The bureaucracy in Victoria has worked against exploration and mining development. There is no doubt that the new Mineral Resources development Act has simplified matters on the mining side of the system. However, WMC's Bendigo and Deep Lead experiences demonstrate that other parts of the bureaucracy can cause serious delays. The mining industry continues to view the approval process causal of excessive costs and delays compared with other States (and countries) and prohibitive to investment in Victoria.

Planning of modern mines entails considerable challenges in the areas of ground control, materials handling, safety, environment, equipment and personnel. Many orebodies are not economical unless efficient mining systems are used to win the ore. Relentless pressures are placed on mine operators to force them to become more productive and to make mines more competitive in modern economies. This has generated an intense drive to adopt technologies that rely on a greater degree of mechanisation, automation and computerisation. There is no turning back; high technology in mines is here to stay: computer controls and monitoring, computer aided mine design, information management systems, etc. During the past 20 years significant advances have been made in the areas of mine design, mine equipment and geomechanics. One could rhetorically ask if the advances in mine backfill technologies have kept pace with developments in other sectors of the mining industry. This paper will look at a few key mining technology sectors and will compare the relative progress of backfill technology to these sectors.

The seismic velocities of intact rock are dependent on the applied stress. Unfortunately, the low susceptibility of seismic velocity to stress changes mean that changes in seismic velocity have to be measured extremely accurately to infer stress changes from them. Previously, it was thought that measurements of this accuracy could only be made with active sources or repeating earthquakes. In this paper, we show that the noise generated by mining activity can be used to construct virtual seismic signals with which we can measure changes in seismic velocity accurately enough to see the short- and long-term effects of a production blast on the surrounding medium. The time-dependent velocity variations achieved with this method show that the blast caused weakening of the rock mass for the rock within a radius of 200 m of the blast. The weakening is healed by confining stresses over a period of five days, after which permanent changes in the seismic velocity can be seen. The size and spatial distribution of the seismic velocity changes were compared to modelled changes in static volumetric stress, which supported the notion that seismic velocity changes can be used to measure the redistribution of stress after a blast. The results of this study indicate that this method can be a powerful tool to evaluate the evolution of stress in a mine at a relatively low cost as the data that it uses would normally be discarded.CITATION:Olivier, G, Lynch, R A and Brenguier, F, 2016. GHD-Black & Veatch (GHD-BV) have completed design and specification of the ash thickening plant at Tarong Power Station, including operation of a pilot plant. Construction of the plant is in progress and commissioning is planned for early-2004. The objective of the new plant is to convert the low concentration (lean phase) ash slurry currently generated by the power station into concentrated slurry which will then be pumped to the existing ash dam. Water recovered from the lean slurry will be returned to the power station for reuse. The drivers behind this project are to extend the life of the ash dam and to reduce water pumping costs. A maximum flow of 1000 litres per second is expected in the thickening plant. The process involves a screening phase, which removes large material that could cause blockages or equipment damage. A 50 metre diameter thickener then concentrates the screened lean ash slurry to 55 - 60 per cent w/w solids. In addition, the thickener plant will allow the harvesting of floating cenospheres (hollow, spherical ash particles) from the lean slurry. Cenospheres are currently collected from the surface of the ash dam and drained on a pad adjacent to the dam. The new system will use a surface skimmer to remove the cenospheres from the thickener and transfer them to settling ponds for further classification. The settling ponds simulate the detention on the existing ash dam, and allow entrained fine ash and slow settling cenospheres time to settle. As settling occurs in ponds, the slow settling cenospheres can be completely recovered whereas when they settle in the dam, the opportunity for recovery is lost. Cenospheres are a valuable by-product produced during the combustion process, and recycling of this material reduces the waste generated by the power station. Water recovered from the thickener drains to a three megalitre reservoir. Water is drawn from the reservoir for thickener plant service water and various other uses in the power station. The bulk of the water is used to sluice ash from the power station to the thickening plant. In the current configuration, surface water from the ash dam is reused but must be pumped several kilometres back up to the power station. The dam also holds an inventory of several thousand megalitres of water and has significant evaporative losses. Therefore the current raw water make up demand is substantial. In addition, some areas of the power station traditionally using raw water will be modified as part of this project to allow the use of recovered water, further reducing the raw water demand. The design incorporates many features of sustainable water management. By more effectively recovering water from the lean ash slurry, the amount of raw water make up required by the system will be significantly reduced. This method of water recovery provides a more sustainable and energy efficient ash-transport mechanism.

