Although it is obvious that in any flotation process we must have a froth, in recent years the development of collecting reagents has caused the possibilities of better frothing agents to be overlooked. Some investigators have even gone so far as to say that the number of satisfactory frothing agents was sufficient. A little consideration will show, however, that the reagents available in the past were far from ideal frothers. The properties of an ideal frother for flotation work may be set down as follows: 1. It must form in low concentrations a copious but not too persistent froth. 2. It must be insensitive to hydrogen-ion concentration of the pulp; that is, it must froth equally well in an acid or alkaline medium. 3. It must be insensitive to salts, even in high concentration. 4. It must be absolutely noncollecting to both sulfides and nonsulfides. 5. Its frothing properties must not be affected by collecting reagents, including soap, the most generally used nonsulfide collector. 6. It must readily emulsify and disperse any insoluble collecting agent that is likely to be used. Clearly the existing frothers do not qualify. Pine oil, for example, is an acceptable frother for many purposes but if used in soap flotation a delicate balance between pine oil and soap must be struck because, as pointed out by Coghill1, these two reagents are incompatible in certain concentrations. The objections to soap itself as a frother are obvious, and the cresols and their substitution products all have some collecting power and very little emulsifying power. The mechanism of frothing in flotation was early explained on the basis of the Harkins-Langmuir theory of oriented molecules.2 These investigators showed that if an organic compound having an unsym-metrical molecule (in which one end of the molecule contained water-

The purpose of this paper is to make public record of new information in regard to the sustaining power of artificial mine-roof supports (not timber props), the result of investigations recently made in the anthracite coal fields of Pennsylvania. First.—By the "Scranton Mine Cave Commission," appointed to investigate the mining conditions under the City of Scranton. Second.—By the "Pennsylvania Mine Cave Commission," appointed by the Governor to investigate the general subject of mine caves in the anthracite region of Pennsylvania. Third.-—By the personal researches and tests made by the author in an effort to secure a better artificial mine-roof or surface support. During the progress of the work of the Scranton Mine Cave Commission, the Engineers for the Commission, Messrs. Conner and Griffith, being aware of the general lack of exact information in the engineering profession as to the strength of the ordinary artificial mine-roof or surface support, and particularly the stronger kinds, such as mine cogs, rock piers, etc., had tests made at the Fritz Engineering Laboratory at Lehigh University, to determine the sustaining power under various compressions of the several kinds of artificial mine supports in use in the anthracite region of Pennsylvania. A report of these tests wasincluded in the report of this Commission, which was published as Bulletin No. 25 of the United States Bureau of Mines, Washington. A similar series of tests, more extensive and more elaborately planned, were subsequently made for the Pennsylvania Minc Cave Commission at the U. S. Government Testing Laboratory at Pittsburgh, Pa. The report of this Commission was made to the Governor, but has not yet been published. THE copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and. terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers.

