I wish that in addition to being a Pro- fessional Engineer I was also a communications expert. My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

Batch centrifugal gravity concentrators have become standard equipment in gold grinding circuits for recovery of gravity recoverable gold (GRG). The downstream benefits of installing a gravity circuit are well understood, and in general, if there is a reasonable amount of GRG in the ore, a gravity circuit is usually installed. The benefits of gold gravity recovery have also been well documented, with a large database of successful case studies. As well, predicting production scale gravity recovery results ahead of installing gravity has become a common practice. The missing link between lab and full scale has always been the ability to predict the recovery benefit of installing gravity ahead of actually doing so. Being able to predict the recovery benefit in advance would help an operation in assessing the economic benefit and help justify the capital costs of the gravity circuit with much less uncertainty.

I should like to congratulate Dr. Salamy on his most informative paper.Under the heading of "future development" Dr. Salamy states the intention of using 3 in. lifters. In this connection I should like to mention one or two of our findings at the Croesus Plant of North Kalgurli (1912) Limited. We have converted a 5i ft. x 11 ft. grate discharge ball mill to a high level overflow rod mill. When we were considering this conversion we explored the literature and decided on using 2t in. lifters on alternate liners-the results were not encouraging. Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. Inertia cone crushers have found applications mostly in steel slag crushing operations in China. Compared with conventional eccentric cone crushers, the crusher has an obvious advantage in reducing product size. In addition, they are mostly used in two-stage open circuit crushing flow sheet, which simplifies the crushing process. However, inertia cone crushers are not widely used in the mineral processing industry due to their low crushing capacity. In this paper, the throughput performance of the inertia cone crusher was investigated in a laboratory-scale inertia cone crusher and relationships between operational parameters were identified. Iron ore was crushed using orthogonal experimental method under different machine parameters and operational conditions. The crusher throughput and product size distributions were determined. The effects of parameters such as eccentric speed, discharge gap, eccentric mass and eccentric distance on product mass flow and product size were investigated. The results of this study can help reduce the feed size of the mill in order to reduce total energy consumption of comminution.

Anoxic limestone drains (ALDs) have been widely used in the passive treatment of acid mine drainage (AMD), but their effectiveness has often been less than anticipated. Iron hydroxide often precipitates around limestone particles and inhibits neutralisation. To determine the conditions under which iron hydroxide precipitates, a small-scale laboratory ALD system was built to enable a detailed examination of the chemistry of iron within the drain. For one experiment, a mixture of limestone and quartz was introduced to the drain to assist in the determination of the key mechanism governing iron precipitation. Synthetic anaerobic acid mine drainage containing Fe2+ (~130 ppm), SO4 2- and H+ was pumped at a rate of 30 mL/min up a 90 cm tall, 15 cm diameter vertical column filled with limestone gravel of 98 per cent purity. Three sampling ports were fitted at equal intervals along the column; water was periodically extracted for analysis at the sampling ports over an 11-hour period. Experiments were run at influent pH levels of 2 and 4. Results show that acid neutralisation to pH greater than 6 occurred at the inflow end of the drain. The greatest amount of iron precipitation (19.5 per cent) also occurred in this area. The lack of iron precipitation on the quartz surfaces in the quartz/limestone mixture indicates that neutralisation is the key mechanism for the precipitation of iron hydroxide on limestone particles. A pe-pH stability diagram derived for the laboratory ALD system indicates that ALDs will not be effective for AMD with pH 2. Influent waters with pH 2 require a pe of -2 (Eh: -118.4 mV) to avoid Fe precipitation upon neutralisation. Influent waters of pH 4 require a pe between -2 and -4.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealand's minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Government's intention to review all the major laws governing New Zealand's resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. Quay Magnesium Limited (QMG) listed on the Australian Stock Exchange in late September 2004 having raised approximately A$30 million with the object of designing, constructing, commissioning and operating a 15 000 tpa magnesium alloy production facility in Nanjing, China. Site construction commenced in February 2005, with installation of all major components completed by the end of October 2005. Hot commissioning was simultaneously commenced with the final stages of installation, leading to the first stage of continuous ingot casting by mid November 2005. Since that time, ramp-up to the name plate capacity has been undertaken. This presentation highlights some of the more significant technical and logistical hurdles that have had to be overcome in order to meet the high quality product specifications required by a range of QMG customers.

