The commercial outcomes from new mining projects or brownfields expansions often fall short of feasibility study forecasts because of technical under-performance. This paper: reviews past feasibility study performance; identifies the key drivers of underperformance; and proposes actions that can be taken to manage the risk of underperformance. There have been a number of published reviews of feasibility study performance since the 1970s. The results of these studies are summarised together with recent unpublished data. Key drivers of underperformance include inadequate metallurgical testing, simultaneously pushing a number of project parameters beyond comfortable limits and a failure to recognise the linkage between mining rate and head grade. Actions can be taken during the data acquisition phase and during the feasibility study to manage project technical risks. These generally require a more flexible approach to study management than can be achieved under a ælump sumÆ contract.

For a hydrocyclone of fIXed geometry, DC, Di, DO and ? are constants, the variable parameters affecting the performance are Qi, Fi, Du and H. (See Appendix 2 for definition of symbols).The relationship between d50c, Qi, Fi, Du and H gives models which can effectively be used for performance predictions. Such models have already been established by Lynch et al and by Plitt.These models have been tried in a limited manner under continuous operating conditions for on-line cowol. For on-line control effective and accurate instrumentation is required for which a new set up is proposed. Using this set up, a new model was established. A feature in this model is that deviations from the norm of operational parameters affecting d50c were considered. It is shown that these deviations generated by the disturbance of one or more of variations in the parameters, can be monitored by a computer and suitable signals generated to control servo mechanisms for restoring the required d50c value.The logic followed in developing the computer software is described and the application of the model is indicated.

A system of decline mine entries and ore haulages has been designed for the Mt. Windarra mine. This choice was controlled by the nature of the ore- bodies, the mining method chosen and the capital cost of development re- quired for production. Mine entries are being driven 4 metres high and 5.5 metres wide and decline at 11%, to accommodate diesel haulage vehicles of 35 tonnes capacity. The.Mount Windarra haulage system and the design parameters used in its selection and design are discussed, and general design and selection parameters are proposed.

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. The Australian mining industry can expect to be working internationally competitive high quality coal mines during the twenty-first century. Cost efficient mining methods such as high productivity longwall units with heavy reliance on remote control will be standard and worked by well paid and intensively trained operators. Major changes in mine ventilation engineering can be expected in the use of computers and mine telemetry, the understanding of the mine environment and the frequency of mine disasters, the utilization of mine air contaminants for profitable purposes and the provision of a pleasant and comfortable work environment. New approaches to mine ventilation such as air recirculation will have been considered. There will be an increased need for highly trained ventilation engineers. With the present pace of technological change, quite revolutionary new approaches to mining and ventilation can be expected by the end of the twenty-first century.

The mill area of PT Freeport Indonesia is located in a valley surrounded by steep natural slope, characterised by extreme topography with mountains rising to above 4500 m within 100 km from the seashore. The valleys are deeply embedded into the mountainous terrain and bordered by steep natural slopes. Vertical or overhanging lime walls are interrupted by steep vegetated screen sections containing accumulated loose material from weathering processes and ancient rock falls and/or debris flows/avalanches. The climate can be best described as alpine subtropical with an accumulated rainfall of more than 5000 mm per year. Occasional snowfalls and superficial freezing above 4000 m elevation leads to heavy weathering of the superficial rock layers and along open joints and fractures. The mill area is a crucial and strategic infrastructure for the entire mining operation which is best characterised as a high density industrial area with facilities including water tanks, power generators, crusher, and concentrating facilities including office buildings and workshops as well as access tracks to the underground mining blocks. Considering the local topography, the restricted space conditions and the number of technical installations, the facilities are likely to be affected and highly vulnerable to rock fall from the surrounding slopes. In order to minimise the rock fall hazard three rock fence barriers area were constructed at the mill area. The 7.5 rock fence barriers were designed with the maximum capacity of 5000 kJ. These are the largest capacity of rock fall barriers ever constructed in Indonesia. The total length of the barriers for the three locations was 126 m. The biggest challenge of this project was the construction of the barrier at West Gulley, which was constructed at 300 m above ground level. For this site, construction access was undertaken using helicopter. This presentation discusses the design of the mitigation structures as well as the construction approach and stages of the barriers. Please note: This paper is abstract only.

Over much of Australia, rainfall is highly seasonal and storm-driven. Consequently, operational mines often need extensive earthworks – drains, dams and levees – for protection during the occasional large floods and for water storage against the dry times; however, it has not been appreciated that many of these earthworks will need to function after mining has finished, sometimes, beyond a normal design life for engineered structures.While a mine is operating, standards for design and maintenance are dictated by regulation and risk assessment. For dams and levees – regulated structures – the standards imposed mainly relate to life-of-mine. The levels of risk and maintenance accepted by the mine operator may not be acceptable to another landholder in perpetuity. However, the Environmental Authority cannot be surrendered unless the landholder has accepted responsibility for any unrehabilitated regulated structures (Department of Environment and Heritage Protection (DEHP), 2016).In order for a future landholder to be willing to take responsibility for a dam or levee, the structure should be of value to the business of the property. In addition, its management needs must be consistent with that business; for example, it should be maintainable using skills, equipment and materials normally available to the business.CITATION:Henderson, S J, 2016. Better quality at lower cost is today's formula for remaining competitive in a world market. For an integrated steel company, high quality low cost steel production must originate before the blast furnace. In 1979, when U.S. Steel initiated a Quality Management Program throughout its steelmaking operations, efforts began at the coal, ore and flux mines. The objective was to improve the quality and reduce the variability of the critical parameters for steelmaking raw materials, to get the blast furnaces, and subsequently the melt shops, under optimum control. The general details of U.S. Steel's Quality Management Program are discussed and how it was used to promote the desired improvements in steelmaking raw materials. Some of the outstanding results obtained by the cooperative efforts between the mines and the steel plants are reported. The lessons learned by U.S. Steel were through upgrading existing operations and facilities. These principles should now be applied to new projects and the benefits of good quality management should commence from the time new projects are Commissioned.

