THIS paper gives a preliminary summary of results of tests on the resistance to fatigue under reversed stresses of steel subjected to cold-working and of tests to determine the effect of rest on the endurance of steel under reversed stresses. The tests of cold-worked steel were undertaken as part of an investigation by the National Research Council Committee on Fatigue Phenomena of Metals and were made by Mr. Moore; the tests to determine the effect of rest are part of an investigation now being made by Mr. Putnam. Both series of tests were made in the Materials Testing Laboratory of the University of Illinois. The preliminary results of these tests are reported now because it is believed that test data on fatigue strength should be available at the earliest possible moment; however, it should be clearly kept in mind that this paper gives preliminary results and is intended to encourage discussion rather than to give final conclusions. Before giving the data of the tests, the writers will explain the term "fatigue strength" as used in this paper and will discuss briefly the method used in interpreting the test data of repeated-stress tests. " The term fatigue strength, as applied to a material, may be defined as that maximum fiber stress that will cause fracture of the material after the repetition of any given number of cycles of stress, each cycle involving the variation of stress from a minimum to the above maximum. The fatigue strength, then, varies with the number, of repetitions occurr,ing in the lifetime of a structural or machine member and with the range of stress for each cycle of stress. The fatigue strength will be lower for a member in which the stress is completely reversed than for one in which the stress varies from zero to a maximum. In interpreting test data from fatigue tests under reversed stress, the stresses and corresponding numbers of repetitions required for failure are plotted on logarithmic cross-section paper. THE reagents now used in flotation consist of various acids or salts, which may be either electrolytes or non-electrolytes, dissolved in water and some substance or combination of substances which function as collecting or frothing agents. At times the only dissolved salts present are those naturally occurring in the water used. The general effect of the electrolyte is to greatly sharpen the separation between the gangue and the concentrate. Examples of this are: The use of sulphuric acid with zinc ores; and of sodium carbonate or calcium oxide (line) with silver-gold ores. Crude pyroligneous acid is also sometimes used when available. Various oxidizing agents, such as permanganates, bichromates, etc., are added in the selective flotation of lead-zinc ores. Many other reagents for performing certain specific functions, either real or imaginary, have been proposed, and a number of them have been tried upon a working scale. The wild orgy of experimentation which is now going on in flotation exceeds even that which followed the introduction of the Washoe process for the treatment of Comstock ores, when, among other things, sage-brush tea and tobacco juice were reagents added to the pans. Out of all this will, of course, eventually come a more or less standard practice for the treatment of each class of ore. Omitting a discussion of the functions of frothing and collecting agents, the reagents used in flotation for this purpose may be classified under five general heads: (1) Essential oils; (2) fixed or fatty oils;. (3) alcohols and their combinations with organic acids; (4) coal tar and its refined products; (5) petroleum and its refined products. A flotative agent of some kind is required in flotation as now practiced. A single reagent, as, for example, certain. of the essential oils, may perform the dual function of frothing and collecting agent, or a mixture of substances may be required.

THE developments in construction and operation of the basic open-hearth furnace that have taken place in recent years have placed new emphasis on the vital influence played by regulation and control of the combustion system in both furnace production and furnace life. The several factors influencing flame development, such as regulation of fuel supply, air supply, air preheat, furnace draft, and furnace reversal, must be controlled closely if successful furnace performance is to be accomplished. Rugged instrumentation of distinctive design is required to sup- ply dependable information concerning operating conditions, which is requisite to proper regulation of combustion. This chapter attempts to give a practical discussion of the various features of open-hearth practice and instrumentation related to the efficient heating of the furnace, control of temperature, and protection of the furnace structure from accidental overheating. The appended references will be helpful to readers wanting a more detailed treatment of individual topics. OPEN-HEARTH FUELS The most important open-hearth fuels are listed in Table 4-1 together with their compositions and other data useful for combustion calculations. A detailed discussion of open-hearth fuels is not attempted here, but certain factors peculiar to their application to this type of process are briefly indicated on the following pages. Very often an open-hearth shop is forced by economic factors to use a fuel to which its furnaces are not very well adapted, because the general fuel-allocation scheme for the works as a whole seems to demand it. Often a variable marginal supply of coke-oven gas or tar must be consumed by the open hearth, together with another fuel such as producer gas, natural gas, or oil, to fill out total requirements. (Butte Meeting, August, 1913.) . THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact. that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it-would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct. weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely due the eventual success of this eminently desirable reform, which he has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.2

