Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

Digital Simulation of Particulate Processes The inherent complexity of mineral particulates (shape, size and mineralogical texture) has challenged conventional simulation model approaches for decades. Much effort was expedited in using mathematical assumptions to accommodate stereological effect. With the advance of instrumental methods such as x-ray microtomography 3D structure can, in many cases, be measured directly. The information derived from such measurements provides direct input to building the structural digital model. In addition digital simulation methods that enable creation of process realistic particulate properties in an efficient digital computer space have demonstrated their effectiveness to model a variety of realistic packing, sorting and multi-phase processes. The paper reviews recent advances in the use of information derived from 3D micro-tomographic imaging and laser scanning technology can be coupled with digital methods to enable simulation of tablet compaction and dissolution, filtration and permeability, column packing and leaching kinetics, packing and cementation of nuclear waste. By assigning 'properties' to a digital zone (voxel) in the computational space it is possible to mimic the realistic characteristics of quite complex particulate mineral processing systems. The system self-adapts to correct the coherent particle characteristics (shape, size, compound, porosity) with time. Such simulations are useful to elucidate the sensitivity of system performance to variations in process parameters. Dimensional scaling of the approach is also possible, as the case studies will illustrate, in deploying the method to both small (micron) and large (m) features. The use of process realistic simulations presents experimental challenges in code validation. It is in this context that other tomographic methods play a role in direct 3D measurement of system behaviour such as electrical and optical sensors.

The following brief observations on the mineral composition of the Mt. Oxide copper ore are intended to supplement the geological description of that ore-body recently published by Blanchard (2).'" The Mt. Oxide copper mine is situated about 45 miles W.N.W. of Dobbyn, in the Cloncurry district of Queensland (Fig. 1). A representative suite of specimens from the mine was obtained through the kindness of Mr. P. B. Nye, Executive Officer of the Aerial, Geological and Geophysical Survey of Northern Australia, and Mr. Jack Hall, the tributor of the Mt. Oxide mine. The specimens, as shown in Fig. 2, were nearly all from the sulphide zone, between the l04-ft. level and the 300-ft. level. Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

Collecting the clay fraction of active stream sediment from a flowing stream for geochemical analysis i a difficult process. One either takes a sample of dry fine-grained sediment from the stream bank (dry weather and dry sample are uncommon in parts of New Zealand and Tasmania), or dredges up a sample of sand and mud out of the stream.The latter method produces a soggy ample bag full of mud and sand, with varying amounts of gravel, depending on the size of the stream. The water can be filtered from such a sample by means of a Buchner filter funnel, but is difficult to obtain a vacuum in the bush. This problem can be solved by using a small hand- queeze bellows such as used in priming petrol pumps on outboard petrol motors. The common laboratory hand bellows is not powerful enough.A 70 mm diameter two-piece polythene Buchner filter funnel (Fig. 1) can be used. A length of rubber tubing is fitted around the inlet valve of the hand bellows and this valve is then jammed into the pipe at the bottom of the filter funnel (the polythene pipe may be trimmed with a knife to fit over the inlet valve of the bellows). The vacuum is generated and maintained by squeezing the hand bellows.The technique of collecting a sample of the clay fraction is to dredge a sample of the fine-grained active stream sediment out of the stream with a container, such as a plastic mug. The sample is agitated to get the clay fraction into suspension and the muddy suspension is then decanted into the Buchner funnel. The desired clay fraction is obtained as a thin film on the filter paper.If the "fines" are also required, a filter of nylon bolting cloth (stretched across the mouth of a short length of 80 mm diameter polythene pipe and attached by rubber bands or a concentric polythene pipe) can be placed over the mouth of the Buchner funnel and the whole sample of stream sediment...

Concentrations of bright green material in the "Golden Mile" of Kalgoorlie, which carry particularly high gold values, are known locally as "green leader".This assemblage consists largely of quartz, sericitic muscovite, carbonates, and pyrite. Some of the sericitic muscovite contains vanadium, giving the rock its green colour. Vanadium oxides, including nolanite, are also present. Tellurides identified in this study are calaverite, altaite, petzite, melonite, and coloradoite. Native gold was found in most of the samples; some of the gold, at least, has been formed from the decomposition of gold tellurides.It is suggested that mineralizing solutions carrying gold and tellurium leached vanadium from the host rocks and subsequently deposited gold tellurides and vanadium-bearing minerals in the "green leader".

