It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. "The deposition of tailings under water is considered to be one of the most environmentally promising and potentially cost effective methods to reduce or eliminate acid mine drainage from tailings. One of the concerns of subaqueous deposition has been that metals may leach into the cover waters, thereby increasing aqueous metal concentrations to higher than acceptable limits. This potential was seen to have an even greater possibility for impact when the tailings are deposited under acidic lake water.The following paper summarizes the results of subaqueous tailings pilot column test work conducted to determine the effects of subaqueously deposited tailings on lake water and tailings pore water. Two types of tailings were tested: high sulphide tailings (pyrrhotite concentrate), and low sulphide tailings (end of pipe slime tailings).Data was collected from five columns over a 13 month test period. The results indicated that a stagnant I 000 mm water cover was capable of maintaining the underlying tailings in a reducing condition. The upwards diffusion of pore water resulted in a pH increase in the waters overlying the thickened pyrrhotite tailings and the pyrrhotite tailings with a shallow cover of substrate. A conductivity gradient between the tailings and the water cover caused a diffusion of salts upwards into the overlying water column. Precipitation noted at the tailings water interface may be related to the precipitation of ferric oxyhydroxides, which resulted in a decrease in Fe concentrations noted in the water cover. Other metal concentrations did not exhibit significant increases in the water cover. A sulphate concentration gradient between the tailings and the water cover may have caused the diffusion of SQ4 from the tailings into the water cover."

The design of separation circuits can be a complex, labor-intensive and costly process. While the engineer?s experience along with extensive data sets and simulation are crucial tools for determining the final solution, a more fundamental approach is suitable to compare preliminary options and reduce the number of potential alternatives. In light of this need, the authors have developed the Circuit Analysis Reduction Tool (CART?). This software package relies on the fundamental principles of linear circuit analysis; however, the solution methodology has been streamlined to automatically incorporate stream splitting and unique separation performance for each unit. The resulting tool allows preliminary analysis of circuit designs without the need of detailed feed characterization. In addition to the basic analytical approach, this paper supports the veracity of the methodology with several simulated examples for various separation models.

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

According to recently established theoretical analysis and under certain conditions, a critical sampling density can be determined for an earth-related space-distributed natural variable. Sampling above this critical limit adds little to the mapping results. The objective of this paper is the application of the above theory to the Sesklo clay quarry in Greece, where Heracles General Cement Company had conducted a sampling campaign to estimate its reserves. The structural analysis of Al2O3 values generated a variogram model, from which the critical sampling density was identified. This critical number was by far lower than the existing sampling density. Clay reserves were then estimated using geostatistics and inverse distance squares in different data schemes with variable densities. The results of the comparisons between the various models revealed that, when the sampling density was greater than its critical value, geostatistics and deterministic interpolation gave similar estimations, which is also in agreement to the theory. The optimal sampling grid finally proposed here, will result to significant cost savings in the next drilling program which is now in plan by the company.

Until the end of 1918 Boulder County ranked as one of the foremost tungsten-producing districts of the world, but in August, 1919, there was practically no production in the district. The operators there could not compete with tungsten ores from foreign sources, particularly China, Burma, and South America. As a. result there · has been a strong movement for placing a protective tariff on all imported tungsten ores and products; and it seems to be the general belief of tungsten producers that some form of protection is necessary to the maintenance of the industry in this country. The stimulus, due to the great demand for · tungsten alloys in the manufacture of munitions during the war, was felt in all the productive localities of the world. The ores of Boulder County were especially in demand on account of their comparative. freedom from • harmful impurities, and this demand greatly extended mining operations in the district and increased the efficiency of the gen~ral milling practice there.

One of the most energy-intensive processes for producing submicron range calcite is stirred media mill. In the present work, numerous operating parameters such as solid mass fraction, grinding media size, media filling ratio, and grinding time have been investigated using a vertical type stirred media mill. The results are evaluated on the basis of mean particle size, specific surface area, and specific energy consumption. After conducting this study, optimum experimental conditions found to be as 70% media filling ratio, 25% solid mass fraction, 1 mm grinding media size, and 120 min grinding time. Besides, energy savings up to 22% were achieved with the choice of proper media size.

The management of critical resource inventories is an important productivity lever and a significant risk factor?risk in the sense that poor resource availability lends itself to disempowerment of workers, unsafe work practices, wasted spending (high unit costs),and poor quality of work (including mining waste/rework). Most underground platinum mines experience lost blasts that directly lead to reduced productivity. In most surveyed shafts, 30% of lost blasts can be attributed to shortages of critical material and/or equipment. The problem is prevalent despite the existence of conventional transitory surface and underground stores. This paper discusses the introduction of buffer stores as a complementary materials storage system in order to improve health and safety in mines as well as reduce lost blasts. Both quantitative and qualitative results have shown that buffer stores result in dramatic improvements in productivity and are readily acceptable by stakeholders. This paper presents the results of a full-scale axial compression and tension (uplift) testing program executed on large-capacity helical piles installed in very stiff to very hard clay till soils (i.e. cohesive soils). A total of ten tests including six axial compression tests and four tension (uplift) tests were carried out. The results of the axial compressive and tensile pile load tests and field monitoring of helical piles with either a single helix or double helix are presented in this paper. Helical piles are traditionally used to support light to medium loads (i.e. loads up to 500 kN or 56 tons). However the results of the present study confirmed that helical piles can support significantly higher axial compressive loads up to 2450 kN or 275 tons, which is about 5 times traditional design loads. The study also demonstrated the high tensile capacities of helical piles which was as high as 85% of their compressive capacity. Hence helical piles can provide a viable design option for foundations supporting relatively heavy loads.

