Two papers have been written, previously concerning operations at the Montreal East plant of Canadian Copper Refiners Limited. The first one,' written in 1932, described silver-refinery operations at the time for producing silver and gold bullion from tankhouse anode slimes; the second,Z published in 1933, consisted of a description of the entire plant. Since publication of these papers the refinery has become the world's largest producer of refined selenium. The first selenium was produced in August 1934. Tellurium production on a commercial scale followed in October 1935. This paper will deal with selenium and tellurium production and also with present operations in the silver refinery. Blister cakes from Hudson Bay Mining and Smelting Co., Flin Flon, Manitoba, and commercial anodes from Noranda Mines Limited, Noranda, Quebec, are refined at Montreal East. Both these bullions have unusually high gold, selenium and tellurium content. The average assay of raw slimes produced from domestic and Noranda anodes is about 40 per cent Cu, 3600 oz. per ton Ag, 800 ox. per ton Au, 22 per cent Se and 3.7 per cent Te. Early Silver-refinery Operations From the start of operations in 1931 until July 1934, the raw slimes were oxidiae-roasted at 700' F. in a Nichols-Herreshoff furnace, acid-leached with tankhouse discarded foul electrolyte (20 per cent HzSOa), filtered and charged directly to the dor6 furnace for refining to dore metal. This is the customary method for treating tankhouse anode slimes but was not suitable at the Montreal East plant because of the high selenium and tellurium content of our slimes. In the acid-leaching process about 50 per cent of the selenium and tellurium in the roasted slimes was dissolved in the electrolyte. INTRODUCTION Post-Lower Ordovician karstification on a continental scale produced a wide-spread paleoaquifer in the upper portion of the Knox Group of the Southeastern United States. The presence of economic zinc deposits in the Knox of Tennessee is considered to be a con- sequence of this paleoaquifer(1). During The New Jersey Zinc Company's initial exploration of the middle Tennessee region the known artesian nature of modern Knox water and its potentially adverse effect upon mining activities was a matter of concern. This concern intensified as a mining situation appeared imminent and a program of hydrologic investigation was begun in early 1969 and continued through August 1972. The preliminary findings of this work were reported at the AIME World Symposium on Mining and Metallurgy of Lead & Zinc in 1970(2). This paper presents additional data acquired during subsequent stages of the program and relates the hydrologic relationships to the overall geologic framework of the area. PHYSICAL GEOGRAPHY The Elmwood mine is 85km east of Nashville and 8km southeast of Carthage in Smith County, Tennessee (Figure 1). Its physiographic location is in the Central Basin of Tennessee, a basin resulting from erosional breaching across the Nashville Dome of the Mississippian strata which now form the bordering Highland Rims. Both the Central Basin and Highland Rims are divisions of the Interior Low- lands Province. Outcropping rock units of the Central Basin are predominantly Middle Ordovician limestones with scattered high hilltops capped by Devonian and Mississippian strata. One outlier

AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. The study of the metallography of steel has been of great value, also the physical testing of steel, but this knowledge will only de-

J. H. Schlobohm (Joy Manufacturing Co., New York) —This paper has been read with a good deal of interest; however, there are several salient features which Mr. Mitchell has overlooked. The initial emphasis on selection should be placed on type of material to be loaded and method of mining involved. There is no possible connection in the comparison of scraper or Joy Lohite loaders with loaders of any other type. Neither can an operating comparison be made between "Rocker type" loaders and those equipped with loading head and gathering arms. Each unit has its application, but the application depends on material and the mining system involved. Mr. Mitchell's compilation of data on various loaders, while it represents a great many facts, does not represent true operational data, i.e. Table I, column heading "Max. Rated Capacity for 7 hr;" these figures are meaningless inasmuch as little or no time at all is allowed for tramming or switching or moving the loader from place to place. Table I, column heading, "Best Reported Field Shift," would be a better source of operational data, assuming of course that conditions, applicable to each class of loaders, were average to avoid enthusiastic performance figures. Table I, column heading, "Repair Parts Cost per Ton," is still another item which will not stand up under comparison unless the loaders involved are put into type classes, i.e., there are simply no means possible to show the repair costs of scraper loading versus a caterpillar mounted loader in abrasive material. The source of information here is also important. Actual field tests have proved that these costs are of a constant nature. Manufacturers are striving to hold them to a minimum and many interesting studies have been made. A fairly recent example of this in a large United States gold producer has proved that Joy HL-3 loaders can be consistently average, less than $0.025 per ton mucked. Although the previous discussions regarding the manipulations, calculations, and interrelationships of the various components of the pro forma income statement were illustrated in the text, many individuals are un- familiar with the format and appearance of a final spread sheet for the evaluation of a mining property. As a result, it seems appropriate to conclude this book with an abbreviated case study of an actual mine property (currently in production) showing the cash flow analysis and some back-up data. Obviously all of the supporting data and calculations for the case study presented cannot be provided; however, reference is made to the major assumptions utilized and to the appropriate procedures employed in the calculations, as described elsewhere in the text. The problem associated with using any case study for illustrative purposes is that one tends to be overwhelmed by detail. For instance, specific costs, prices, expenditure timings, and other variable values may be challenged because they either do not conform to one's expectations or are not consistent with specific operating experiences. When this occurs the instructional value of the problem becomes obscured. The purpose of most case studies, and particularly the one presented in this chapter, is to expose the student to the methodology, procedure, and format associated with performing a cash flow analysis of a mining property. It is not to laboriously wade through the specific details associated with operating and capital cost development, mine plans, or equipment schedules. It should be noted, how- ever, that the values represented in this case study result from specific mine plans, operating procedures, equipment spreads, manpower requirements, and other en-

