New Zealand China Clays produces a unique halloysite clay product at Matauri Bay, Northland.   The company has licences over four deposits that were derived from the weathering of rhyodacite domes. Clay is mined and processed from two of the four deposits and is refined using a complex process based on gravity separation.   The product is almost entirely exported to niche markets in 24 countries. The main market is the fine ceramic industry where the product is used as a component in the manufacture of high quality porcelain and bone china bodies. The use of halloysite in these bodies gives the manufacturer the ability to achieve high whiteness and translucency. The other major market is for use in technical ceramics, where the product is sought after due to its high purity, fine particle size and stability at high temperatures.

LAKE MARGARET is situate high up on the West Coast Range of Tasmania, and lies in a roughly triangular valley formed by the ridge of Mount Sedgwick on the south, the ridge formed by Mounts Geikie and Tyndal on the west, amid a ridge connecting Mounts Geikie and Sedgwick on the east. Any description of this hydroelectric installation, however brief, naturally divides itself into the following sections:1. STORAGE BASIN, &c. 2. DAM. 3. PIPE LINES. 4. POWER STATION. 5. TRANSMISSION LINES. 6. SUBSTATION 7. VARIOUS WORKS utilizing the power.The Storage Basin used is the natural lake itself, which has a maximum length of 110 chains, a maximum width of 40 chains, and a mean arelj. of 300 acres. The water-level of the lake, which has been maintained by a natural dam, is 2143 ft. above sea-level. The approximate catchment area at present appropriated is 7 sq. miles, and the rainfall, on the average, about 144 in. per annum. It is possible to increase this catchment area by suitable races, &c. Dam.-The dam constructed is of very small dimensions, and is not a storage dam in the usual sense of the term. The natural storage ot-the lake itself was used by means of a channel cut through the natural dam and thence to the mouth of the lake, the lake level being thus temporarily lowered while the outlet pipes, screens, &c., were placed in position, and the channel was then closed again with a concrete wall in which the pipes and screens are set. Murrin Murrin Operations have not had a successful beginning. Numerous reliability and operability issues, many of which are the result of design decisions, have been addressed through mechanical and operational changes and the CCD circuit is no exception. Four design aspects of the CCD circuit that have caused and continue to cause operational problems are: the inclusion of solution neutralisation gypsum in the CCD circuit feed which was designed solely for HPAL residue without proper investigation of its impact on the achievable underflow density and resulting wash efficiency; the decision to construct the thickener base from thickened solids; the lack of redundancy in the overflow, underflow and tailings pipe work; and the lack of thickener operational flexibility in the central rake-lift and feedwell dilution system. In November 2002, the lack of operational flexibility in the rake-lift and the feedwell dilution system was improved through mechanical modification as follows:CCD1 rake mechanism was modified to allow central vertical lift of 600 mm; and CCD1 changed to forced dilution using the Outokumpu TurbodilRântechnology by replacing the E-DucânRtechnology of Eimco. Further evidence is presented as to the widespread occurrence of Thiobacillus ferrooxidans in nature in association with sulphide minerals. Leaching rates are discussed in terms of the effect of environmental parameters, particularly Eh and pH, on the bacterial process.The methods used to investigate leaching phenomena are described and the advantages and limitations of each method are discussed. A theoretical treatment of the bacterial leaching process is given which indicates that the optimum conditions arrived at by traditional methods are compatible with those deduced from consideration of the mathematics of continuous culture and thermodynamics

I find that during the short time I have been in this district, the majority of boilers are, and have been, receiving very bad usage owing to the difficulties which they have to contend against, viz., oil and bad water. Oil on the heating surface of a boiler is of a highly dangerous nature inasmuch as it allows the surface to become overheated, owing to the water not coming into direct contact with the plates, and it naturally follows that when the crown sheets of a flue or firebox become overheated, you lose a considerable amount of the strength of the plate, and the flue or crown comes down. Referring to the oil question, I find that too much care cannot or exercised on the part of engine drivers in order to minimise as much as possible the internal lubrication of the various engines under their control. For I consider that it is here that the most of the trouble is caused. My reasons for stating such to be the case, are:-That the majority of enginedrivers before coming to this field have been used to driving engines that have been exhausting into the atmosphere, and probably they have been taught that it is far better to use a little extra lubrication than to have a hot bearing. So far so good. But one thing that must not be overlooked is that on these fields the conditions are altered in this respect, as the majority of engines in this district are not exhausting into the atmosphere, but are condensing their exhaust steam and using the water so condensed for feed purposes.

