Sometimes a project is born easy, sometimes a project has a hard time being born. Probably every project can say we had tremendous problems to overcome and they would all be right. This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

In 2018, the German Federal government decided to phase-out the energy production using coal-fired power plants and to terminate lignite mining completely by 2038 at the latest. This decision will impact approximately 60,000 jobs. It will have an enormous impact on the socioeconomic development especially in all German lignite mining regions. To avoid economic and political friction, it is of utmost importance to achieve a sustainable transition towards a post-mining era and to offer residents in the mining districts perspectives for a good future that include adequate job opportunities. In this context, the German government is providing massive structural aids early on. As previous closure experiences from the German hard coal mining industry have shown, it takes at least a generation to overcome the effects of a strategic closing decision of this magnitude. Therefore, the planned closure process appears to be a long time at first glance. In fact, however, it is not.

"A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. There is general understanding of hoisting systems throughout the mining industry. However, the relative importance of the various parameters influencing hoist selection and utilization is not completely understood. In order to determine if these parameters can be identified and prioritized, data covering 613 hoist installations were compiled. The 613 installations represent hoisting systems in 30 countries on six continents. This study compares data to historical trends, correlates design parameters in an attempt to identify underlying selection criteria, and comments on the apparent trends in recent developments in hoist design.

In 1977, Vertical Crater Retreat (VCR) Mining was developed at the Homestake Mine and by 1983 had become a fully integrated mining method contributing 60% to total underground production. VCR has proven successful for continuous ore blocks exceeding 55,100 tons (50,000 st) with dips greater than 60" and provides a productivity average of 39 tons (35 st) per man shift (tpms) which is 92% greater than Open Cut-and-Fill. Discontinuous ore bodies, small pods, or flat structures not amenable to bulk systems are mined with Mechanized Cut-and-Fill (MCF) and have been able to achieve a 32 tpms (29 st) average productivity. Small, low grade, remnant ore bodies were not economically viable with large scale bulk techniques and couldn't support the development required for a MCF system. As a result, Homestake began researching modified bulk mining methods to increase production rates and maintain safety, while lowering costs. A modified version of VCR with significantly diminished development was prototyped in an effort to reduce initial capital investment and expedite the production phase. This modified method is called Small Block Vertical Crater Retreat (S. B. VCR). Geology The Homestake Gold Mine is located in the northern Black Hills of South Dakota at Lead. Having been active since 1876, it now extends from the surface to the 2,440 m (8000 ft) level underground.

A heavy mineral sand sample was tested containing 13% heavy mineral consisting of rutile, zircon, and ilmenite. Eleven tests were run at a mill site with a Mineral Deposit Limited MG 4 spiral to determine the effect of the addition 0; magnets to the spiral compared to conventional gravity separation. Different magnet configurations and field strengths were tested. Optimum results were obtained with the spiral retrofitted with magnets. The heavy mineral content of the concentrate was increased from 55.5% in the control to 64.2% with the magnets. The 8.7% improvement in heavy mineral recovery was due not only to the weakly-magnetic ilmenite, but also to increased recoveries if the non-magnetic zircon and rutile. The increased recoveries were achieved with no loss of concentrate grade.

In this time of increased coal demand, a faster and safer method for roof support is needed. This report outlines the preparation and testing of a machine which we feel will help answer this need. The results of the tests are encouraging, and indicate that further exploration of the method should be continued.

Current mining regulations require revegetation in reclaiming surface nines. Excessive soil compaction can be an impediment to successful revegetation in poor soil conditions common to Eastern coal nine sites. A field study was performed to determine the bulk densities of soils that had been spread by either bulldozers or scrapers at a strip nine site. Moisture-density relationships for the soils were determined from the field samples. These were compared with stockpile samples compacted by the Standard Proctor compaction test. The results of the study indicate that the degree of compaction could be lessened through proper soil handling procedures.

