Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

Due to the difficulties of ventilating large opening stone mines, the effective dilution of diesel particulate matter and noxious gases has often been problematic. Since stone mines have large openings that develop low air resistances, and propeller fans are designed for low pressure-high volume applications, main mine propeller fans may be a feasible option for ventilating underground stone mines. This paper describes the results of a case study where researchers from the National Institute for Occupational Safety and Health have demonstrated that significant increases in total mine airflow can be achieved and the ventilation improved in a large-opening stone mine by replacing an axial-vane mine fan with two 12-ft diameter propeller fans and adding a line of stoppings. In this study, the use of the propeller fans more than doubled the air quantity from 300,000 cfm to 750,000 cfm, while operating at 50 horsepower less than the original axial-vane fan.

This paper gives an overview of the difficulties associated with determining the strength of hard rock pillars. Although a number of pillar design tools are available, pillar collapses still occur. Recent examples of large scale pillar collapses in South Africa were caused by weak partings which traversed the pillars. Currently two different methods to determine the strength of pillars are used namely, empirical equations derived from the back analyses of failed and stable cases and numerical modelling tools with an appropriate failure criteria. Both techniques have their limitations and additional work is required to obtain a better understanding of pillar strength. Empirical methods are popular and easy to use, but care should be exercise that the results are not extrapolated beyond the range of the data which were used to derive them. An example is the Hedley and Grant formula (derived for the Canadian uranium mines) that has been used for many years in the South African platinum and chrome mines (albeit with some adaptation of the K-value) to design the pillar layouts. Very few collapses have nevertheless been reported and it might even be too conservative an assumption of pillar strength in these mines. As an alternative, some engineers strongly advocate the use of numerical techniques to determine pillar strength. A close examination unfortunately reveals that these techniques also rely on many flawed assumptions. An area where numerical modelling is invaluable, however, is to study specific pillar failure mechanisms, such as the influence of weak partings on pillar strength. In conclusion, it appears that neither empirical techniques nor numerical modelling currently provide a solid basis to conduct pillar design. It is therefore recommended that both these techniques be utilised when confronted with a pillar design to obtain the best possible insight into the problem.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

The metallurgical heart of the majority of copper oxide processes is the heap leaching operation. Fresh low grade sulfide ores is a far greater challenge.The success of this unit operation is so important that operators need to understand the ramifications of their decisions or non-decisions and how they could affect the downstream processing. Heap leaching is an operation that can be described as a scientific art whereby principles of science can be used to guide experienced personnel in attaining their goals. Recent advances have been made based on better understanding the ore characteristics. The success of a heap leach operation, or otherwise, is dependent upon a number of factors, notably: The type of ore to be treated The extent of testwork completed to define the process The interpretation of the testwork results Ore preparation prior to stacking Agglomeration and curing requirements Other issues are: Compliance with the ’smaller’ requirements of environmental authorities Adequate and timely drainage of solution from the base of a leaching lift The degree of saturation in the pads Heap porosity – coarser or finer ore, which is better? Higher or lower irrigation rates – which would produce a better result? Laying out irrigation pipework for ease of operation and maintenance The addition of water, raffinate during agglomeration where needed The heap leaching of sulfide ores, including chalcopyrite, via enhanced bacterial leaching is discussed. INTRODUCTION Over the last twenty years, production of extremely pure copper from solvent extraction and electrowinning (SX/EW) has become more common in a market of real declining prices for copper metal. This paper touches on a number of heap leach operations and experiences. These projects were subjected to extensive engineering design and resulted in low capital cost, efficient operations with a number of lessons learned. The key to these operations was the performance of the heaps and associated fluid collection systems rather than the plants themselves.

