The great importance of aggregates as a basic building and maintenance material for both public and private projects makes the identification and availability of this valuable resource imperative for our economic and social well being. This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. What is the "Classification and Designation" process and how is it working?

The physico-chemical interactions among minerals such as olivine, chromite and serpentine; the most commonly present ions in solution such as Ca and Mg; and flotation reagents such as EDTA and oleic acid were investigated. The study was conducted via release tests, electrophoretic measurements and microflotation of selected minerals coming from the Kukes deposit in Albania. The results were confirmed in beneficiation tests on two ores, one from the Kukes (Kalimash) deposit and the other from the Rizo deposit in Greece. It was demonstrated that, when Na-oleate is used as collector, chromite, olivine and serpentine can be separated at pH 2.5 and/or pH 5.5 when employing ethylenediamine tetraacetate (EDTA) on previously deslimed material. This approach ensures flotation concentrates with a Cr203 content better than 50% with a recovery of more than 75%.

Uranium precipitation from an eluate using hydrogen peroxide has been studied in a laboratory continuous unit. The important process parameters were the dosage of H2O2, reaction pH and chloride ion concentration. In the process, the alkaline eluate is acidified to a pH of 2, then H2O2 at 110%-130% of the stoichiometric requirement is added, and finally NaOH is added to maintain a pH of 4 for one hour to complete the precipitation and settling. The chloride content in the system is controlled to 50g/L or below by rejecting part of the decant solution. The process has been successfully employed in commercial operations. The uranium recovery is complete, while the precipitate settles rapidly and can be processed to high purity yellow cake without filtration.

Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

The properties, origin and industrial uses of kaolin clay are briefly reviewed. The general waterwashed beneficiation process is described. Yost aspects of filtration and solids-liquid separation as practiced in the kaolin industry are mentioned along with devices that are currently in the developmental stage. The paper focuses heavily on the well known art of rotary vacuum filtration, including general construction and operating details. Devices under investigation that might be used to mechanically or electrically dewater clay slurries to higher cake solids levels than can be achieved with rotary vacuum filters are described briefly.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. INTRODUCTION Shotcrete can be defined as spray-applied concrete with a maximum size aggregate in excess of 9.5 mm (0.375 in.). The concept evolved from guniting, which uses smaller aggregate and generally produces concrete with poorer physical properties. The larger aggregate used in shotcrete requires less water in the mix, while offering larger bonding surfaces, thus imparting greater tensile and compressive strengths. TYPES OF MACHINES Two basic designs of shotcrete machines in general use are the wet or prehydrated zero slump and low slump type, and the dry or nozzle hydrated machines. Fig. 1 shows a typical zero-slump machine in a con¬figuration commonly used for small-volume require¬ments. The prehydrated zero-slump machine mixes exactly proportioned batches in a sealed pressurized chamber. "Slugs" of hydrated shotcrete mix and com¬pressed air are sent through a distribution hose to the nozzle where the wet mix emerges as a spray. The spray is directed onto the rock surface by the nozzle operator. The low-slump machine is similar, except that a thick slurry mix of aggregate is delivered throughout the distribution hose to the nozzle. Fig. 2 shows a typical low-slump shotcrete machine used in moderate-volume applications. The nozzle-hydrated shotcrete machine accepts a premixed "dry" (4 to 6% moisture) batch of aggregate and cement. A constant feed of this mix is directed by compressed air through the distribution hose to the nozzle. At the nozzle, water for hydration is introduced into the emerging spray. The hydrated mixture is di¬rected onto the rock surface by the nozzle operator. Fig. 3 shows a typical dry-mix machine. The major difference between the two basic machine designs is the consistency of the shotcrete quality. Pre¬hydrated machines have high degrees of consistency and produce high-strength concrete, resulting from their ability to produce exact mixtures of zero or low-slump concrete within the machine. Nozzle-hydrated machines tend to produce poorer quality concrete because of the difficulty in controlling the water content at the nozzle. Water input essentially is an art. As such it is not precise, and the shotcrete produced is of variable quality. MATERIALS HANDLING Materials handling presents a problem to either type of shotcrete machine. In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and wash- ability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected was statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size-consist, and yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.