This brief overview of the history of Brown Coal mining in Victoria is a luncheon presentation -I do not intend to make it indigestible with extensive listings of resources or production. There is a vast pantry of collated historical records and of vari- ous predictive studies available for the enquired with a hearty digestion. A gourmet collation is provided in The Aus IMM Monograph No 11 published in 1984 entitled "Victoria's Brown Coal-A HUGE FORTUNE IN CHANCERY", currently still on offer by the Institute and available at a bargain price in the foyer at this conference. Monograph No 11 also provides a feast of excellent references on the theme of Victorian Brown Coal assembled by the several contributors. In contrast, my presentation paper is a fast-food service, extracts from the printed paper only-you have no choice-you "get what you get" and in small quantity. International mineral disclosure standards and guidelines aligned with the CRIRSCO (Committee for Mineral Reserves International Reporting Standards) template were developed to inform stakeholders about the relative accuracy and confidence levels of publicly reported information and to support investment decisions, particularly when advancing projects through different development stages. The traditional stages range from early to advanced exploration, through pre-development (with Mineral Resources and pre-feasibility and/or feasibility levels of study) before the final development stages, where a decision to proceed with construction or production (or both) is made. The traditional definition of Mineral Resource and Ore/Mineral Reserve classification categories and techno-economic study levels (including Preliminary Economic Assessment (PEA), Scoping Study (SS), Pre-Feasibility Study (PFS) and Feasibility Study (FS)) were defined with pre-development project assessment in mind. As such, these definitions are not necessarily well aligned to the reporting structures required by operating mines which need to consider a range of timelines spanning short to long-term operating conditions. However, the same terminology and definitions are used, or expected to be used, by both project developers and mine operators when reporting resources, reserves and techno-economic study outcomes. This paper discusses how various stakeholders in the minerals industry (including competent/qualified persons, mining company leaders, investors, lenders and regulators), generally interpret the definitions of Mineral Resource and Ore Reserve categories in terms of the relative accuracy of the estimates, their link to techno-economic study levels and their contribution to life-of-mine (LOM) schedules. The paper examines the degree to which mining companies recognise, and apply, enhanced operational knowledge to reflect short-term views of the relative accuracy and confidence levels associated with publicly reported Mineral Resource and Ore Reserve estimates and forecasts. Furthermore, this paper explores how this knowledge is applied to support ongoing Mineral Resource, and particularly Ore Reserve, generation and reporting. This paper is informed by public data and responses to an internal survey prepared by the authors and completed in 2021 by several mining companies.

ABSTRACT- I Chemotrophic bacteria, capable of oxidising inorganic species such as Fe(II) and S(-]I) for their metabolic energy, have been known for many decades and interest in these bacterial species has increased since their ability oxidise auriferous arsenopyrite ores has been demonstrated. The rate at which bacterial cultures can oxidise a solid sulphide ore is of importance but a number of difficulties arise when attempting to evaluate this oxidative activity. The two major problems are counting the number of viable bacteria present in the reactor and identifying the types of bacteria that are active in both the solid and liquid phases. Enumerating the numbers of bacteria responsible for an observed change is necessary to compare the activity of different isolates. For selection and identification of bacteria during the development stages of a project, and for monitoring an operational process, the recognition of different species will be of importance. Methods for the taxonomic discrimination of bacterial species rely on observations, different culturing techniques, and the degree of DNA base homology between isolates. A method reported recently uses IR spectroscopy for comparisons between isolates. This spectroscopic method and its application is discussed.

Mineral processing is an essential component of a mine production chain and it accounts for significant proportion of the production cost. Over the past decade, significant research progress has been made in processing plant efficiency using theoretical, experimental and simulation modelling techniques. However, these studies are limited to process plant system as stand-alone units with no interactions with the mining units. In order to maximise the total mining system efficiency and more accurately simulate the system, the processing plant must be modelled as part of an integrated mining system. This becomes increasingly important in continuous surface mining systems, with limited ore processing capacity. In addition, plant efficiency is roughly estimated with known parameters or with simplistic statistical data, without regards to the stochastic processes governing these parameters, such as processing plant feed introduction. In this paper, a comprehensive model of the ore processing plant system is given and the object-oriented design (OOD) of the system is briefly introduced. The joint operation of ore processing plant system and haulage system is analysed. Numerical modelling is used to analyse the ore processing plant system under different conditions. Analysis of the results show that the optimum plant capacity is 0.7 tons/sec (2520 tons/hour). The results also show that the plant system resources cannot be fully utilised because the production rate is always less than the plant capacity. When plant capacity reaches an optimum value 0.7 tons/sec, the production rate is about 0.64 tons/sec. The underlying stochastic processes associated with plant and mine capacities cause this variability. In order to reduce this variability, there is the need to tightly set tolerances for the function variables.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.

Tata Steel Netherlands (TSN) aims to reduce its CO2 emissions by 35–40 per cent by 2030 and become CO2 neutral by 2045. A first step to reach these targets is via the utilisation of an Electric Arc Furnace (EAF), which will run on a mixture of high proportion of Direct Reduced Iron (DRI) and scrap. For an EAF operation, optimisation of slag chemistry is important to achieve the right mix of basicity (for refining especially dephosphorisation), foaming, volume (rate) and refractory life. Slag composition and rate can vary widely depending on the process variables like charge mix, charge composition, feeding rate, oxygen lancing, external carbon injection/addition, fluxing and refractory erosion/corrosion. Moreover, it is important to note that the slag composition and rate are ‘transient’ parameters and change throughout the heat. This makes all the dependent phenomena and/or outcomes transient as well. To describe all these effects simultaneously and be able to realistically simulate the EAF operations, a validated dynamic process model is important in the absence of real plant data. In this study, a validated dynamic EAF process model based on the concept of Effective Equilibrium Reaction Zone (EERZ) has been utilised to analyse the impact of high DRI industrial scale EAF operations on the transient slag characteristics – including slag volume (rate), composition, phases, solid fraction and viscosity. Simultaneously, the model is able to predict the impact on steel and offgas characteristics. Case studies were performed with 70 per cent DRI:30 per cent scrap mix considering both low and high-grade DRI. Both melting and refining aspects of the process including continuous feeding, arcing program, carbon addition, fluxing and oxy-lancing were considered.