This paper supplements a keynote address prepared for the MassMin 2016 conference on mass underground mining methods, including block, panel, inclined and sublevel caving. It advocates for a new cave mining paradigm that takes advantage of a number of new and disruptive technologies or innovations that have evolved over the last 15 years, some of which were initiated by major mining companies such as Codelco. The paper will address the challenges that the industry will be facing in the future as well as possible solutions. As background, the paper summarises the challenges that the industry has faced in the past and how such challenges were addressed. The author acknowledges that given his more than 30 years of experience with Codelco Chile (operations and corporate), aspects of his intelligent mining concept have no doubt been influenced and have matured during his invaluable time with Codelco also as the Head of Technology and Innovation. Final mine sealing of BMA’s Crinum North mine, near Emerald, Queensland was undertaken in December 2015. Due to the benign atmospheric environment at Crinum North, the Queensland Mines Rescue Service (QMRS) Górniczy Agregat Gasniczy (GAG) unit was utilised to reduce oxygen levels throughout the underground atmosphere as part of the final sealing process.The GAG was utilised by way of a vertical borehole from the surface to seam to successfully reduce oxygen levels throughout the underground mine workings. Application of the GAG unit enabled the underground mine to be classified as stable and inert within days of the GAG operation, and subsequently cease gas monitoring at Crinum North. The data and information obtained from this activity provides valuable information to the underground coal mining industry on successful application of the GAG in realistic situations.This paper discusses the strategy used for sealing, the assisted inertisation and the results obtained from the application of the GAG unit. It discusses both the overall results and gives a detailed review of the gas monitoring data obtained via the tube bundle and real-time system, both during and following the use of the GAG unit.Gas monitoring results obtained and the strategy used are critical to share with the industry to obtain a better understanding of how the GAG unit works, and how it can be applied for emergency preparedness, emergency response or planned inertisation.CITATION:Westthorp, E, 2017. "Hydrometallurgical technology and equipment have been developed in the Gintsvetmet Institute (Moscow, Russia) for processing of rhenium-containing alloys waste to produce commercial- grade metal products with recovery of all valuable components. The technology is based on waste treatment with hydrofluoric acid with subsequent decomposition with nitric acid at pH = 1 to 1.5 to ensure maximum degree of rhenium conversion to the liquid phase of pulp. Some experimental lots of ammonium rhenate and ammonium molybdate were produced at a pilot plant. The following main techno-economic performance values have been achieved when processing grinding residues (balance-based tests were conducted with a lot of SP-2 alloy waste) to produce ammonium rhenate of high purity, as well as tantalum-niobium, nickel-cobalt and tungsten-molybdenum concentrates: rhenium recovery of 92.3% into a commercial product from grinding waste; production cost of 170-210 US Dollars per 1 kg of rhenium in commercial-grade ammonium perrhenate taking into account its recovery; tantalum and niobium recovery of 75- 77% into bulk concentrate; nickel and cobalt recovery of 88-89% into a mixed concentrate; tungsten and molybdenum recovery of 88% to 91% into concentrate. Introduction During the recent years the use of rhenium has been increasing at a fast pace worldwide [1]. The growing prices for this refractory metal are an essential factor encouraging collection and processing of rhenium-containing wastes. Double-component waste, such as molybdenum- rhenium or tungsten-rhenium alloys can be readily decomposed and the process of rhenium recovery does not cause, therefore, any difficulties. The main separation of metals takes place at the stage of waste digestion with acid, because molybdenum and especially tungsten remain in precipitate in the form of hydrated oxides and rhenium reports in the liquid phase, from which it can be easily extracted by solid ion-exchange or solvent extraction techniques. However, most of rhenium is contained in super-alloy waste [2]. Such waste has different contents of valuable components, such as tantalum, niobium, molybdenum, tungsten, cobalt, nickel, chromium and other metals. The basis of all such super-alloy waste is nickel. Refractory metals in the super- alloy composition are in the form of metallized target-oriented eutectics, and due to this reason hydrometallurgical decomposition of such alloys is a difficult technological task."