In July 1997 Macraes Mining Company Limited deferred a 9 Mtpa expansion of the Macraes Gold Project because of the uncertainty of the future gold price and its impact on equity markets.  Additionally delays in the resource consenting process led to further uncertainty.   It has subsequently announced that a study has been commissioned to recommend a staged approach to development of its New Zealand business. The best economic development path will be determined to maximise returns to shareholders.

Peko Mines N.L. has considerable experience in the treatment of a wide range of comparatively small orebodies.Gold-silver, bismuth, and sulphide and oxide copper ores are treated under difficult geographical conditions.Treatment of these ores is complicated by some unusual metallurgical factors.Metallurgical operations are described, including the treatment of the gold-bismuth-copper ore from Juno. The new Warrego mine is to have a highly instrumented concentrator by December 1971. Autogenous grinding is being considered.

Felspar occurs in association with quartz in the Broken Hill lode pegmatites and is brilliant green, greenish white, and white in colour. The pegmatites occur mainly in the walls in sporadic patches, parallel to the general dip of the ore deposit. The occurrences are of no economic value.Deposits of marketable felspar occur in pegmatite in a number of localities around Broken Hill, New South Wales.The majority of these are in the form of an irregular outcrop, usually of tapering length and depth. The maximum depth of any deposit yet worked in the district is about 40 ft. The felspar is occasionally contaminated by "blows" of quartz, mica and beryl, but the two latter are profitably marketable when separated.Felspars vary in colour from pink, through grey to snow white, and the colour is not indicative of the mineral content. The largest deposit at present being worked is the Egebeck quarry, about 14 miles south of Cockburn. It is a prominent outcrop, roughly circular and about 150 ft. in diameter, covered by one to three feet of overburden.The felspar is mainly massive, but contains some cleavage planes at approximately 90°. Intrusions of quartz and mica occur in patches, but the deposit appears likely to improve in size, regularity and quality below the present working floor.COMMERCIAL USES.Commercial felspars are mainly used in the ceramic industry, for which a high-grade potash felspar is required.The dental industry requires limited amounts of soda felspar with a very low Fe20s content. The increased international focus on sustainable development and cost improvement, coupled with the unpredictability and adverse impact of droughts in Australia and globally, has highlighted the critical need for responsible management of water within the minerals industry. The Rio Tinto Technology Group recently initiated a priority program to examine how water management practices could be improved within the GroupÆs spheres of activity. Rio Tinto Technical Services (TS), the technical services consulting group of the Technology Group, has for many years been undertaking water management reviews and assisting group operations with the development of responsible water management strategies and plans. Rio Tinto therefore requested that Rio Tinto Technical Services develop a world-class approach to mine water management that will drive improvement in strategic assurance and operational efficiency of water at the companyÆs managed operations across the world. The initiative, known as æExcellence in Water ManagementÆ, includes the selection and use of state-of-the-art management, technical tools and methodologies to strive for best practice. The Rio Tinto Technical Services approach facilitates a consistent and objective assessment of performance across the entire spectrum of complex water management issues within a mining operation, from initial exploration through to decommissioning and close-out of the operation. Based on this rigorous assessment, detailed action plans can be developed, prioritised and scheduled for subsequent implementation. This paper presents the progress and experience gained to date in the æExcellence in Water ManagementÆ program, demonstrated by means of a pilot study conducted at Northparkes Mines in New South Wales.

Neutralisation, normally using lime, is the most widely used method for treating high flows of acid mine drainage (AMD). Lime costs can be very high however. If carbonate sources could be used to achieve pH values above six, costs could be greatly reduced. For example, use of locally quarried limestone at Mt Lyell could potentially reduce alkali costs from about $A 3.5 to $A 1 million/year. Methods for enhancing the effectiveness of limestone and magnesite for neutralising Mt Lyell and Savage River AMD respectively have been examined through a series of investigations. Small-scale testwork found that the maximum pH economically achievable with ground limestone was about five, due to slow dissolution rates and surface armouring. The problems of surface armouring were greatly reduced by the use of crushed limestone or magnesite at high pulp densities (75 per cent solids w/w), enabling pH values >6 to be achieved in a practical time frame. The use of particle sizes in the range 6 mm and finer also reduces costs by avoiding the need for grinding, and reduces the problems of solid-liquid separation and solid recycling that arise if large additions of ground carbonate are used. Pilot scale tests were carried out using tumbling drum reactors with limestone and Mt Lyell AMD and a pulsed-bed static reactor with magnesite and Savage River AMD. pH values averaging 6.2 and 6.4 were achieved with Mt Lyell and Savage River AMD respectively. Approximately 80 per cent of feed acidity was neutralised. A preliminary engineering design and cost estimate has been completed on the pulsed-bed reactor and shows that the concept is technically feasible and, if results are confirmed, economically attractive. Further pilot testing is planned.

