THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. Mackintosh, Hoboken, N. J. Read by Professor Egleston. The New Unpublished Map of Chester County, Pa., by Professor Persifor Frazer, Philadelphia. The second session was held at the Opera House on Tuesday morning. The papers read at this session were: Investigations on the Ore Knob Copper Process, by Professor Thomas Egleston, School of Mines, New York city. A Volumetric Estimation of Manganese in Pig Iron and Steel, by F. H. Williams, Vulcan Steel Works, St. Louis, Mo. Read by the Secretary.

The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high-Btu low-sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high-Btu midwestern coal and blending it with low-sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal are presented.

This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

NEED for some simple method of determining tonnages in mill circuits has always been felt by operators and consultants alike. To meet this demand the following method was evolved and has been found accurate and practical after considerable testing on various mill flows. The essence of the method is to add a chemical at a uniform rate to a mill flow, such as a launder conveying pulp, and then determine the concentration of the added chemical in a sample of the pulp. From this procedure the tonnage can be calculated. Common table salt has proved the most satisfactory chemical for ordinary conditions. It has many decided advantages for use in tonnage determinations, among them being the following:

The various modifications of the art of photography have become within the last few years the indispensable allies of every art and science. But, before the introduction of the process which is the subject of this paper, there was, so far as I am aware, no satisfactory means by which certain photographic negatives could be made to yield, without the intervention of the skilled draughtsman, electrotypes suitable for surface-printing. I refer to negatives taken from originals, such as natural objects, or or lithographs, in which the lights and shadows are not represented exclusively by lines and dots, such as can be photo-engraved. The greater usefulness to engineers and manufacturers of electrotypes as compared with lithographs is evident. The electrotypes can be kept indefinitely and used in the production of many thousand copies. They can be duplicated at trifling cost. They can be placed for printing together with the " forms " of type, or included in these, upon an ordinary press. Finally, they are cheap, when made mechanically from a suitable original. Various methods have been adopted for the preparation of such a secondary original (as it might be called) in cases where the first original is unsuitable for photo-engraving. Thus, for instance, portraits have been produced in electrotype from ordinary photographs as follows: A large negative is made of the original (say a carle de visite of a person deceased), and a proof taken, but not " fixed." Over this proof a skilled artist draws the portrait with a pen, producing a picture which resembles a line-engraving. The photographic proof, which has served merely to guide the artist, is now obliterated, and the pen-and-ink drawing is photo-engraved. Electrotypes thus produced often retain the likeness in a wonderful degree, and give spirited and satisfactory pictures. 1 may instance, as examples, which many will recollect, the portraits of our deceased members,

(communication to the Secretary*).¬I assume that where this valuable paper states, near its end, that "it is not possible to establish a market price, " the author means that no particular price which will fit all conditions and fields can be given. I am not in agreement with Mr. Wyer, however, that the actual value of natural gas leaseholds is "largely a matter of opinion." I would even be willing to express myself very strongly as believing that if we, as experts, cannot give anything closer than a mere opinion, our testimony or reports are not of great value to our clients. I believe, moreover, that by detailed geological examinations and with our latest knowledge of geological structure, principles of natural gas occurrence, etc., we can approach just as near a certainty in natural gas valuations as we can in oil valuations, and much more so than in the valuation of many metal prospects, in which only the upper few feet of the vein has been opened. In other words, we are getting nearer and nearer every year to bringing geology as applied to oil and gas development into the class of an exact science. Mr. Wyer's paper gives an excellent outline for methods of leasehold valuation. Being presumably intended as an outline only, it can be expanded indefinitely by a detailed discussion of the methods of valuation for the four different classes of leaseholds which he mentions: (A) "Producing;" (B) "Protective;" (C) "Reserve;" and (D) "Prospective." This classification is probably as good as can be made in practice. In the producing leaseholds in particular it is easy to establish a market price at which these leaseholds should be bought or sold. The question would arise in any case whether or not the leases are connected with a pipe line or the distance from the pipe line. Assuming that a pipe line already taps the property and that gas is already being sold for a certain figure, this price must be multiplied by the number of thousand cubic feet still "in sight" in the ground, from which is to be deducted (a) bonuses, (b) rentals, (c) royalties, (d) cost of drilling, (e) taxes and