INTRODUCTION Conditions for formation of porphyry copper deposits appear to have been propitious in the Appalachian orogen from the end of Precambrian into Middle Ordovician, and again from Middle Devonian into Mississippian. In the Appalachians we can now record the evolution of a porphyry copper province within a developing orogen, one that reached metamorphic and structural maturity by the end of Devonian. Fig. 15, after Irwin and Coleman (1972), locates that portion of the Appalachian orogen included in this study, and Fig. 16 illustrates general geology of the area. Deposits mentioned in Table 3 and in the text are shown in Fig. 16. Data presented summarize personal observations by the author, published descriptions of specific areas noted in the bibliography, and abstracts from Provincial assessment files. Sources of previously published data are acknowledged. Few comprehensive descriptions of individual porphyry copper deposits in this area exist, so much of the data presented is new to the literature. Porphyry mineralization has, for this chapter, been restricted to porphyry copper de- posits, although porphyry molybdenum de- posits (Clark, 1972) are also shown in Fig. 16 (Hollister, et al., 1974). Copper- molybdenum and tungsten-molybdenum skarns are also omitted to simplify discu sion, though each is known in the area studied. Gaspe Copper is included, however; min- eralization in this deposit is present in the intrusion as well as in the skarn adjacent (Bell and Scott, 1954). Porphyry deposits listed in Table 3 are included because of some important feature, although other deposits have been reported (e.g., Kirkham and Soregaroli, 1975 ) . Clearly, no table now compiled could be complete. The pace of exploration insures that new occurrences will probably be found. Summaries of features exhibited by intrusions shown in Table 3 should remain valid, however, since they appear representative and are based on an adequate number of deposits in the area studied. Paleozoic porphyry copper prospects (shown in Fig. 16) are more common, apparently, in the northeastern part of the orogen, rarely having been found south of Catheart or west of the Logan Line. E., to have technical sessions of widespread interest and social affairs that will compare with the best of previous years. In connection with the meetings an exhibition of production and testing equipment, heat-treating equipment, furnaces, welding equipment, and metal products will be held on Commonwealth Pier all week, where those attending may see the latest developments in the field of their own work.

THE so-called ?paraffin dirt" of the Gulf Coast oil fields has been con¬sidered an indication of the possible presence of oil and gas, and not a few wells have been brought in solely on the basis of such evidence. In a sense, it may be empirically justified as evidence of the presence of oil or gas, though it cannot be said to be infallible. If the writer is correctly informed, its association with oil and gas was pointed out by Lee Hager some years ago, and while it is commonly mentioned by geologists and operators in conversation, no discussion seems to have found its way into print. The present interpretation is based on laboratory study rather than on field investigation, and is put forth with the hope of stimulating discussion which shall lead to more complete understanding. The term "paraffin dirt" has been applied to soils with a peculiar texture, which has been described' as "curdy" or "rubbery." When moist, the material breaks much after the fashion of "green" cheese. It is rubbery under compression, but does not resemble rubber in tenacity or cohesion. When dry, the material ranges from hard clods to a horny mass of high tensile strength. The shrinkage in drying is very great, especially in the hornlike matter. The moist material ranges in color from dark brown in the specimens rich in organic matter to grayish in specimens containing more inorganic matter. All of the specimens studied were readily attacked by molds, which in some cases grew in great profusion on the samples. Samples exhibited a rather characteristic "swampy" or "mucky" odor when wet, and a characteristic odor of humic soils when moist.

