The safe life cycle of a Tailings Storage Facility (TSF) is founded on the fundamentals of proper design, construction, operation and closure. Leinster Nickel Operations (Leinster) utilises four active TSF cells that are cycled between filling (deposition), desiccation, and construction to meet a targeted rate of rise. This results in ongoing and consistent raising of the TSF walls. Critical to maintaining the safe life cycle through this consistent wall raising is precision construction and high frequency quality assurance to ensure compliance to design requirements and TSF walls free from defects. Leinster has recently deployed Intelligent Machine Control technology for TSF construction. Advances in Intelligent Machine Control have decreased variability in construction; ensuring variations are within the tolerances of design. The Intelligent Machine Controls are programed to ensure construction conforms to design tolerances of +/-30mm. This level of accuracy provides assurance of borrow area set out, compacted layers are as per design, compaction monitoring is within the zone placed, scarification between layers to prevent lamination is maintained, and batter angles are set to the correct grade. This level of control provides certainty that construction meets the design intent. In conjunction with Intelligent Machine Control, periodic drone surveys are conducted to verify construction against design. Advancement in survey equipment and techniques allow higher frequency, high accuracy survey to be completed on demand by site based personnel. This provides quality assurance through all stages of the construction phases, as well as the final constructed wall, ensuring compliance to design. Combining Intelligent Machine Control with higher frequency quality assurance provides an increased level of certainty that the TSF construction is defect free and within quality specifications. These recent technological advancements in Construction and Quality Assurance ensure cell raises are constructed to the design intent with greater levels of accuracy and precision than ever before.

If these items are not needed, they can significantly reduce a project’s short-term capital spend and improve profitability and value to shareholders. Two commercially available through-the-Earth (TTE) communications systems were evaluated at an active underground longwall mine in West Virginia. One system utilises magnetic field (H-field) antennae while the other system utilises electric field (E-field) antennae to achieve communication. A large portion of this mine is overlain by an inactive gas-oil field composed of densely spaced wells. This feature provided a unique opportunity to determine the impact of cased wells on both TTE technologies. The following communication modes were investigated: surface to underground, underground to surface, underground to underground and real-time two-way communications. Standard deployments of the TTE systems using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations under certain circumstances. As a result, the design and deployment that will optimise TTE transmissions are unique to each system and to the specific area of the mine. This field study was conducted as a part of a larger multisite evaluation of available TTE systems in an effort to determine their operational sensitivity. The authors were engaged to optimise a traditional rebar cage reinforced concrete segmental lining by means of finite element analysis (FEA) using macro synthetic fibres for the Shanghai metro extension. The aim of this study was to reduce or entirely replace the original steel reinforcement of the segmental lining, in order to make the precast production process faster and more economic. The outer diameter of the tunnel was 6200 mm, the thickness of the segments was 350 mm.The numerical calculations were performed by Atena Finite Element software, which is based on the combination of Menétrey-William and Rankine failure surfaces on the compression and tension sides respectively. The effect of the macro synthetic fibres was modelled as tension stiffening on the tension surface.A one-to-one full scale model of an assembled tunnel ring using the original reinforcement cages was tested at Tongji University in Shanghai, July 2013. The ring was tested to differing load levels where load and displacement were measured until failure. The author’s first step was to calculate the real displacement characteristics of the original reinforced concrete (RC) ring, then calculate the numerically modelled version, so as to compare them. The material parameters of the concrete and rebar used had been determined through basic material tests conducted at the Tongji University. (Bi, Liu and Wang, in press).The numerical modelling undertaken has shown good correlation with the full-scale physical test results. Optimisation of the lining reinforcement was achieved through the addition of fibres, resulting in a substantial reduction of the steel rebar cages. The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. Sampling equipment manufacturers endeavour to ensure that the mechanical equipment installed in sampling systems are designed and manufactured to adhere to the requirements of the International Organization for Standardization (ISO) or other standards relevant to the application. The mechanical parameters necessary to achieve these standards can be well controlled and requirements such as constant speed can be met through good mechanical design and engineering. However, when the equipment is installed and put into operation, the ISO compliance of the system is out of the hands of the equipment manufacturer and handed to the operator, who may be a generalist control system integrator.Making a sampling system perform according to standards, and being able to monitor and report on compliance require that the sampling system knowledge and the control integration is combined and applied in an integrated approach. Using a dedicated library of control routines developed for sampling can change a system from having compliant equipment to being a compliant system. The Floatability Characterisation Test Rig (FCTR) is a self-contained, highly instrumented, mobile pilot plant that is able to treat up to 2 tph solids. It consists of a bank of six 130 L WEMCO« SmartCells« and a bank of six 50 L WEMCO« SmartCells«. It was developed as part of the AMIRA P9 Project, primarily to determine ore floatability characteristics and to develop and validate flotation plant modelling, scale-up and simulation methodologies. However, it may also be used to carry out pilot-scale flotation test work. This paper briefly describes the circuit modelling, simulation and scale-up test work performed using the FCTR and the use of the FCTR in pilot-plant test work performed by the metallurgical staff at WMCÆs Kambalda Nickel Operations and Mount Keith Nickel Operation. At both Kambalda and Mount Keith the FCTR was found to be very flexible and straightforward to run, with an easily changeable circuit configuration and stable operation. Testwork was facilitated through having full stream sampling on all streams, and a high degree of instrumentation providing accurate measurement of process variables. The results obtained from the FCTR testwork were highly repeatable. As a consequence of using the FCTR, WMCÆs Kambalda Operation and Mt Keith Operation were able to complete a rigorous programme of pilot plant testwork more quickly than in the past, and with a high degree of confidence in the results.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. I have been asked to speak today on the topic of Project Finance in the Mining Industry. Through this presentation, I hope to give you a broad outline of the concept of project finance. The first half of the presentation covers the principles involved in project finance and the second half moves to aspects more specific to the mining industry. I have worked for 3 years at Rothschild Australia. Rothschild provide finance for projects in the mining industry, world wide. We finance both large and small projects, with facilities varying from $2m to $100m.