The experiments described in this paper were undertaken primarily for the purpose of measuring the quality of work done in screening and sorting in American concentrating-mills for Prof. Richards' work on Ore-Dressiag. For this purpose a series of samples of screened and sorted products was obtained from four different mills, and a plan was devised for sizing these products, and for tabular and graphic representation of the results. The results, together with discussions as to their significance, so far as they serve to interpret the quality of mill-work, have already been published in the above-mentioned work, and it is not the purpose of this paper to duplicate the work, except so far as is necessary to explain and illustrate methods and appliances. The sizing of coarse products was clone by sifting on screens of sheet-metal with round punched holes. These holes ranged in size from 64 mm. to 0.5 mm. in diameter. Below the smaller limit, punched metal, suitable for this work, was not obtainable, and the sizing was carried on by sifting on woven wire-sieves. The finest woven wire-cloth obtainable gave a hole 0.073 mm. square, and the finest silk bolting-cloth pave a pentagonal hole with an average diameter of 0.069 mm. Even these very fine screens served no useful purpose in sifting certain of the very fine classifier-products, of which all, or nearly all, passed through the finest screen. A new adaptation of a method of settling and decantation with water in beakers was therefore worked out, and by this means the sizing mas carried down to grains of a diameter as small as 0.012 mm. The year 1927 witnessed numerous developments of significance in California. The State's shut-in production increased from an average of 58,000 bbl. daily in January to a maximum of 93,000 bbl. daily in August, and a total of about 25,000,000 bbl. was withheld from the market during the year. This not only lessened the effect of large production at Hunt-ington Beach, Seal Beach and Alamitos Heights, but also was a most effective conservation move. Since 1922, it is estimated that approximately 100,000,000 bbl. of oil that would otherwise have been produced have been held in the ground. I. Outstanding Field Developments of 19271 1. Production increased from about 10,000 bbl. daily in January, to a peak of 66,000 bbl. in June. Huntington Beach finished the year 1926 with a production of 102,000 bbl. daily, which declined to 60,000 bbl. by the end of 1927. Due to production in these three areas and the tempering effect of shutting in numerous wells, the California production curve for 1927 was held at a fairly even level. INTRODUCTION The history of the development of gold metallurgy in South Africa is divisible into two periods: That preceding the introduction of the cyanide process on a commercial scale in 1890; and the 24 years intervening between that important event and the present time. The period between the discovery of the banket reefs of the Witwatersrand and the year 1890 was one of phenomenally rapid progress in mining development, but of no special interest to the metallurgist. There were no strikingly original or distinctly local advances in the treatment of gold ores. Californian practice in stamp milling and amalgamation prevailed, in mills ranging in equipment between 5 and 50 stamps, operating within a wide range of efficiency, and under the trying conditions usually en¬countered in a new and isolated field. The somewhat incomplete records of gold output of that period show that in December, 1887, there were 20 producing companies in the Witwatersrand district, of which 10 had mills, the largest being of 20 stamps. The only official record of returns for May, 1887, was that of the Wemmer mine, whose modest achievement with a 5-stamp, mill was 100 tons crushed, producing 887 oz. 3 dwt. of gold. This is interesting in view of the .present-day output of this field, which in 1913 reached 8,430,998 oz. The rapid increase of production during this first period (May, 1887, to January, 1891) is shown by the following summary for the year 1890:1 Total tons crushed 702,828 Number of stamps in operation 1,046 Average number of tons crushed per stamp per day 2.36 Yield of gold, ounces 494,817 Yield per ton, pennyweights 13.36 The stamp duty ranged between 1 ½ and 4 tons per day, according to weight of stamp, fineness of screen, and operating skill available. The prevailing weight of stamp was about 900 lb., and the screen, 900 meshes to the square inch.