The presence of impurities which are electropositive to zinc in acid zinc electro- lyte causes changes to deposit morphology and reduced current efficiency. Glue may be added to control some impurity effects, but assaying for animal glue concentration is difficult and seldom done. Measurement of the activation overpotential for zinc deposition by cyclic voltammetry is used in some plants to monitor electrolyte quality and control glue additions. The deposit morphology and current efficiency of zinc deposition from commercial electrolyte were investigated for various glue additions in the presence of increased levels of antimony. Cyclic voltammetry was invest- i,ated as a method of optimizing glue additions in the presence of antimony. Scanning electron microscopy showed deposits characteristic of the impurity element present and the glue addition rate. Cyclic voltammetry measurements showed some correlation between current efficiency and activation polarization potential. The importance of using tankhouse electrolytes where results are to be related to tankhouse operation was noted.

A natural gamma-ray gauge has been devel- oped for discriminating overburden and inter- seam sediment from low ash coal located on a moving conveyor belt. It is based on the difference in natural radioactivity of the sediment and overburden compared with the low ash coal, which is detected with a highly ef- ficient "Polyscin" NaI(T1) gamma-ray detector located underneath the conveyor. Gauges have been successfully installed on the bucket wheel boom of the two coal dredgers at the Loy Yang Open Cut. They are used to warn dredger operators that they are digging overburden or sediment and that action is required to avoid the sediment or divert it to the waste dump rather than send it to the coal bunkers at the power station.

Nickel laterite HPAL circuits are known for their complexity and have presented a large number of challenges to process engineers worldwide. An attitude commonly encountered by the author is that the beneficiation of the ore is relatively simple and that the difficult problems are in the realms of hydrometallurgy. On a number of occasions beneficiation has become the 'poor cousin' in the process design phase. Another common theme is that significant difficulties are encountered when beneficiation circuits are started up, invariably slowing the ramp-up of the remainder of the circuit. In some cases the problems impact on throughput for a long period and can require major rectification capital. The HPAL Ni laterite projects encountered each have their own set of beneficiation problems that need to be understood before an appropriate circuit can be designed. This paper will discuss a range of design issues including geometallurgy, ore characterisation through laboratory testing, the application of appropriate sizing and analytical procedures, the selection of appropriate unit operations, materials handling of plant feed and products and setting meaningful plant design requirements.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

The history and milestones in the evolution of support systems utilised in the mass-mined chrysotile mines of Shabanie and King are discussed in detail. The use of block caving, false footwall or sublevel caving mining methods brings with it some major support problems, which are exacerbated, in our low rock strength mining environments. The paper discusses the various support elements and systems that have been used successfully or otherwise in these operations. Some predictions for the future of rock reinforcing in our ground conditions are highlighted, in relation to geomechanics, levels of mechanisation and production risk analysis.

Many maintenance managers find it difficult to justify investments in maintenance improvement initiatives. In part, this is due to a tendency by mine managers to regard maintenance purely as a cost centre, and not as a process able to influence productive capacity and profit. It is also hindered by a lack of alignment between commonly used maintenance performance measures and key business drivers, and the lack of formal business training amongst maintenance professionals. With this in mind, a model to assist maintenance managers in evaluating the benefits of maintenance improvement projects was recently formulated. The model considers four cost saving dimensions. These are: 1. reduction in the cost of unplanned repairs and maintenance,2. increased or accelerated production and/or sales,3. spares inventory reduction, and4. reduction in over-investment in physical assets and operating costs. This paper discusses the application of this model and a number of numerical examples are given to justify investments in maintenance improvement projects having varying objectives.

Iron ore mining is a major source of export income for Australia. However with the decreasing reserves of high-grade, low-phosphorus hematite ore, there is mounting pressure to provide consistent mineralogical ore grade. Enhanced 3D characterisation and modelling are crucial to respond to these exigent requirements. To tackle this problem a revolutionary mine-based, imaging system (based on Visible Near Infrared û Short Wave Infrared reflectance spectroscopy û VNIR-SWIR) has been developed. This innovative, CSIRO-built prototype produces mineralogical maps that will have a major impact on ore grade characterisation. Australian iron ore companies will benefit immensely by pioneering this emerging and unique mining technology. The significance of VNIR-SWIR reflectance spectroscopy is well demonstrated with field portable spectrometers and airborne hyperspectral systems. At the mine-scale level, this newly developed imaging system will allow accurate and objective mineralogical mapping of mine faces and benches with very closely spaced sampling. These spectral mineral maps will improve deposit delineation and bring accurate and objective ore grade characterisation that will minimise drilling and enhance ore recovery. This will in turn lead to cost saving and better long-term block model planning. This system will also improve safety for mine geologists in providing mineralogical information at a distance, avoiding the need for any close contact with the mine face. The mine imaging concept is a logical response to the industry need for automatic and objective tools for sustainable and future mining practices.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

Most mining dredges are adapted from canal/harbour dredges. Their automation and control systems are generally not designed for integrated mining operations. Consequently they have a number of limitations. This paper describes a new dredge control concept which paves the way for improved efficiency and increased production.

HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.
