Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Perlite is an altered rhyolitic glass with 2 to 5 wt % water that expands or "pops" when heated quickly to plasticity while evolving steam to form lightweight, glass foam. Commercial perlite deposits in New Mexico are well-developed zones of chemical weathering (hydration) superimposed on highly permeable and thick glassy zones at the chilled upper surface and toes of high-silica-rhyolite lava flows and lava domes. The maximum tonnage of glass in these volcanoes was predetermined by their unique eruptive histories. New Mexico perlite production (80% of US production of 571,00 st) is mostly from the 3.9 Ma high-silica-rhyolite lava flows at the No Agua Peaks volcanic center. The primary vent at No Agua is defined by a 900 ft-high rubidium-rich composite lava dome, known as West Peak, that contains minor perlite reserves. Slightly less rubidium-rich lava squeezed out from under the west flank of the dome to form relatively thin (250 ft) but highly vesicular lobate flows that now consist of about 50 % recoverable perlite. Finally, rubidium-poor lavas were extruded from a radial dike on the northeast flank of the dome. These thicker (400 ft) flow lobes contain about 20 % recoverable perlite. The largest mass of lava does not always contain the most perlite. The thinner (west) flow at No Agua yields the largest perlite reserves rather than the large composite lava dome or thicker (east) flow.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. It has been reported in the literature that there is a substantial economic incentive for removing sulfur from coal. Therefore, U. s. Steel initiated an investigation to determine the feasibility of lowering the sulfur content of its Pittsburgh-seam coal. Preliminary crushing and washability studies on a representa-tive sample indicated that substantial sulfur reductions could be attained. Figure 1 shows the effect of the top size of a given coal sample on the sulfur content of the float-l.45 specific-gravity fraction of coal. At a top size of 3 inches, the raw-coal sulfur content of 2.32 percent was reduced to 1.64 percent. Crushing to a top size of 20 mesh reduced the raw-coal sulfur to 1.25 percent. Below a top size of one inch, the sulfur content decreased rapidly as top size was decreased. Figure 2 shows the effect of specific gravity of separation on pyritic sulfur. Normally this coal has an organic-sulfur content of approximately 1 percent. As expected, pyritic sulfur was reduced as the separating gravity was lowered for all the various size fractions shown. The rate of decrease in pyritic sulfur was gradual above 1.45 specific gravity, but great below 1.45. Greater sulfur reductions were attained on the coarser sizes with decreasing

The phosphate mining industry is a highly competitive one, one in which survival depends on the plant's ability to produce at costs equal to, or below, the competition. The solution toward getting costs down is usually one of scaling up the plants to get the most tons through at the lowest possible cost. Control of these plants has been an art. Few of them are well instrumented because until a few years ago reliable instrumentation was non-existent. International Minerals and Chemical Corporation was a pioneer in applying computer techniques to ore reserves analysis and mine planning and the success in these areas led to the question of whether we could not extend the advantages of computer processing into the plant itself. There was a great deal of doubt on the operator's end that this could be done successfully because of the lack of instrumentation and the fact that plant control was largely an art that was learned only after many years of experience. However, in 1965 the instrumentation picture began to look up and the new generation of process computers just coming on the market were considerably lower in cost than the previous ones. A preliminary study of the installation costs and the probable benefits that could be realized from computer control convinced us that a process control computer should be seriously considered for a new phosphate mining plant which was being designed.

Traditional interpretations of vein ore deposits in the Coeur d' Alene Mining District, such as the view that these deposits formed in a transcurrent tectonic regime during the Precambrian, are being supplanted by the view that the deposits (1) formed in low-grade metamorphic shear zones similar to those that host an important type of gold deposit, (2) display features, such as wall rock carbonate zoning and vein zoning, that are common to ore deposits elsewhere, and (3) are probably Mesozoic and possibly related to emplacement of the Idaho batholith. In recent years, new interpretations have led to major ore discoveries that are likely to extend the life of the district for decades.

In several investigations the correlation has been studied between the fuel consumption and the reducibility of the charged material in the zone of indirect reduction in the blast furnace (1, 2, 3, 4, 5). It has been found that increased reducibility allows greater gas utilization which accordingly lowers the fuel consumption. In direct reduction units this relation has not yet been fully established partly owing to the lack of accurate test methods and experience with different materials as regards reducibility. However, since the production rate in a direct reduction unit is closely related to the time required to reach high degrees of reduction, the reducibility must be regarded as one of the most important properties of the material.