It is a common misconception that the grant of mining tenure, whether it be an Exploration Permit, Mineral Development Licence or Mining Lease, will entitle the holder to access all land within it in order to explore or mine. The ability for miners to access their tenure in order to undertake activities is critical to the industry. While significant time and energy is quite rightly dedicated to resolving native title and cultural heritage issues before the commencement of mining operations, the same cannot always be said for addressing potential impediments that arise as a result of the overlap between mining and other tenures. Miners should be aware of the overlaps that occur with other tenure and the impact of these overlaps on the minerÆs ability to explore or produce from the area. The existence of an overlap with petroleum tenure, nature refuges, national parks, wild river areas or reserves such as aboriginal land leases are all likely to have an impact on the minerÆs ability to access the area and conduct activities. In some instances, such as an overlap with petroleum tenure, Queensland legislation encourages the miner to reach agreement with the holders of the overlapping tenure. However, in other instances, such as an overlap with a national park, mining tenure is unlikely to be granted at all. This paper summarises the impacts and impediments that arise as a result of overlaps of tenure that are likely to affect mining operations. It also provides examples of how these impediments can, if possible, be overcome under Queensland legislation.

Mining of copper ore is still the most important business in Chile. In order to mine ore with a copper content of less than one percent at Minera Los Pelambres in an economical way, opencast mining is mandatory. Due to the prevalence of avalanches at the mine, the concentrator was located in a stable area, some distance from the mine. As a consequence, the material has to be transported between mine and concentrator by conveyor. A downhill conveyor system has been implemented for more than ten years as the most suitable and most economical ore transport alternative. Due to the length (12.6 km) and inclination (1300 m drop) of the conveyor system, the stresses in the steel cord belt are the dominant design criterion, resulting in a belt quality of ST 7800. Additional dynamic belt stresses during transient operating conditions are avoided by the installation of high capacity adjustable frequency drives. The rating of a single drive unit is 2500 kW. During ten years of operation, several capacity increases have been implemented, from an initial 5800 t/h up to the current capacity of 9900 t/h. This presentation describes the engineering challenges of the implementation of the world's strongest belt conveyor system. Capacity increase measures like the development of new control and breaking strategy, proved by dynamic simulation of belt forces and belt speed scenarios are explained. During this long-term partnership of RWE Power International, the former Rheinbraun Engineering, with Minera Los Pelambres, RWE has been engaged continuously for development work, safety checks, expert opinions and maintenance audits, and giving new impulse to conveyor technology.