THe elements silver, cadmium, tin, antimony and tellurium either are found as impurities in commercial coppers or are intentionally added to produce coppers for special uses. When present in small quantities, each of these metals exerts a significant effect on the properties of copper, but despite considerable experience and investigation much remains to be learned about their specific behavior. The presence of extraneous elements, particularly oxygen, complicates the study of individual additions of impurities in the range o to 0.05 per cent, and the use of high-purity copper has been found extremely helpful in circumventing these difficulties. It has also been found that individual behavior can be satisfactorilv determined from measurements of two commercially important properties, conductivity and softening temperature, according to methods that have been described previously.1,2 Data of this type, obtained in the course of a general investigation of the effects of impurities on the properties of both oxygen-bearing 2nd oxygen-free copper are presented herewith. All samples except those containing cadmium were prepared as 3/8-in. continuously cast oxygen-free rod from pure copper and weighed amounts of a similarly synthesized master alloy. Composition was checked by chemical methods, which in every case verified the calculated analyses. Test wires were cold-drawn one B, and S. number per pass on a string-up machine using four 30-min. 600°C. anneals at 0.3125, 0.257, 0.204 and 0.162 in. and a final cold reduction of 75 per cent to 0.081 in. Some oxygen-bearing samples were produced directly from the 3/8-in. oxygen-free rods by diffusion from a surface scale at 850°C. and drawn to size as listed above, but most of the alloys were remelted in pure graphite and cast through air into a I-in. round mold. The slugs were then hot-rolled to 5/16 in., drawn to 0.162 in., annealed as listed above, and drawn to 0.081 inch. Conductivity wires were annealed for I hr. at 100°C. intervals between 300' and 800°F., using a hydrogen atmosphere for oxygen-free samples and purified nitrogen for the oxygen-bearing type. All samples were quenched from the annealing temperature in 10 per cent H²S04 and conductivity was measured on a Hoopes bridge that had been checked against a Kelvin bridge. The softening temperatures represent the half-hard stage of the annealing curve as determined by a standard procedure.' The death of Louis Janin, which took place Mar. 6, 1914, at Santa Barbara, terminated the earthly career of almost the last survivor, and one of the most illustrious members, of that group of American mining engineers and metallurgists who, in the last quarter of the nineteenth century, directed the development of the mineral resources of the Pacific slope. A froth flotation plant to recover byproduct molybdenite must be designed specifically for the selected separation process and the type of ore being treated. However, some general rules concerning byproduct molybdenite plant design can be suggested that would be valid for most processes. The term byproduct molybdenite in this paper is limited to the recovery of molybdenite from copper porphyry ores, which essentially amounts to selectively separating molybdenite from copper and iron sulfide concentrates. In addition, most of the discussions would apply only to the almost universally used approach of floating the molybdenite and depressing the copper and iron sulfide minerals. Thickener It is considered essential that the feed to a byproduct molybdenite plant be thickened prior to being treated for molybdenite recovery for the following reasons: 1) Thickening allows the rougher and any preconditioning stages to be operated consistently at the optimum percent solids. 2) Generally, the size of equipment used for pretreatment and the rougher flotation is considerably smaller and less expensive than if the copper flotation concentrates were treated directly. 3) The removal of as much water as practical by thickening removes flotation reagents added in the copper flotation circuit, especially frother which can be quite troublesome in a byproduct molybdenite plant. Although thickening of the molybdenite plant feed has long been recognized as necessary to optimum metallurigcal results, very often this area has been designed poorly. The thickener should be sized so that it can produce a consistent thickened product containing 60 to 65% solids without the use of flocculants. Some plants are only able to thicken to 45 to 50% solids consistently while other plants let the percent solids vary from 45 to 60% over a 24-hr period. While the former is more desirable than the latter, in many cases better metallurgical results could be obtained if the percent solids could be held consistently close to 60%. Probably the simplest and most satisfactory system of handling the thickener underflow is to spigot it into a sump, using a sphincter type valve for the orifice, controlled by a density meter. Another satisfactory approach is to use an ODS type pump to meter the underflow. There are other methods of handling thickener underflow which work satisfactorily as long as the amount of copper concentrates entering the thickener is relatively uniform. However, they often fail to operate satisfactorily when there are large fluctuations in the thickener feed rate due to fluctuations in ore tonnage and/or copper grade. If the percent solids in the plant feed could be held close to 65%. There is the possibility the molybdenite plant tailing would not have to be thickened prior to the copper filter plant. This means that the molybdenite rougher float would have to be conducted at 45 to 50% solids with all the cleaner tailings returned to the rougher for dilution. Admittedly, in some situations this approach would be impossible, but if capital or plant area is limited, it should be considered.

