Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. Characterizing coal mine roof rock is extremely important for hazard assessment, reinforcement, and entry design. The Coal Mine Roof Rating (CMRR) is an innovative rock mass classification that has found acceptance in the coal mining industry. A disadvantage of the original CMRR is that it cannot be determined in advance of mining, because it requires underground observations. An entirely new set of procedures have now been developed to determine the CMRR from exploratory drill core, as described in this paper. The new procedures employ Point Load Tests (PLT) to determine strength parameters that account for approximately 60% of the rating. Both diametral (parallel to bedding) and axial (perpendicular to bedding) PLT are conducted. The diametral tests allow estimates of bedding plane cohesion and rock anisotropy, both of which are critical to estimating susceptibility to horizontal stress. Traditional core logging procedures are used to determine discontinuity spacing and roughness. To ensure compatibility with the original CMRR, the new rating scales were verified by comparing drill core results with nearby underground exposures. To assist mine planners in using the new CMRR procedures, a large database of strength ratings of roof rocks was assembled through extensive point load testing and logging. Over 2000 point load tests (both axial and diametral) have been made on 30 common coal measure rock types from mines representing most U.S. coalfields. This database has been merged with the popular core rating system of J.C. Ferm into a field guide for geologists and engineers. By using the pictorial classification system of Ferm to identify the rock, typical CMRR can be compared with values calculated using the new CMRR procedures.

"This paper presents an objective model for the estimation of fire risk potential of an underground coal mine panel by the bord-and-pillar method of mining where extraction is carried out by depillaring with caving. The fire risk rating procedure for the estimation of fire risk potential involved in the panel is described in detail. The model developed thereof is tested with the field data collected from different collieries across the country along with the laboratory data for critical assessment of fitness of the model. Some results showing the validity of the model are also cited here. Introduction The occurrence of fire in underground coal mine panels is quite common in India and elsewhere. These fires cause extensive loss of resources.Although substantial work has already been done by different research organizations, the problem has not been fully eliminated.The causes of panel fires depend not only on the spontaneous heating susceptibility of coal, but also on the extraneous conditions created in the panel due to the mining operations. From the studies done so far by various organizations, it is apparent that two types of parameters associated with spontaneous heating of a coal mine panel exist: intrinsic and extrinsic. Parameters related to the nature of coal, i.e., its physicochemical characteristics, petrographic distribution and mineral make-up are intrinsic, while the extrinsic parameters are related to the atmospheric, geological and mining conditions such as scope of leakage of air into the panel, wetness of mines, heat dissipation capacity of the panel, gassiness of seam, geological disturbances, method of extraction, size of panel, etc.Banerjee (1982) identified twenty-two mine parameters such as spontaneous heating susceptibility of coal, method of mining, geological disturbances, quality of overburden, degree of consolidation of coal mass, scope of accumulation of coal fines, etc. that can influence spontaneous heating in underground mines. He used the terms “high” and “low” for fire risk rating of each of these parameters. Since this approach is oversimplified, it can not determine the exact fire risk potential of an underground working."

"Hudson Bay Mining and Smelting Co., Limited, Flin Flon, Manitoba, Canada, has developed a metallurgical wastewater treatment system employing two-stage lime neutralization, sludge recirculation and conventional mechanical thickening.Laboratory investigations, initiated in 1970, led to the construction of a pilot-scale minewater treatment plant, at Schist Lake Mine, in early 1971. This plant, treating 600 cubic meters/day wastewater containing 30-60 mg/l zinc, demonstrated metal extraction efficiencies of 99% under normal operating conditions.On the basis of this pilot work, a second pilot-scale treatment system was established in 1975 at the Flin Flon metallurgical plant to treat zinc refinery process waste water. Through numerous improvements, including automatic control equipment, the system has evolved to a full-scale operation capable of treating 800 cubic meters/ day wastewater containing 4-11 gm/l zinc. Treated effluent contains 0.2-20 mgll zinc. Hydroxide sludge produced returns to the metallurgical process for recovery of metals while clarified effluent discharges to waste.With the system, Hudson Bay Mining has achieved its original goal: the reduction of environmental contamination, while realizing ii return from metal recovery."

