HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Northwest Boring, Inc. (NWB) deployed a skinned up AVN 2000AB Microtunnel Boring Machine (MTBM) to install 7.5-foot long, 118-inch outer diameter reinforced concrete pipe (RCP) sections along an alignment between the Fremont (FRS) jacking shaft and the 3rd Avenue (3RS) receiving shaft for the Ship Canal Water Quality SCWQ Project. The alignment includes: a 67-foot long straight section, a 367-foot long curved section excavated along a 650-foot radius curve, followed by a 182-foot long straight section. This paper describes the project including planning and design, manufacturing, equipment installation in the 90-foot-deep FRS jacking shaft, egress through the secants and microtunnel operations required to complete the shaft and install the required casing pipes.

Recent advances in personal computer technology allow movies of various types to be made and displayed on PC and Macintosh computers. An interesting application of this movie technology is animation of computerized geological models. These movies, which can be most easily constructed along rows, columns, and benches of block models, allow an ore body to be more easily and quickly visualized than the traditional method of flipping back and forth through various sections.

Consolidation Coal Co. tested the agglomeration of fine coal using a laboratory pellet mill. The principal operating variables examined were feed coal moisture, coal size distribution, and additives to the feed coal. The moisture of the feed coal was found to be critical to both the pellet mill operability and the product strength. Coals, with feed moistures too high to pelletize, could be pelletized if mixed with lime or a water absorbent material. The addition of dry starch binder improved the product strength.

In 1936 a young Dutch geologist discovered an exposed ore mountain in the remote, mountainous province of Irian Jaya, Indonesia. This was the beginning of one of the most overwhelming challenges ever faced in obtaining mineral resources from the earth. The challenge was to traverse mangrove swamps and reach deep into the almost impenetrable jungles of the Jayawijaya Mountains which have an elevation of 4900 meters (16,000 ft.). The target was an almost inaccessible mountain of copper ore.

After half a million meters drilled with Wassara we are now confident that ITH hammers powered with simple water will become an established product for production drilling. Today four drill rigs in LKAB Malmberget equipped with Wassara drill about 25 000 m per month of 4 1/2" holes. In Kidd Creek, Canada, Was sara is used for production drilling in stopes with good results. The first Wassara 6" hammer has drilled a 36 meter long, completely straight horizontal cut hole for drifting in the LKAB Malmberget Mine. Main advantages are about doubled penetration rate, very good air quality and improved hole cleaning which facilitates stabilized drilling. Disadvantages are resistance to new technology and, in some cases, the increased use of water.

The new process consists of the selective coalescence of fine hematite particles by fine magnetite. The gangue minerals are dispersed by some dispersant; thus it can be separated by desliming. This process is particularly suitable for fine-grained hematite/magnetite-type deposits.

The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.

A number of mineral processing techniques have been adopted for the separation of the plastics making up a typical beverage bottle, and a complete flowsheet developed. Thus, size reduction, heavy media separation and flotation were used to separate PE, PVC and PET from their mixtures with cellulose fibers and aluminum, which makes up the cap of such bottles. It is shown that while heavy media separation allows the separation of a PVC/PET mixture from the solid waste, froth flotation can be readily used to separate PVC and PET from a mixture of the two. For this purpose, the differential action of an alkaline aqueous solution (PH=II) which contains methanol and MIBC as surface tension control agents has been found to be a suitable flotation medium. This paper reports some aspects of the flotation flowsheet developed for the separation of plastics from municipal solid waste mixtures and PVC from PET.

In 1970, recognizing the great need for an economical, high capacity chemical oxidation process for wastewater treatment, Houston Research began a fundamental study of the available technology, Included was waste characterization; oxidation chemistry for molecular oxygen, ozone and catalyst initiators; kinetics of reaction; gas-liquid contacting methods; and optimization of staged reactors for mixed wastes. Although ozone is the most powerful oxidizer available, the literature contains contradictory reports of its speed and effectiveness. It is now felt to be most likely that many of these early investigations were limited by the ineffectual transfer of ozone from the gas phase into the liquid, and so the investigators were really observing the effects of mass transfer and erroneously trying to interpret the results as if they were chemical reaction data. HR's work considered the cost and effectiveness of gas-liquid contacting in a packed tower, gas sparged contactor, ejector with hold-up tank, and a completely mixed, sparged contactor. The sparged, mixed contactor was found to be most effective and least expensive, and a later investigation settled on the reactor configuration shown in Figure 1 because of its effectiveness of mass transfer and because it lends itself to direct scale-up techniques using laboratory data to design larger reactors.