The ore reserves of the Frieda porphyry copper prospect in Papua New Guinea have been estimated using kriging and an alternative method. Only very erratic variograms could be obtained from the raw data and thus it can be expected that kriging variances will be unrel- iable. The frequency distributions of the two sets of estimates show expected differences and the resulting mineable reserves show similar expected differences. More drilling and the use of disjunctive kriging are needed to produce reliable estim- Ates.

Since the introduction of Lithium-Ion Batteries (LIBs) in 1991, the market for lithium-ion cells has been driven by the high demand for portable electronic devices and more recently for batteries for the electric car industry. It is expected to grow rapidly to reach 2600 GWh globally by 2030 (US Government, Office of Energy Efficiency and Renewable Energy, 2021). However, there is a desperate need to recycle LIBs to recover valuable cathode materials and graphite. For this reason, several physical and chemical recycling technologies have been proposed to recover these materials from spent batteries. Amongst these, froth flotation technology is a potential cost-effective technology for separation of the graphite fraction from the lithium oxide components due to the natural hydrophobicity of graphite and density difference between graphite and cathode materials (Folayan et al, 2021).

RACE Quartz-calcite veins containing Au, As, W, Cu, Pb, Zn and Fe cross-cut Alpine Fault- related structures in the Alpine Schist of South Island, New Zealand. These veins, and some other related veins have been deposited by metamorphic fluids at 250¦C to >320¦C at pressures of a few hundred bars. The fluids were very variable in composition, with 0 to 50 mole % CO2 and 2 to 18 wt. % NaCl equivalent. Penetration of hot metamorphic fluids to shallow levels in the crust was facilitated by rapid uplift of hot rocks at a compressive plate margin. Fluid immiscibility at shallow levels caused concentration of salts and metals into the aqueous phase. Gold precipitation was caused by reduction by pelitic country rock and/nr dluILion by other aqueous fluids.

This includes delivering on safety, community and environmental priorities. Completion of a project requires two separate money-focused activities, namely economic evaluation of the cash flows underlying the project (before financing) and if the economics look promising, how it can be financed. Economic evaluation might be best led by a person with a technical-operating background, whereas financing might be best led by an accountant. Both should be presented in simple language with easy to understand models. Economic evaluation has a sad and bad history because it evolved from the fringes of accounting. Anyone can become a self-appointed practitioner. Some still take pride in mathematical complexity without realising that they distance themselves from the decision-makers and alienate other team members. Today there is no evaluation modelling consistency across the mining industry and this reflects poorly on our discipline. It is not tolerated amongst our peers in engineering and accounting. In 2009 æbest practiceÆ economic evaluation modelling is well defined. It is:easy to follow;tailored to its purpose;transparent;discipline, rigour and consistency;recording of all source data; and hencequick to audit. Mantra: If you cannot readily understand my model you do not have a problem, I do! The task of the economic model is to make the range of business cases underlying the decision easy to understand. Intellectual power is used to simplify the decision to its key issues and risks and to present the full range of possible business outcomes in readily understood terms. Project team members, management and the board must be able to make their decisions with æeyes wide openÆ. A steering committee should be established to develop a set of standards and practices that could be adopted for economic modelling within the industry. The industry needs to purge itself of the undisciplined economic evaluation modelling that now characterises the discipline.