El presente trabajo señala el proceso experimental para determinar la transferencia del calor del macizo rocoso al aire en la atmósfera subterránea, dado que a ciertas profundidades cuando la temperatura de la atmósfera subterránea excede el valor máximo admisible por las normas y estándares de confort o comodidad térmica, se presenta el riesgo ambiental térmico. En ese sentido, el estudio comprende tres etapas: la primera etapa fue dedicada al desarrollo de un modelo matemático que establezca la variación de la temperatura debido a la transferencia del calor del macizo rocoso al aire de la atmósfera subterránea; la segunda etapa consistió en validar el modelo matemático en una mina subterránea de cobre, y la tercera fue realizar una aplicación práctica en dos minas con problemas de impacto ambiental térmico. En consecuencia, la metodología propuesta para la evaluación del impacto ambiental térmico en minas subterráneas se fundamenta en procedimientos científicos plenamente sustentados, cuyos resultados indican su aplicabilidad.

The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. Ventilation engineers are increasingly turning to analytical tools to assist them in the design and operation of ventilation systems. "Since it started production in 1970, Anderson Lake Mine has experienced several radical changes in mining methods as a result of the physical characteristics of the ore zone along with the need for improved productivity. This paper examines the transition from longhole open stoping to mechanized cut-and fill then to vertical crater retreat at Anderson Lake Mine. The reasons for the need to change mining methods is analyzed taking into consideration the impact of such criteria as improved productivity and ground conditions and how these criteria affected the over-all economic viability of the mine. IntroductionAnderson Lake Mine is one of five producing copper mines in the Snow Lake area and is situated approximately 3 km southeast of the townsite of Snow Lake (Fig. I).The mine production rate at Anderson Lake is 700 tpd and all ore is trucked from the mine to the mill located approximately 2.5 km from the mine site . The mine is serviced by a three-compartment shaft sunk to a depth of 3300 ft with level spacings at 175 ft and 150 ft intervals from the 600 ft level to the 3000 ft level. .The shaft was collared in 1965 and, a year later, the hoist and compressors were installed. By 1969, a crusher system had been built and actual production began in 1970. During 1978, production was suspended for the year to allow for 430 ft of shaft deepening."

Coal that meets customer specifications is often stored in silos before being loaded into cars. It is often found that coal in a particular car does not meet customer specifications due to the mixing of coal inside the silo. Some new contracts require meeting specifications on a per car basis. Silo flow models are used to predict quality in such cases. However, coming up with an accurate silo flow model for each case is very difficult and time consuming. This paper examines the viability of using an online analyzer at the loading end of the silo in conjunction with a feedback circuit, to optimize the quality of the coal being loaded into trains, so that each car meets quality specifications.

The application of hydraulic concentration to large scale operations has been effectively accomplished by the use of the SiphonSizer. Operation has been simple, automatic and essentially trouble free. The use of the primary desliming SiphonSizer on magnetic taconites has shown an improvement in grade of concentrate and an increase in recovery over conventional hydroseparators. Magnetic concentrates have been further deslimed and upgraded in SiphonSizers by floating a coarse middling product away from the heavier concentrate. The application of the Siphon-sizer to closed circuit grinding has met with only partial success to date. Hydraulic concentration of minerals has been practiced for a good many years. Until recently, however, the practice has been limited to equipment using a multiplicity of small pockets and relatively low tonnages and flows. The adaptation of the SiphonSizer to the concentration and classification of magnetite has changed this concept. Some fifty commercial units varying in size from a 16-ft diam circular unit to a 25x100-ft rectangular unit are currently in operation on magnetic taconites. Additional units up to 38 ft diam are under construction. Depending upon the application in the flowsheet, upgrading varies from 0.75% to 14% Fe in a single stage. To those not familiar with taconite processing, the importance of the struggle to remove economically as much silica as possible may not be fully appreciated. Perhaps some figures pertaining to transportation costs will underscore this important process. If the silica content of the concentrate from a 10,000,000 ton per year plant could be reduced by I%, a savings in boat freight, at $2.00 per ton, would amount to $200,000 annually! THE SlPHONSlZER The SiphonSizer, as illustrated in Figs. lA, 1B and 2, is a hydraulic classifier in which the hydraulic water is distributed uniformly across the bottom of the vessel by means of a system of headers (1 and 2), jet pipes (3), and nozzles (4). The depth of the teeter bed is automatically maintained by the siphon-float assembly. The feed is introduced through a feed well (5) and separated into two fractions by the effects of rising water and the density of the teetered bed. The magnetite fraction is discharged by the siphon (12) while the fine slime and light middling overflow a peripheral weir (9) to the overflow launder (6). The bed depth is controlled automatically by float valves (7), which are responsive to changes in the height of clear water supported in the superelevation tubes (8) by the density of the teetered bed. Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