THE ancient copper-mines of Lake Superior, having been destroyed or covered by-modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, 1 took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the Agent.," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. It was at this pit that the Quincy' main shaft was subsequently stink. The ancient pit showed an apparent depth of about 4 ft., but when cleaned out it was shown to be 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding, of white-birch poles,- which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softened rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. These hammers had about. the size of large paving-stones. Only broken ones were found, the whole ones having been doubtless carried away for other work, such as could be traced on the lode for a hundred feet or more to the south. At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. Union Minière du Haut-Katanga owns concessions for extracting copper and associated metals in the high plateau region of Katanga. The concession is about 188 miles long by 44 miles wide and has three principal areas: Southern area-The Prince Leopold mine is an underground operation from which a copper-zinc sulfide ore is extracted. The mine and associated concentrator are at Kipushi. Copper concentrates are smelted and converted to blister copper at the Lubumbashi smelter at Elizabethville.

THE year 1923 started a few days after the Venezuelan Oil Concessions, Ltd., discovered a 140,000-bbl. well at. La Rosa and a well of between 2500 and 5000 bbl. at La Paz, on the opposite side of Lake Maracaibo. These nearly simultaneous events changed, overnight, the general aspect of oil affairs in Venezuela. Up to that time, big things had been expected by the companies then in the district, but many major companies had shown little interest in the country. Within a few weeks the Pure Oil. Co. and the Gulf Oil Corpn. entered the field and acquired large properties. The Texas Co. purchased several concessions and the Standard of California, Atlantic Refining Co., and Mexican Petroleum Co. established offices. Representatives of many other companies visited the district during the first few months of the year. The sudden influx of buyers naturally caused a great rise in prices and this, together with overproduction in the United States, doubtless caused the slowing up of concession transfers in the latter part of the year. The following property transfers occurred: (1) The Gulf Oil Corpn. contract with the Maracaibo Oil Exploration Corpn., whereby the Gulf acquired the right to select 100,000 acres from the Maracaibo's zones. (2) The Gulf Co. purchase of one-quarter interest in seven concessions of the New England Oil Corpn., Ltd. (3) The Gulf Oil Corpn. purchase of several concessions of Kunhardt and others in the Perija district. (4) The Gulf Oil Corpn. purchase of certain portions of the one-kilometer Lake zone that were not covered by parcels or Government reserves (namely the "sobrantes"). (5) Pure Oil Co. purchase of all Government reserves turned back by Maracaibo Oil Exploration Corpn. in the districts of Mara and Miranda. (6) Standard Oil Co.: of New Jersey deal with the British Controlled Oilfields, Ltd., for control of approxi-mately the eastern third of the .district of Buchivacoa, state of Falcon. (7) Royal Dutch deal with the British Controlled Oilfields, Ltd., for the control of the central third of the district of Buchivacoa, Falcon. (8) The Texas Co. purchase of several concessions in Perija and one west of Mene Grande on the east side of Lake Maracaibo. (9) Purchase by the British Equatorial Oil Co., Ltd., of Goverment reserves corresponding to certain Creole Syndicate parcels under the margin of Lake Maracaibo near La Paz. (10) The Lago Petroleum Co. acquired a concession on all of Lake Maracaibo except a 1-Km. strip along the shore.

