The 1977 Clean Air Act Amendments will have a large effect on the coal-fired segment of the electric utility industry. Since electric power generation constitutes by far the largest single use for coal, this legislation has the potential to greatly affect future patterns of coal utilization in the U.S.A. The inability to depend exclusively upon low sulfur coal as an exclusive mode of compliance with New Source Performance Standards may greatly lessen projected demands for low sulfur coal by eastern utility boilers. The requirements of the legislation is discussed with particular reference to the needs of the electric generating industry, along with the technologies available for complying with the Act.

An accurate knowledge of Interactions among mineral particles and between such particles and dissolved and precipitated species Is Important in developing efficient separation processes. In this investigation interactions in Florida phosphatic clay waste, that are relevant to dispersion and selective reagent adsorption, the two main prerequisites for selective flocculation, were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slime were due to unselective polyacryllc acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Ai and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. Further increase in separation of natural slime is likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

"From 2011–2016 there were 1,511 documented injures, including 7 fatalities, from ground falls in U.S. underground coal mines. The majority of these ground fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely utilized in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Mine Roof Simulator (MRS) in Pittsburgh, PA. The load-displacement characteristics of a 2.4-m x 3.7-m panel of 8-gauge welded screen were evaluated using a newly designed, large laboratory screen test frame with multiple load pull locations. This screen was tested in a configuration that simulates current installation practices in U.S. coal mines. In this study, the effects of displacement loading rate, load pull surface geometry, and the inclusion of roof channel on the screen performance were evaluated. Ultimately, the type of information obtained in this and similar studies can be used to aid in developing wire roof screen design criteria and to assist mine operators in the selection and use of roof screen in underground mines. INTRODUCTION Over 1,500 injures, including 7 fatalities, occurred from 2011–2016 from ground falls in U.S. underground mines with the majority of these ground-fall injuries caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Comptonet al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Pittsburgh Research Laboratory (PRL)."

The remote face loading and entry convergence monitoring systems, employed at some of the Cyprus Amax's underground coal mines, have been able to continuously record changes in face shield resistance across and entry convergence ahead of the longwall face at any moment during longwall mining. The instrumental data obtained from these systems plus in-situ observations during the mining operation can help us better understand the mechanism of overburden strata movement above a longwall face and verify the effectiveness of the current face and entry supports. This paper describes the functions of both the face and entry monitoring systems, and discusses our findings and the issues related to successful ground control for longwall mining.

The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

This study used artificial neural networks (ANNs) coupled with Gaussian mixture modeling (GMM) to analyze truck haulage data from openpit mines. The proposed weighted ensemble models performed better than benchmark models in predicting truck productivity, providing a new means of solving complex data and improving mine planning and decision-making.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What's Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

The use of finite element programs for evaluating large grinding mill shells is becoming increasingly popular. However, large scale, detailed analysis can become a burdensome task when one is required to manually prepare the necessary data to be entered into the program, while evaluating the voluminous results is even more devastating. Although available computerized finite element analyses can reduce computation time from years to months or even weeks, additional pre and post processors can reduce the time for data preparation and result evaluation to hours, while simultaneously reducing the probability of human error. Examples of the uses of these processors are presented as well as typical modeling techniques.

The presence of elements, minerals, or chemical compounds in materials at very low concentrations is becoming a constantly increasing concern for several segments of the Industry. Some trace elements or chemical compounds may be considered as hazardous, some are simply considered as undesirable In complex processes where they could be constantly recycled and end up as the major factor of decreasing quality for some valuable products. In some other cases, the presence of a trace element or mineral may be highly desirable because of its economical value: precious metals are falling into this category, they probably were the first trace elements to draw our attention. Tremendous quantity of money is spent for analysis at the trace level, also the analytical "tool" has been considerably improved during recent years, but still the sampling aspect of the problem remains obscur for many, and because of it, large quantity of analytical efforts become meaningless. Not only the absence of sampling strategies is badly affecting the representativeness of a large majority of samples, but furthermore for the same reasons, many laboratories are failing In their endeavor to prepare reliable standard reference materials. The reason of this failure has its roots in the unability to estimate effectively the sampling characteristics of the element, mineral, or compound of interest, not to mention the unability to perform precise and accurate complete analysis, so essential for the instrumental analyst (1). In this paper a strategy to perform a better sampling operation is recommended. SELECTION OF A PROBABILISTIC APPROACH AS SOON AS PRACTICALLY POSSIBLE It Is essential to differentiate probabilistic sampling from non-probabilistic sampling. As Illustrated in Figure 1, the sampling operation Is a selection process which could be performed In two different ways: I. A probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with a same probability of being selected. 2. A non-probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with different probabilities of being selected.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are l<aolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

A critical path approach is presented for the problem of mine ventilation net- works where regulators and fans are employed to control the airflow distribution which is preassigned. The problem is a classic one which arises in mine ventilation planning. By identifying the analogy between the network for controlled flow and that for CPPI, the applications of the well known CPM technique to the ventilation network problem become straight- forward. The mathematical formulation of the problem is presented and the solutions are illustrated with examples. The effect of booster fans on the total air power consumed in a ventilation network are also discussed.

The direct investment role of Middle Eastern oil producing countries in future world-wide mineral development probably will be a limited one for the next five years. Their needs and their longer range economic objectives substantially preclude any such risk taking ventures. There is, of course, the possibility of political in- vestment. One hears many rumors and doomsday calculations of what the Arabs might do with the rising accumulation of surplus funds. Up to now, this kind of investment has been more in rhetoric than in money. For the most part, oil producing countries of the Middle East have been, and will be, investing surplus funds with strong emphasis on the preservation of capital. They will seek security first and yield second just like any other prudent investor. In several respects, this is regrettable. A direct infusion of risk capital into mineral development, especially in the Third World countries, is a constructive way of enhancing their earning power which many desperately need just to stave off starvation. It would also be a good way of eliminating material shortages in the industrialized world. Most important of all, it would help to ultimately reduce inflation without imposing the hardship of recession. So why isn&apos;t it done?

My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. The effect of various flotation depressants and surface treatments on the floatability of coal derived pyrites in the presence of XIBC was investigated with a modified Hallimond tube microflotation cell. The floatability of pyrite particles which had been cleaned with hot dilute (5%) hydrochloric acid was relatively large. However, the floatability of such particles was reduced greatly by the addition of specific depressants such as calcium hydroxide and also by treating the pyrite with an aerated warm alkaline solution. Although this treatment and these depressants also had some effect on the floatability of coal particles, the effect was much less than on the pyrite particles.

The mill project at Lone Tree was commissioned in October, 1993, followed by the commissioning of the autoclave pressure oxidation circuit in February, 1994. Discussion of the first year of milling operations at Lone Tree is presented. The mill is currently operating above the design rate of 2,267 mt/d (2,500 st/d). Both phases of the start-up were essentially trouble free. The few problems that were encountered and the respective solutions are addressed.

The City of Toronto’s Coxwell Bypass Tunnel (CBT) is currently being constructed by North Tunnel Constructors ULC. The scope of the CBT project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five large diameter (20 and 22 meter) storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the CBT to date and reviews the approach taken in both design and construction of the tunnels and shafts to mitigate risks and reduce cost and schedule of construction.