The Transvaal comprises about 120,000 square miles (nearly • the size of the United States Territory of New Mexico). Besides the famous Witwatersrand, which will here be de scribed in detail, there are two quartz-mining districts of some importance, viz., Lydenburg and De Kaap. The Lydenburg district first attracted attention in 1876, when the alluvial deposits of that section began to be exploited. At a later period vein-rnining was started, and at the present time several companies are operating in that district. The product in 1898 of five companies, running 137 stamps, was 154,560 tons of ore, yielding 108,884 crude ounces of gold (an average of 14.09 dwt. crude gold per ton) valued at £392,378. The De Eaap gold-fields were discovered in 1884. In 1898, seven companies, running 200 stamps, produced 89,760 crude ounces of gold, valued at £314,792. I. Mining Titles in the Transvaal. The mining laws of the Tranuvaal are most excellent in char acter, and while the claims cover every square foot of land for an area of nearly 40 miles long by from 2 to 3- miles wide, there have been practically no conflicts over extra-lateral rights. Notwithstanding the change in the political status of the Transvaal likely to follow the present war, it may be coufi dently assumed that the main features of the mining law of the South African Republic will be retained, and certain op pressive featureu of monopolies, etc., bearing with special weight on the mining industry, will be abolished. The dynamite mo nopoly was one that bore most heavily on the mining industry; and, according to the Reports of the State Mining Engineer, explosives, including fuse and detonators, amounted to nearly 10 per cent. of the total working costs of the mines. Further more, it was impossible to obtain the proper quality for the most economical working, and often 80-per-cent. or 40-per-cent. gelatine had to be used- in many instances where 60-per-cent.

Y.-I do not care to discuss Mr. Taggart's paper in the light of theory, as that has been very well done by Prof. Bell,1 but I should like to criticize some of his conclusions, in the light of actual operating practice at plants all over the country. 1. Mr. Taggart's first conclusion is that in crushing average ore, the character of the gangue has little effect on the efficiency of the mill. This, I believe, is not in accordance with the usual practice, since in crushing a hard ore the capacity will be much reduced below what it would be with a softer ore, while the power consumed will be practically independent of the character of the ore, being proportional only, to the load of ore and balls in the mill. 2. Mr. Taggart's second criticism is that the Hardinge mill is not suitable for grinding soft, tough material. In answer to this I might mention that the mill is being used for grinding tough, dnctile material, such as metallic aluminum, and also for grinding licorice root. 3. He says that the ball-mill works more efficiently on material of intermediate size, say 1/2 to 3/4 in., than on either coarser or finer feed.. This is true as to coarser feed. For the most efficient work, I believe that a ball-mill should be fed with material not coarser than 1 1/2 in.; it' will handle material up to 3 and even 4 in., but the reduction from 3 or 4 in. to 1 1/2 in. can be done much more cheaply and efficiently by rolls or disk crushers than in the ball-mill. 4. As to Mr. Taggart's fourth conclusion, that a greater ratio of reduction can be expected with feed of an intermediate size than with a coarse feed, I have not enough information to express an opinion. 5. His next conclusion is that steel balls are much more efficient crushing media than pebbles. Steel balls are undoubtedly more efficient for crushing coarse feed. On fine material they are also more efficient as to tons per horsepower crushed to 10-mesh, but on fine material I think it will be found that flint pebbles are cheaper than cast-iron balls, per ton of ore, although there will be a saving in power per ton by using cast iron instead of flint. The increased cost of crushing with cast iron will be due to the higher cost of iron at the present time. 6. Mr. Taggart's sixth conclusion coincides with present practice, that steel balls will grind as fine or finer than pebbles when working on the same feed.