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. Devitrification of a glassy volcanic ash equivalent to an alkaline trachyte in composition has resulted in the formation of an interstratified illite-montmorillonite with an 1:1\1 content of 1:4 as the principal clay mineral.A high concentration of potassium ions and a deficiency of magnesium ions favoured the formation of the potassium-bentonite.A poorly ordered mica mineral, equivalent to illite, was produced by weathering of potassic feldspar. Subsequent degradation of the illite through the loss of potassium was responsible for the formation of several interstratified minerals with very approximate 1:1\1 contents of 4: I as minor components.Other authigenic minerals present in small amounts were u-cristobalite, sepiolite, and the zeolite clinopitolite.The non-swelling character of the potassium-bentonite makes it economically unattractive...

The Misima open pit gold mine is a 20Mt per annum operation. Blasthole drilling is used to sample all material at a uniform 5m square pattern, and representative sub- sampling of the blast holes enables assay samples to be collected over the full 10m bench height. Samples are assayed for gold, silver and copper at the Company's laboratory at the mine site and the assays are provided to geologists as a written assay report and on floppy disc. Surveyed blasthole locations and assay results are transferred via personal computers (PCs) to a SUN mini-computer where results are stored by bench, blasthole assays are kriged, and plot files are created. A geologist selects grade boundaries from the kriged data, adjusting the boundaries towards the raw blasthole data where hard boundaries are recognised. Surveyors peg the resultant boundaries in the pit using a system of colour-coded pegs to display the different material types. A daily plan also shows boundaries and face positions.

THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June) 1896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to the works, the fuewoodbeing of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides). The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by, many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall, which averages about 110 in per annum. The areas so far exploited aggregate a total of about42 square miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

General recognition of the potential benefits of utilizing advanced technology has focussed public attention on the organisation of tertiary education. This has produced a situation where opportunities exist for significant changes to be implemented. The challenges to Mining education in this environment of change are analysed with respect to the setting of education objectives, the role of centres of education, course structures and student access to courses. The scope of the analysis includes formal courses for professional education and technical training, and programmes for continuing education and postgraduate research. Previous significant advances in mining technology illustrate the importance of encouraging the establishment of an extensive involvement with mining education. Education cannot be the sole responsibility of professional academic organizations; significant industry participation is essential. Methods of achieving this interaction are discussed. Major changes in techniques available for disseminating information provide a significant incentive to assess the relevance of existing course structures and restrictions on student access to courses. Establishment of a less rigidly progressive system of education is discussed with respect to the development of the full potential of computer based learning. This will expand the availability of mining education to include remote locations. The practical feasibility of such changes and recognition of the value of education as a commercial resource could also increase overseas involvement in Australian mining education. Benefits of such changes and problems that may develop if accreditation systems are not also changed to take account of new technology are outlined.

