Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

An 18.5 km (12 mile) long tunnel is being driven by four Earth Pressure Balance Tunnel Boring Machines (EPB-TBMs) of 4.7 m (15.5 ft.) diameter through alluvial sand, gravel, silt and clay above and below the groundwater table in Los Angeles beneath buildings, railroads, freeways and the L.A. River. Continuous automatic data recording of TBM operation and field inspectors' records, accompanied by monitoring of 5,000 surface reference points and 268 borehole extensometers were used to obtain information. The paper explains the reason for selecting the method of EPB-tunneling to ensure stability of the tunnel and meeting of environmental requirements, and presents data collected to monitor and demonstrate the performance of the TBM sin the different ground conditions encountered.

"In Pennsylvania’s rich mining history, various forms of room-and-pillar mining have been in use for over 150 years. Longwall mining, introduced in the late 1960s, occupies only the last 60 of those 150 years and now represents the dominant method of extracting coal in the Pittsburgh coalbed. The introduction of longwall mining allowed larger quantities of coal to be extracted in safer and more efficient manners than room-and-pillar mining. However, the associated formation of subsidence basins have elevated both the number and intensity of watersource and surface structure impacts. When these first longwall panels were mined the factors responsible for these impacts were poorly understood and regulations were focused only on surface structures. Today, with over 600 panels mined under a wide range of conditions, these factors are known and regulations have developed to help mitigate water supply and surface structure impacts.The cause and severity of surface effects are thought to be dependent on multiple factors, including the location within the subsidence basin, overburden, panel width, and orientation of the panel. The changing characteristics of over 600 longwall panels mined in the last 60 years are analyzed to determine factors important in subsidence related surface impacts. This study compares the location of the surface impacts with the longwall panel size, overburden, and maximum predicted vertical subsidence. The data shows that changing these characteristics are impacting surface features in a significant manner as measured by the number of company liable reported effects.INTRODUCTIONLongwall mining has occurred in Pennsylvania for over 60 years, and at the current mining rates, longwall mining is expected to continue in the Pennsylvania Pittsburgh Coalbed until the reserves are exhausted. Figure 1 shows all mining that has occurred in the Pittsburgh Coalbed, as well as the area that is left to mine. It is predicted that there are 40 years left of longwall mining on the Pittsburgh Coalbed, under the assumption that 50% of the total 280,000 acres will be mined at the current rate of 3500 acres/year."

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.

The Bureau of Mines has studied the possibility of using the heap leaching process for treating the gold ores in the sedimentary beds of northeastern Nevada. This paper summarizes all available information on the technical and economic feasibility of heap leaching oxidized ores from these beds, past industry application of vat leaching, results of recent Bureau of Mines and industry tests on heap leaching ores from this region, and requirements for planning the proper application of heap leaching. Preliminary tests on representative samples of ores from the region show that a satisfactory recovery of gold can be obtained by heap leaching the ores with cyanide at a relatively coarse size. Significant deposits of gold ore occur in sedimentary beds of various locations over an extended area 40 miles wide and 200 miles long in northeastern Nevada. The area is centered 40 miles west of and runs parallel to the leading edge of the Roberts Mountain thrust fault system, a prominent geologic feature in the area. The general locations of past and present gold mining operations are shown in figure 1. (slide 1)

The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.

It is becoming increasingly difficult to secure local aggregate resources that meet quality standards and local restrictions without conflicts with other land uses and environmental regulations. The successful integration of natural-resource information into land-use decisions is becoming increasingly important as the needs for both land and resources become more numerous, complex and urgent. Well-reasoned decisions about land-use are crucial to the Nation if infrastructure resources are to remain economically available. Provisions for uninterrupted future supplies of aggregate should be made using proper long-range planning that incorporate a multiple land-use program. That program would include identification and protection of natural resources, strategies that will permit development of resources according to future market needs and environmental considerations, and the beneficial reclamation of mined-out areas.