During the 1980 decade, the rapid price increase for flake graphite has generated a high degree of interest for the discovery and the development of alternate occidental sources of supply in response to fluctuations in quality and availability from current producers. Alike many industrial minerals, graphite draws its complexity not only from its mineralogy and unique properties but also from the very large spectrum of industrial applications each calling for specific quality criterion. As new high technology uses are being developed, more rigid specifications will apply. Discovered during the latter part of 1988 by Mazarin inc., some 30 Km South of Fermont near the Quebec-Labrador border, the Lac Knife deposit was quickly identified as one of the world major long term alternate source of stable supply for this mineral. This paper also reviews the status of the project development as of late 1991, while updating previous papers published by Industrial Minerals1990 and Mining Magazine 1990.

A blast furnace test of approximately 5,000 tons of PelleTech Corporation (PTC) cold bond pellets was successfully run at Kaiser Steel Corporation (Kaiser) Steel Manufacturing Division at Fontana, California. The pellets were produced from mill scale, BOF dust and blast furnace flue dust. A 15 day base period, during which time the metallic burden was 2/3 heat indurated pellets and 1/3 sinter, preceeded the test. During the test period the metallic bur- den was 10% cold bond pellets, 56.7% heat indurated pellets and 33.3% sinter. A 15 day post test base period followed during which the PTC pellets were replaced by conventional pellets. The pellets were produced in the 3.C Semi-works Facility located on Kaiser property. The facility incorporates the Michigan Technological University Hydro-Thermal Agglomerating Process.

The agriculture industry has made great strides during the past decade to increase agriculture yields through increased use of fertilizers. Increased use of fertilizers may prevent or at least delay mass starvation due to the alarming increase in world population. Phosphate was added to soil as a plant nutrient in the forms of calcined bones at least 2 000 years ago, (1) and man has used phosphate minerals as a source of fertilizers in one form or another for at least 100 years. During 1977 the world produced about 116 million metric tons of phosphate rock, with about 86% used for fertilizers and another 4% for animal feed supplements. More than three-fourths of the total production comes from the United States, Morocco, and the Soviet Union. From a mineral beneficiation point of view, the major sources of phosphate rock and the methods of beneficiation can be classified as follows. Marine deposits not containing appreciable carbonate minerals, marine deposits requiring a francolite carbonate mineral separation, igneous deposits not containing appreciable carbonate minerals, and igneous deposits, requiring an apatite carbonate mineral separation.

A reaction is evaluated by which heated and pressurized water is used to precipitate metal oxides from loaded Kelex 100 complexes. Pure copper oxide (CuO) and pure nickel (Nio) in powder form, and ranging in average size from 12 to 25 micrometers, were found to precipitate from copper and nickel loaded Kelex 100/kerosene complexes, by water heated and pressurized to between 374 and 400 °c and 2170 psig (148 atm) and 3500 psig (238 atm). The precipitation is suggested to result from hydrolysis of the metal, following exchange for the hydrogen in the phenolic hydroxyl of the Kelex 100 structure, enhanced by the conditions provided by heated and pressurized water. The reaction is believed to have the characteristics of homogeneous nucleation and heterogeneous growth. The effects of temperature, pressure, initial metal concentration and seed addition on the kinetics of the process were studied. In addition, characterization studies were performed on the reaction products. A detailed discussion of the experimental results is presented.

The spherical agglomeration process provides an attractive method for the cleaning and recovery of fine coals in the form of compact oil-bonded pellets. In treating a washery effluent containing 50% minus 20 micron material by this technique, the slurry was first mixed under vigorous agitation with oil to deash and dewater the fine coal. The flocculated coal pulp was then formed into larger agglomerates on a modified balling disc. The operation of a semi-pilot scale process is described and an analysis of some of the operating and system variables is given. A semi-theoretical expression to predict the final agglomerate size under various conditions is derived and compared with the experimental data. Coal producers are faced with a growing requirement to clean and recover fine mesh coals. Greater mechanization of the extractive and preparation processes has resulted in finer-sized products containing larger quantities of associated foreign matter and preparation plant effluents contain quantities of fine coals which are potentially valuable. These losses will probably increase with the expansion of production and will require the development of effective disposal and utilization processes under pressure of the lack of adequate disposal areas, the enforcement of air and stream pollution laws, and the economic need to obtain the maximum yield of salable product(1)

