For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

The development and distribution of gold placers in Otago û Southland is related primarily to the evolution and architecture of three distinctly different drainage networks that developed during and since Gondwana breakup: +        Late-Gondwana û Pre-marine; +        Middle Tertiary Post-marine; and +        Modern. Late Gondwana û Pre-marine drainage was dominantly recti-linear and controlled by normal faults and sedimentary basins formed before or during Gondwana breakup. Placers formed dominantly in 2nd order transverse drainages with primary sources in their catchments. This drainage network was progressively destroyed by inundation and burial by marine strata during Late Cretaceous û Middle Tertiary marine transgression that ultimately covered most of New Zealand. Middle Tertiary Post-marine drainage evolved on and incised the newly emergent low-relief landscape during regional marine regression driven by development of the present plate boundary through South Island. Most of Central Otago was drained into Southland and to the southern coast via a large braided river system with an extensive network of tributaries in its Central Otago reach. East Otago was drained by several smaller systems. Placers formed dominantly in proximal and medial reaches of 1st and 2nd order drainages with primary or pre-existing placers in their catchments. This drainage network was destroyed by inundation and burial of the Central Otago reach of the major system by lacustrine strata following tectonic damning of its middle reach by range uplift and development of a lake complex that covered >5000km2 of Central Otago. The Modern drainage network evolved from the Middle Tertiary network through complex response, firstly to uplift of NW-trending and NE-trending ranges throughout the region since the Late Miocene, and secondly to the effects of major Pleistocene glacial advances in West Otago. Placers formed in alluvial fans at range margins, proximal and medial pre-glacial fluvial systems and glacial outwash sequences. Evolution of each of these drainage networks has been accompanied by widespread sedimentary recycling of alluvial gold from older to younger placers, augmented locally by input of first-cycle gold derived from erosion of primary sources in the repeatedly exhumed basement rocks.

This report, the first in a series of 13 reports, provides a summary of 11 major topics on which individual reports have been prepared. These major topics are: (a) Nature of coal mine spoils, topsoils, and unmined soils; (b) influence of macro- and microclimate on (c) plant production on spoils and topsoils; (d) prediction of aboveground biomass from plant cover; (c) mineral composition of plants; (f) controlled environment studies on plant growth response; (g) microbial communities (h) water chemistry and organism diversity of catchbasins; (i) vegetation and soil development on abandoned, and (j) topsoiled sites; and (k) viability and diversity of seed bank. Based on these investigations, general conclusions and some recommendations are presented.

The Bureau of Mines has studied slags associated with ferrous melting, to evaluate substitutes for the auxiliary flux mineral, fluorspar. A waste material recovered from alumina reduction cells, "used potlining," was tested in an 18-in-ID basic-lined cupola and in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF). One potlining fraction, No. 1 cut, is a carbonaceous (graphitic) material and represents the bulk of the entire cell lining. The other fraction, No. 2 cut, is a refractory backup. These materials contain significant quantities of fluorine and other elements fn various compounds. The potlining fractions were blended in ratios believed representative of available materials. Both lump and pelletized forms provided extremely fluid slag. No adverse effects were found on furnace performance, chemistry or strength of the metals produced, or the environment. Fluorine recovery in the slag and fluorine losses to the scrubber water and solids were about the same as when fluorspar was used. There was apparently no lining loss from the cupola, but there was lining attack in the BOF. Since the fluidizing ability of potlining is due in part to sodium and other elements such as aluminum and silicon, less fluorine is needed in the slags when potlining is used.

A study of joints in Marathon County, Wis., was made to determine the orientation of regional paleotectonic stresses and to develop a method of using optical diffraction analysis (ODA) in studying joint orientations and spacings. Standard geologic and petrofabric techniques employing the use of a geologic compass and a Schmidt net were used in gathering, describing, and reducing joint orientation data. Analysis of selected outcrops with ODA indicates that ODA can be applied to study both joint orientations and spacings. ODA is shown to be a rapid method that can be used to complement standard petrofabric techniques, especially in the study of joint spacings.