Interwest Mining Company has been collecting geologic data within the last decade in preparation for underground mining of extensive coal reserves in its Bridger Coal property in southwestern Wyoming. During a preliminary data collection program in 2000, Interwest Mining completed geologic investigations, including surface mapping, drilling, aerial photography, rock testing, and limited groundwater investigations. Core from 12 exploration boreholes in the area of interest was tested to determine the mechanical properties of the coal seam and the immediate roof and floor for evaluation of the feasibility of underground mining. Geologic investigations identified the presence of one 7-to-17-ft-thick coal seam throughout the reserve under 1400 ft of cover. During a geotechnical feasibility study in 2002, the authors reviewed available data while completing comparative analyses identifying critical deficiencies in these data. The study projected moderate-to-difficult mining conditions, considering the weak nature of near-seam strata and depth of cover, and thus recommended limiting the longwall reserves to an overburden depth of less than 900 ft. These shallow remaining reserves were located at depths within regional mining experience to justify longwall mining methods. Based on a critical examination of available data, Bridger proceeded with more detailed data collection to improve understanding of the depositional and structural setting of the reserve, hydrogeologic conditions, overburden strength, and premining stress conditions. Additional data was collected during 2003 and 2004 field programs. Since 2003, Bridger has had the opportunity to observe ground behavior in a series of up to 1200-1600-ft- long rectangular openings created during highwall mining. These narrow unsupported openings remained stable in the short term in large areas but the overburden subsided locally in the long-term depending on geologic and panel layout designs. These localized subsidence events allowed an examination of in-situ coal strength based on back analyses of stress. The unextracted highwall areas near Ramp 17 provided an ideal location to access the underground reserves using a 6-entry set of mains. The existing north-south oriented longwall layout for the Bridger Coal was selected by Bridger to maximize resource recovery from the D41 reserves while considering operational and geotechnical constraints. At 45-degrees deviation from preexisting joints and mild horizontal stress field, this orientation was considered beneficial for overall stability while using both sets of joints for facilitating the caving process. The present layout utilizes pillars on 80- to 90- by 200-ft centers, 17-ft entry spans and 750-ft wide longwall panels (Figure 1). Gate pillars are on wide spacings and are intended to act as abutment-abutment pillars to limit strata deformation over the gateroads during longwall mining.

"There are signs that the commodity downturn that has battered the mining industry for the past five years is beginning to ease up. As the dust begins to settle and mining companies begin to take stock of the battle, Newmont Mining Corp. will be one that is standing strong with just a few scrapes and bruises thanks in large part to the leadership of president and chief executive officer Gary Goldberg and his right hand man and chief operating officer, Chris Robison.As he closes in on retirement (for a second time) Robison, a third-generation miner from Nevada, took time to speak with Mining Engineering about a 33-year career in which, among other things, he is credited with not just helping Newmont survive the turbulent times but with steering the company to a safer, more productive and more profitable heading.“I think we did it better than anyone else,” Robison said when asked how the company fared during the past five years. “We didn’t talk about it a lot, we just put together a strategy and we delivered.”What Newmont, the world’s second-largest gold mining company by production, delivered since Robison took the position of chief operating officer in 2013 are improvements in costs, porduction, projects and safety.Operating under the mantra of “live within your means,” Robison was pulled out of retirement from Rio Tinto and into a challenging situation at Newmont. The price of gold was in a nose dive from a high of nearly $58/g ($1,800/oz) and heading to levels closer to $38.60/g ($1,200 oz).“Newmont is a big ship that can’t be turned, but has to be steered,” said Robison. “We recognized that we had to set a new course. The direction the ship was going was great for $1,600 to $1,800/oz gold but we were chasing ounces.”Like the rest of the gold mining sector before the falling gold prices, Newmont was focused on volume and was looking for gold wherever it could be found. The slogan at Newmont in 2011 was “7 million ounces a year by 2017.”When Robison came on board it was a different reality.“We had to begin focusing on value over volume as the cornerstone of Newmont going forward,” he said."

Gold continued to be the primary focus of minerals exploration worldwide during 1995. Other targets, though, included primary diamonds and base metals, especially copper deposits amenable to solvent-extraction/electrowinning (SX/EW) processing. The discovery of nickel, copper and cobalt at Voisey Bay in Labrador, Canada was an unusual surprise. Meanwhile, exploration geochemistry continues to evolve to meet new challenges. The major event in this category during 1995 was the17th International Geochemical Exploration Symposium (IGES) held in Townsville, Queensland, Australia in May. The meeting was sponsored by the Association of Exploration Geochemists, which celebrated its 25thanniversary of service to the mineral industry, and the Economic Geology Research Unit of James Cook University, Townsville.

