A central aim of rehabilitation is to ensure that disturbed land is returned to a post-mine condition that is safe, stable and self-sustaining. This paper describes initial results from a grazing trial at the New Acland open-cut coal mine in southern Queensland (-27.27 lat, 151.72 long) that aims to assess the sustainability and viability of cattle production from rehabilitated mined land compared to production from surrounding unmined lands (Newsome 2014). The grazing trial was established in 2013 by the Acland Pastoral Company, a subsidiary of New Hope Coal, on lands previously used for dairying, beef and crops before open cut coal mining of the Walloon coal measures began in 2002. The area has a mean annual rainfall of 640 mm. The requirement for secondary egress from underground workings has long been regulated in Australia. Escape way systems have evolved from simple airleg rising ladders and timber ladders to steel galvanised ladders and more recently fully enclosed polyethylene ladders.The polyethylene ladder, Safescape Laddertube, was introduced to the underground mining industry in 2010. It is an enclosed cylindrical modular plastic ladder designed for use in underground escape ways and access ways. Since its first installation in May 2010, the Laddertube has been installed in 43 mines across four countries, totalling 8800 m of ladders installed to December 2013.The Cracow Gold mine is one operation using Laddertube, located 500 km north-west of Brisbane, Queensland, Australia. Upon discovering and developing both the Empire and Roses Pride orebodies, a safe and economically viable secondary egress system and surface primary ventilation exhaust shafts were necessary to support development and production activities to these workings. The need arose to merge these two critical requirements together between surface and underground mine workings some 200 m and 400 m respectively for each orebody. Neither egress has intermediate access points within their full service length from top to bottom. Several options were considered, the preferable and most feasible method adopted was Laddertube.The longest egress length requiring Laddertube within the two vertical surface exhaust shafts was 400 m long, within a 3.5 m diameter shaft. Due to the length of the vertical Laddertube system in both egresses, personnel are to be assisted by mechanical means using the Extended Ladder Climb Assist system.The Gossan Hill mine also uses Laddertube for their escape ways. Part of the Golden Grove operation, Gossan Hill is an underground sublevel open stoping mine located in the mid-west of Western Australia.With a considerable mine life remaining and a history of acidic water and stress related deterioration in vertical openings, the mine operators sought an escape way solution that would provide for the long-term needs of Gossan Hill. Laddertube was selected due to its non-corrosive properties and the ability to fill in around the ladder way to provide stability to the raise opening.Laddertube is a recent development in escape way systems, and is effectively being applied in a variety of operations, meeting the specific needs of underground mines.CITATION:Durkin, S, Hawkins, B and Lawrence, V, 2014. Oxygen was in restricted use at Port Kembla until tonnage oxygen became available for steelmaking in the open hearth furnaces. In adopting the new process various modifications to furnace design and operation were necessary and some of these, including increase in roof height and variation in firing and draft control, are discussed.The design of oxygen lances is also discussed and various steelmakingtechniques considered.Steel production increased with oxygen roof lancing-one- furnace producing 8,507 tons in one week-but new problems, such as rate of refractory wear, and disposal of fumes, were created.Design of future open hearth oxygen furnaces is predicted.INTRODUCTIONIn the post-war era, the availability of "tonnage" oxygen caused a major revolution in steelmaking techniques. Various pneumatic processes showed that steel can be madeat a very fast rate and that oxygen steelmaking can be applied to open hearth furnaces. Methods used are surface impingement with roof lances, bath injection with door lances, flame enrichment with fuel firing, mixed gas and oxygen firing, and enrichment of normal combustion air by oxygen injection into the flue systems.Owing to its previous restricted availability and high cost, oxygen was used in rather small quantities in the open hearth furnaces at Australian Iron and Steel Pty. Ltd.(A.I. & S.), Port Kembla, until about the middle of 1960.At that time tonnage oxygen became available and roof lancing commenced on No. 33 furnace at No. 2' open hearth shop.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