Iron Ore Holdings Ltd (IOH) is an emerging junior iron ore company that is actively developing projects in the Central and Western Pilbara region of Western Australia. IOH commissioned URS Australia Pty Ltd (URS) in mid-2008 to prepare environmental assessment documents for the Phil’s Creek Project, which was rapidly moving into the development phase. This project comprised a small open cut iron ore mine that was expected to deliver approximately seven million tonnes over a five year mine life.IOH faced several challenges in the environmental assessment process for the Phil’s Creek Project. Although the Phil’s Creek Project attained approval but has now been placed on hold, it is a useful case study to discuss these challenges and how IOH addressed them. Several important lessons were learned through this process that can assist other proponents in addressing environmental challenges in a constructive and proactive manner.One major challenge faced by IOH related to the endangered northern quoll (Dasyurus hallucatus). Another challenge was the unusually high species richness of troglofauna recorded within the project area, with several species initially known only from within the proposed pit footprint.Meeting and overcoming these challenges has provided IOH with an increased understanding of the level of input required for consultation with government departments regarding environmental assessments, and this should stand the company in good stead for developing future tenements. Challenges in regards to the environmental assessment process may be faced during future developments, but IOH’s experiences to date and the lessons learned from the Phil’s Creek Project, will help pave the way for successfully overcoming them.

Basic Oxygen Steelmaking (B.O.S.) commenced in Australia in December, 1962. Two 200-ton furnaces were installed initially at Newcastle with a 50-ton furnace coupled to a continuous casting machine added in 1967. In 1965, two 100-ton furnaces were installed at Whyalla plant and two 225-ton furnaces are nearing com- pletion at Port Kembla to commence oper- ations in 1972. Plant layouts in each centre differ due to changing circumstance and increasing knowledge of the B.O.S. process since 1962. Raw materials are a most important factor for good operation of the process. Most materials come from within Australia but some are imported. General operating practices are similar in each plant, although treatment of fume at Port Kembla will be by the OG (Oxygen Converter Gas Recovery) Process as against electrostatic precipitators in Newcastle and Whyalla. Special alloy steels as well as plain carbon steels can be made by the B.O.S. process. Production potential of the process in Australia has yet to be fully utilised with 45 per cent of steel production coming from B.O.S. In 1971.

Specific focus with be given to quantitative microanalysis techniques including electron probe microanalysis and laser ablation, covering general principles, capabilities and limitations and recent development to address specific challenges associated with analysing molten slag, matte, and alloys, highlighting the necessity of embracing the application of these and other innovative analytical methodologies.