The Sam Goosly or Equity silver deposit is fundamental- ly a discovery based on the analysis and interpretation of reconnaissance geochemical samples. The discovery was made by Kennco in an area of heavy forestation and wide- spread cover by thin glacial debris. No major mines had been discovered in the vicinity of the discovery prior to the geochemical reconnaissance, and the interpretation of the geochemical results therefore was based on data available through geologic mapping and the sample collection process. In the period 1959-1961, PE. Hirst and his crew, in 1962- 1965 P.T. Blackand his crew, and in 1966-1967 C.S. Ney and P.T. Black and their crew collected geochemical samples from the area of what is now the ore body. Several of these samples were compiled and reanalyzed in the winter of 1966- 1967 for various trace elements, including fluorine. A strong, almost 16-sq-km (10-sq-mile) fluorine anomaly was projected along with a very weak heavy metal anomaly. On the basis of this anomaly, a chalcopyrite-bearing quartz monzonite was discovered in 1967. This was a misleading, noneconomic discovery not associated with the Sam Goosly discovery. The interpretation of the geochemical data by Barakso that summer indicated that another source was responsible for the fluorine anomaly. The conclusion was based on the assemblage of trace elements. Therefore C.S. Ney recommended further regional soil sampling to check the original data. The early results of this follow-up sampling found over 33 ppm silver. First float, then ore outcrop was found in the area of the silver anomaly. The attached reprints complete the development of the property after the discovery of the outcrop of ore.

"Testing was conducted to evaluate the effects of hydroacoustic cavitation (HAC) treatment on two bituminous coal slurries and the subsequent separation of each slurry in a classifying hydrocyclone. HAC treatment was performed using a pilot-scale circuit fabricated by Furness-Newburge Inc. The circuit was designed to induce cavitation by means of flow through an ultrasonic resonator chamber or enhanced cavitation by initial flow through a cavitation chamber followed by flow through the ultrasonic chamber. The test materials were nominal -1,500-micron and -150-micron Illinois-basin bituminous coal slurries, which were obtained from an operating coal preparation facility. After 5 sec of HAC treatment, the median size of the -1,500-micron material was reduced, with ash values for certain size fractions decreasing more than 5 percent compared with untreated samples. Extending treatment time led to greater degradation of the +1,180-micron material and an increase in the -25-micron material, with ash reductions occurring for material in the -850+150-micron size range. Size degradation was less for the -150-micron material. Subsequent separation of the treated slurries was carried out in a hydrocyclone with diameter of 102 mm. HAC treatment led to a decrease in the ash value and an increase in the heating value of the underflow stream compared with the feed material. For example, the ash value was reduced by about 16 percent for the -1,500-micron material and 25 percent for the -150-micron material with heating value increases of 7 and 33 percent, respectively, after HAC treatment. Overall, HAC treatment appeared to have a slight effect on the size selectivity curves.IntroductionUltrasound in the range of 20 to 1,000 kHz, referred to as power ultrasound, consists of high energy waves that can create zones of compression and expansion when used to irradiate liquids (Frederick, 1965; Leighton, 1994; Mason and Lorimer, 1988). This action generates varying pressure regions leading to cavitation or the formation, growth and near-immediate collapse of microscopic voids or bubbles (Frederick 1965; Leighton 1994; Mason and Lorimer 1988). Collapse occurs when the bubble reaches critical size and cannot absorb additional sound field energy, and the critical size is governed by the ultrasound frequency (Shchukin et al., 2011)."

The study investigates the segregation of iron and titanium in iron sand concentrate pellets reduced using coal under an isothermal-temperature gradient profile. The results show that metallic iron migrates to the surface while titanium and other oxides move to the center of the pellet. The study provides insights into the reduction process and the behavior of iron and titanium during heat treatment.