The geoscience matrix method has proven useful for valuing metallic mineral properties lacking delineated mineral resources or reserves. However, the method explicitly excludes commodity markets from the factors considered; marketability is assumed. When valuing industrial mineral properties, marketability cannot be assumed, it must considered. Market considerations may also significantly affect the standard weightings of geoscience matrix parameters such as the proximity to known deposits. In some cases, such proximity is desirable but in many cases it is undesirable. Application of the geoscience matrix method to industrial mineral properties therefore requires thoughtful, market-related adjustments to the basic geoscience matrix methodology.

On the basis of field observation, four principal styles of hydraulic breccia are recognised, and their characteristic features noted. In practice, hybrid styles are most commonly encountered. Numerous examples will be illustrated during the oral presentation, and the potential for definition of a formative environment is emphasised. In one example presented, it is suggested that more than 50 episodes of hydraulic fracturing can be recognised. In all cases at least sane useful conclusions can be drawn in the context of modeling for drill targets.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

A new and unique logging tool, called the Borehole Televiewer (BHTV), has been developed to inspect boreholes and to evaluate formations. Even though geologists and engineers have had only about 3 years' experience with the BHTV, the thinking of many of them has been radically influenced by the fascinating and revealing "log-picture" recorded with the tool. The BHTV fills a need for a logging tool that can produce a direct and descriptive record of the physical properties of the borehole environment. Although primarily developed to evaluate fractured reservoirs, the BHTV has been used successfully to solve a variety of problems related to formation evaluation and borehole inspection. Geologists and petroleum engineers have been confounded for many years by the problems of locating and evaluating fractures. Interpretation of the usual resistivity, acoustic or radioactivity logs, as well as the analysis of cores, for evaluation of fractured reservoirs is extremely difficult and often not definitive. This is understandable since analysis of cores from fractured formations has reported variously: (a) low porosity, (b) no effective permeability, (c) lack of any matrix oil saturation and (d) oil stains on fracture planes as the only indications of potential production.14 In recent years acoustic amplitude logs have been introduced and used with varying degrees of success to locate fractures.8'9'11"13 Conventional amplitude logs at best give only qualitative answers where quantitative ones are desired. The logs reveal nothing of the orientation of the fractures. In addition to these logs, various types of cameras, television, and rubber impression packers have been used for borehole inspection. (See Appendix.) The BHTV logging tool supplies both the quantitative and the orientation answers about fractures. The borehole can be filled with any homogeneous, gas-free liquid such as fresh water, saturated brine, crude oil or drilling muds. This tool takes an "acoustic picture" of the borehole wall. The resulting log is a representation of the borehole wall as if it were split vertically and laid flat. The log is oriented with respect to magnetic north. Any physical changes in the borehole wall are seen as changes in picture intensity. In this way, fractures, deformation or pits are reflected on the log. Tool Description The fundamental parts of the BHTV are shown in Fig. 1. A piezoelectric transducer probes the borehole wall with bursts of acoustic energy. A flux-gate magnetometer senses the earth's magnetic field and provides the means for determining the orientation of the log. A motor rotates the transducer and mag-