Coalmines, like any other mine, generally involve the classic three-staged approach to mining studies; namely concept, pre-feasibility study (PFS) and feasibility studies (Cusworth, 2012). Subsequent to these studies, and in instances parallel to these studies, the commitment to an environmental impact statement (EIS) is made in order to secure both state and federal development consent. In recent times, the sentiment to both mining and coal is changing whereby the traditional approaches to mine planning and economic evaluation is complicated by evolving environmental legislation, expectations and time frames. It is all too common to take shortcuts in the development of projects in order to create the perception of cost savings and expediting the delivery timeline. Atkins (2016) points out that: boards of so many small to mid-tier mining companies, and a few majors, focus on relentless project delivery too early in the project process, with so little time and effort applied to risk analysis and option development. Unforeseen risks can cost any timeline or budget far more than the effort required assessing and mitigating these. The prevalent strategic approach in the mining industry is one of planning. However, it is widely recognised that planning does not work in complex and uncertain situations (Mintzberg, 1994), such as those associated with ‘above ground’ non-technical orebody complexity (Trench, Packey and Sykes, 2014). Mintzberg, Ahlstrand and Lampel (2009) suggest the focus instead should be on strategic ‘thinking and doing’ and using the many ways to think about strategy to make sense of complex, uncertain, and unique situations. They therefore place great value in cognitive flexibility. Scenarios development utilizes several different thinking styles and thus assists with this type of flexible strategic thinking (Figure 1). The ‘Centre for Exploration Targeting (CET) Scenarios’ were developed with the ‘Oxford Scenario Planning Approach’ (OSPA) (Ramírez and Wilkinson, 2016). The OSPA aims more to improve the thinking skills of decision makers, rather than forecasting per se (Wack, 1985a, 1985b). As such, this paper focuses less on the content of the scenarios and instead on the practical value of scenarios in strategizing. With a focus on safe productive tonnes, there has been an ongoing drive to increase the productivity of the mining fleet across BHP Billiton. In response, a team from the Iron Ore business was formed to review all aspects of the end-to-end drill and blast process and to challenge conventional practices that limit production efficiency. As a result of the outcomes of this work, a number of initiatives were identified to improve operational practices that have also delivered significant cost savings.One such initiative was to increase pattern size to a minimum of 1 Mt where practicable, thereby creating ‘megablast’ as a new standard across all mines. To achieve blasts of this size, the team had to overcome the complex problem of integrating wall control into the megablasts.With traditional blasting techniques, the key strategy, which is also historically inefficient but was thought to be integral to having stable, safe walls, was to utilise the trim blasting/modified production blasts technique (ie narrow blasts along the pit wall designed to ‘peel off’ the material while minimising the effects of vibration and charge confinement on wall integrity).Small traditional trim patterns comprise three to four rows of production holes and one or two rows of batter/buffer holes of reduced diameter that require the firing face to be completely exposed before blasting. This is an extremely slow process that requires a lot of resources for very little tonnage while adding additional expense to the final cost per tonne.This paper will show how the megablast approach was developed to control damaging vibration and confinement effects, flyrock and fragmentation while having the largest possible blast that includes wall control. The new practice is based on a theory that involves the initiation point and control row being the second row of holes from the pit wall itself. Adjusted charges in vented batter and buffer holes help to achieve an optimal toe design, and at the same time create a zone of broken ground that absorbs damaging vibrations formed by the attached production blast of any size, whether it is a straight wall or a multi-angled complex pit shell design.Using the new style of blasting has allowed an increase in the size of the patterns from an average of 300 kt to over 1 Mt whilst maintaining pit wall integrity. Case studies will be presented showing drill, charge and tie-in designs with the presentation having additional blast videos, including overall shots of blasts and in-close footage of what happens behind the blast at the crest of the planned catchment berm.The paper will also demonstrate the flow-on effect of using this style of blasting to reduce operational costs associated with other downstream processes, such as the reduced requirements for pattern preparation, an increase in productive digging, reduced maintenance costs and a decrease in fuel burn for equipment.CITATION:Green, B, 2015. ‘Every mine is a pilot’ is an attitude which encourages the mining paradox of optimistic mine plans and equipment under performance; propped up by an environment lacking accountability. The premise that ‘every mine is a pilot’, appears to underlie the development and operating approach to most mines. It is the hypothesis of this paper that many mining companies, development teams and their managers largely ignore what is done elsewhere. Anecdotally, most planners don’t know whether the selected rates are high or low (rates based on theoretical models tend to be high – certainly higher than what most companies can achieve). Mines then consistently operate the equipment at rates well below targets; often more than 20 per cent below. Further to this paradox, mine performance data demonstrates the average mine is currently operating their equipment at levels of output not much more than half the output of those in the top ten per cent. On the whole mines don’t know the potential of their equipment and therefore don’t put appropriate plans in place to do better. After all, when ‘every mine is a pilot’ there is little reason to look to one’s peers for an indication of potential. This paper will outline why every mine is not a pilot and how mines do value some knowledge, but not as much as they should. This paper proposes a two-pronged approach to address this issue in the area of equipment performance. This approach is to:1. engage in better forecasting of equipment rates and better subsequent performance through benchmarking against industry standards2. provide conditions for more accountability.These parameters are linked and proper implementation of them will address the losses which many shareholders and financiers have incurred when investing in companies with unrealistic mining plans.CITATION:Lumley, G I, 2016. Given the ongoing global crises of climate change and nature loss, with the World Economic Forum (WEF) identifying them as the top risks to global economies in terms of both likelihood and impact in the coming ten years (WEF, 2022), there is increasing, pressing demand for companies to demonstrate they understand their climate and nature related risks and look toward contributing genuine beneficial environmental outcomes. Within the mining industry, mine closure is the obvious field in which climate and nature positive strategy can be linked with operations. To do so, there is a need to challenge long-held assumptions around closure in the mining and regulatory context; particularly, to shift the focus from closing individual mines to considering regional opportunity generation and value creation.