An engineering investigation was carried out on the technical and economic feasibility of implementing flexible liner/backpacking support systems In an advancing tailgate longwall mine. The system for a model mine consists of a circular tube constructed of liner plates and flyash backpacking. Flyash is pneumatically stowed into the tailgate. Small amounts of cement may be mixed to improve the support capability of the fill In difficult local ground conditions. Water is added inside the nozzle immediately prior to spraying. Results of theoretical analyses and a field test show that the designed system is technically feasible, can be cost-competitive, provides more stable ground conditions, and can Increase productivity and coal recovery, when compared with existing retreat longwall systems. In certain mine layouts, the new system can reduce the direct mining costs by a significant amount. The system would be particularly applicable to deeper coal beds with bad ground conditions.

RECENT studies of creep have made it apparent that plastic deforma-tion may occur in metals under stresses less than the elastic limit as deter-mined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapsell1 said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a. definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was deter-mined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instru-ments by A. W. Hanson4 on zinc and by Podaschowsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc.

The U.S. Bureau of Mines investigated Fe-base alloys containing 8 pet Crwith Ni, AI, and Si additions as substitutes for standard AISI Type 304 stainless steel (SS) in high-temperature oxidizing applications. The objective of this study was to reduce the amount of Cr required to make an austenitic stainless steel while retaining satisfactory workability, mechanical properties, and oxidation resistance. Alloys prepared in this investigation had a composition of Fe-8Cr-lMn-0.07C with varying amounts of Ni, AI, and Si. A minimum of 10 pet Ni was required to achieve an austenitic composition. The microstructures of the austenitic alloys were very susceptible to room-temperature, deformation-induced martensitic transformations. When the alloys were cold worked or stressed, the materials had far greater tensile strengths than Type 304 SS at room temperature. At higher temperatures, tensile strengths and workability of several of the alloys were comparable to that of Type 304 SS. Although martensitic transformation caused the room-temperature properties of the experimental alloys to be quite different than those of Type 304 SS, the superior oxidation resistance and similar hot workability of several alloys encourage their use as replacements for Type 304 SS.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Marine disposal of mill tailings has been practiced worldwide for over a century. However, only recently have the environmental effects of marine disposal been systematically studied. Some early attempts at marine disposal of tailings resulted in adverse impacts to marine life. However, recent advances in tailings disposal methods have included the introduction of engineered submarine tailings discharge systems, advanced environmental assessment and monitoring methods, and oceanographic modeling systems. Successful submarine tailings disposal (STD) has occurred at several mines. The U.S. Bureau of Mines (BOM) has undertaken studies of the disposal of mining and milling wastes in the marine environment. The BOM Alaska Field Operations Center, Juneau, initiated a review of the technology, regulations, and economic aspects of STD. The review illuminated the need for organization of literature on the subject, therefore the Bureau compiled this extensive bibliography on marine disposal of mill tailings. The bibliography presented here contains 1483 references and is also available through diskette in the Word Perfects format. A review of the references indicates that literature on submarine disposal inadequately covers the subject. The majority of the references listed only peripherally relate to the subject. Published literature on the engineering and environmental aspects of STD is severely limited.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

The U.S. Bureau of Mines conducted a series of laboratory tests in a full-scale model to determine the respirable quartz dust capture efficiency of an irrigated-filter collection system while testing different filter densities, different filter materials, preconditioning water sprays, and wetting additives in the spray water. Impactor samplers were operated upstream and downstream of the filter unit to determine overall dust collection efficiency. The impactor filters containing the 0.7-to 4.7-J.l-m size fractions were analyzed for quartz content, and these data were used to calculate quartz dust collection efficiency. The results of this testing indicated that (1) increased ftIter density improved quartz dust collection, but also resulted in a significant increase in pressure drop across the filter, (2) an alternate synthetic filter material improved dust collection without increasing pressure drop, (3) preconditioning sprays mounted in the system ductwork can have a beneficial effect on dust collection, and (4) additives to the spray water did not significantly increase dust collection.

