How to obtain optimum slope angles for future open pit mines using the rock mechanics approach is the subject of this paper. In the past ten years significant developments in open pit rock mechanics have come about. This has been due to the mining industry's need for the steepest, yet safe, pit slope angles attainable. Requirements for economically achieving slope stability and the actual payoff that may be achieved through stability studies have been previously discussed', by stability engineers. While the emphasis has generally been placed on the concept of "stable slopes" in the past, it is suggested that emphasis now be placed on "optimum slopes" or "optimum slope angles". A definition of an optimum slope angle is one which (1) is as steep as possible and practical from orebody and mining constraint standpoints and yet, (2) maintains the accepted standard of safety defined by a safety factor against failure and/or a probability of failure. In other words, the emphasis is placed on achieving practical stability results as defined by safety and economic considerations, as opposed to simply achieving stability. The essential purposes of this paper are to (1) outline the need for optimum slope angles, (2) discuss the procedures for using the rock mechanics approach in slope angle design for a future open pit and (3) specify the end results that may be achieved by using such an approach. While the basic concepts and recommendations outlined in this paper may be equally applicable to soil as well as rock slopes, the emphasis and procedures have been directed at rock slope angle design.

NIOSH researchers and an industry partner conducted an investigation to study the effectiveness of ergonomic interventions in mining. The study required a significant commitment of time and resources from the cooperating site, Bridger Coal Company. This paper focuses on some of the challenges faced by the researchers and their cooperator. Challenges included the need to redesign methods of identifying and prioritizing injuries, and the need to train the workforce in ergonomics while still maintaining progress and interest in the process. The authors discuss some practical interventions implemented by Bridger Coal to date, and discuss future research implications brought about by PacifiCorp’s Generation Business Unit, who monitored the project to determine whether an employee-owned ergonomic process could be implemented throughout their operations.

The semiautogemus grinding circuit at the Utah Mines Ltd., Island Copper operation, located on Vancouver Island, British Columbia, is described. Since startup of the operation in 1971, grinding circuit throughput has been progressively increased from the initial design rate of 90 000 (99,000) to the current average 45 000 t/d (49,600 stpd) of porphyry copper ore. Key developments ad modifications in operating and maintenance practice that have contributed to this increase are reviewed.

The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. The geology of the deposit is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks and an extensive crystal-lithic tuff debris apron. The orebody is hosted by intracauldron sedimentary rocks and breccias. Fluid inclusion data suggest that silver, lead and zinc were transported as chloride complexes and precipitated by cooling in veins from <5% (by weight) NaCl eq. fluids at 170° to 215°C. Silver spatially and perhaps temporally associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

Spalding DeDecker Associates, Inc. (SDA) designed a tunnel project that fulfilled the Sustainability Objectives of Social Equity, Environment, and Economics. The project translated the principles of Sustainable Development into actions that lessened the impacts of construction on environment, lives of residents, businesses, traffic, and other social systems (i.e., shopping, recreational, and educational). The project involved the construction of a 16,108 feet of 84 inch diameter sanitary sewer interceptor by tunneling 40 feet beneath the ground surface through difficult geological and hydrogeological settings. An effective public information and stakeholders relationship program was developed to achieve the stated objectives of sustainability.

It has operated for more than 70 years and has all the markings of being one of only a handful of mines that will exceed 100 years of operations.Is there a common theme, or thread throughout the 125 years?Yes, Hecla has always had a solid core of high-quality and long-lived assets, positioning the company to survive times of low prices and reap the rewards when cycles turn and higher prices are realized. The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.&apos; The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China&apos;s chemical and fertilizer industries. At last count, China&apos;s phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China&apos;s phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China&apos;s present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China&apos;s nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country&apos;s development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry&apos;s development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China&apos;s fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country&apos;s 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem&apos;s solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43&apos;S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. There are no particular nor unique features of iron mining that are not shared in some degree by all mining ventures everywhere. There are, however, at least three problems that have acquired a special emphasis from a unique cause. That cause is the embarrassment of riches under which the industry is suffering. The most obvious&apos; feature of iron mining today is the copious abundance of usable ore and its almost universal distribution over the face of the earth. By the term "usable ore" is meant ore that is amenable to reduction by the usual and conventional processes. Amidst this plenty, three problems become acutely emphasized: 1. The geographic location that will provide a mine with the best market opportunity. 2. The size of the orebody that will be required to&apos; return the preproduction investment. 3. The geometry and configuration of the orebody that will permit quality control measures to be effectively executed.

Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region&apos;s early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake&apos;s brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake&apos;s mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake&apos;s greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State&apos;s West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the NIOSH Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron, carbon steel), three types of liquids (diesel fuel, hydraulic fluid, engine oil), four air ventilation speeds (0, 0.5, 1.5, 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperature. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.