I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

The Ore Reserve/Exploration System implemented at Mount Isa for M.I.M. Holdings Limited is a comprehensive computer system designed to process assay, geological, structural and survey data input via special purpose logging sheets from daily activities at Isa Mine, Hilton Mine and various Carpentaria Exploration Company prospects. The system performs two basic functions; (1) data acquisition, validation and file maintenance to prepare the data for retrieval, and (2) generation of routine and optional reports. The types of reports available range from masterfile detail printouts and retrieval of data by key items to survey computations, structural analyses, cutoff calculations, statistical analyses and ore reserve calculations by the polygonal, inverse square or moving average techniques. The use of various optional reports available through the system is illustrated by several examples, and planned future development is discussed.

Starting from comprehensive programme systems for monitoring tasks of any kind, this paper follows the steps of the programme system hierarchy from top to bottom. The monitoring and control centres for entire production units, the subordinate centres, i.e. district control centres, the microcomputer based autonomous control systems, and data input by mobile terminals are discussed. To an increasing extent, the main emphasis is shifted from monitoring and control of individual machinery to optimized operation of extremely complex comprehensive systems. Network displays, for instance displays of production, transport, supply- and evacuation-networks as well as of safety systems, gain increasing importance. Personnel deployment systemsand planning networks as well as stocktaking and accounting are more and more closely linked with the above-mentioned networks. In order to keep development and application (purchasing) costs low, and to assure compatibility, the use of standard modules is to be assigned particular importance. New module developments are introduced, and the design of standard interfaces for computer and module coupling are discussed.For conclusion, a short view is given on the opinion of the line manage-ments on how future hierarchic systems should be featured in terms of individual units and overall systems, and used.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The design and construction of a 2.5 million tonne per annum ship unloading system at the PWCS export coal terminal in Newcastle, NSW, has further increased the flexibility and sophistication of Australia's largest coal export facility. The system comprises a new unloading wharf serviced by a self unloading vessel, conveyor stream and multi compartment ground level storage shed. Coal is reclaimed from this shed by the largest portal scraper ever installed under cover. The system also provides additional flexibility by receiving coal from the existing PWCS road receival to improve scheduling. The PWCS can now simultaneously handle 11 coal types and receive from rail, road and sea at almost 15000 tonnes per hour.

Technological advances the sensor design and performance for logging while drilling (LWD) instrumentation offer considerable opportunities in iron ore exploration. Here we focus on the development of a nuclear magnetic resonance (NMR) LWD tool. NMR is an advanced geotechnical logging technology capable of providing in situ measurements of the porosity, pore size and permeability of the formation of interest. The ability to provide real-time characterisation of iron-ore systems is beneficial to both drilling operations as well as real-time formation evaluation. The development of an NMR LWD tool for mineral exploration drilling has previously not been achieved due to the significant technical and environmental challenges associated with the design and operation of such a tool. The tool outlined in this work is designed to work in reverse-circulation (RC) drilling systems. As such, the tool needs to be compatible with the RC drill-string, as well as being highly robust to survive the shocks and vibrations experienced during RC drilling operations. The magnetic physics of the probe must be capable of measuring at the appropriate depth into formation whilst being subject to the array of motions experienced during drilling operations. Furthermore, conducting accurate NMR measurements in an iron ore formation is challenging and the measurement methodology must be tailored to characterise the magnetic environment. The tool also requires high-powered electronics capable of operating the necessary pulse sequences for excitation and acquisition. The resultant tool design must therefore optimise the inherent trade-offs which exist between the physical components (ie mechanical structure, magnetic components and electronic hardware) in order to operate appropriately whilst not hindering RC drilling operations. Current experimental analysis of the prototype indicates that the current probe design exhibits the required measurement specifications and is nearing field testing. Future work will look towards commercialisation of the instrument.

While, in the past, a great deal of attention has been focussed on technical issues and the performance of explosives in rock, the explosive user, an essential link in the chain, has often been neglected. In the mining industry, too often, the benefits of excellent technical work have been degraded over time due to the lack of definitive and documented control. Using the principles of quality management a quality training system was developed and implemented for management of explosives use at Gunpowder Copper Ltd (GCL). This paper describes the structure of the system, its development and implementation, and contains practical advice and information for managers responsible for blasting and charge crews. The paper is in four parts: I Quality systems. A brief overview of the relevant aspects of total quality management that apply to explosives use. The requirements for documentation, management and auditing are explored. 2. Training for competency. The five essential elements of Competency Board Training (CBT) are examined, including auditing. 3. The Gunpowder Copper system. Implementation of the complete training system. Documentation and its control, auditing, instructions for operators, management responsibility and means of obtaining operator ownership are amongst the issues raised. Reporting requirements are the means to effectively manage change are described. 4. Summary. The paper concludes with the tangible benefits seen by Gunpowder Copper through the adoption of a quality training System.

