The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

INTRODUCTION Hydraulic concentrators utilize the physical characteristics-size, shape, and specific gravity-of particles suspended in a fluid medium to effect a concentration of desired quality. Fine-coal concentrators include generally those devices which are used to clean roughly 3/4, in. (9.5 mm) top-size coals. While this size designation is somewhat arbitrary, it is consistent with current practice although some fine- coal concentrators can treat coarser coals effectively. A variety of devices have been and are currently being used to wash fine coals and include: dense media cyclones, wet concentrating tables, hydrocyclones, jigs, spirals, launders, and upward-current classifiers. As launders and upward-current classifiers have been replaced by more efficient devices, they no longer warrant consideration as fine-coal washers. And as fine-coal jigs were addressed with the Baum jig under Part 1, Section 2, and heavy media cyclones and hydrocyclones were addressed under Part 2, Section 1, of this Chapter, only the wet concentrating table and the spiral concentrator will be discussed here. WET CONCENTRATING TABLES History The current wet concentrating table evolved from continuous belt concentrators which utilized a flowing film of water to recover heavy metals. In these devices the heavier concentrate moved up the inclined plane of the belt while the lighter impurities were washed away by water flowing down the belt. The natural outgrowth of the continuous belt concentrator was the vanner, a vibrating endless belt which was first developed about 1860 by Hartwig. Later models of the vanner, such as the Frue, incorporated oscillation in a plane transverse to the direction of the water current. Excellent descriptions of these washers are found in The Cleaning of Coal, by Chapman and Mott.80 Further development of tables included the circular stationary table (Linkenbach), the multiple round table (Anaconda-Evans), the bumping table (Campbell), and finally the differential-motion table which is now used extensively for cleaning fine coals.

The Communaute Urbaine de Montreal is currently involved in construction of the South Interceptor which consists of 53 kilometers (33 miles) of 1,800 mm (6.0 ft) to 5,400 mm (18.0 ft) diameter tunnels for the purpose of collecting, storing, and delivering sanitary and combined sewage to the treatment plant. Work is divided into ten separate contracts; nine of which have already been bid. The purpose of this paper is to describe construction activities that have been performed through the end of 1986 with emphasis on a general layout of facilities, a summary of subsurface conditions, and brief descriptions of actual construction activities for the six contracts where tunneling has been performed. All projects are being excavated with tunnel boring machines.

Alkaline solution rinsing for decommissioning of an acid-leached residue was evaluated by column experiments, neutralization tests and solid characterization by XRD and SEM. It was found that consumption of a strong alkali during residue neutralization was much greater than that required to neutralize the soluble acidity. The excess alkalinity was consumed by solid-phase conversions unnecessary for the success of decommissioning. Alkaline rinsing did not reduce the time requirement for decommissioning when compared with plain water rinsing. Since no benefit is gained to compensate for the additional costs associated with excess alkali consumption, we conclude that strong alkaline solution rinsing is in fact inferior to simple water rinsing.

Attempts were made to improve the recovery of coarse phosphate particles by adding selected frothers or precoated fine particles. A number of frothers for floating, specifically coarse coal and metallic minerals, were examined. Two of the frothers increased the flotation recovery of coarse phosphate by 3% on bench scale. Plant evaluation yielded improvements in overall phosphate recovery in the presence of these frothers. Addition of fine particles was also found to enhance coarse flotation under given conditions. Size, amount, and hydrophobicity of the fines added was determined to have a major influence on the coarse flotation efficiency. The grade of the product with and without frothers and particulate additives remained the same. Change in froth stability and viscosity are believed to be the primary reasons for enhanced recovery of coarse phosphate particles.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

Providing adequate airflow to effectively dilute and remove diesel pollutants in large mine working headings is a little researched area. A simulated diesel mucking operation was carried out in the Exxon Colony Pilot Mine in Colorado to establish expected levels of diesel pollutants in dead-ended working headings. This heading was nominally 15.3 m (50-ft) wide by 9.2 m (30-ft) high. Two face ventilation systems were tested using sulfur hexafluoride tracer gas to represent the diesel pollutants. The results of these tests showed that conventional face ventilation systems operating at high flow rates could adequately ventilate diesel equipment in the 447-522 kw (600-700 hp) range, even in a dead heading 91.4 m (300 ft) in length.

