Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. This paper explores the science behind such controls and questions the need for barrier protection on belt roads.CITATION:Chalmers, D R, 2013. In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

Studies of 13C/12C ratios of carbon dioxide in seam gases and in secondary calcites show that 1. In mines prone to carbon dioxide outbursting, the source of this gas is external to the coal. 2. Faults draining reservoirs of magmatic or primary carbon dioxide, rather than intrusives, are the most likely points of entry of carbon dioxide into mines. 3. The higher the concentration of carbon dioxide in seam gas and the wetter the mine, the lower the likelihood of secondary calcite occurring as a filling in cleats, fractures etc. 4. A -role played by carbon dioxide in promoting outbursting may be the conversion of calcite to soluble bicarbonate, the removal of this in mine water and the subsequent weakening of the resistance of the bulk coal to stress.

Emphasis is placed on appointing key commissioning staff early in the project to coordinate the preparations for commissioning and on detailed planning and tracking to ensure that the required commissioning activities are performed satisfactorily. The management of safety during commissioning is reviewed.

The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.

The so-called COMAT process provides a method for leaching low grade sulphide mattes in an acidic ferric sulphate medium in such a way that non ferrous base metals such as Ni,Cu and Co are substantially all dissolved; the concentration of residual acid and dissolved iron remaining in the leaching solution is low, and a large portion of the sulphide sulphur is converted to elemental sulphur. Thus the quantity of neutralising agents required to remove residual acid and dissolved iron from the leach solution prior to subsequent recovery of the dissolved base metals is greatly reduced. The leach residue and iron precip- itate report in a readily filterable form. In this paper results obtained on a pilot plant scale are presented for the leaching of a typical low grade matte in the manner describ- ed above; for the solvent extraction and elec- trowinning of copper, and for the removal of residual acid, copper and iron from the copper solvent extraction raffinate. Processes tested on a laboratory scale for the further recovery of cobalt and nickel by solvent extraction and electrowinning, and for the recovery of sulphuric acid and ammonium hydr- oxide from the dissolved ammonium sulphate salt contained in the final plant effluent, are also briefly described.

DTA curves of synthesis lead sulfide and commercial. lead concentrates during oxidation were measured to clarify the mechanism of ox- idation of lead sulfide. The oxidation reac tions could be divided to elementary reactions with production of basic lead sulfates such as 2PbO PbSO4. An existance of iron sulfide played an important role of the oxidation of lead concentrates. The oxidation rates of lead sulfide were measured in the wide range of oxygen potenti- als using IR type SO2 gas-meter. The oxidation rates under low Po 2 which corresponds to the direct oxidation smelting were much lower than those obtained under high Pot. The combustion temperatures of lead sulfide were also measured by hot thermocouple method. Those values were extremly low compar- ing the oxidation temperatures obtained by DTA.

Structural, mineralogical, and textural data from the Tarnagulla Goldfield demonstrate that the area has undergone three significant phases of deformation. The first phase of deformation (Dl) predates the intrusion of the Tarnagulla pluton, which has been dated using K/Ar as 391 ¦ 5MY. We regard this pre-granite deformational event as the major regional deformation. Gold-bearing quartz veins have been deposited in dilational sites on west-dipping reverse faults. These sites demonstrate a geometry related both to faulting associated with Dl and the plunge of the Fl fold axes. This evidence, together with chronology of unmineralised ? D2 and D3 faults, the absence of quartz veining associated with D3 events, and the deformation of carbonate-quartz-biotite-sulphide aggregates within Sl by later S2, lead us to conclude that the bulk of the mineralisation was essentially syn- or late Dl. S'80 values for fluids in equilibrium with vein quartz from Central Victoria have indicated equivocal support for either a magmatic or metamorphic origin. Our evidence supports a pre-magmatic origin for mineralisation at Tarnagulla and hence tends to favour a metamorphic fluid source.

A major environmental impact study carried out in the sand dunes of eastern Cape York used image analysis of remotely sensed data to both select sites for ground investigation and categorise the different ecological units present. The approach adopted was particularly suited to the type of environment in question and allowed a high degree of quantification, at a high level of confidence, at costs several orders of magnitude less than conventional Methods.

Partitioning behaviour studies for -particles in the 250 to 1,000 micron size range at. the Curragh coal preparation plant are presented. Plant surveys were conducted to compare the partitioning efficiencies of dense medium cyclones and froth flotation. The aim was to assess the potential for improving yield of coal by directing more of the top size of flotation feed material to dense medium cyclones. ovel mass balancing and model fitting NI procedures were used. While flotation offers high yield of low ash particles smaller than 500 microns, dense medium cyclone rejection .of high ash particles larger than 250 microns is superior. These strengths of the two processes are turned to good advantage by the use or desliming sieve bends which tend to perform some density separation on the'size fractions of interest, directing lower ash material to froth flotation than to the dense medium cyclones.