A modified liquation technique was developed for recovering tin from tinhouse scruff metal or hardhead containing about 10 per cent iron and 15 per cent occluded flux, palm oil, and moisture. This was effectedby heating the scruff metal to 950°C followed by rapid cooling to suppress the formation of FeSn2 and FeSn, and then subjecting it to the ordinary liquation and drossing processes of refining. By this method it was possible to recover about 83 per cent of the original tin content and, with subsequent smelting of the irony drosses, an overall recovery of 92 per cent was obtained.

Base metal sulphide mineralisation on the northern end of Great Barrier Island is spatially associated with hypabyssal intermediate to acidic intrusives, in transgressive structures in indurated, complexly deformed greywackes and argillites. Copper predominates in the mineralisation, with minor accompanying lead and zinc and also some gold and silver. However, in some cases lead or zinc may be the dominant constituent. The mineralisation is generally characterised by only narrow envelopes of weak alteration (propyliticassemblages dominated by chlorite and epidote) and with only minor amounts of quartz accompanying the sulphides, which form a cement in zones of hydraulic fracturing. There are two distinct structural settings to the mineralisation: at MinerÆs Head, in a structurally complex situation in a shell-like zone of crackling in hornfelsed greywacke, in association with both north- and east-striking fractures and rubble breccias associated with the apical part of a large intrusive; and in very narrow, but very strike-persistent, 1inear steeply-dipping fracture zones, exposed on the north coast and inland areas near Tataweka.

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

Experience is reporled in the operation of the pilot Lurgi carbonization plant at Morwell, afler it had been reconstructed to obtain better control of the heating of the briquettes in order to produce a strong char suitable for use as a metallurgical fuel. The theoretical Ideal Heating Cycle, which had been designed from earlier laboratory research, was closely approached in the carbonizer, and up to 97 per cent of the whole dried briquettes entering the carbonizer were recovered unbroken in the char.The strength of the char produced in the pilot plant was limited by the performance of the drier where the cracking and breakage of the briquettes was more severe. Theoretical studies have indicated that this limitation could be removed by using a hot briquette feed to the pilot plant. Experience indicates that with a hot briquette feed to the drier and with ideal heating in the carbonizer, hard char could be produced from Yallourn briquettes in continuous operation.The project has been terminated for economic reasons...