In this paper, a new technique developed to analyze two-dimensional nonhomogeneous models is described. A simple three-layered medium with a circular hole centrally located in the intermediate layer is considered. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young's modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of the intermediate layer and the hole diameter. A comparison of stress distribution and procedures for preparation and testing of the model are given. The potential of the technique is outlined. In the process of applying the techniques of stress analysis to problems of rock mechanics, the recent discernible trend has been to postulate highly idealized models of physical situations. As new techniques have been developed, more complicated models have been conceived to simulate mote accurately the physical environment to which the analysis results are eventually applied. In this investigation, a new technique is developed to analyze two-dimensional nonhomogeneous models. The technique is used to determine the stress concentration around a circular hole in a soft material overlain and underlain by a hard material. In mining practice, such situations arise commonly in coal deposits and frequently in bedded or vein-type metallic mineral deposits. DEFINITION OF THE PROBLEM A plate, consisting of three layers with a circular hole in the intermediate layer, is loaded uniaxially, Fig. 1. The variable in the experimental investigation is the height of the intermediate layer, H. The diameter of the hole, D, is kept constant. The stress concentration factors around the periphery of the hole, for various values of H/D, are evaluated using the technique of photoelasticity, Table I. TECHNIQUE OF EXPLORATION Photoelastic analyses of composite models have hitherto been limited to the study of lap and butt joints between glued metals and dissimilar materials.1-3 In mining, Haber and Oudenhoven used composite models to study the stress distribution around a circular hole in two-layered media and the behavior of elastic liners in shallow underground openings.4-5 They used the stress freezing technique devised by Dally et a1.6 The procedure used in this investigation is outlined below: Casting of Layer A: Flat sheets of plastic were cast in a silicon-coated mold using Araldite 502 with hardener 951 in the ratio of 100:8 by weight. In this Bureau of Mines study coal and rock dust beds were entrained by airblasts generated by gas explosions at the closed end of a 0.61-m-diameter explosion tunnel, 49.7 m long. The system was designed to simulate entrainment of mine dust deposits by accidental gas explosion at the coal face of nonintersecting mine passageways. Full-scale mine explosion trials confirmed many of the results of the explosion tunnel experiments and indicated several new features of dust entrainment. Dispersal of 20.3-cm-long stepped dust beds located 35 m from the closed end always began during the early portion of the ascending gradient of the first transient airflow (and pressure) wave, and was usually completed before the end of the first quarter-wave period. Bulk quantities of dust were entrained simultaneously by longitudinal regression from the leading edge of the dust bed and by surface lifting of the top layer. Instantaneous threshold air velocities for bulk quantities of coal and rock dust beds in separate, mixed, and layered configurations were in the same range (5 to 30 m/sec) as previously found under steady-state velocity conditions. Selective lifting of coal dust layers from rock dust occurred when the threshold dispersal velocity of coal dust but not of the underlying rock dust was exceeded.

Model pillars of limestone, marble, sandstone, and granite with length-to-diameter (L/D) ratios of 3, 2, 1, 0.5, and 0.25 (0.286 for granite) were tested to failure in axial compression to determine to what extent an increase in end constraint increased compressive strength. Adjustable steel rings, mechanically tightened about the ends of test specimens to create a radial prestress of 3,000 or 5,000 psi prior to the application of axial load, increased end constraint more than was possible in previous tests using solid steel rings. (Solid rings, epoxy-bonded to the ends of dogbone specimens, increased compressive strength compared with that of straight specimens without ring constraint.) During the loading cycle, additional end constraint was produced by lateral expansion of the specimens against the rings. The effect of the end constraint was to increase the compressive strength 55 to 58 percent for the shorter pillars of dogbone shape compared with the compressive strength of straight pillars with the same L/D ratios without ring constraint. Most pillars with L/D ratios of less than 2 were made stronger by end constraint. Pillars with an L/D ratio of 3 did not benefit significantly from end constraint. When the results from compression testing of straight specimens of rock in the laboratory are used to design mine pillars in situ, the pillars will be larger than necessary if the horizontal compressive stress is several thousand pounds per square inch greater than that resulting from the weight of the overlying rock alone. The L/D ratio can be increased by a factor of 1.76 for ratios in the range 0.25 to 3 and still provide the same compressive strength. The safety factor applied with straight specimen test results should also be acceptable for use with constrained pillar test results.