The progressive development of underground mines frequently requires increased ventilation flow rates through mine shafts that were originally designed for lower rates. Where these shafts are equipped with conveyances running on rope guides, the higher air flow rates adversely affect the lateral motion of conveyances and could cause conveyances to collide with the shaft walls or with one another. Hence the safety impact of higher flow rates requires proper assessment. This can be undertaken by use of computer simulation models to predict the dynamic motion of the conveyances during hoisting. It can also be undertaken entirely by field testing, or using a combination of simulation and field testing. This paper discusses these techniques and makes cautionary remarks about setting an absolute generic maximum flow velocity for all shafts. "Mining companies have recognized that characterization of ore breakage plays an essential role in the design and optimization of comminution circuits.Recently the Julius Kruttschnitt Mineral Research Centre (JKMRC) has developed a new breakage model incorporating the effect of particle size, and a new breakage characterization testing device, called the JK Rotary Breakage Tester (JKRBT), which allows rapid testing of particle breakage under high energy single impact and low energy repetitive impact conditions.Positive feedback received from mining company sponsors to the new technology has prompted the JKMRC to further validate the device and the model through a formalized validation program using machines designed and manufactured by Russell Mineral Equipment (RME). The first unit was installed and commissioned at the Anglo Platinum laboratory in Johannesburg in March 2007 and four more major mining companies will participate in the validation program in 2008, including Barrick, BHP Billiton, Rio Tinto and Teck Cominco. The results from validation tests at the JKMRC and Anglo Research have shown that the JKRBT generates statistically similar breakage parameters to the traditional Drop Weight Test, but with significant advantages over its predecessor. Application of the JKRBT in geometallurgical testing with the AMIRA P843 GeM project has confirmed the JKRBT device offers a rapid and consistent method for determining the hardness of drill core samples. The JKRBT has the potential to revolutionize ore testing, with applications in laboratory impact breakage characterization of rock samples, drill cores, coal and other materials. It also stands poised to significantly advance the process control and management of comminution circuits since the concept is readily adaptable to on-line ore hardness measurement.INTRODUCTIONMining companies have long recognized that the performance of a comminution machine such as a crusher or an autogenous / semi-autogenous grinding (AG/SAG) mill depends not only on the machine operating conditions, but also on the “hardness” of the feed material to be broken. This recognition has driven significant interest in laboratory particle breakage characterisation and testing. The laboratory breakage characterization tests can be roughly classified in two broad groups based on their primary breakage modes: tumbling and impact/compression. The famous Bond ball/rod mill tests (Bond, 1952 and 1961) represent the typical tumbling test and have become the industry standard for estimating the specific energy (kWh/t) of rod and ball mills. However, as the energy application in the single particle impact tests can be well defined and controlled, the latter have received significant attention in the last 30 years. It was estimated that mining companies worldwide spent over three million US dollars on single particle impact breakage characterization testing in 2006."

Heavy metal-containing wastewater from hydrometallurgical processes of lead-zinc was treated by biologics in a 200 m3/h industrial scale experiment. The result shows that Zn concentration declined from 50.28 mg/L~240.81 mg/L to 0.21 mg/L~1.98 mg/L, Pb from 1.00 mg/L~13.47 mg/L to 0.083 mg/L~0.71 mg/L, Cu from 0.24 mg/L~2.38 mg/L to 0.059 mg/L~0.40 mg/L, Cd from 2.12 mg/L~23.47 mg/L to 0.011 mg/L~0.071 mg/L and As from 0.50 mg/L~6.00 mg/L to 0.005 mg/L~0.10 mg/L. The concentrations of the above heavy metals in the treated water were lower than that in Integrated Wastewater Discharge Standard (GB8978~1996) in China. Furthermore, the treated wastewater was recycled and reused in smelter plant. Zinc content in hydrolytic sludge reached up to 34.04%, which indicates that this sludge can be used to recover valuable metals.

"The first SkimAir flash flotation cell was installed in Outokumpu’s Hammaslahti Copper Concentrator in 1982 to prevent overgrinding of soft sulphides in the milling circuit. Since this first installation the popularity of the flash flotation has fluctuated depending on metal market conditions and regional preferences. Units have been installed in many commodities including copper, lead, gold, PGMs, silver and nickel. Though it has been successfully employed in many operations around the world, flash flotation technology is still not well understood by many in the mining industry. This paper will discuss aspects of flash flotation flowsheet development along with some of the metallurgical and engineering considerations required to successfully incorporate flash flotation into new or existing milling circuits. This paper will also try and debunk some of the myths that exist around flash flotation cells and their operation. Case studies of flash flotation implementation will be discussed.IntroductionModern flash flotation technology was developed several decades ago by Outokumpu, with the first commercial installation of this technology being at the Hammaslahti concentrator in Finland in 1982 (Kallioinen & Niitti, 1985). This was a relatively modestly sized SK80 cell producing final grade copper concentrate directly from the flash flotation cell operating in the grinding circuit. Since that time the size and number of flash flotation cells installed globally has grown considerably to the point where today, it is a widely known application of flotation technology for amenable ores. Owing to their long history in developing the technology, Outotec are the market leader with their SkimAir range of flash flotation cells. Though there is a general awareness of flash flotation process in the mineral processing industry, there is a lack of detailed understanding of the process and the benefits it can provide to new and existing operations."