Dust sampling is pivotal in estimating the ‘dose’ of dust exposure and in deriving dose-response curves in epidemiological studies. Over the last half century, gravimetric sampling has been the fundamental means for dust exposure monitoring using recognised respirable size-selective standards. In Australia, a gravimetric sampling technique has been followed since 1983 using the Higgins-Dewell (HD) type cyclones (AS2985). The re-emergence of ‘Black Lung’ or Coal Workers Pneumoconiosis (CWP) in Queensland, Australia has re-kindled the need for better understanding of personal dust monitoring, compliance determination, accuracy, timeliness of sampling results and dust control systems. Reporting dust levels in real time empowers miners and operators to take immediate action to avoid being exposed to excessive airborne dust. Two decades of intensive research in the USA has led to the introduction of gravimetric based continuous personal dust monitors (CPDMs) called PDM3700 as compliance tools. The new real-time mass based sensor is a continuous mass based dust monitor using the Tapered Element Oscillating Microbalance (TEOM) principle and is regarded as significantly superior to the current gravimetric sampling methodology.Recently the overall respirable dust standard in USA coalmines has been reduced from the historic 2.0 to 1.5 mg/m3. This paper provides the results of a comparative pairwise study of an existing gravimetric sampler and the PDM3700 carried out in 3 different Australian underground mines. The field results consistently suggest that there is a significant ‘measurement bias’ between the current gravimetric HD sampler and the PDM3700 monitor operated using a similar HD type cyclone. The results show that the currently used cyclone measurements are approximately 59 per cent higher than the ‘auditable’ PDM3700 monitor data at the current compliance limit of 3 mg/m3. Based on a review of the extensive data collected, the differences can in part be attributed to the aerosol size selectivity of the samplers with the current gravimetric sampler used in mines, collecting more larger sized particles (D90 of 15 µm). This finding has significant consequences for historic exposure results and their use in medical surveillance programs, as well as the current approach to non-compliance determination.CITATION:Belle, B, 2017. A commonplace, sometimes overlooked or taken for granted, article of everyday existence is the tin can. Produced from thin gauge low carbon steel, and commonly coated with a mere 60 millionths of an inch of pure tin, the product is however strong and corrosion resistant. Tin-plate serves a myriad of purposes-the most important being to meet the requirements of the canning industry. Australia's newest steel product, tin-plate, was first produced on a commercial scale during the early part of August, 1957. The commissioning of the Hot Dip Tinning Plant (Fig. 1) of The Broken Hill Proprietary Co. Ltd. at Port Kembla, marked the culmination of a proposal dating back to 1939, the advent of World War II having caused its deferment to the present time.Cornish tin is known to have been exported as early as 300 B.C. to Syria and tinned vessels existed even in the year A.D. 23. The tin coating of plate could be described as an ancient art, believed to have had its origin in Bohemia in the thirteenth century. During the next 450 years, the process spread through Saxony to Pontypool in Monmouthshire, but it was a further half century before any measure of success was obtained.Perhaps the two greatest milestones in tin-plate manufacture were the rolling of iron plates first carried out in 1728, thereby outmoding the hammer formed sheet, and more recently, the development of the electro-deposition process. Plant based on the New Jersey refluxing process was installed at the Cockle Creek Works of Sulphide Corporation Pty. Ltd. to refine portion of the zinc output from the Imperial Smelting furnace.Refining of impure zinc is effected by distillation in two stages in vertical columns comprising a series of superimposed silicon carbide trays designed such that ascending zinc vapours and descending liquid metal are in intimate contact. In the first stage, portion of the zinc and its cadmium content are distilled from impure feed metal, condensed, and while still molten, fed to the second column in which zinc is boiled under controlled refluxing conditions to remove the cadmium content.The resultant zinc has a purity in excess of 99·995 per cent zinc.The availability of refined zinc has made possible the production of a number of zinc alloys for marketing in addition to the basic grades of zinc.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. This "barren liquor" results from sulphuric acid leaching of Radium,Hill uranium concentrate, followed by separation of solid residues and removal of uranium from the clear solution by ion exchange. As part of a continuing study of mechanisms of breakage, the grinding at Nairne Pyrites Pty. Ltd. was traced by the addition of barytes and the results compared with parallel small scale laboratory tests. It was confirmed that the same basic mathematical functions described the behaviour of the full scale ball mill as those established in the small scale mill. However, an additional classification function was required to define the behaviour for the rod mill and was evaluated as a function of size from the experimental data. The classification and grinding of the pyrites ore was assessed from steady state size distributions around the circuit.

Solvent extraction has recently been introduced into Australian hydrometallurgical practice for the production of a high grade uranium concentrate from El Sherana ore by a sulphuric acid leach and solvent extraction process. The solvent is a 5 per cent solution of tri(iso-octyl)amine in kerosene modified with 4 per cent of a long chain alcohol. The stripping reagent is a molar solution of sodium chloride.Preliminary testing for the development of the process showed that the leach liquor was quite amenable to the solvent extraction process and that the equilibrium and rate considerations of both the extraction and stripping steps were very favourable.The industrial plant contains four stages of extraction, three stages of chloride stripping and one stage of secondary carbonate stripping. An internal type of mixer-settler is used for the stagewise contact, the design being based on tests with model equipment.The performance and control of the industrial plant is satisfactory; 99·7 per cent of the uranium is recovered for a loss of 0·3 gallons of kerosene and 0· 4 pounds of amine per 1,000 gallons of liquor treated.INTRODUCTIONThe processing of El Sherana uranium ore from the South Alligator River valley commenced in April, 1959, and thereby introduced into Australian hydrometallurgical practice the unit operation of solvent extraction on an industrial scale. Although there are now some twelve mineral processing plants in the United States and Canada using solvent extraction, its application to the field of primary hydrometallurgy is quite new. Prior to 1956 none of these twelve plants was operating and hydrometallurgical application waslimited to the refining of comparatively high grade uranium compounds and fission products from nitrate and nitric acid solutions.
