INTRODUCTION Face haulage in underground mines and pit haulage in surface mines are the principal domains of rubber- tired haulage vehicles. In underground mines, cable- reeled or battery-operated shuttle cars and diesel-powered load-haul-dump vehicles are used; trucks are primarily used in surface mines. Although many concerns go into the selection of rubber-tired haulage vehicles, such as clearance and tire life, the most important factor from a mine-planning standpoint is the production capability of the vehicle in the mine environment. Therefore, this chapter will address this topic. UNDERGROUND FACE-HAULAGE VEHICLES The selection process for underground face-haulage vehicles is, in some respects, much simpler than that of the other haulage systems discussed to this point. It is simpler because these vehicles, which transfer the mined material from the face to the intermediate haul¬age system, are manufactured in various size ranges to cope with the confinement of underground opening widths and heights. However, since these vehicles oper¬ated in an intermittent fashion in conjunction with a constantly advancing face, the system's lack of perma¬nence and overall dynamic nature create a more diffi¬cult situation for predicting productivity. The emphasis in this section will be on prediction of productivity. There are three fundamental steps that must be taken to analyze the productivity potential of any face¬haulage system: l) Recognize the geologic (seam thickness, etc. ) and mining (opening widths, etc.) constraints that affect the velocity/clearance aspects of the haulage equipment, and select equipment from manufacturers' specifications with these con¬straints in mind. 2) Secure the elemental times of the face-haulage system. 3) Incorporate the elemental times into an accepta¬ble mine plan. By recognizing the geologic and mining constraints that affect the system layout, parameters, such as vehi¬cle payload, tonnage to be hauled per cut, and haulage distances, can easily be determined. Elemental times can be developed in two ways: 1) In an existing operation, a time study of the dynamic system can be conducted by placing three time-study engineers at the following static locations; (1) near the loading machine, (2) near the change-out point outby the face, and (3) near the dump. By synchronizing their watches and recording the actions of the haulage vehicles at these three locations, their time studies can be reduced to provide elemental times, such as vehicle tram rates (empty or loaded), vehicle discharge times, and loading rates. 2) In the absence of an existing operation, average values for the elemental times can be provided from other mines operating in similar condi¬tions, or by the manufacturers themselves.

Limestone is potentially a low cost material for the neutralization of acid mine drainage and other acidic waters such as steel pickling liquor. Unfortunately, when limestone is reacted wit9 these waters containing large amounts of Fe , Fe+3, and SO4-2 , a coating of gypsum and iron hydroxides form on the surface of the limestone inhibiting further neutralization reactions. The nature of these coatings, their morphology, composition and thickness were evaluated using the scanning electron microscope and microprobe, and the kinetics of limestone dissolution was studied both in the presence and in the absence of the reaction-inhibiting coatings. These data were then correlated with the solution chemistry.

Work has shown that the use of high-pressure water jets enhances the performance of mechanical cutting in very hard rock. To assess the potential of this approach for use in conjunction with free rolling cutters, a series of tests has been conducted using both disc and button type cutters, to determine the relative effects, on cutter performance, of variations in relevant jet and cutting parameters. In these tests it was found that water jet assistance can result in reductions in the forces on a free rolling cutter typically of the order of 40%.

This paper presents an overview of some of the basic issues related to tunnel construction in the presence of flammable and toxic strata gases. Gas properties and possible sources are outlined for the various gases that are commonly encountered underground. Assessment of potential gas hazards prior to construction is discussed. Measures for mitigating the problem during construction are summarized. This RETC Session on Gassy Ground has been organized by the Underground Technology Research Council (UTRC), Technical Committee on Gassy Tunnels.

Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

The Kidston gold discoveries were originally made about 1907, and by 1934, 1.76 Mg (62,000 oz) of gold had been produced from placer and lode mining of higher grade, most¬ly oxidized gold ore. As mining in the lode ore penetrated deeper, costs increased and the world gold price stagnated. The lode or underground production averaged close to 6.9 g/t (0.2 oz per ton) Au for the 201 kt mined. No mining or development took place from 1934 until 1965. Kidston's high grade ores were exhausted by 1934. From 1965 to 1976, exploration had developed 3 Mt of about 3 g/t (0.88 oz per ton) Au. Placer Pacific acquired rights to the property in 1976 and began a geologic and engineering study of the district. It was clear that the deposit had the potential for becom¬ing a large-tonnage, low-grade producer. However, explora¬tion had to discover the tonnage and grade and engineering needed to solve the obstacles of production costs. Bulk material handling problems were addressed by Placer's wide experience in open pit mining, and the increase in work index accompanying deeper ores was handled by Placer's metallurgists. The matter of power for the operation was solved by engineering studies. These showed that power could be generated and brought in economically. The price of gold also increased after 1976, and this helped in the economic analysis. The Kidston discovery since 1976 is really a combination of good exploration geology and careful engineering plan¬ning that overcame the obstacles presented by ore characteris¬tics and the location of the deposit. In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