INTRODUCTION The Endako deposit was first explored in 1926, but development waited until the early nineteen sixties. It first came under the control of Placer Development in 1963, and early in 1964 a decision to bring it into production was reached. The deposit is located near the geographic center of British Columbia, and is served by an east-west communication system including a paved highway, mainline railway and good telephone, teletype, and computer facilities. The plant area is shown in Figure 1. The operation is known as the Endako Mines Division of Canex Placer Limited of Vancouver. First production was achieved in June, 1965, at a nominal rate of 10,000 tons per day, but it soon was closer to 15,000 tons per day. In 1967, two new grinding and flotation, sections brought capacity to the present rate of approximately 27,000 tons per day. With mill heads of around 0.15 percent MoS2, production is about 14,000,000 pounds of molybdenum per year. A flowsheet of the operation is given in Figure 2. A legend for this flowsheet is given in Table 1. Published ore reserves are estimated at 214,500,000 tons at an average grade of 0.143 percent MoS2. The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." These days of great industrial and social problems in America produce many suggested solutions and great changes. The practical engineer and employer of labor views these problems differently from the labor leader or the social reformer, but as never before he is sincerely interested in solving them in a way that will be just to all. The inevitable tendency of the day is toward "industrial betterment," " safety," '(industrial education," " efficiency," and the many other things which have become so familiar to progressive employers. There is no longer any question that these things are worth while from both the human and economic standpoints. They "pay" in dollars and cents. The very center of final success in improving conditions and increasing the efficiency of workingmen must be the spirit of fairness and a knowledge on the part of the employer of how to deal sympathetically and intelligently with his employees. Every progressive employer knows how greatly he desires foremen, superintendents, managers and others who possess these qualities. On the other hand, we are all familiar with serious mistakes made by young graduates of engineering schools who have had no opportunity to develop these qualities, and who have no real appreciation of the worth of the workers. Indeed, one wonders whether much ill-feeling, labor difficulties, and many strikes could not be avoided if such men had the right attitude. Is there any way of remedying this condition? If this particular difficulty can be solved, if these young engineers, many of whom are our coming leaders of industry, can be given the right perspective and the right understanding of these other problems in addition to fair, sympathetic methods of handling men, many of our other problems will be solved—not at once, but gradually and permanently, as these men make good and become influential in paths of industrial righteousness and industrial peace. Many progressive employers of to-day have enlarged their own perspective and realize the great importance of enlarging the perspective of those who shall follow them. How can it be done? During recent years, oil producers have observed with interest the practical success which has attended the application of water as a medium for displacement of oil from its reservoir sands in the Bradford field of northern Pennsylvania and southern New York. Here, according to various authorities, additional recoveries of frorn 2,000 to 12,000 bhl. of oil per acre have heen secured by this method, after ordinary flowing and pumping. rnethods of production had practically reached the lower limit of economic operation. Notwithstanding the success which has attended the practical use of the flooding process in the Bradford field, oil producers in other regions are skeptical of its value when applied under physical conditions differing markedly from those which characterizc the Bradford field. Its usc would probably he construed as illegal in most of the oil-producing states. This general relnctance on the part of oil producers in other regions to accept the flooding process is due in large part to lack of infor-n~ation regarding the factors that influence its operation and efficiency. With the purpose of clarifying to some extent the issues involved, and of determining when the flooding proccess may or may not beeffee-tivcly ernployed, the writers have conducted a serics of laboratory exper-imentments under carefully controlled conditions, designed to indicate, the influence of various physical, chemical arid lithologic factors. These experments have not been conducted under conditions identical with those which exist at depths far below the earth's surface, so that direct quantitative comparisons with field results are not justified, hut it is believed that the experimental results at least warrant qualitative inter-pretations that may he applied to field conditions. The methods employed in the conduct of these experiments are briefly explained, and the results, together with the conclusions based thereon, arc presented. Location of Basins and Geologic Features of Occurrence: The major ground-water resources of California occur and are stored in the many large alluvium-filled valleys of the state. The deposits of Quaternary age which hold the ground water commonly are called valley fill. Meinzerl has discussed the characteristic features of this fill and showed that for western United States its distribution is concentrated chiefly in western Utah, Nevada, central Oregon, California, southern Arizona, and central New Mexico (see fig. 1). For California the principal ground-water basins are shown on fig. 2. Except for the Mojave Desert and the "Basin and Range" Valleys (fig. 2, Nos. 23 and 23A), which are not shown individually, the basins outlined on fig. 2 contain all the large reservoirs in valley fill within the state. The Sacramento and San Joaquin Valleys (fig. 2) together comprise the Great Central Valley of California, which has an area of about 18,000 square miles. The Sacramento Valley contains about 5000 square miles of valley lands, approxi- mately equal to the area of Connecticut; the San Joaquin Valley embraces about 13,000 square miles, equivalent to the areas of Massachusetts and Connecticut combined. Both the area and the ground-water use in the Central Valley is far greater than for all the other shaded alluvial basins of fig. 2 added together. Except for the Sacramento Valley, all the major ground-water basins of the state are south of Sacramento. The valley fill in these ground-water basins has been transported by streams and most of it has been laid down in alluvial fans, producing the typical alluvial-fan structure of aquifers radiating as tongues from a prismatic pile of coarse, permeable debris at the canyon mouths; these aquifers are encased down slope by poorly sorted materials consisting of a clayey matrix with imbedded pebbles and boulders, interbedded with flood-plain silt. In the deeper inland structural valleys, the alluvial deposits interfinger at depth in the valley bottoms with horizontally bedded lacustrine sand, silt, and clay. The San Joaquin Valley is a good example. In the coastal valleys exposed to the sea, such as the Los Angeles coastal plain, the alluvial fans pass coastward into lagoonal and thence to shallow marine deposits. In all these basins, the gravel is coarsest and most permeable near the apexes of the fans, but tongues or lenses of clean gravel and sand may extend for many miles down the fan. Thus, these water-bearing structures are in a position to absorb stream flow near the canyon mouths and to transmit it through the buried radiating conduits.