The introduction of continuous papermaking in the early 1800's was the beginning of the industry as we know it today. Since that time, the majority of the paper produced has employed an acid process. However, in the mid 1960?s, European producers began a transition to an alkaline papermaking process. Early European mill conversions to alkaline papermaking begun in the 601s, accelerated during the 1970's influenced by the dramatically higher cost for OPEC energy as well as the high cost of fiber and imported filler clay.

The growing demand for energy combined with the need to protect and preserve the environment have become prime considerations in the design of efficient coal handling ports and their associated stockpiles. The transportation system is analogous to a connected chain which originates at the mines and terminates at steel mills or power plants, in which the port and the stockpile reserves are a vital link. Railroad transportation costs can be minimized by rapid discharge of the cars which, in turn, requires that an adequate stockpile system be available. Ocean transport costs can be minimized by having an efficient high capacity ship loading system and sufficient quantities of coal on hand -all of which also requires an efficient stockpile system to meet shipping demands. The connector between the two modes of transportation, therefore, is the port stockyard. It is here at the interface that optimization of land utilization and materials handling equipment results in a total transportation chain that can operate as a smooth efficient system. Multiple origins of coal require the simultaneous handling of large quantities of coal of many grades. Railroad transportation logistics often limit and define the incoming arrival patterns and limited rolling stock often require priority treatment for railroad operations. The physical limitations of prime ocean frontage require that coal stockpiles be built close to residential or industrial areas which entail strict environmental controls. Large capacity, enclosed coal stockpiles for ocean shipping have not yet been considered feasible but may be forthcoming in the near future. Several have been analyzed.

The first time that a geologist is confronted with the necessity of evaluating a lateritic ore deposit, he may feel that nothing could be easier. Why should there be any problems in making an economic evaluation of a relatively flat-lying, surficial ore body? After several hundred thousand dollars worth of frustrating work often culminating in a series of non-reproducible data - the evaluator may be a sadder and wiser man. This paper will try to illustrate why the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist - and, more especially, how this problem can be solved. Volumes have been published on descriptive and genetic studies of lateritic ores. Obviously, there is time today only for the briefest description of such an ore body. The laterite is a soil formed under tropical conditions and resulting in the concentration, within the soil zone, of certain tri-valent metals.- especially, aluminum and nickel. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of, partially altered bed rock or saprolite. The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

As one of the major suppliers of the chestnut Ridge energy center, Rochester and Pittsburgh Coal Company continues the search for more efficient haulage systems. This search is one that is essential in providing coal to the Keystone and Homer City power plants at the most economical cost. These two electrical generating plants located in west central Pennsylvania are part of the energy center which consists of four generating stations. Prior to the time the two stations were put on line, August, 1967 for Keystone and August, 1969 for Homer City, our company made the decision to rely on belt conveyors from the section to the surface to provide for continuous main line haulage. The proximity of these generating stations to proven reserves allow for minimal truck haulage and minemouth setups. With the addition of seven new mines, in the past ten years, revisions have been made on the original setup to interconnect the haulage of several mines to deliver the product by belt to the power plants.

Evidence for the floatability of sulphide minerals without collector is analyzed and it is shown that results obtained with ores, in contrast to those with single minerals or mineral mixtures, depend on many additional variables, some identified and others not. Because of the prevailing low levels and costs of collectors for most sulphide ores, it is unlikely that collectorless flotation will have commercial applications, so that continued research on the subject may be justifiable on theoretical but not on practical grounds.

This paper presents the results of an extensive study concerning a series of roof falls in a room-and-pillar coal mine located in West Virginia. Three dimensional finite element modeling was employed to identify the possible causes for the roof falls. The effectiveness of possible roof control measures for alleviating or eliminating the adverse roof conditions is analyzed, discussed, and compared. The best mining alternatives are recommended. It has been found that large overburden depth and typical roof geology are the major reasons for the roof falls. Angle bolting may not solve the problem encountered in the mine studied. Changing the mine layout currently used in the mine appears to be the best alternative. The recommended pillar size and entry width which will eliminate the problem completely are 90 ft. x 90 ft. and 14 it., respectively.