Utah International's Shirley Basin Mine is located in the Southeastern High Plains of Wyoming at an elevation of about 7,100 feet. The Shirley Basin area is a gently rolling semi-arid land. The uranium ore zone occurs at depths ranging from 270 to 350 feet below the surface. Overburden consists of poorly consolidated sandstones, siltstones, and clays. Underground mining was begun in 1960. Conditions were made difficult by high rates of water inflow and ground support problems. The development of a solution mining I or in-situ leaching technique allowed underground operation to be abandoned in 1964. Solution mining provided limited production from 1963 to July 1970. In January, 1969, large scale development of open-pit mining was begun. A 1,200 ton per day mill went "on stream" in March, 1971.

Pinson Mining Company was formed to develop a gold orebody located in northern Nevada near Winnemucca. A feasibility study was undertaken in 1979 by a consortium of three Toronto-based mining companies and a Reno-based exploration company. The study indicated a viable project with gold priced above $225 per ounce. A project manager, and mine and mill superintendents, were hired in late 1979 to expedite the development of a 1000 ton per day mine-mill complex. Plant design engineering was contracted with Industrial Design Corporation in Salt Lake City. Three experienced plant metallurgists representing Pinson were stationed in Salt Lake to guide the work of Industrial Design. Among the many design criteria spelled out by Pinson, foremost were bringing the mill on line as quickly as possible at minimum capital cost. Fourteen months after the beginning of design engineering, the completed Pinson mill became operational. Total capital cost, including mine development, was $18 million. The Pinson project has proved to be far more than viable; the entire capital cost will be recovered within 18 months of the mill start-up.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

The trend in open pit mining has been to maintain cost competitiveness through economies of scale, particularly by implementing larger trucks and shovels. This paper considers the potential adverse impact of such scale adjustment, however, on dilution, maintenance, flexibility, and other aspects of operations. It examines the mine production characteristics affected by increased equipment size and attempts to quantify the impact on the overall operation. Reference is made to data from operations that have experienced a variety of equipment size ranges changes over the last decade.

When an open pit mine is deepened, more and more waste rock must normally be removed. Techniques for optimization of open pit design are well-established within the mining industry. The recommended method is to choose the open pit alternative with the highest net present capital value of open pit and future underground mining. When the open pit is mined out, the operation must be closed, or, if it is profitable, mining must start underground. When planning an underground operation we experience the same type of optimization problem that occurs when determining the optimal depth for open pit mining. When mining underground the ore body is often divided into a number of areas, blocks or slices, each containing a transportation system with trains, trucks, conveyors, etc. When all the ore within such a part of the deposit is extracted, the operation must be closed, or, if it is profitable, a new transportation must be developed. The question that now arises is: how large a pan of a deposit shall be included in the first development and how much shall be left for future consideration?

During the last 30 years, at least ten authors have dealt with startup ("ramp-up') times for minerals beneficiation, hydrometallurgical, and/or pyrometallurgical plants. Most have attempted to identity the reasons for delays and some have suggested attributes common to successful startups, as well as those shared by unsuccessful ones. The most recent has advanced a project characterization matrix as a predictive tool for qualified users. This paper will summarize past work, will review cause and effect, will outline an approach for refining our ability to avoid costly delays, and will seek guidance from professionals most likely to use such a tool. INTRODUCTION During the last few decades, many billions of dollars have been lost by investors in mineral industry projects that did not perform as well as their developers had hoped. The most common form of failure has been the inability to generate a profit quickly, and delayed achievement of planned production rate has been the chief cause. Minerals processing projects are by no means the only kind of plant to suffer from startup delays, as some authors cited in this paper considered inorganic chemical plants and other types of facilities. Furthermore, mines are not without fault and there have been many that were closed after years of disappointing performance. However, our interests as a group are most sharply focused on mineral processing and our database for such projects is relatively extensive. It is sufficient to say that the conclusions made or repeated in the following text can be readily extended to most types of projects.

Unmodified pneumatic rock drills may have noise levels of 115 to 130 dB at the operator's position. Experimental modifications have been made to a standard drill to suppress the noise from the three main sources: the air exhaust noise, the noise radiated from the drill, and the resonance noise of the steel drill rods. A prototype model developed at the Bureau of Mines, Rolla Metallurgy Research Center, operates at a noise level below 100 dB. A close-fitting case and muffler unit, consisting of a metallic skeleton filled with viscoelastic absorber and having a durable cover, provided both muffling and noise absorption. Damping alloys were used at strategic points in the drill. Drill steel resonance noise was reduced by a constrained-layer treatment on the outside of the drill rod. The singular and combined effects of the treatments are presented in detail.
