Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

Representative samples are required from process streams in order to accurately measure chemical and physical characteristics. This information can then be used by process operators and metallurgists to evaluate the process and effect control actions for the operation. The capture and presentation of representative samples can be critical to measuring values, such as elemental analysis and particle size, with on-line or near-stream analyzers. A comprehensive multi-physics model has been developed and used to better understand the effects of slurry flow and particle segregation under certain operating parameters. An algebraic slip model coupled with a free surface algorithm is used to track motion and position of particles and phases within a specified geometry.

Barrick Gold plans to have four new gold mines in production by 2006. Together, the mines would increase the company’s output by 40 percent. The projects include Veladero in Argentina, Alto Chicama in Peru, Cowal in Australia and Tulawaka in Tanzania. All of them are scheduled to begin production between the first quarter of 2005 and the first quarter of 2006. They are expected to drive Barrick Gold’s growth profile to a target of 211.5 to 217.7 t (6.8 million to 7 mil-lion oz) of gold production in 2007. The company’s projected output for 2004 is 152.4 to 155.5 t (4.9 million to 5million oz) in 2004. Overall, higher production and lower costs are expected in the early years from the new mines.

As part of a strategic research initiative at UBC to design and evaluate integrated underground mining and mineral processing systems, work has been done to determine how to utilize the coarse rejects of pre-concentration in the underground environment. An amenability study for nine orebodies from four of Xstrata Nickel?s Ontario operations evaluated both processing and waste disposal methods. The utilization of the rejects as a high quality backfill with minimal binder requirements has been identified as the preferred disposal method. Fill mixes utilizing the rejects in combination with classified tailings, full tailings, and cement were developed based on the geotechnical properties of the rejects. The mix designs were examined for both strength and rheological properties. The paper will present the results of the pre-concentration testwork, the design and strength testing of various mix designs for rejects from the nine ores and presents a conceptual design for an underground pre-concentration system based on this test work.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer&apos;s recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer&apos;s own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.

In September 2003, a test was conducted to see if a115-mm- (4.5-in.-) diam Mocap Vari-Stem blasthole plug could improve the pattern of explosives using different top stemming material. The test took place at the J.S. Faulkroad and Sonsstone quarry in McCalisterville, PA. The test consisted of a production stone blast. Half of the holes were stemmed with standard crushed stone. Two-thirds of the remaining half were stemmed with Vari-Stem plugs and crushed stone. And the remaining one-third of the second 50 percent was stemmed with Vari-Stem plugs and only drill cuttings.

Demand for construction raw materials depends on investment in housing, other buildings and infrastructure. The provision of these materials requires early knowledge of future trends in construction investment. By using scenarios possible future developments and bandwidths can be explored. Policy makers in government organisations as well as in the private sector can base their policy decisions upon these insights. In this paper we discuss the case of sand and gravel in the Netherlands. We will show that, depending on the future role of government and the degree of internationalisation, the long term demand for construction raw materials will strongly diverge. Nevertheless there are some common developments such as a decreasing population growth, a smaller share of the labour force in total population and a growing wealth. In different scenarios we will encounter different conditions for minerals provision and for sustainable development.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

When Bridger Coal Company transformed their operations from surface mining to an underground longwall operation their plans included not only the addition of new mining equipment but also surface fans for a blowing (supply) air ventilation system. The original system concept included a propane gas fired air heater to preheat the intake air during cold weather and a dual parallel fan and duct system. One fan operated to ventilate the mine while the other fan was for stand-by emergency operation. Equipment proposals were submitted in March, 2005 based on the dual parallel fan system. Discussions conducted during the equipment selection process revealed that several alternative system design concepts were available. The alternative concepts included innovation features that not only saved space and cost but also reduced operating expense as well. Many of the features were incorporated into the final design of the system. A comparison of the original system concept and final installation design are presented in the paper in addition to details of the features and the derived benefits.

Sulfur removal from high sulfur coal has several objectives including: a) reduction of the atmospheric load that contributes to the problem of acid precipitation; b) reduction of ash, which contributes to decreased energy transfer in boilers, as well as ash disposal; and c) alleviation of the social and economic dislocations reluted to uneven geographical distribution of sulfur in coal reserves. Cost in relation to the value of refined coal will govern the development of an emerging coal refining industry. Estimation of the premium paid by power companies for coal with a low sulfur content is a good estimate of the value that will be added as the result of refining. Estimates of premiums paid in 1984 are $28.65/t ($26 per st) for reduction of total sulfur from 3’% to 1% S and greater than $28.65/t ($26 per st) for removal below 1% sulfur.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly&apos;s introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today&apos;s technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh&apos;s hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern.
