A1203 to Fe203 equivalent of the FeC13 in the stripping liquor required less reaction time than coarser (-16 mesh) material. Solids-liquid separation of the reacted slurries by both settling and filtration requires flocculation.

The volume of gases produced in major and trace amounts following the detonation of two water gel and two emulsion explosives in a mine were determined. The volume .of the major gases (CO, CO2, NO, and NO2) was measured immediately following detonation, during the mucking operation, and following the removal of the muck. Tests to identify and quantify the gases produced in trace amounts were performed following the detonation only. The volume of each major gas per pound of explosive (ft /lb) ;ranged as follows: CO, 0.0424-0.3231; CO , 0.6819-1.5632; NO, 0.0129-0.1320; and NO2, 0.0019-0.1111.. An approximate average of 95% of the gases produced was found in the test chamber immediately following the detonation, while less that 2% was found in the chamber following removal of the muck. Benzene was the most significant compound found to occur in trace amounts. Scaling tests performed with a water gel and an emulsion explosive suggest that the volume of the gases per unit mass of explosive detonated diminishes as the amount of explosive per blast increases.

Hydraulic transport has been considered as one of the most economical methods in transferring granular materials over relatively long distances. In the natural world, it is used to transport basic material required for the support of life; in industry, it is a method widely adopted for handling materials. But the phenomena of hydraulic transport has not yet been thoroughly understood. As most of them are conditioned by a number of hydraulic and mechanical parameters, of which the basic relationships are not fully known, the traditional approach in relating these parameters to the energy requirement is purely empirical in nature. Empirical formulas, such as that proposed by Durand, (1) only give satisfactory results over a selected range of (particle size)/(pipe diameter) ratios and slurry concentration. When the case is more complicated or when new situations arise, the empirical formulas fail to give good predictory results. In fact, most of these formulas are based upon dimensional analysis, where the underlying physical interaction is not explicitly considered. Apart from the loosely related, non-dimensional groups incorporated in the formulas, there is practically no analytical means for modifying the formula so as to enable it to cope with more complex real physical situations. Although it seems quite remote that a complete rigorous solution to this highly complex problem could be generated in the near future, it is generally recognized (2, 3) that research in this area should be directed to more comprehensive studies of the obscure phenomena. An improved visibility system was developed for use on the large (100 ton+) haulage trucks typically operated in open pit and surface mines. The improved visibility system provides the truck driver' with a means of viewing hazardous situations that occur in the extensive blind areas adjacent to his true. The cost effective, reliable, visibility system consists of a closed-circuit television three unique fresnel viewers, and two improved mirrors. This report describes the visibility problems of Large trucks in the surface mining environment, shows the performance of existing mirrors, substantiates concept selection, and describes the prototype improved visibility system.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

In July 1982 the Committee on Underground Coal Mine Safety completed its study of safety in U.S. underground coal mines; the results of the study were published in the National Research Council report entitled Toward Safer Underground Coal Mines. One of the findings of this study was: THERE IS A STRONG CORRELATION BETWEEN MINE SIZE AND FATAL INJURIES. THE FATALITY RATE IN MINES WITH 50 OR FEWER EMPLOYEES IS NEARLY THREE TIMES THAT OF LARGE MINES (WITH OVER 250 EMPLOYEES), AND ABOUT TWICE THAT OF INTERMEDIATE-SIZED MINES (WITH 51-250 EMPLOYEES). Although the Committee explored possible reasons for the higher fatality rate in the smaller mines, it was not able to explain this phenomenon fully. Therefore the Bureau of mines requested that the Committee undertake a supplementary study of fatalities in small underground coal mines. The Committee met in the fall of 1982, discussed the problem, developed an approach to it, approved a program of statistical analyses, and authorized a panel of four committee members to explore the problem in greater depth. The panel, in turn, reviewed the results of the statistical analyses and met with the president of the National Independent Coal Operators Association and with several owners of small underground coal mines for a detailed discussion of the unique problems of small mines. Panel members examined 66 individual fatality reports prepared by Mine Safety and Health Administration (MSHA) inspectors who investigated fatal accidents that occurred in small underground coal mines in 1979 and 1980. This report is the result of those studies, analyses, and deliberations. The first draft was prepared by the panel, but the report has been reviewed and approved by the entire Committee.

It is of upmost importance to keep the size of the program to a minimum for the computer being used. One way is to reduce the size of the data bank by adjusting the large common array A in the main program (page, line 32) and the statement following the assignment of A. The current value of A is 35001 and is optimized for the UNIVAC computer with 5,000 words of useable storage. Another way to reduce the required storage is to overlay the program. That is, to have in the computer only the subroutines which are being used. In large finite element codes, overlays or segmentation of the program is a necessity. The code presented here has three levels of segments and are presented graphically in the tree in Figure D-1.

This report presents the results of a study to determine compaction criteria for coal waste embankments. The purpose of this study is to evaluate the costs and resulting effects on the engineering proper-ties of coal waste materials, utilizing different compaction methods, equipment passes, and lift thickness. Based on the results of the study, a cost efficient compaction method that will attain the desired results will be recommended to the coal mining industry. The report describes a comprehensive literature search into the compaction of coal waste materials, field compaction programs, laboratory investigations, analysis of test data as well as conclusions and recommendations for establishing the compaction criteria. The findings obtained in this investigation are intended to supply much needed information and to justify the guidelines that have been recommended.

