Two examples of risk assessment and risk management in action are discussed. The first is in a management context in relation to Kingsgate Consolidated LtdÆs Chatree operation in Thailand. Kingsgate has conducted an over-riding risk management program to assess and manage risk across its complete business from the Sydney and Bangkok offices through to the Chatree Mine and the companyÆs exploration group. This example addresses how Kingsgate has applied risk management, particularly to the process operation, and the benefits that have been gained. The second is in an operational context in relation to Minara Resources LtdÆs Murrin Murrin operation in Western Australia. The subject is the methodology and outcomes of a risk assessment across the Murrin Murrin operation specifically to identify and assess risks with potential impacts from $1 M to $7 M. This section of the paper then shows how the outcomes of the risk assessment were integrated into MinaraÆs strategic plan to debottleneck the plant and increase nickel production.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. Mount Isa Mines Limited commissioned the Heavy Medium Plant in August 1982. The first processing stage using Mogensen Sizer 2056 dry screens, experienced unresolvable cloth blinding problems in attempting to separate fine, damp Lead/Zinc ore at 1.7 mm. A large proportion of the fines incorrectly reported to oversize and hence to the wet preparation screens. This wet preparation screen overloading produced multiple operating and maintenance problems. The plant configuration precluded retrofitting any alternative proprietary screen. An internal Mount Isa Mines research and development programme was established to design and build a screen to achieve the required per- formance within the site constraints. The resulting ISA SIZER screen has exceeded metallurgical performance expectations. A `clean sheet' approach to the design also permitted elimination of maintenance difficulties experienced with the Mogensen Sizer. Four `production model' ISA SIZERS were installed in February 1988. The ISA SIZER screen, now fully developed is available commercially and will satisfy many screening plant requirements.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

Among the solutions currently being considered for improving traffic flow in Sydney are the construction of major road tunnels, principally the Eastern Distributor Tunnels, leading from the end of the Cahill Expressway to Drivers Triangle and South of Taylor Square and the Sydney Harbour Tunnel, which incorporates sections of driven tunnel at the northern and southern sides of the harbour. The Eastern Distributor Tunnels, known as Stages 2 and 3 of the Eastern Distributor Scheme comprise: Stage 2 - A south bound two lane tunnel from north of William Street to Driver's Triangle. The southern end includes two Y junctions (locally 3 to 4 lane widths) with exits into South Dowling Street, Anzac Parade and Moore Park Road. Stage 3 - A north bound, two lane tunnel from Taylor Square to Palmer Street just north of William Street. Further details of the Eastern Distributor Tunnels are given in the paper by Baxter, Chappel and Fishburn (1986) which is included in this conference.

The selection of the material sizing and mine dewatering systems are important elements in the development of a large-scale, high tonnage (greater than 4 Mt/a) underground hard rock mine. The sizing system will influence the size and type of the ore haulage system and therefore how the underground project is developed. With more underground developments considering or implementing caving methods of mining, the selection of the material sizing systems is also influenced by the caving fragmentation. Traditionally, crusher systems are used for material sizing in large hard rock mines, with the crusher installation and its ancillary equipment representing a substantial capital investment. Underground cave mining type operations generally express themselves with large surface subsidence areas, which can lead to large inflows of water from major rain events or purging underground aquifer systems. To minimise disruption to mine production, the dewatering system needs to be sized, with consideration to both storage and pumping capacities. The balance between storage and pumping capacity is assessed to provide the optimal economic solution with the appropriate risk measures. This paper outlines a process for the selection of material sizing and dewatering systems for large-scale caving operations. This process is illustrated with information drawn from NewcrestÆs Ridgeway Deeps Block Cave project. The Ridgeway Deeps Block Cave is located directly beneath the existing Ridgeway Sublevel Cave Mine.

Understanding and quantifying residual risk is the key to the successful closure and rehabilitation of mines. An important aspect of residual risk is predicting the long-term chemistry of mine water and the long-term geochemical stability of mining wastes. This requires updating the characterisation data for mine wastes and monitoring mine drainage throughout the life-of-mine. The intrinsic properties of waste materials (ie the geology, mineralogy and the weathering processes, which in turn depend on the local climate and water balance in a waste storage facility) are the fundamental controlling factors of residual risk. In this paper, case studies of coal and metalliferous mines are used to discuss the definition of residual risk for a range of waste storage facilities and to highlight the benefits and limitations of current geochemical methods in predicting and quantifying residual risk. Vaal Reefs Mine annually produces some 75 tonnes of gold. Stoping operations, using a scattered mining method, are conducted on several reef horizons within Witwatersrand Supergroup metasediments of the Klerksdorp Goldfield. Current grades average 7.19 g/t Au over a 133cm stoping width. The reef horizons, of which the Vaal Reef is the most important, consists of 2.9Ga palaeoplacer deposits at the base of low angle unconformities. Typically, a reef comprises a mature quartz and chert conglomerate with a siliceous matrix and intergranular pyrite and carbon. Geologists are primarily responsible for underground mapping and supervising of drilling programs. To a lesser extent they are involved with sampling, grade control, ore reserve estimation, mine planning and rock mechanics. Due to a general decline in grades of gold mines, an escalation of production costs, and with the current weak gold price, it has become essential to improve production efficiencies. Consequently the role of the mine geologist has moved away from that of simply keeping the mining people "on reef'. Greater emphasis is being placed on refining geological models to assist in selective mining of the reef and investigations of secondary reef horizons are encouraged. Exploration within fault losses and re-evaluation of pillars is important, and geologists are becoming more involved with sampling and grade control exercises.