The relative merits of treating coal by flotation and spiral concentrators have been examined by tests on run-of-plant fines samples from three seams in the Wittingham coal measures of the Upper Hunter Valley. Flotation of the complete fines was found to be the most metallurgically efficient process with yields substantially superior to those obtained from treatment of only the deslimed fines. A strict comparison between spirals and flotation for the treatment of the deslimed fines was impossible due to differences in product quality. However, the results indicated that the performance of a flotation circuit would be equivalent, and sometimes superior, to that of a spiral circuit.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

A sea bed sampling programme by CRA Exploration Pty. Limited over an area of 12000 km offshore from Westland, Southland and Otago, New Zealand, led to the discovery of the Harvester Prospect, an area of some 67 km2 which averaged 189 mg/m3 gold in surface samples. This area was in water depths of 70 to 100 m and contained a high grade core of 33 km2 which averaged 283 mghn3 gold. The gold recovered was fine grained, averaging 124 microns, and indicated a potential resource of approximately 10 t of gold per metre of thickness. Interpretation of existing seismic and geological data suggested that the gold anomaly may be associated with a unit of sediments 10-40 m thick, probably deposited during a lower sea level stand. Two initial attempts at vibrocoring the anomaly produced inconclusive results. In 1989 a much more powerful vibrocorer with scaled up support facilities and a dedicated 24 It turnaround laboratory were employed. The final results clearly showed that the gold was from an uneconomic surface enrichment.

Gallery Stoping, an old but little used stoping method, has been reintroduced to workings at the Paringa South Shaft.Orebodies which are amenable to such a method are being mined in this manner with considerable advantages and savings.The advantages of gallery stoping as used at Paringa, compared with traditional mining methods are:1. constant cash flow2. low set up cost and initial stope development3. nearly 1005 recovery 4. no access problems 5. quicker tonnagesAs compared with highly mechanized mining methods, it has been found to be slower but requires less development, gives improved grade control, has less impact on the surrounding rock and fragmentation is much better, reducing secondary blasting costs.This paper examines the mining method and illustrates the advantages of gallery stoping at Paringa.

"The carbon-in-pulp process has been used extensively in the gold industry since the late 1970s to recovery leached gold from solution. Despite more than 30 years of experience in operating carbon circuits, average gold solution loss has remained at an average of 0.02–0.03 ppm (mg/L), higher than the ‘best practice’ target of 0.01 ppm.Process modelling, such as SIMCIL developed by the Curtin Gold Technology Group (GTG), can provide information on optimum set points; however, manual control of the circuit limits the potential benefits.An automated carbon measurement device, the Scout Carbon Meter, has been developed to allow for automation of carbon concentration measurement, and automated control of the carbon transfer pumps. Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

Porphyry type mineralization of Lower Cretaceous age in eastern Queensland has been recognized only from the easternmost part of the northern New England Orogen (Day, Murray and Whitaker, 1978), within the northern Yarrol Province (Horton,1982). Recent work about the Mt. Suthers (Pb, Zn, Ag, Cu, Au), Lug-e-nor (Cu, Pb, Zn, Ag, Au, Mo), and German Tully (Cu, Au, Bi) prospects suggest that there has been a phase of porphyry type mineralization within the Gympie Province, of Lower Cretaceous age, overprinting earlier Permo-Triassic phases. About the Mt. Suthers Prospect surface samples of shallow, medium to heavy textured soils derived from marine sedimentary rocks of Permian age, and extrusive and intrusive igneous rocks of intermediate composition and Triassic age, were analysed for Cu, Zn, Pb, Co, Cr, Ni, Fe, V, Mn and Ag. Whereas strong iithological control determined the distribu- tion of Cu (diorite) and of Cr, Ni, Fe and V ,sedimentary rocks), the distribution of Pb, Zn, Ag and of Cu, were determined by mineralization of faults by a cavity fill hydrothermal process. Gold is associated with the Pb, Zn, Ag mineralization. Co and Mn showed distributions independent of lithology and structure. The fault controlled style of mineraliz- ation at Mt. Suthers is repeated at other localities to the south; Calgoa, Marodian, and German Gully. Relative dating of structural features and isotopic dating of nornblende porphyrites (134-135 m.y.) near and related to those mineralized at German c;ully suggest a previously unrecognized phase of porphyry copper style mineralization in south-east Queensland of Lower Cretaceous age (Fig. 1).

Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

Some twelve months of operation at Mount Lyell, using two large diameter ball mills as a two-stage grinding circuit indicated a short- fall in the grinding capability compared with design criteria. Breakage, particularly at coarser sizes, was less efficient than with the previously used grinding circuit comprising a large number of smaller diameter mills. This paper describes both old and new equipment, puts forward the facts as they are presently known, and lists the attempts made to overcome the problem.