Six major trends that have had and are continuing to have major effects on the use and supplies of pig iron and scrap in the United States are (a) gradual replacement of the basic open hearth furnace (OH) by the basic oxygen furnace(BOF); (b) use of the electric furnaces for the production of plain-carbon steels, a trend which is closely related to the first; (c) United States changing from being a net exporter to a net importer of steel; (d) replacement of ingot casting by strand casting; (e) increased exportation of scrap; and (f) the lack of growth of the capacity of the U. S. steel industry to produce pig iron in the last 5 to 8 years. This report gives an analysis of the relationships between these trends and the use of processes for the production of raw steel in solidified form.

Part I of this report3/ proposed a sonic method for determining pressure, in situ, on rock pillar, arches, and other structures. The method required (1) a laboratory determination of the variation of the velocity of sound with pressure in samples of rock taken from mine pillars to establish a velocity pressure relationship for the type of rock, and (2) a measurement of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. The success of this method depends on the extent to which velocity of sound varies with pressure. Furthermore, Young's modulus of elasticity, E, can be calculated from longitudinal velocity, V, by the relationship, E = V2d ...(1) where d = density. Hence, the variation of the elastic modulus with pressure also can be determined. It pointed out that this method might be extended to assist in the prediction of rock bursts, inasmuch as the rock is subjected to extreme pressure in these instances.

Experiments were conducted in 2- and 4-inch-diameter standpipes to evaluate the effectiveness of standpipes as pressure seals. During the experiments, these standpipes conveyed Alan-Wood magnetite (60 to 230 U.S. standard sieve mesh) by gravity flow from one vessel to another of relatively higher pressure. The information obtained has been helpful in a Federal Bureau of Mines investigation of how to make either synthesis gas or hydrogen by a modified steam-iron process employing a continuous recycling stream of granular iron-iron oxide at temperatures of 600° to 900° C. In this process the mixture of granular material flows by gravity from a reduction vessel at low pressures to an oxidation vessel at higher pressures. Data from the 2- and 4-inch-diameter standpipes indicate that it would be practical to use a standpipe as a pressure seal between the reductor and oxidizer. Investigators found that, by gravity flow, the standpipe could convey the Alan-Wood magnetite against pressure gradients up to 1.07 pounds per square inch per foot of column height.

The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

The waters used to waterflood the Wilmington oilfield were studied by the Bureau of Mines, in cooperation with the city of Long Beach, Calif. Increases in the pressure of the injection wells indicated that they were being plugged by materials suspended in the waters. This study was made to identify the suspended materials, determine their origin, and find methods of preventing their formation. The suspended oil-coated materials were iron sulfide, barium sulfate, calcium carbonate, clay, and sand (or silica). Results indicated that the sulfide, which was as high as 90 milligrams per liter, was the product of sulfate-reducing bacteria. The injection of ocean water increased the sulfate content of the waters in the petroleum reservoirs from 3 to 250 milligrams per liter, thereby furnishing sulfate for growth of the bacteria. The waters were supersaturated with barium sulfate. Laboratory tests showed that sulfide could be removed from the waters by adding iron at a cost of 1 to 2 mills per barrel. The solubility of iron sulfide and calcium orthophosphate in the injection waters was also determined.

Chalcocite flotation concentrates (26-34 percent Cu and 6-7 percent S) were roasted in air to determine sulfur elimination as a function of temperature, airflow rate, and residence time. Fluosolids roasting was evaluated batchwise and continuously in a 4-inch fluid-bed reactor. Kiln roasting tests were carried out in a 4-inch ID by 6-inch-long rotary drum. Pelletizing the very fine concentrates prior to roasting was essential to minimize dust losses and accretions. Concentrate pellets, sized minus 10 plus 20 mesh and bonded with 2 percent bentonite, were excellent feed for fluosol¬ids roasting and limited dust losses to 10 percent or less. One-fourth-inch pellets were best suited to kiln roasting. Both techniques were capable of producing copper calcines analyzing well under 1 percent residual sulfur when operated at 900° C with average retention times of 3 to 4 hours. Calcined pellets were strong, porous, and readily reducible.

This annual report deals with four distinct tasks related to research on the safety and reliability of mine electrical power systems. Task one is to develop tests and the associated instrumentation to detect incipient faults on a mine or any low-voltage power system. Task two is a dual effort related to the digital prediction of electrical transients on mine power systems and laboratory testing of transient suppression devices. Task three is also a dual effort. This task consists of both theoretical and laboratory work to assess both the reliability and the fail-safe characteristics of several items of protective equipment used in mine power systems. Task four consists of an effort to use programmable calculators and/or computer terminals to check overcurrent protective device coordination.

Wood cribs are used extensively to stabilize openings in underground coal mines. This U.S. Bureau of Mines report describes the results of full-scale testing of several multitimbered wood crib configurations. Multitimbered configurations are wood cribs that are constructed with two or more timbers per layer. Nine different crib configurations were evaluated. Configuration parameters under study included the aspect ratio (height-to-width relationship) and the percentage of solid rr:aterial used in crib construction. Test results and generalized wood crib behavior are discussed and recommendations are made concerning crib constructions to maximize strength and stability. Crib performance is enhanced by reducing buckling effects by decreasing the aspect ratio and geometry considerations that increase the moment of inertia. A cost benefit analysis of multitimbered wood crib configurations is made. Generally, increasing the percentage of solid provides more resistance at less unit construction cost. A comparison of laboratory results and underground observations of several wood pack wall supports suggest in situ load capacity is less than that measured in laboratory testing. Reasons for the apparent decrease of in situ load-bearing capability include load rate effects, stiffness of reaction surfaces, and varying boundary conditions that alter the load transfer mechanics of the crib structure.