Austenite grain size has long been recognized by metallurgists as an important property of steels because of its influence on toughness, hardenability, ma-chinability and creep strength. Much research has been carried out on wrought steels to develop methods for disclosing austenite grain size, and to, provide knowledge of the grain-size characteristics of steels produced and heat-treated in various ways. Much less work in these fields has been done on steel castings; partly because, owing to the variable and complex microstruc-tures of cast steels, it is frequently very difficult to obtain results that are not questionable. The object of this investigation, therefore, was to establish, for a wide variety of carbon and alloy cast steels, suitable methods for disclosing austenite grain size and some knowledge of the grain-size variations to be expected. The steel foundryman is interested in austenite grain size at two different stages in the manufacture of his products; one is just after the steel is cast, and the other is after any reheating operation carried out above the critical temperature range. In both, it must always be kept in mind that the grain size being sought is actually a previous austenite grain size, and that the austenite no longer exists once the steel has cooled to room temperature. The prob-lem of the investigator is always to use evidence obtained from the structure at room temperature to deduce this previous austenite grain size, which was established the last time the steel existed at a temperature above the critical range. Since most steel castings today are at least annealed or normalized, the measurement of austenite grain size established by heat-treatment will he considered first. More than 50 commercially produced cast steels rcpresenting a wide variety of compositions and melting practices were used in the study. For each steel, grain-size determinations were made after each of three widely varying heat-treating schedules namely, one hour at I550'F, one hour at I700°F, and six hours at 1700 F. The list of steels and results obtained on them will be found in the appendix. (See page 530.) A discussion of the knowledge gained on the applicability of various test methods and on grain-size characteristics of cast steels in general follows. Out of nine new major iron ore concentrators put in operation during the last three years, or expected to be commissioned in 1968, seven incorporate primary grinding mills and have a total design capacity of 13,150,000 ltpy of pellets, while only two include conventional rod and ball mill grinding circuits for a total design capacity of about 6,100,000 ltpy (Table I). This evolution in the application of primary grinding to hard, fine grained magnetite ores represents an important development in the technology of mineral processing. It has been the outcome of comprehensive testwork in the laboratory and in pilot plants.

THE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently attempted to make a much too simple correlation between mineral discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. Financing the acquisition of a going coal mine operation has not had the exposure other finance-oriented projects have had. Therefore, C.I.T. feels that coal mining people and financial people should improve their understanding of the factors involved in this important type of acquisition. The discussion consists of two major subjects: analysis of the acquisition of the property, and sources and terms of funding the acquisition. Source and Terms of Funding There is a need to keep the competent medium-sized independent operator in the coal business, especially in these times of energy shortage. The creation of a resale market for coal mines encourages new investment in the coal mining business by medium-sized operators and their financial backers. Who provides debt and equity financing to acquire going coal mine operations and on what terms?

INTRODUCTION It has been impossible for the student, the practicing engineer, and the geologist to find all of the essential elements of mineral appraisal and mineral economic analysis in a single text. Indeed, the most recent texts on mine evaluation are over 20 years old. Many of the basic principles of mine sampling and evaluation have not changed over the ensuing years, but with the advent of the digital computer the entire scope of mineral evaluation has been expanded to encompass superior techniques that heretofore were not possible when using manual methods. The old manual methods for ore reserve computations and the techniques for assignment of area of influence to drill-hole samples are now as antiquated as the Model-T Ford. With the computer making possible solutions that had not been practicable in terms of time and effort, it is important for the practicing explorationist and mining engineer to understand many of the new concepts and principles that can be applied with the resolving power of the computer. Many practicing mineral industry professionals have been disappointed by certain computer programs and thus have some reservations about computers being able to solve their very real problems. Often the gap between the practicing engineer and the ivory tower theoretician applying modern computer techniques is too broad to be bridged with scattered, fragmented publications. PURPOSE AND SCOPE OF TEXT It is the intent of this book to update and to unify a great many scattered reference works used in the mineral industry today. The ensuing pages are addressed both to the professional already working in the mineral industry who needs information on computerized methods as well as to the serious student seeking to grasp the fundamentals and modern techniques of mineral appraisal and feasibility. These techniques are based on sound mathematical principles and theory, with the computer as a tool-but a very essential tool-for the solution of the problems involved. The computer can be of value only if it is programmed by those having sufficient expertise to use its inherent problem-solving capability, and the output is interpreted by those who are sufficiently acquainted with its operation to understand the data it produces.