Many existing tunnels have deteriorated as they age, requiring a massive amount of investment for their rehabilitation. The tunnel of interest in this paper is being rehabilitated by adding precast concrete arch panels under the existing concrete ceiling, and measuring the gap between them was the objective of this research. For this purpose, a mobile 3D laser/thermal scanner was used for scanning the tunnel, especially for the purpose of measuring its profile. To calculate the gap, the distance between the tunnel profile and the theoretical profile of the concrete arches was measured. Additionally, an in-house program was developed using MATLAB to automate the data processing to determine the above-referenced gaps. Results were provided in the form of heat maps showing the measured gap.

Iron, cobalt, and nickel in waste ferric chloride solutions were separated from each other by solvent extraction. The iron was extracted from the cobalt and nickel by the use of methyl isobutyl ketone, and then the cobalt was separated from the nickel by the use of a high-molecular-weight quaternary amine dissolved in a solvent of high aromatic content.

General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. The US Bureau of Mines studied the mechanism of shear flocculation of silica with stearic acid. At pH 6 and 12, shear flocculation of silica was not observed with the addition of up to 4.5 x 10-4 M (5 lb/st) stearic acid. However, in the presence of 0.1 M NaCl at pH 6, shear-flocculation was observed at stearic acid concentrations = 10-4 M (22.5 lb/st). Adsorption of stearic acid on silica was studied using stearic acids spin-labeled with a doxyl group. The presence of the spin-labeling group did not greatly affect the shear flocculation properties of stearic acid. Adsorption of labeled stearic acid on silica was measured as a function of surfactant concentration with electron paramagnetic resonance (EPR) spectroscopy and gas chromatography (GC). The GC results indicated that the stearic acid was predominately adsorbed on the surface at concentrations above 10-4 M. From the EPR spectra, the formation of aggregates of stearic acid was apparent at concentrations of approximately 10-5 M (22.5 lb/st). The results are discussed in terms of a possible mechanism for shear flocculation.

In 1966 Central Ohio Coal Company and Bucyrus-Erie signed a contract authorizing Bucyrus-Erie Company to design and build a 220 cubic yard dragline. This dragline would be used for stripping overburden from their coal reserves located near Cumberland, Ohio. The size of the machine was arrived at after a thorough application study of their annual coal output requirement, depth of overburden and type of terrain. The design and construction of this machine which has been designated by BECO as model number 4250-W is the title of this paper. Size wise based on machine weight the 4250-W represents an increase factor of three over our largest current dragline. Probably the easiest way of presenting a machine of this size is to build it from the bottom up.

After the presentation of a co-authored paper, "The Cost of Transporting Ores and Raw Materials in World Markets", at the February SME meeting, one questioner commented, "You have been talking about the large shipper and ship loads. What does the small shipper do?" This paper will attempt to answer that question, at least in part. Probably the questioner hoped to hear about specific new tools and new techniques that he could apply. But one paper could only scratch the surface of the vast fund of information available; so rather than talk specifics we should take basics, that is, people, management and technology.

FirstMiss Gold Inc., formerly FRM Minerals, Inc., is heap leaching gold from difficult, low grade ores at the Getchell Gold Mine in Humboldt County, Nevada. A two-thousand ton per day facility is leaching material from waste dumps from old operations and from small, satellite deposits around the main orebody. A three-thousand ton per day pressure oxidation mill is under construction to treat sulphide gold ores in the main deposit. The Getchell gold deposit occurs in a wide fault zone in carbonaceous, calcareous sediments and intrusive rocks. Intense clay alteration is typical within the mineralized zones. Silicification is a less dominant alteration phase within the ore. Gold in the upper oxide portion of the deposit occurs both in a free state which is leachable and complexed in fine disseminated pyrite which is not leachable. Gold in the lower sulphide portion of the deposit is almost entirely complexed in pyrite. Abundant arsenic sulphides and variable amounts of remobilized carbon are associated with the gold mineralization throughout the deposit. The waste dump material being heap leached was derived from the upper portions of the gold deposit. The dumps contain high quantitites of fines, clays and sulphides of iron, arsenic and other trace elements. No stockpiling of low grade materials was attempted during the old mining operations, therefore, the dump material is highly variable and unpredictable. Dow Chemical Co.'s research in lignite gasification has required that the fuel be upgraded in terms of ash loading and the slagging character of the residual ash. Lignite beneficiation has been shown to substantially reduce the total ash loading and, in some cases, causes very significant reductions in slag viscosity. In support of this work, a slag viscometer was constructed and the viscous flow properties of lignite ash were run as a function of temperature and composition. The flow as a function of temperature was shown to be predictable from the chemical composition.