"Plutonic-related" gold deposits in Interior and SW Alaska (Tintina Gold Belt) vary significantly in size, grade, vein/deposit morphology, depth of emplacement, distance from causative pluton and metal association. Metal associations such as Au-Bi and Au-As- (Sb-Hg) are a good empirical indicator of the depth of emplacement and distance from causative pluton. These associations have been used successfully in exploration. Results from several analytical techniques also suggest a phenomenological cause for these metal associations. Gold and bismuth have paired mineralogy at high temperatures and, thus, are best correlated at deposits that are deep and/or close to causative intrusions.

INTRODUCTION The prediction of the engineering behavior of a rock mass depends upon the systematic analyses of the results of an exploration program, and upon the recognition of the significant rock properties in the early stages of excavation. The variations in rock properties in different geologic terrains and the state of the geotechnical art preclude complete success in the former case, and we therefore must rely heavily on the experience gained in the latter phase. The geotechnical information obtained from these two phases is only of value to the design engineer when applied to the rock behavior during excavation and subsequent plant operation. Pertinent questions which must be answered include: how does the joint orientation and frequency effect tunnel support and overall cavern stability; how does the depth of surficial soil or weathering effect foundations or slope stability for portal cuts; are there permeable zones within the rock mass that could lead to leakage problems around penstocks and is the material in these zones soluble or likely to pipe in the long term; and does the proposed engineering structure fit the terrain, or will it inevitably lead to problems requiring extensive remedial treatment. GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. There is no straightforward and systematic method for adequately measuring blast damage in on-going mining operations. This paper considers various techniques available for the measurement of blast damage, making particular reference to recent underground hardrock mine studies. This paper concludes by indicating the importance of understanding and accounting for geology and emphasizes the need for a robust damage-audit procedure.

"Refuge alternatives (RA) provide shelter to miners trapped underground during a disaster. RA manufacturers must demonstrate that their RAs meet the Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and the management of heat that results from the RA occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements, and carbon dioxide generation that is representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current US coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in an RA. The highest likely metabolic heat generation ranged from 115 W to 135 W, depending on RA occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 LO2/h/person (0.81 ft3/h/person) and 20 LCO2/h/person (0.71 ft3/h/person), which means the margin of safety is 50% or more when compared to the MSHA requirements. Manufacturers must demonstrate that their RAs meet Mine Safety and Health Administration (MSHA) requirements for the supply of oxygen, the removal of carbon dioxide, and the management of heat that results from the occupants and the mechanical/chemical systems in the RA [1]. These MSHA requirements were based on a standard 70 kg (168 lb) male with an assumed allocation of activity of 80% rest and 20% moderate activity level [2]. The purpose of this paper is to re-examine the metabolic heat generation and oxygen and carbon dioxide requirements of miners in an RA based on actual miner size and more realistic RA activity levels based on current RA designs. The purpose of this paper is to re-examine the Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and heat generation. To achieve this, researchers took the following steps to estimate the metabolic demands and the associated heat generation, oxygen requirements, and carbon dioxide production. 1. Characterized the anthropometric characteristics of the miner population. 2. Described the metabolic rate profile of RA occupants. 3. Characterized the maintenance demands of RAs. 4. Summarized oxygen supply and carbon dioxide removal volumes. ANTHROPOMETRIC CHARACTERISTICS OF MINERS The weight, height, and age distributions of the adult male populations are summarized in Table 1. For each data set, the reported mean and standard deviation are provided. The 95th percentile (%ile) value for height and weight for each population was the mean plus 1.64 times the standard deviation."

An investigation of the removal of finely divided silica, coal, and alumina particles less than 20,µm in size has been carried out using liquid fluidized and packed beds. The bed particles used included 48x100, 100x150, and 150>200-mesh silica, corundum, and ilmenite particles. Important variables examined included surface charge, flow rate, pH and amount of bed particles. Surface charge has been identified as the most important variable in this system. Van der Waals force also assumes a very important role in the recovery of fine particles in fluidized and packed beds. In addition to interaction between large and fine particles, interaction between fine particles themselves assumes an important role in the overall recovery.

The success of any industrial mineral project requires an accurate forecast of the demand fir the material as well as accurate projections of costs and prices. This paper develops a general method of predicting mineral requirements and applies it to the case of graphite. The basic method is to explain graphite consumption in each of its major uses by the output and manufacturing technology of the using industry. Once these underlying factors are determined, they can he projected to establish future requirements. This forecast is critical to the evaluation of a new source of supply, such as the graphite resources of Upper Michigan.