"Sustainable development has become an issue of ever increasing importance to the mining industry. The Ernst & Young (EY) mining industry risk radar regularly shows several sustainability elements in the top ten risks, with social license the number three risk in the 2014/15 survey. This is supported by the Fraser Institute survey results of 2013 showing that 36 per cent of responding companies indicated public opposition had affected their permitting and approvals process.Addressing these issues in a strategic way across a mining business that is then translatable to actions at operational level has remained an elusive goal in the industry. In addition the environment and community issues are commonly viewed as somewhat separate from financial and production issues and as a compliance cost rather than a value add. In their Harvard Business Review paper of 2011, ‘Creating Shared Value’, Porter and Kramer outline changes in thinking required for companies to improve their business sustainably through considering the societal issues impacted by their operations and products. Along the lines of ‘doing more with less’ companies’ value chains can be redefined to reduce energy, transport, water or other resource usage leaving additional resource for societal usage and/or reducing environmental impacts. This paper explores the linking of the holistic Five Capitals-based approach with the creating shared value (CSV) concept to help businesses unleash the benefits of innovation. Previous papers have demonstrated the potential for Five Capitals approach to create strategic value through sustainable development. Building on previous work, this paper provides an overview of the current status of holistic approaches to mine management and presents the application of the CSV concept on an African mine currently undertaking capitals-based strategic planning. The safety in pillar extraction is closely allied to the design features of the pillar extraction system. Considering the conventional supported systems of pillar extraction there are problems associated with complying with the design system outlined. The accident causing agencies and the legislative action to overcome them are im- portant aspects. There is merit in the regularity of support and the limiting of the effects that human error can cause. But new problems and hazards are introduced by this powered support equipment. The comparison of accident experience is difficult due to lack of records and lack of uniformity of approach, but it is clear that powered supports provide a safer system. Every progress in research and practice provides further data to employ in accident prevention.

The association of specific plants and plant communities with soils developed over underlying superficial orebodies and mineralisation has been long recognised. It has given rise to the use of plant indicators for geobotanical exploration as a regular component of primary minerals reconnaissance where there is an undisturbed vegetation cover. That the chemical composition of indicator plants is a measure of their soil environment has further led to biogeochemical prospecting methods for minerals and its use in the mapping of underlying ore deposits. Where there is a strong surface expression of metal and metalloid anomalies, concentrations of potentially phytotoxic elements may reach a level at which they have strong selective impacts on plant populations. In such circumstances, natural selection has operated in the development of a unique flora composed of plant species and individuals with genetically-based tolerances to the stressed environment in which they continue to survive. These plants are called metallophytes. Metallophytes occur globally on all metalliferous sites, both in pristine undisturbed environments and in areas of mineral workings, ancient and modern. However, the best-developed primary metallophyte vegetation is found in the most ancient areas where there has been a long-term evolutionary impact of the underlying geology through ore weathering and dispersion of metals into the rhizosphere zone. Natural selection of metal-tolerant races of plants in these largely undisturbed areas can eventually lead to speciation and the development of an endemic regional metallophyte flora (Baker et al , 2010). Mineral wastes resulting from mining activities also allow colonisation by metal-tolerant individuals leading to the establishment of metallophyte communities. The distribution and extent of such communities is determined by regional and local factors relating to climate and substrate conditions and the availability of suitable plant resources on which natural selection can operate (Baker, 2009).The ability of metallophytes to tolerate extreme metal concentrations commends them as the optimal choice for ecological restoration of mineral wastes and metal-contaminated sites. Metallophytes have recently also spawned several novel phytotechnologies, including phytoremediation and phytomining (Chaney et al, 2000, 2005; Baker and Whiting, 2008). Action towards conserving the global metallophyte resource base is imperative because many species are under threat of extinction from new and extensive mining activities (Whiting et al, 2004). This has been identified as a priority in the Mining, Minerals and Sustainable Development (MMSD) Project of the Global Mining Initiative in 2002 but positive responses from the minerals industry have been slow. The last decade has, however, seen an ever-increasing interest in metal-tolerant and metal-accumulating plants, both from an academic standpoint and their use in revegetation and phytostabilisation (Tordoff et al, 2000; Baker and Whiting, 2008; Baker, 2009). Few studies have highlighted the need to conserve and develop these unique plants (Whiting et al , 2004). This presentation identifies future research needs for the conservation and exploitation of the global metallophyte biodiversity and its potential in sustainable mine closure.