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

This paper describes in detail various problems concerning the construction of a pile-raft foundation supporting a 42-storey tower block. The subsurface generally consists of highly weathered sedimentary rock. A comprehensive instrumentation program is implemented to monitor the behaviour of the foundation system throughout the construction period of the superstructure. Instrumentation observations are highlighted in the second half of the paper.

Full scale load tests are frequently performed immediately prior to deep foundation construction to verify the design assumptions. Occasionally, load tests are performed during design development and applied to the final design for critical and non-redundant structures. We believe that full scale load tests can be very valuable and economical for projects, especially in a geologic environment where the record of full scale load testing is very limited or non-existent. The load testing for the Utah Transit Authority?s Airport Light Rail Trax project provides an example of the advantages of a load test in design development. The savings realized by the owner was in excess of $800 thousand dollars.

"Gold recovery gains in the order of one to two percent have been realized in 2009 due to changes in the operation of the grinding circuits at Barrick Gold Corporation’s Hemlo - Williams Mill. The initiative known as “split milling” involves milling low grade open pit ore in one grinding circuit and higher grade underground ore in the other grinding circuit under different conditions.The philosophy of split milling involves processing higher grade underground ore at a lower throughput rate and a finer grind while milling lower grade open pit ore at a higher throughput rate and a coarser grind. Bench scale tests showed that the recovery relationship for underground ore sources was much more grind sensitive than that of open pit ore. This relationship proved to hold in the plant. The gold recovery gain due to finer grinding of the higher grade ore is much greater than the recovery loss due to coarser grinding on the lower grade ore. Since the majority of gold is being recovered at a higher rate, this results in higher overall plant gold recovery when compared to the traditional operation philosophy of blending the ore sources.The challenges for achieving the maximum benefits of split milling were two fold; the need to increase throughput on the open pit ore milling circuit and a means of grinding finer on the underground circuit. The former was met with an increase in SAG (Semi-Autogenous Grinding) mill ball charge, a basic “drill to mill” blasting campaign and changes to the primary gyratory crusher. The latter was met with a reduced SAG mill ball charge and a higher milling density. The resulting benefits in additional gold recovered are in the order of $3-5 million per annum.INTRODUCTIONThe Williams Mill processes ore from three different ore sources, the David Bell Mine (DB), the Williams Underground Mine (WUG) and the Williams Open Pit (OP). All three ore sources are located within the Hemlo camp in Northwestern Ontario adjacent to the Trans-Canada Highway. The Williams Mill was built in the mid 1980’s at which time it was designed to process 3,000 dry metric tonnes per day through a 22’ SAG mill in series with a 16’ ball mill. In 1988 a Mill expansion doubled the mill capacity by adding a second identical grinding circuit. A photo of the current grinding circuit can be seen in Figure 1. Today the Williams Mill processes an average of 8,000 tonnes per day of which approximately 60% is from the Williams Open Pit."

The U.S. Bureau of Mines funded a project which addressed objectives concerning irrigation of native plants and inoculation of native plants with vesicular-arbuscular mycorrhizal (VAM) fungi. The specific irrigation objectives were 1) to demonstrate the performance capabilities of solid-set irrigation for reclaimed mineland conditions, and 2) to demonstrate and evaluate three irrigation concepts under two separate water supply conditions. The VAM inoculations were to assess irrigation benefits in establishing VAM relationships for transplanted native species. Following the seasonal demonstration (May to September 1983) at 3 separate mine sites, conclusions were made that apply to the 6 state Western mining industry. The demonstration sites were located in Montana, Wyoming, and New Mexico. Positive conclusions were reached for 1) the use of soil moisture sampling with or without irrigation, and 2) the selection of solid-set sprinklers as the irrigation method. The conclusions about the irrigation concepts and strategy were mixed, due to the short-term (1 season) nature of the project. No conclusions could be reached for the VAM inoculations because the study time was too short.

Successful mineral exploration is the lifeblood of the mining industry. Contrary to what the environmental lobby would have the world believe, the industry is replacing the metals it is extracting. The reserve base has not changed significantly in 20 years (Fig. 1.) Mineral exploration is a research activity. First there is the idea, the vision or the intuitive thought. The experiments follow. These involve repeated phases of data gathering, data interpretation and concept testing through drilling. For many companies, exploration is the main investment in scientific research. Each mineral exploration experiment may involve years of costly work. Despite the improving tools of science and technology, the investment remains high-risk. Only the promise of high rewards, or desire to survive as a mining company, will stimulate the necessary commitment and level of investment. Confidence that an economic return can be achieved, confidence in the science and technology being applied and confidence in the people involved are the foundations upon which successful mineral exploration is built (Woodall, 1984). The challenges facing the explorationist in the 1990s fall into two categories: - the challenge to make the activity economic; and - the challenge to make the activity socially and, therefore, politically acceptable.

The Fe-TiC composite powder was synthesized in situ by carbothermal reduction of ilmenite. The standard Gibbs energy minimization method was used to calculate the equilibrium composition of the reacting species. The effects of the reaction temperature (1300 °C - 1500°C) and milling time of precursors on the Fe-TiC conversion and powder morphologies were investigated using XRD and SEM method. The synthesized products showed that composite with iron matrix and titanium carbide as a reinforced phase was formed.