For the first time we are able to publish the official itinerary for the forth-coming Mexico City meeting of 1936. As shown on Page 351, the deluxe special train leaves St. Louis on Thursday. Nov. 5 at 5:30 p.m., returning to St. Louis on Nov. 18 at 8:15 a. m. The schedule provides seven days and six nights in Mexico City with numerous excursions to nearby towns and resorts. The oldest surviving city in' North America is Mexico City, dating back at least to the twelfth century. It was the Aztec capital when Cortez arrived in 1519. The famous cathedral still standing was built on a foundation of sculptured Indian images and the remains of a great Aztec temple. Today it is a city of romance.

This report summarizes the work that has been done during the past several years in adapting resins for use as auxiliaries in mine roof support. The resins were applied in two ways: 1) by injection into the strata, and 2) as a bonding agent for roof bolts and reinforcing bar. The Explosives and Mining Chemicals Department of the American Cyanamid Co. has worked during this period in cooperation with the Roof Control Research Group of the U.S. Bureau of Mines, the Pattin Manufacturing Co., the J. H. Fletcher Co., the Homestake Mining Co., the U.S. Steel Corp., the National Mines Corp. and the Pocahontas Land Corp. in an effort to create resin formulations and methods for applying them as a practical and sate type of roof support for mining areas particularly where conventional support is inadequate, yet expensive. This, work has involved much pioneering in a field where theory, speculation, and pure mythology predominates, and little basic engineering data is available. It is strange butt true that, despite the importance of roof control both from an operational and safely standpoint, there is scarcely a mining' company in this country that has an engineer, or anyone, assigned to the study of roof support problem, except temporarily--after a bad roof fall. The responsibility for improving roof control methods seems to have been placed entirely upon the shoulder, of the USBM, various State departments of mines, and individual roof bolt manufacturing; companies. It was in cooperation with the USBM that Cyanamid first developed resins for mining use.

WHEN phosphate mining operations first commenced in Tennessee the loss of both high- and low-grade material was large, because of the crude hand methods employed. Practically all rock smaller than 2 in. was thrown back into the pits and covered with the overburden of subsequent openings. With the advent of mechanical washers and other mining machinery, together with the abolishing of the contract system, the waste has been steadily diminished, until at present only the finest sand is being rejected; and even this is not lost, for in the majority of cases the water, slime, and sand from the washers are run into large settling ponds where practically all of the phosphate-bearing material is caught and stored for future use, or until it is profitable to ship lower grades. The latest equipment used to recover the fine and lower-grade phosphate sand includes Dorr thickeners, settling tanks, Dorr classifiers and settling ponds served by locomotive cranes with clam-shell buckets, making it possible to save material averaging as fine as 200 mesh. To attempt saving finer material would necessitate a different type of drier, which might be patterned after the multiple-deck roasters. The present tailing runs from 15 to 25 per cent. of available phosphate, which, however, as mentioned before, does not represent a total loss to possible future operations. The demand of the consumer is the greatest factor in regulating the recovery at present. In the mining of blue rock, which does not require washing treatment, the main waste material is the capping of low-grade kidney forma-tion, generally used for backfilling of the rooms. By reason of the introduction of improved methods in the early stages and the re-mining of territory skimmed over at the start, at the present time the net result of all operations is a comparatively small loss.

Pilot plant test work in 1942 and 1943 showed that by a combination of desliming, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants.

MANY studies have been made of the properties of steel produced by adding varying amounts of sponge iron to the charges used in steelmaking furnaces.1-3 The results of these previous studies, however, have failed to disclose a reason for the belief of steelmakers that steel made in this way is definitely different from steel made entirely from scrap or iron melting stock. This paper deals chiefly with the structure of the sponge iron, of the wrought iron made by welding the sponge iron into blooms, and of the steel made by melting the forged and rolled blooms. It is believed that the structure of the final steel is inherited from the ore and that this inherited structure produces marked differences in the properties of the steel and explains the feeling of steelmakers which is based on their experience. Three kinds of sponge iron were used in this investigation: One made from a limonite ore reduced with natural gas, one made from a hematite ore reduced with natural gas, and one made from a magnetite ore reduced with charcoal.