Reliable and discriminating small, laboratory scale methods of study have been developed and used successfully in the critical evaluation and interpretation of the carbonization characteristics of a wide range of raw and prepared materials, the variable factors in the coking process, and' the mechanical properties of the carbonized products. The simple and highly economic technologies have been successfully and effectively integrated with detailed surface and subsurface geological exploration programmes (particularly in the coalfields of the .Central Bowen Basin of Queensland) as well as with quality and utilization studies of a nUII!ber of representative Australian and Japanese coals. Previously, only the results of comparatively large, laboratory scale studies have provided information reasonably indicative of those to be anticipated hi industrial practice, but these suffer serious disadvantages in terms of economy of material, time and resources; they have been difficult or even impossible to use as an essential part of any normal or comprehensive exploration programme. On the other hand, although previously developed smaller scale laboratory methods derive considerable advantage from their flexibility, amenity to critical control and inherent potential for speed and economy, they have hitherto permitted no effective or direct comparison with the results of industrial practice or full scale assessment. Comprehensive study results achieved through technologies developed recently at the University 'of Sydney demonstrate that carefully controlled small laboratory scale methods of evaluation quite suitable for use in exploration and, other programmes may be used to predict with considerable accuracy and reliability (in some cases exceedingthat of pilot scale study) the principal strength index of one of the established and internationally recognized full sc:ale tests-the Japanese Industrial-Standard Drum Test. It is probable that further study may establish satisfactory correlations with the results of other standard industrial procedures.

Background geochemistry of streams in mineralised terranes is affected by (a) natural sulphide oxidation and associated metallic discharges; and (b) previous mining history and associated discharges. Both of these processes elevate background metal concentrations by (i) directly adding dissolved metals to stream water; and (ii) adding sulphide-bearing sediments' to the stream system, to be trapped in old channels and bars for later chemical decomposition in situ or after flood reworking. Definition of downstream geochemical background, involving sediments and low-flow dissolved chemistry prior to mining is prudent, as this will provide a benchmark for any required estimation of new inputs from, for example, accidental tailings discharges. Two high-profile examples from western USA illustrate these points. Summitville mine in southern Colorado is an environmental disaster left when the operating company went bankrupt in 1991. Acid metal-rich discharges are leaving the site into a river system used for agricultural irrigation. However, nearby sub-catchments have substantial naturally occurring acid metal-rich discharges and locally discharge natural sulphide-rich debris flows into the same river. Distinction between natural and anthropogenic pollution in the downstream reaches is difficult. Early mining at Cooke City, Montana (New World District) released large volumes of sulphide-bearing tailings into the river system when a tailings impoundment dam failed. The event was equivalent to a 100-year flood, and tailings were deposited for 30 km downstream. These tailings are currently oxidising, and are being reworked into the modem stream during high flow events, thus perturbing background geochemistry.

OWING to the gradual depletion of the hitherto plentiful supply of firewood in the immediate vieinity of Queenstown and Gormanston, which caused a steady increase in the cost of fuel for domestic purposes, the Mount Lyell Company took steps several years ago to make available as a substitute electric current from its Lake Margaret hydro-electric supply. In order to make this practicable it was necessary that the cost of electric power for heating purposes should compare favourably with the cost, of fuel, and the installation of domestic appliances brought within reach of the average householder, and efforts have been continuously directed towards this end since the year 1928.WATER HEATERSThe installation of electrical apparatus in local dwellings began with hot-water services, the heating elements being the types then procurable on the market and adapted to meet requirements.These, however, did not prove satisfactory, but the study of their bilure resulted in a type being developed locally which has overcome all difficulties. The first type of water heater evolved was an outside circulation one the element of which consisted of an iron pipe through which the water passed, insulated with micanite and wound with nichrome wire, the latter being covered with alundun cement to keep it in position and prevent oxidation. This was insulated on its outside surface with a layer of asbestos flour, and connected to the hot-water container as shown in Fig. 1. It was found, however, that the iron pipe had a short life, due to a certain amount of acidity in the water, and a copper pipe was substituted which proved very durable. Some heaters with this improved type of element are still operating after six years of use. The resistance wire is run at a very low current density, which ensures durability.

FREQUENTLY the Survey Department is caIled upon to estimate the quantity of material in various dumps, dams piles, etc... and in the carrying out of this work various methods may be employed.The method used will vary according to the particular case in hand, and factors such as accessibility of the top of the dump, steepness of its sides, height, and the condition of the material to be estimated. A certain amount of "give and take" must be adopted in the treatment of small local cavities and mounds.In all cases it is desirable that the surveys made should be tied on to the lease surveys for the purpose of location, and that all levels should be reduced to the mine datum.