The indicator random function formalism allows a common coding of hard numerical data, constraint intervals, and soft qualitative information as prior probability distributions. The soft kriging algorithm allows interpolating these priors into posterior probability distributions of the unknown. The curse of ?negative kriged grades? is solved. The consideration of additional soft information, whenever deemed necessary, becomes possible within the framework of well-proven kriging techniques.

Horizontal stresses are caused by global platetectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20o in the stress shadow of the gob. Reduction in the recovery time required and improvements in safety during a longwall face move have compelled coal mine operators to examine and use pre-driven longwall recovery rooms. The recovery entry is developed at the longwall stop position and supported ahead of time so that the required combinations of standing and internal sup-ports can be installed before the longwall face approaches. A calibrated three-dimensional finite element model, developed in conjunction with an underground test area, provided the critical components and design principals for a comprehensive parametric study. The study indicates that vertical, horizontal, and shear stresses concentrated on the outby abutment pillar corner of the recovery room resulting in deformations in the immediate roof above the primary roof support anchorage level. The results of the numerical model and field site observations indicated that the combination of the internal bolting system and the standing concrete supports are critical for the successful and safe extraction of the longwall equipment. Cable supports installed at and angle over the pillars can help stabilize the disturbed zone above the adjacent fender and outby pillars, however; standing supports are required in most sedimentary roof conditions to increase stability and assure a safe longwall extraction.

The availability of a large number of characterization techniques and commercial instruments requires that the reliability and limitation of each be carefully examined. The choice of a method may depend upon the manner in which the information is to be used, for example, in development of new processes, plant and process design, plant control, problem solving, etc.

High purity, high brightness limestone deposits in the San Bernardino Mountains and Mojave Desert region occur in upper Paleozoic carbonate rocks which are part of an upper Precambrian and Paleozoic sequence that unconformably overlies crystalline basement. The Paleozoic strata are divided into formations and members, and correlated with strata of the inner Cordilleran miogeocline. The region has been affected by multiple Mesozoic intrusive, contact, and regional metamorphic events. Structure is complex, and includes polyphase Mesozoic folding and thrusting, and complex Cenozoic structures. The area continues to be seismically active. High brightness (white), high purity crystalline limestone deposits are uncommon because their formation is dependent on several geologic processes which include; 1) depositional environment, 2) contact and or regional metamorphism, 3) folding and faulting, 4) uplift and erosion, and 5) preservation through geologic time. The complex geologic history of the San Bernardino Mountains and Mojave Desert region has allowed the formation of several large high brightness, high purity limestone deposits which are currently being mined or will be mined in the future. Specialty Minerals, Inc. (formerly Ptizer), Pluess-Staufer (California), Inc. and Partins Limestone, Inc. produce high brightness, high purity limestone from several quarries in the San Bernardino Mountains. These active mines combined with undeveloped deposits controlled by Pluess-Staufer in the San Bernardino Mountains, New York Mountains, and Bristol Mountains in the Mojave area, contain proven and or indicated reserves sufficient to sustain production through the 21st century Detailed geologic mapping, intimate knowledge of stratigraphy, recognition of complex structures, sampling, drilling and assay data, are proven tools in the discovery and delineation of high brightness, high purity limestone deposits in the San Bernardino Mountains and Mojave Desert region of southern California.

INTRODUCTION In each given set of operational criteria for tunnel design, ground conditions dictate the selection of the most appropriate construction method and tunnel lining. The designer has the responsibility to choose or restrict the choice of the tunnel lining to insure that the final solution provides a cost-effective permanent construction which will require the minimum of maintenance and endure to the benefit of future generations. This Paper deals with some of the aspects of precast concrete tunnel linings, their history and development through the years. It does not purport to be a comprehensive review of all that has ever been tried or developed but, hopefully, a starting point to encourage discussion and development for the future. BOLTED LINERS As a result of anticipating a shortage of cast iron tunnel lining in 1936 when work was proceeding on London Transport's Central Line Metro, a design for the precast reinforced concrete bolted lining was born. The design took the form of the traditional cast-iron lining but with substantial concrete stiffeners to take the shield ram forces. This new lining was used to construct some 14,000 feet of running tunnel using a ring width of 1'8" which was the standard cast-iron width of the time. (Groves, G.L., 1943)