This paper describes and demonstrates the application of systems analysis and mathematical modeling techniques in the planning of actual tunnel projects and research and development to improve tunneling techniques. A recently completed tunnel project located in Utah is used as an example. Although cost estimating computer programs are used in tunnel project planning, the introduction of performance modeling, simulating the time to excavate, has added advantages that are explored here. The performance/cost tunneling model (TM) described herein mathematically simulates on a high-speed digital computer the important activities of a number of tunneling techniques accounting for activity interactions, variable external environments, mechanical failure, and other uncertainties. A cost accounting segment is included to facilitate cost-effectiveness comparisons. It is shown that, when combined with informed judgment and appreciation of limitations, the TM can be a useful tool that may help improve tunneling operations and cost estimation, for example, by achieving more balanced system designs or bounding the performance/cost implications of geologic and other uncertainties. Ultimately, this might lead to more competitive bids and greater profits. The need for systems analysis and modeling in tunneling research and development (R&D) is well recognized and documented.(1-5) In R&D one must seek broadly useful solutions to the basic problems of face fragmentation, materials handling, ground support, and environmental control. These solutions must take account of the interdependence of these elements and, for a variety of ground conditions, the limitations or constraints that any innovation in one element may impose on total system performance and cost. The most perplexing problem that has confronted mining engineers since the dawn of mining has been strata control. For the purposes of this paper, strata control will be defined as control of ground in the immediate area surrounding the, mine opening. To prevent movement of the surrounding strata into underground mine openings, miners have traditionally relied upon some type of artificial supports placed within the openings and located in a manner determined by trial and error from previous experience. Without the means to measure changes of stress in the supports and within the mine structure itself, an evaluation of the efficiency of the supports and mining system was impossible. Strata control thus remained an art with very little application of science. During recent years a revolution has occurred in mining. The modern mining engineer is contented no longer-with trial and error methods but is utilizing all the technological information at his command to obtain a solution to this age old problem. However, serious problems have arisen due to the lack of certain basic knowledge in three important areas: 1, The original stress distribution within the earth strata prior to mining. 2, Redistribution and concentration of the original stresses with mining activity. 3. The properties of rock that are significant in failure and its prevention.

In view of the success of recent laboratory studies using X-ray computed tomography (CT) to determine coal washability and with the availability of high-speed CT systems, it now seems possible to design an on-stream washability system for the control of coarse coal-cleaning circuits. Design features for such a system are examined and possible control strategies are discussed for different applications.

The paper gives a short resumé of the findings of the joint US - Swedish "Mechanical Boring (MB) or Drill and Blast Tunneling (DB) ? Workshop" in Stockholm December 1976. New developments and trends in both MB and DB techniques in Europe since 1976 are described, and information is given on some interesting new projects. Differences in contracting principles between the US and Europe lead to different practices for preinvestigations, design, excavation and arbitration and legal affairs. It is shown that this often leads to a higher cost in the US than in Europe for similar excavation jobs. A typical US tunnel job also has more men on the site than a similar job in Europe. This adds to the cost difference and is only partly balanced by a slightly higher rate of excavation in the US. A comparison is made between two quantitative methods of predicting MB penetration rates. These are in reasonable agreement. A probable future development in machine design is an increase in cutter load towards perhaps 25 tons per disc where the tunnel diameter is large enough to house the machine size dictated by the size of the very large electric motors required. Recent European developments in drill and blast technique include improved methods for cautious blasting, precision hydraulic drilling of small diameter holes, and non-electric interval blasting techniques. These developments still keep the drill and blast method ahead of mechanical boring costwise for tunnels in igneous rock whereas for most sedimentary materials mechanical boring has a lead, particularly for long tunnels.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health and- ministration (OSHA) are accepted by MSHA relative to coal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. "A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. In tunneling through water-bearing formations, the expense of controlling the water can have a major impact on overall project cost. The author has seen the cost of an eight-foot, finished sewer tunnel rise from under $500 per foot to over $1,000 when a water problem, anticipated as modest, became severe. There is need for greater professionalism in the approach to groundwater control. The days of the forked stick should be behind us. The basic technology exists. Its application is not yet widespread. This paper discusses predrainage; that is, the lowering of water in advance of tunnel excavation. Both free air and compressed air tunnels are considered. Examples from recent tunnel projects are described. SPECIAL NATURE OF TUNNEL DEWATERING Tunneling is unlike other excavations below the water table in a number of significant ways. The tunnel excavation is always on the critical path; if production slows or stops, there is no other work for the heading crews, no other work to carry the cost of service crews and job overhead. The dewatering commitment must be made well in advance. Construction of wells, and pumping down take time. After the heading reaches a trouble area, time is not available