The U.S Bureau of Mines is conducting research to develop improved guidelines for selecting the type and pattern of roof support in different geologic environments (Mucho, et al., 1995). As a part of this wider research effort, a multifaceted ground control investigation was conducted at the Diamond TB Mine of RoxCoal, Inc. The study included statistical analysis of mine-wide roof bolt performance, instrumented bolt test areas, stress damage mapping, and pillar design analysis. The mine employs state-of-the-art continuous miner technology, including mobile roof supports and continuous haulage, to retreat mine the Lower Kittanning Coalbed. A herringbone section design makes the stability of the center belt entry critical to efficient retreat mining. Roof cutters formed during section development sometimes set up unstable immediate roof conditions in advance of the belt entry mobile roof supports during retreat mining.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

AS a portion of a general study of liquid-metal thermodynamics, high-temperature galvanic cells were used to study the effect of added dilute solutes on the activity of zinc in dilute solution with molten bismuth in the range 450° to 650°C. 1,2 The cells were of the type The experimental procedures have been described previously.1 In the course of studies conducted in the bismuth-rich corner of the systems Bi-Zn-Au and Bi-Zn-Cu, marked discontinuities were observed in the electromotive force-temperature relations for a number of the experimental compositions. Above the discontinuity temperatures, the relations, which were linear, exhibited slopes similar to the binary alloy of the same mole fraction zinc, as shown in Figs. I and 2. Below the discontinuity temperatures, the slopes were markedly different, but the relations remained linear. In general, as the amount of the third eletnent was increased, the slope of the lower portion of the relations tended to become less positive. The slopes of electromotive force-temperature relations reflect the entropy of mixing of zinc and, therefore, the occurrence of a discontinuity marks the transition between two different equilibrium situations involving the solution of zinc. A number of other investigators3-5 have used such observations to determine liquidus boundaries in binary alloys. Since the upper portions of the ternary electromotive force-temperature relations of this study had the same slopes as the binary alloys, the discontinuities are interpreted as marking the transition between the single-phase liquid region and the underlying two- and three-phase regions. Reference to the Zn-Bi equilibrium diagram6 confirms that the binary alloys were single-phase liquids at the experimental temperatures. Fig. I shows the electromotive force-temperature relations for the alloys containing Bi-Zn-Au and Fig. 2 shows similar relations for the Bi-Zn-Cu alloys. In the lower portion of each figure, the temperature of the discontinuity is plotted vs the mole fraction of the added solute at the various levels of zinc concentra- tion. Cross-plots from these curves at constant temperature permitted the construction of the partial liquidus surface isotherms shown in Figs. 3 and 4.

The Quaternary Age aeolian dune sands of the Sibaya Formation on the northern KwaZulu-Natal coast are well known for their heavy mineral content. Although ilmenite, rutile and zircon are the economically important members of the heavy mineral suite, many other nonsilicate minerals such as monazite, xenotime, chromite, magnetite, and spinel that are normally considered to be eitherun common or even rare are also present and these sands provide a unique opportunity to study such complex minerals. Monazite is the general term used for a complex series of rare earth phosphates dominated by lanthanum, cerium and neodymium with monazite-Ce, monazite-La and monazite-Nd recognized as distinct end members of the solid solution series. In addition to the elements indicated by the simplified formulae (LaCeNd) PO4monazite can also accept significant quantities of other elements from the lanthanide and actinide series (Pr, Pm, Sm, Eu, Gd, Tb, Dy,Ho, Er, Tm, Yb, Th, Pa, U, Np). The monazite grains in the Sibaya Formation occur as both composite grains, composed of two or more distinct mineral phases, and homogeneous grains. The net physical properties of the composite grains, and their response to magnetic and electrostatic separation methods are related to size and composition of non-monazite component. However, the homogeneous monazite grains also display significant variation in their physical properties related to their chemical composition.