Coeur d'Alene Mines is a precious metals producer which is dedi- cated to growth through it's exploration and acquisitions efforts. We foster and support these activities by providing our staff with long-term financial support, the encouragement to proceed with their projects and ideas, and a firm belief that we will be successful. Coeur's corporate headquarters are located in beautiful, historic Coeur d'Alene, Idaho. Our main mining operations are Rochester, locate near Lovelock, Nevada, Coeur Mine,located near Wallace, Idaho, and Thunder Mountain, located in central Idaho. Our Ken- sington Gold project is located about 45 miles north of Juneau in southeast Alaska. We have exploration offices located in Reno, Nevada, and Santiago, Chile. At this time, Coeurd'Alene Mines produces precious metals from mines located in the United States. Our Rochester open-pit opera- tion, which is 100 per cent owned and operated, is located in Nevada. Presently, this operation produces 5.5 to 6 million ounces of silver per year and 60-70,000 ounces of gold. We move 65,000 to 70,000 tons of rock per day of which about 23,000 tons is ore. The ore is crushed, stacked on permanent heaps and leached. The recovery is by Merrill-Crowe. Although the average grade is rela- tively low, 1.4 ounces per ton silver and 0.012 ounces per ton Au, the operation is very low cost. Our cost of production is less than $4.00 per silver equivalent ounce. Rochester is anunusual operation in that the crushed rock stacks without much compaction and the ores are easily leached. The final height on our heaps will be about 220', and overall recovery will be about 55 per cent of the silver and about 85 per cent of the gold. Reserves at Rochester are expanding and are now adequate for at least fifteen years of opera- Tion.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

A 200 000 tpa heap leach demonstration plant was approved by the Murrin Murrin Joint Venture (MMJV) in December 2005 and engineering commenced in January 2006. The demonstration plant will utilise stockpiled ore reject material (æscatsÆ) and extract nickel and cobalt. Limited production from the demonstration plant is expected by the end of 2006. The demonstration plant will enable the company to fully investigate and understand all associated technical issues over the next 12 to 18 months, including the potential to expand the heap leaching operation to a commercial scale. In parallel, the MMJV will continue a research and development program to improve and expand the application of its heap leaching technology.

Mine hoisting is carried out from depths of up to 4 km. At extreme depths, the ropes are so heavy that a large part of their capacity is employed in lifting themselves. Consequently, deep mines have an intermediate winding station. Even at lesser depths, the weight of steel wire rope reduces the possible payload. Of course, steel wire ropes have, over the years, demonstrated exceptional reliability and acceptable lifetimes. The use of steel is supported by well established operating rules and sound NDT methods. However, lightweight ropes made from synthetic fibres could be of great benefit to the industry, with the prospect of eliminating two-stage winding and substantially increasing the payload. Initial tests, in cycling over sheaves, have demonstrated that an aramid co-polymer fibre, Technora« is a potential candidate for this type of service. This paper presents results of testing carried out on aramid co-polymer and other synthetic fibre ropes. These results hold out the prospect of exceptionally long lives. Possible NDT methods are explored including optical fibres with optical time domain reflectometry or with Brillouin scattering, plus a method based on carbon fibre continuity. The introduction of aramid co-polymer ropes will require extensive testing and a program is proposed in the format of a Joint Industry Project.

Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

Culture and leadership go hand in hand, especially when it comes to investing in safety. But the reality is that most safety leaders haven’t been taught the fundamental soft skills needed to lead effectively. In fact, only one in four safety leaders demonstrate effective skills and behaviours. Furthermore, when compared to its peers in other high-risk industries, our research indicates mining has the most room for improvement when it comes to effective safety leadership. In this presentation safety culture, climate and leadership will be outlined. Additionally, research data collected from our clients, across a variety of industries, will be shared to inspire reflection on the value of safety leadership. Finally, strategies to empower leaders and increase safety leadership behaviours will be described.

Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.

Two case studies are presented in this paper. The first one discusses a roller compacted concrete water supply dam that was constructed in El Mauro in Chile to provide water for agriculture activities downstream of a copper mine during the dry season. The 23 m high dam used a bituminous geomembrane (BGM) as the low permeability upstream facing element on the dam to control seepage through the dam. This is the first time that a BGM has been used in this application. A deep cut-off trench was used to control seepage beneath the dam and through the abutments. This paper briefly presents the design of the dam, including selection of the concrete mix and maximum aggregate size that the use of the Coletanche BGM allowed, and provides details of the construction, quality control and assurance of the installation of the BGM. An ultrasonic apparatus was used as part of the quality control on the BGM seams.The second case study discusses a tailings dam in Cerro Lindo, Peru (near Chincha), where a watertight BGM was installed on the upstream face. Results are presented of the survey done by a consultant on the behaviour of the dam and in particular of the BGM following an earthquake of magnitude 8.1 in Chincha close to the site. These findings on-site were checked by trials in a laboratory in California. Test results are given and explained.CITATION:Breul, B and McIlwraith, R, 2015.