The idea of economical production is usually associated with large operations, tonnages, and mines, with even larger capital behind them. , Nevertheless many small mines operate in the shadow of large competitors and make a good showing on the capital invested despite larger overhead expenses. For the purpose of this discussion I will divide the cost of production into classes, and specify opposite each the approximate percentagc expended thereon: 1. Labor, including miners and company men; 60 to 75 per cent. 2. Development, including all necessary .yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, draw-slate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the deadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high. THE coal classification session* on Monday morning, Feb. 17, was opened by a paper by M. R. Campbell, entitled "Natural Groups of Coal and Allied Fuels," in which he pointed out, by means of graphical presentation of selected proximate analyses of coal, that coals can be classified on the basis of their moisture content. He proposes four groups of coal, brown coal, hydrobituminous, bituminous, and anthracite, each subdivided into two or three sub-groups. In a written discussion of this G. H. Cady, of the Illinois Geological Survey, showed that there is, in general, a progressive decrease in the moisture of Illinois coals from north to south, and that it would be very difficult to draw any arbitrary line dividing the coals of the State into two groups on the basis of moisture content.

Metallurgical literature has no record of any ore beneficiated for cadmium alone, and the cadmium of commerce is derived from zinc ore, with which cadmium is generally associated. Zinc ores free from cadmium—e.g., the ores of the Franklin and Stirling mines, New Jersey, and of Broken Hill in Rhodesia—are rare. Blende concentrates of 50 to 60 per cent grade have contained (in production of important tonnage) as much as I per cent Cd, which is unusually high. The concentrates from the Tri-State district average from 0.3 to 0.4 per cent Cd, which is high. The concentrates from mines west of the Rocky Mountains seldom are higher than 0.2 per cent. In the periodic system of the elements, cadmium is in the same group with zinc. Its properties and compounds are similar. Its metallurgy is also similar. Cadmium has a melting point of 320°C. and a boiling point of 778"C., while the melting point of zinc is 415'C. and the boiling point gos°C. These conditions, together with the lower reduction temperature of cadmium oxide, indicate means for. separating cadmium from zinc. Cadmium in spelter is viewed, if not as an impurity, at least as an alloying element that may be objectionable, its special effect being hardening. However, for some purposes, a little cadmium in spelter is desired, and 0.4 per cent may be permissible, even in spelter for rolling. Cadmium in spelter for brassmaking is completely volatilized at the temperature of that process, and in bygone days an immense quantity of cadmium must have been lost in the fumes from these furnaces. Pyrometalltjrgy—Early Cadmium compounds, sulphide and oxide, being more volatile than the corresponding compounds of zinc, loss of cadmium begins to occur from the first furnace operation. In normal roasting, even with Tri-State ore, this loss may not be very high. Raw ore, assaying 0.4 per cent Cd, may be expected to give a roasted product of the same assay, which would imply a cadmium loss of about 15 per cent. Roasted ore, assaying 0.4 per cent Cd when distilled at ordinary furnace temperature, yielded spelter containing about half of that in the ore charged. The first draw of spelter under these conditions may assay 0.8 per cent Cd (accounting for 22 per cent of the cadmium recovery) and after the several draws of spelter have been equalized the cadmium content may average 0.35 per cent. If, therefore, 2000 lb. of blende averaging 0.35 to 0.4 per cent Cd is roasted and distilled, there may be obtained 1000 lb. of spelter, assaying 0.35 per cent Cd or 3.5 lb. content, which entering into Prime Western spelter will be sold at the spelter price. It will be observed from the outline hereinbefore (summarizing conditions prior to the introduction of sintering) that the main loss of cadmium occurred in the distillation process and by failure to condense, which could be ameliorated by attaching a prolong to the condenser, thus collecting

THE phase Ti2Ni has been described by Laves and Wallbaum,1 who found the phase to be face-centered cubic with 96 atoms per cell, by Duwez and Taylor,2 who confirmed these observations and reported a lattice parameter of 11.333A, and by Rostoker,' who reported the structure to be isomorphous with the double carbide Fe,W,C, type E93, and to have a lattice parameter of 11.29A. In this study a group of isostructural phases has been found among alloys of certain second and third long-period transition elements. The systems investigated included all the combinations of zirconium and hafnium with the Group VIII elements rhodium, palladium, iridium, and platinum. There is evidence that many of these new Ti2Ni-type phases require oxygen for their stability in the temperature ranges in which they were studied. EXPERIMENTAL PROCEDURE Alloy samples weighing 5 g were prepared by arc-melting metals whose purity is indicated in Table I in a helium-argon atmosphere. Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. SALT-MAKING PROCESSES THE production of salt in the United States divides itself at the outset into two distinct classes: (1) The mining of rock salt and its purification and separation into marketable sizes, and (2) the production of salt by evaporation from brines, bitterns, and other solutions. The processes employed at the present time in the manufacture of salt by evaporation may be outlined as follows: 1. Solar evaporation. 2. Direct-heat evaporation (a) in open kettles; (b) in open pans. 3. Steam evaporation, (a) in jacketed kettles, (b) in grainers. 4. Vacuum-pan evaporation. In this paper only the solar-evaporation processes practised in different parts of the United States will be described. SOLAR EVAPORATION Localities In the Eastern States the solar-evaporation process is not generally employed for climatic reasons. In the Western States, particularly in California and Utah, the great bulk of the salt produced originates in the solar-evaporation process. Of the Eastern States producing salt, this process, so far as the writer is aware, is employed in New York State only.