Alteration and mineralisation at the Island Copper deposit is related to the intrusion of Early Jurassic quartz feldspar porphyry dykes into surrounding comagmatic Bonanza volcanic rocks. The pyrophyilite alteration zone forms an upward flaring cone, largely hosted within a breccia body that cross-cuts the Co, Mo, and Au-rich ore shell. This alteration zone contains pyrophyllite, dumortierite and diaspore and resembles alteration occurring in some high-sulfidation deposits, but which is barren. Fluid-mineral equilibria and fluid inclusion studies indicate formation at approximately 300 ¦C from fluids dominated by steam and gases. These fluids appear highly acidic, but sulfur poor, leading to extreme base leaching within the breccia body and surrounding rocks.

An investigation was made of the Rehbinder-Kuznetsov pendulum as an instrument to aid in the study of rock drillability and of the effect of surface active agents on rock drillability. The "critical weight", i.e., the pendulum weight at greatest sensitivity, was determined for several solids and it was shown that a change in surface environment changed the maximum value of the apparent hardness but not the critical weight, and the critical weight increased with increase of hardness of the solid used. Using silver halides as the solid material, and solutions of either silver nitrate or the appropriate alkali halide, it was shown that there is a hardness maximum at the zero point of charge of the particular silver halide. INTRODUCTION The development of relative hardness measurement by the method of damped oscillations, or what has been called the pendulum sclerometer, is due largely to the Russian workers P. A. Rehbinder and V. D. Kuznetsov and their co-workers.1,2 The apparent simplicity of the method has led to its use in a number of fields, particularly those where relative hardness has to be determined on a brittle solid. As will be shown, the simplicity of the method belies its complexities. THEORY OF THE PENDULUM SCLEROMETER The operation of the pendulum is quite simple. Make a sharp point such as a diamond, hardened steel or tungsten carbide, as the fulcrum of a pendulum, with the center of gravity of the system below the point of support. The attenuation of this pendulum is a function only of air friction, provided no fragmentation, breakage or other work is performed by the point. However, when the solid surface breaks or disintegrates under the point, and the latter penetrates the solid, part of the energy of oscillation is absorbed in the work of creating new surface, and the rate of attenuation increases. In the case of brittle solids, the point of the pendulum produces fragmentary particles, whereas the point produces plastic deformation in a plastic solid; but in both cases damping occurs. This pendulum damping is a function of the hardness or strength of the solid. Whereas a pendulum oscillating on a hard material attenuates primarily by air friction, in the case of a soft material, the points penetrate the surface of the solid, producing new surface, and the pendulum damps much faster. Thus the attenuation rate is a function of the hardness or strength of a material in both plastic and brittle substances. Russian workers initially used a single support for the pendulum, but this created many problems because of oscillation of the pendulum in more than one plane. A revised version used two points, or sometimes a prism as support, successfully confining oscillation to one plane. The version using two points was constructed and used throughout this investigation, making the recording of the attenuation as a function of time relatively easy. That both points should be in contact with the solid during the damping is implied. Rehbinder (c.f. Kuznetsov2) proposed that the hardness H as measured by this method could be expressed by a quantity which is inversely proportional to the relative initial rate of attenuation of amplitude. where H = hardness parameter (arbitrary units) a, = initial amplitude da/dt = rate of attenuation of amplitude with time. In the simplest case of damping with a constant logarithmic decrement, H can be regarded as a constant for the duration of the whole damped oscillation process. That is