The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself' at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final report8 being made in 1910. It was my fortune to be the secretary of both of those committees.

INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. North Louisiana (including all townships north of the Louisiana base line) had a year of normal development in 1940, marked by the discovery of two shallow oil fields producing from the Wilcox formation in La Salle Parish and a large increase in drilling in the old Caddo shallow field. This renewal of shallow drilling activity led to a somewhat unexpected increase in the number of wells drilled, although the total footage and average depth continued to decline, as in several preceding years. Well completions and depth statistics for 1940, with previous years for coinparison, are as follows: Wildcat producers in 1940 include the discovery oil wells in the Olla and Nebo fields; also three gas wells in the vicinity oi the Olla field and a shallow gas well, which opened a new field or extension in the Greenwood area of Caddo Parish. This table illustrates the lack of important deep discoveries since 1937, in which year the Rodessa, Lisbon and Cotton Valley fields were being actively developed. Operators have been forced to return to the old type of shallow drilling, which necessarily means smaller producing wells. North Louisiana (including all townships north of the Louisiana base line) had a year of normal development in 1940, marked by the discovery of two shallow oil fields producing from the Wilcox formation in La Salle Parish and a large increase in drilling in the old Caddo shallow field. This renewal of shallow drilling activity led to a somewhat unexpected increase in the number of wells drilled, although the total footage and average depth continued to decline, as in several preceding years. Well completions and depth statistics for 1940, with previous years for coinparison, are as follows: Wildcat producers in 1940 include the discovery oil wells in the Olla and Nebo fields; also three gas wells in the vicinity oi the Olla field and a shallow gas well, which opened a new field or extension in the Greenwood area of Caddo Parish. This table illustrates the lack of important deep discoveries since 1937, in which year the Rodessa, Lisbon and Cotton Valley fields were being actively developed. Operators have been forced to return to the old type of shallow drilling, which necessarily means smaller producing wells. In the early part of 1893, I had occasion to make for the owners a professional examination of the Rich Patch tract; and, with their permission, I present in this paper, omitting the commercial portions of my report, those portions which may be valuable to future students of that region. Location, Topography And Geology. The Rich Patch tract comprises about 9000 acres, located about 3 miles west of Low Moor, on the Chesapeake and Ohio Railway, in Alleghany county, Va., and immediately adjoining the Low Moor property. In shape the tract is roughly quadrangular, being about 3 miles broad in a northerly and southerly direction, by about 6 miles long from east to West. Potts creek and Jackson river run along its northern boundary. It is drained by Hayes Gap run, Mill branch and Laurel creek, which flour north into Potts creek, and by Karnes creek, which flows northeasterly through the Low Moor property into Jackson river. The topography of the tract is shown by the accompanying map (Fig. I), and need not be described here. The valleys are cut down from 1000 to 1500 feet below the mountain summits, which generally reach an altitude of about 3000 feet above tide. The geological structure of the district is indicated by the geological cross-sections shown in Figs. 2 and 3. These sections show that the formations underlying the property extend from the Lower Silurian lin~estones up to the Devonian slates, including the numbers of the Paleozoic system of rocks as defined by the geological surveys of Virginia, Pennsylvania and New York, from No. 11. to No. VIII. • No. IX. The cement industry is on the horns of an economic dilemma. Within the last ten years, its over- capacity in the United States has varied from 139- 127% of demand (Fig. 1). The most direct effect of this is seen in cement prices, which reached a peak in 1960, retreated steadily through 1966 and only recently climbed back to the 1960 level again. With prices in a slump and production costs estimated to be up almost 30%, there has been a steady drain on cement profits. Since 1960, labor costs have increased 86% while fuel costs have risen 18%. Meanwhile, customer service costs have also soared owing to the competition for cement customers and the wider variety of available cement products. This search for sales advantage has in turn led to a higher Blaine number, which means more grinding and hence bigger mills, more power, and, once again, higher costs.