Conditions encountered at a recently completed brownfields mining project provided valuable insight into, and development of, techniques for working in and around known underground mining voids in an open cut environment. The careful application of underground blasting principles to a pit environment and successful excavation whilst maintaining appropriate stand-off distances were two primary areas of innovation enabling the success of the project.Mary Mac Hill is a gold deposit situated less than 2 km south-west of the town of Laverton, Western Australia. It is owned and mined by Crescent Gold Limited. Previous underground mining by various other mining companies has left an extensive network of underground horizontal development, subvertical stopes and shafts, some of which daylighted at surface. This was identified as potentially posing substantial risks, which would prevent the application of conventional mining methods. Two major stopes were located under a hard banded iron ridge topped by a peak of cap, connected variously by narrow drives and vertical development. Due to the proximity of the first of these stopes to the surface, its dimensions and governed by procedures and advice provided by externally engaged engineers, Crescent Gold could not access the area of the ridge immediately overlying the stope using conventional open cut mining methods. This was the first of many hurdles surmounted in mining this deposit.The following report outlines how the challenges this geometrically complex deposit presented. Solving these problems enabled the team to mine the contained gold ore to a completed design, without subjecting personnel or mining equipment to harm due to a void breach incident. This paper outlines the numerous complications and difficulties Mary Mac Hill posed and explains the strategies developed to overcome them. "The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has recently developed the integrated liberation leach model (ILLM) for optimisation of gold plants. The model encompasses recovery by both gravity (batch centrifugal concentrators or BCCs) and leach adsorption (CIP/CIL) circuits. The ILLM essentially combines the Group’s well-known standalone models (ie gravity and SIMCIL) to create a robust simulation package.The ILLM process model provides a tool for sites to determine optimum set points for operations to optimise recovery (eg target grind size). It can also be used to predict the effect on gravity recovery, leach recovery and overall recovery when changes are made to circuit design, either temporarily (eg a leach tank taken off-line for maintenance) or as part of a circuit expansion (eg expanded gravity circuit capacity, or addition of leach tank capacity).This paper discusses the capability of the ILLM process model by highlighting a recent case study. "From paving the way in gaining approval for the first metalliferous in-pit tailings storage facility (TSF) in Victoria, to developing a deposition methodology to optimise the storage capacity and provide a final rehabilitated surface which replicates the premining topography, in-pit tailings storage has proven not only to be a cost-effective means for tailings management at Fosterville Gold Mine, but also one which provides significant economic, social and environmental benefits. Coupled with ongoing raising of the existing above ground TSF and commissioning of a new above ground TSF, Fosterville Gold Mine have to date effectively used three open pits for in-pit tailings storage, with one of the pits currently progressing through the capping and vegetation establishment phases of closure.This paper presents the process adopted by Fosterville Gold Mine in their flotation tailings management, from design and operational phases through to rehabilitation implementation. In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

The principles of three-dimensional geological modelling are well understood and routinely used. Sample data is collated and geostatistical tools used to ensure that sample data is suitable for its end use, which is typically a block model that is appropriate for mine planning. What has become increasingly apparent is that physical rock properties and geotechnical parameters need to be incorporated into the three-dimensional geological model to create an integrated mine model.The approach to the collection of geotechnical information is not as highly prescribed and controlled as collection of geological data. Commonly, the geotechnical data set is incomplete and inconsistent, with little consideration of what the end use will be by those collecting the data, or how the geotechnical data might relate to the geological data. In some cases, specific geotechnical investigation programs are completed, yet correlation between those programs and previously collected data is rarely undertaken to the same level of diligence as found in the geology field.There are some obstacles that need to be considered when attempting to incorporate geological parameters, such as grade, lithology, and geological domains with geotechnical information such as rock quality designation (RQD), rock mass rating (RMR), rock strength, and geotechnical domains into the same three-dimensional block model. Interpolation or geostatistical estimation methods used for grade estimates might not be appropriate for many components in rock characterisation, particularly search geometries. A number of examples are provided to illustrate issues underlying some of the data collection procedures, and their effects on three-dimensional geotechnical modelling.The example presented attempts to highlight generally observed shortcomings in the collection of geotechnical information, parameters which need to be considered when combining geological and geotechnical data into the same model, and the benefits of having a combined block model from the beginning of a project.CITATION:Zunica, K and Penney, A R, 2014. As part of a project on the application of thiourea leaching to a variety of Australian ores, the systematic variation of pH, redox po- tential, and thiourea concentration were in- vestigated on an oxidized gold ore from the Nevoria mine, WA. Stirred open beaker tests were conducted with a pH-stat and Eh-stat system to automati- cally control pH and redox potential at selected values, while thiourea concentration was main- tained manually. Increasing the acidity of the leach liquor from pH 3.6 to pH 1, increased the gold extrac- tion from 37 per cent to over 90 per cent in S h, but there was only a limited improvement below pH 1.5. Silver extraction and thiourea consumption increased as the acidity was in- creased. Increasing the redox potential from 150 to 200 mV (i.e. potential of Pt electrode vs SCE) increased the initial rate of gold and silver extraction, but the effect on cumulative gold extraction by 5 h was slight. Thiourea consump- tion was greatly increased as the redox poten- tial was increased. An increase in thiourea concentration from 1.2 to 4.8 per cent increased the initial rates of gold and silver extraction, but, as for the change in Eh, the improvement in cumulative ex- traction by 5 h was marginal. Thiourea consump- tion increased with thiourea concentration.