The extraction of the values from gold bearing clay or clayey ores has always presented difficulties. A description of the successful operation of a mill working on material of this nature is here given in the hope that it will be of interest to mining engineers and metallurgists, particularly as the ore body referred to has been worked out. The methods finally adopted were evolved at the mill after the failure of 3: plant specially designed in England and sent out to New Guinea to cope with the clay by the old principle of calcining to brick followed by crushing and cyanidation. A description is given of the direct cyanidation of run of mine ore in '90 ton vats; which was finally adopted after a great deal of study and experiment. Mention is also made of the method of removing overburden in the open cut and the mining and transport of the ore from the open cut to the mill. The purpose of the paper is to record these matters while the information is still available. . .DESCRIPTION OF THE ORE BODYThe values occurred in a flat-lying lode which had slipped about half a mile down the mountain side and had come to rest in the nearly horizontal position in which it was found and worked. The thickness of the deposit varied from a maximum of about 25 ft. at the northern end to about 10 ft. at the southern end. The ore body was capped with an overburden of decomposed breccia and porphyry of variable thickness the maximum being about 65 ft. The underlying rock, or the footwaIJ of .the flat ore body was breccia locallyknown as blue breccia.

In the last eight years inclined conveyor haulage systems have established themselves in the mainstream for hard rock underground mine haulage. This leaves the question; what else might be on the horizon for mine haulage and how do we address the process of selecting haulage systems for new mines? This paper considers the identification of viable haulage technologies for underground mines and explores an approach for assessing existing and potential technologies. The example of a large deep mine is considered here. The evaluation of existing haulage systems relies on precedence and the assessment of the system capacity to meet the haulage requirements envisaged for a particular mining project. The assessment of potential technologies for mine haulage relies on the capacity to deliver a viable production-scale system within the timeline envisaged for developing a mining project. The haulage technologies addressed in this paper include: shaft hoisting,conveyor haulage,truck haulage,vertical conveyors, andhydraulic hoisting. This paper does not consider rail haulage out of a mine. This is simply because Australian topography typically has insufficient relief to bring them into consideration. However, rail haulage is a widely used and effective haulage solution in situations where significant topographical relief is present. The assessment of haulage system capability focuses on the following fundamental questions: How reliable are they? What is the degree of technical risk in a business context?What levels of flexibility do they offer?How capital effective are they? What returns are indicated by the balance of capital and operating cost estimates?

Any engineering firm hoping to do business in the modern world must understand-and take into account-the social and economic realities of client, country, culture, and community. If these considerations are ignored, any large-scale international development project is doomed to failure even before it begins. In this changing world, the distinctions between `developed', `developing', and `less developed' nations are more and more blurred. The so-called `less-developed' and `developing' nations are rapidly acquiring technology, an educated man- agerial and technical class, manufacturing capa- bilities, a growing spectrum of developed financial and raw materials resources, and a broad range of labour skills. These nations are establishing themselves as an integral part of the modern world, on an equal footing with other nations and with justifiable expectations for an ever higher standard of living and an ever better quality of Life.

This paper provides a brief fundamental insight regarding the fabric media concept for liquor filtration. The subject matter will be of interest to metallurgists and engineers with professional responsibility for world class design of solid liquid separation processes and efficient lowest cost operation of existing mineral process plant. Avocet Mining commissioned the worldÆs first mineral liquor clarification process incorporating a fabric media liquor filter at their Lanut gold mine in Sulawesi, in 2004 with design consulting provided by the Australian company SLS Technology Pty Ltd. Development of the technology continues with applied research focused on selecting textile parameters to apply filtration to a wider range of particle and contaminant types, higher solids concentrations, and different process liquors. Liquor filtration with the Fabric Media technology offers an array of attractive benefits. For Avocet Mining, filtration of pregnant liquor directly from the heap leach pad has enabled removal of the sediment pond and sand filters from the traditional process flow sheet, thus providing significant cost and installation time savings. Avocet Mining has recently expressed confidence in the technology indicating selection preference of the technology for the expansion at Lanut and for a new project. The application design window for the Fabric Media concept is extremely flexible with the technology now successfully applied to many different liquor chemistries and application objectives around the world. Potential cost savings for solid liquid separation process plant, such as counter current decantation circuits, clarifier vessels and thickener tanks can be calculated from laboratory measurements or pilot plant demonstrations.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". Several methods exist for calculating mineral solubilities. The ion-association model, commonly used in programs such as WATEQ (Truesdell and Jones, 1974) and later deriv- atives such as MINTEQ, assume the formation of complex ions such as MgSO4(0), CaCl+, which are described by formation constants. The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.