Large scale surface mining has a major impact on land use. Without reclamation, abandoned mining sites are usually less productive than before mining. With increasing and completetive land use demands in the United States, it becomes increasingly evident that multiple land use should be considered for all areas that will be mined, with special emphasis on coal, sand, gravel, and stone. The mining of these commodities affects the largest land areas and the latter two are commonly mined near population centers where high land-use pressures justify serious consideration of multiple use. Typically, sequential use will mean restoration of the mined land or at least transformation of the land into a useable state. Determination of land reclamation capability is a viable approach to planning reclamation of surface mined land. The natural resource base--geology, soil, and water--controls the type and intensity of land-use practices which can be sustained following mining. Evaluating physical limitations can eliminate consideration of uses which would severely impair the environment or which are impractical. This approach provides for an environmentally and economically sound land use at very little cost. In addition, it can save or make money for the mining company and landowner. Sand and gravel is an especially significant resource because it is mined throughout the entire country and commonly extracted near cities. Increasing urban growth and industrial activity require increased supplies of sand and gravel. This translates into expanded surface mining and an increase of disrupted land. Oftentimes this land is within an urban area and has potential for real estate or water-based activities. A senior design project is required by all accredited mining engineering degree programs. Often referred to as the capstone of a student’s education, this project is expected to include all the important components of the preliminary economic assessment of a mineral prospect, including orebody modeling, grade and reserve estimation, selection of mining and processing methods, preliminary mine design, access and utilities, environmental compliance and reclamation, and financial analysis. Two of the authors (Campbell and Holdsworth) completed a senior project in 2021. They analyzed the Akie zinc deposit located in Canada. This paper summarizes the economic analysis portion of that project. The two primary objectives of this economic analysis were risk reduction and integration of economics and engineering. Addressing risk is important as risk is one of the primary concerns in mining investments. Risk reduction was the primary concern through the entirety of this economic analysis. Integration of financial analysis and engineering design was the first component of a risk reduction design. This allowed for financial and engineering design to be optimized in conjunction with one another. This produced benefits from both a financial and an engineering prospective. From a market, economic, and financial risk perspective, risk was reduced by forecasting multiple metal price scenarios, and then addressing the Akie project’s economic viability at each price point. Lastly, risk was address through consideration of nontraditional financing options. The project also sought to minimize financial and human capital risk, by proposing mutually beneficial cooperative social relationships and favorable work, schedules. Description of that work is not included in this paper.

The operation of mobile mining equipment near the crest of stockpiles and wastedumps is a potentially hazardous practice which often results in localized slope failures. A limit plasticity approach to determine the total admissible weight for moving loads near slope crests is presented. A three-dimensional analysis provides an upper bound solution to the load that can be applied to the top of the slope (dump point), and it also provides the critical distances of the load from the slope crests. The analysis accounts for the inertial forces generated by the deceleration of a moving load (e.g., a dump truck), and it also includes the drag resistance of the front wheels if the brakes are engaged. The results can be utilized to determine the safe operating distances for mobile equipment from the slope edge. This presentation will discuss the application of limit plasticity to the development of the local three-dimensional collapse mechanism. An example with realistic parameters also will be presented.

A virtual reality approach is presented that can aid entities such as mining companies and land use planners in communicating a visual understanding of a mining operation to interested stakeholders, citizens? groups, and public committees. These visualizations are particularly useful in permitting, production planning and mining closures, contributing to accurate communication and evaluation of mine plans, ultimate land use and evaluation of potential design options A case study is presented, that was created using commercially available virtual reality tools, to emphasize the benefits of visualization technologies in the sustainable development of mineral resources.

Southwestern New Mexico is part of a large belt of Late Cretaceous to Eocene copper porphyry deposits found in Arizona, New Mexico, and Mexico. These deposits are the result of arc magmatism that occurred during the Laramide orogeny. Recently, attention has been brought to other commodities that can be extracted as by- and co-products, many of which are critical minerals. A new compilation of the geochronology of these deposits shows two main pulses of magmatism that produced mineralized deposits and, along with new dates by the author, shines new light on the geologic history of these deposits and the role it plays in critical mineral abundance.