"This paper reviews the chemistry involved in the recovery of gold from cyanide solution with anion-exchange resins, and also discusses the most critical aspects of the engineering of an effective resin-in-pulp (RIP) process. As far as the chemistry is concerned, the conclusions reached by a great many researchers, as well as the performance of the only operating RIP plant in the Western World, at the Golden Jubilee Mine in South Africa, support the view that the process is technically viable and, in many cases, could prove to be more attractive economically than alternative processes such as zinc cementation and carbon-in-pulp (CIP). On the engineering side, there is still a need for further development before larger scale ( > 50,000 tpm) RIP plants can be designed, built and operated with confidence. However, the experiences gained during nearly 3 years of operation of the Golden Jublee RIP plant indicate that the process can be engineered with confidence for smaller operations ( < 50,000 tpm), and this will probably be the scope of application of the first-generation RIP plants. INTRODUCTIONThe use of anion-exchange resins in gold processing has, for a number of years, been proposed as an alternative to more conventional processes such as zinc cementation and carbon adsorption, and detailed research programs that have been carried out at a number of laboratories have demonstrated the technical viability of the process. Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

Due to environmental concerns in urban construction, many typically simple projects become very complex or feasibly impossible. The introduction of relatively new concepts has redefined "impossible", again simplifying these projects and making them "possible". Case Study One covers the use of Pressed-in Tubular Piles on portions of the Long Island Expressway in Queens, New York. Innovations in the design, material and installation method solved many typically inherent problems on projects of this type and resulted in cantilevered walls that supported a 35ft (10.668m) excavation. Design predictions and actual measured deflections of this wall were within millimeters. Case Study Two covers the use of Pressed-in Tubular Piles on portions of the Hodogaya Bypass in Yokohama, Japan. Innovations in equipment development allowed for a cantilevered retaining wall to be constructed without affecting the adjacent right-of-way, dramatic reduction of the overall construction duration and installation of tubular piles in soils with SPT N values greater than 160.

Dilution reduction is one of the areas that offer metal mines an opportunity to increase revenue and reduce costs, resulting in enhanced profits. Effective dilution control programmes require interaction on a multi-disciplinary level. This paper outlines recent initiatives undertaken at Konkola Mine to reduce dilution and increase revenue. The increase in revenue arising from reduced dilution and high factors between in situ and delivered to mill grades were quantified and amount to close to U$ 1.0 million per one per cent improvement in grade factor at a 75c/lb copper price. Sources of dilution from open and in?stope mining methods practised at the mine were identified and a multi-disciplinary dilution control forum set up to control these. Among the major achievements were the introduction of low dilution in-stope mining methods; the introduction of Gemcom geological and mining planning software to replace traditional pencil and paper methods, leading to better in situ estimation and production planning; enhanced control in open stopes through dilution awareness among mining production personnel; location of critical secondary development ends in correct positions; enhanced blast hole control; tracking of development waste by metal tracers and monthly tally; implementation of a cavity monitoring system to check over-breaks in open stopes; and setting up of a stope history database. The results from the cavity monitoring system showed that stopes with over-breaks of 5 metres or less could be controlled to break along the hangingwall contact.

"The development of uppers drilling at Brunswick Mining is reviewed. This paper describes design criteria for drilling patterns and the research required for selection of a suitable drill jumbo. The success of the uppers drilling program based on operating procedures is highlighted. IntroductionBrunswick Mining and Smelting Corporation Ltd., operates a 10 500 tonnes per day lead /zinc/copper I silver underground mine some seventeen miles southwest of Bathurst, New Brunswick .The No. 12 orebody, first discovered in 1952 by a group headed by M.J. Boylen, had extensive development, including two shallow shafts (500 ft), and test work carried out on it by St. Joe Lead between 1953-1957. However due to complex metallurgy and depressed metal prices, the operation was suspended.In 1961, a group comprised of M.J . Boylen, K.C . Irving and Patino acquired the rights of St. Joe Lead to the No. 12 property. A concerted development plan was initiated along with construction of the necessary sur face facilities and by July 1964, the property was in production at 4500 tons per day.In 1967 Noranda Mines Ltd. acquired operating control of Brunswick Mining and Smelting Corporation Ltd."

"The Yukon's numerous (185) placer gold mines are still a major social and economic force in this developing economy. Gold recovery at each of the various sluiceboxes is not optimized due to extremely difficult sampling logistics and a shortage of technical expertise and industrial research.At each of six operating placer mines, numerous sluicebox tailings samples were collected with hand held sample cutters and combined into large (2-7 cubic yards) duplicate samples. The entire sample volumes were screened and processed on a shaking table to determine gold losses.