The development of Western Australian magnetite deposits has lead to the design of some of the largest grinding mills and plants in the world. One of the projects demonstrates the efficiency gains possible by developing a simple yet thorough test program for circuit design. By drawing on the experience of current magnetite operations in Australia and the Mesabi and Marquette iron ranges in the United States, a basic flowsheet was developed. Through comprehensive testwork with AG, ball and stirred milling the flowsheet was optimized to take full advantage of each grinding mill’s strengths to reach the required final grind size. Laboratory work was verified in the pilot plant to optimize the energy efficiency of each grinding step while ensuring adequate liberation at each step for sufficient gangue rejection. By using three stages of grinding, the ball mill can best be employed in ensuring all top size gangue material is liberated and removed in the second magnetic separation step. The inclusion of the IsaMill, with its inherent steep product size distribution, as the tertiary grinding stage ensured that maximum grade was achieved and simplified the downstream process while giving further improvements in total grinding capital and operating costs. In this way the combination of the two technologies downstream from the AG mill is far more efficient than either would be on its own by reducing the total installed power by 1/3 and annual grinding media cost by 2/3.

Many of the tailings storage facilities (TSFs) in Australia are upstream raised facilities for which the consolidation of the hydraulically deposited tailings is essential to the stability of the TSF. While much operational consideration is given to limiting the rate of rise of TSFs through careful management of deposition rates to achieve desired consolidation, the rate of embankment raise construction (RoC) is often not given the same level of consideration. Loading the tailings at too high a rate during construction could lead to upstream and potentially downstream failure of the embankment. The Tailings Retention System (TRS) at the BHP Olympic Dam Mine comprises upstream raised TSFs that are continually raised with a zoned embankment. Improving on 20 years of successful embankment raising, there was a desire to understand the acceptable RoC under varying operating conditions and assess upper construction limits to improve operational risk management. To understand the RoC, trial embankment raise construction pads were constructed at different rates and the pore pressure response of the underlying tailings material was monitored. The pore pressure data were used to calibrate the permeability and consolidation characteristics of the tailings in a finite element model (FEM) that replicated a typical embankment raise. The rate of material placement, location of the phreatic surface and construction load were varied in the FEM until failure was initiated. The results were presented as a period (in days) over which the various zones for the embankment raise could be safely constructed. The results indicate direct sensitivity to the depth to the phreatic surface prior to commencement of an embankment raise, as well as the point of application of the construction traffic load. This paper presents the study approach, challenges experienced in modelling the construction methodology, the study results and their relevance in the improvement of understanding of RoC at the BHP Olympic Dam TRS.

The Bulli Coal Seam, located in the Illawarra Coalfield of New South Wales, has a long and varied history of sudden outbursts. From available information this problem has resulted in twelve fatalities over the last one hundred and one years, with over five hundred separate outburst incidents being identified. These incidents have varied in severity and intensity from the discharge of 1 to 2 tonne of coal, with a slight increase in gas emission, to the discharge of 200 to 400 tonne of coal with some 6,000 m3 of gas being liberated and large items of mining equipment being pushed 1 to 2 metres down the roadway.Geological features associated with these outbursts can be mapped on a regional and mine by mine basis, to provide some indication or warning. Similarly changes in gas content and gas composition can also be determined on a regional and mine by mine basis. However sudden geological changes (such as a 6.5 metre seam displacement within 15 metres) variations in gas content (such as 6 m3/tonne to 15 m3/tonne) and changes in gas composition (from 95% CH4 to 90% CO2) all within one mine does make the prediction or forecasting of outburst incidents exceedingly difficult.

The European Union (EU) have recently issued new Threshold Limit Value-Time Weighted Average (TLV-TWA) for diesel exhaust contaminants, which are CO, NO2 and DPM. The new limits for CO and NO2 were issued in 2017 whilst the one for DPM was issued in 2019. However, in order to allow EU mines to formulate strategies to comply with these new limits, the EU granted a transition period in which mines could use the old limits until the new limits are enforced. The new limit for CO and NO2 will be enforced from 21 August 2023 whilst the one for DPM will be enforced from 21 February 2026. The new limit for NO2 and DPM is very low, 0.5 ppm for NO2 and 0.05 mg/m3 of Elemental Carbon (EC) for DPM. Combination of these two limits would be the lowest among all mining jurisdictions worldwide. It poses a huge compliance challenge to EU mines if they keep using diesel machines. Therefore, a study and a field trial were carried out by the author in 2019–2021 to investigate whether replacing diesel machines with Battery Electric Vehicles (BEVs) would be the best answer to this challenge. This paper outlines results of this study and field trial.