For permanent structure underground, where rock is not competent, support usually consists of concrete or reinforced concrete. However, temporary supports in the form of timber or steel are often needed during construc-tion. Although the history of rock bolting is relatively short—50 years— their use has become widespread in general engineering construction as well as mining. This profusely illustrated and detailed study covers a broad range in the field of rock belting: from the behavior of rock and bolts including rock properties, masses, and structure; mathematical formulae for rock bolt applications; through analysis of various operations and descriptions of the bolts themselves. Rock construction is one of the oldest of the engineering arts and its origin is lost in antiquity. From the days when early man decided that he wanted to improve the natural caves which he was using for shelter and protection or made a river crossing by placing rocks to form a ford or causeway, we have had structures made of rock. It is not too much to say that rock in situ as a structural material forms part of every major engineering undertaking. Rock bolting is one means whereby the inherently good characteristics of rock in situ are preserved and used to the best advantage and the bad characteristics ameliorated. In many cases the latter are accentuated by construction processes used. Rock bolting, as with other rock construction techniques, is only just beginning to emerge from being an art. Consequently, its theory and practice is still more descriptive than mathematical. ROCK BOLTING In underground excavations, where the rock is not competent, support is provided. For the permanent structure, this generally consists of concrete or reinforced concrete. However, support may be needed during construction before the concrete can be placed, and conventionally this consists of timber or steel support in the form of ribs, struts, and lagging. Alternatively, rock bolts may be used. Although their use dates back over 50 years, it is only in recent years that rock bolts have become widely used, not only in mining but in general engineering construction. A rock bolt is a steel bar which is inserted in a hole drilled in rock. The end away from the rock face has a device which permits it to be firmly an- chored in the hole and the projecting end is fitted with a plate which bears against the rock surface. The bolt is placed in tension between the anchor and the plate, thereby exerting a compressive force on the rock. The essential feature of a rock bolt is that it is placed in tension. This distinguishes it from anchor bars which are grouted into holes in rock, but which are not prestressed. The difference between an anchor bar and a rock bolt when the rock bolt is grouted in is analogous to the difference between the reinforcement in ordinary reinforced concrete and in prestressed reinforced concrete. The view that rock bolts only pin or nail blocks or slabs of rock which are loose to the sounder rock behind them is erroneous. Rock bolts are useful for this purpose and have been so used for a long time. However, the term rock bolting, as used here, means the designed use of rock bolts to reinforce and develop the rock around an excavation into a structural entity which can competently play its part in a structure such as a powerhouse or a mine installation. Rock bolts behave quite differently than steel ribs. They can be installed at the working face directly after blasting and within a short space of time can be exerting a stabilizing pressure on the loosened rock surface. This early installation not only partially restores loosened blocks of rock to their original unloosened positions, but also it prevents the gradual relaxation or loosening of the decompression zone behind the new rock face. In contrast, steel ribs generally use timber blocks, wedges, and lagging between the ribs and the irregular rock surface. The timber is relatively compressible, and loosened blocks of rock must move outwards an appreciable distance before any load builds up on the steel ribs. Also, the ribs may settle as the foot blocks and foundation become compressed. Hence, it may take several days or weeks before the rock has moved sufficiently to make the steel ribs carry an effective load.

THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.