The current study investigates the effect of microwave processing on low-grade banded iron ore using charcoal, coking coal, and non-coking coal. Charcoal showed better microwave heating response at low temperatures, and the coals exhibit better heating response at higher temperatures. Low carbon dosage ~ 12% is sufficient to generate concentrate with 61.8% iron grade and ~6% for 94.8% iron recovery comprising of magnetite phase suitable for iron-making applications. The process separation efficiency of ~ 95% is achieved at 6% carbon dosage and decreases with an increase in carbon due to formation of the fayalite phase. The metallization degree showed a strong dependency on reductant dosage and achieved amaximumvalue of 22.7%at 18%charcoal. The comparison of ore with pure iron oxide and the synthetic mixture of iron oxide indicated that the underlying bonding due to banded structure enhances the Joule heating during microwave irradiation and thereby aids in attaining higher temperature and better separation.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations), even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of possible explosion pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners’ Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic and safe mine sealing technique that can enable mine seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble, in combination with a conventional mine seal, so that the pressure resulting from a gas explosion is reflected, absorbed and attenuated, and the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a “passive mine blast attenuator” (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals.

Following the Sago Mine accident, the U.S. Mine Safety and Health Administration (MSHA) asked the U.S. Army Engineer Research and Development Center to study several possible methane explosion scenarios in the Sago coal mine. The study used a 0.3-m (1-ft) resolution map of the mine to produce a 3-dimensional (3 D) model of a portion of the mine, including the sealed area where the explosion occurred. An advanced 3 D computational fluid dynamics (CFD) code was used to calculate the explosion pressures within the sealed area, on the mine seals and in nearby regions of the mine. Based on the best available information on methane concentrations and assumptions on homogeneity and on layering and mix composition, three separate initial conditions of methane-air concentrations and location were studied. This paper discusses the CFD modeling technique, the results of the calculations, the challenges of conducting this type of modeling and the advantages and limitations of CFD modeling of accident investigations of mine explosions.

Extensive deposits of kyanite occur in the southeastern United States, The reserves of these deposits, if developed, are adequate to supply the United States with 35-mesh kyanite concentrate:; for many years at the present-rate of consumption, According to Espenshade and Potter,1 the kyanite-quartz rock type deposits in this area contain about 100 million tons of ore averaging 10 to 30 percent kyanite. The tonnage of kyanite-bearing gneiss and schist is, much larger than the tonnage of kyanite-quartz rock, but the kyanite gneiss and schist are appreciably lower in grade. The largest deposits of kyanite-quartz rock are in the Farmville district, Virginia, and Kings Mountain district, North Carolina South Carolina, and at Graves Mountain, Georgia. Of the known deposits, only four were being mined for kyanite in 1967. These deposits are near Farmville and Dillwyn, Va., Clover S. C., and Washington, Ga. Production of kyanite and synthetic mullite increased substantially in 1965.2 Output of, domestic kyanite concentrate increased by 14 percent in 1965, establishing a record high for the fifth consecutive year. Estimated annual consumption of kyanite minerals and synthetic mullite was in excess of 100,000 tons. The manufacture of mulatto refractories accounts for most of the kyanite minerals consumed annually, but non-refractory uses are expanding.3 Most mullite refractories are used as furnace linings in metallurgical and glass manufacturing furnaces. The remainder is used largely for kilns, kiln furniture, and saggers by the ceramic industry. Small quantities of kyanite without calcination are used as a source of alumina in the manufacture of glass, electrical and chemical, porcelain, pyrometer tubes, and in the form of kyanite concentrate to increase the alumina content of fireclays. Kyanite is used to improve workability, increase strength, and to compensate for firing shrinkage in floor and wall tile and other ceramic products.

Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

Panel caving is an underground bulk mining method that utilizes gravitational force for mining massive, steeply dipping, and deep-seated ore deposits at a lower operating cost. To control dust and gas emissions entering the production level during the extraction of ore from the draw points in a panel cave, relatively negative pressure is created in the cave by installing an exhaust fan in the exhaust drift located on top of the cave. Since caving is a dynamic process, the design of an effective ventilation system is a challenging task, and therefore, estimation of airflow resistance offered by the broken rock inside the cave is critical. The complex and dynamic nature of caving also makes it difficult to predict the airflow resistance by using traditional approaches. This study investigates the effect of changes in the bulk porosity of the broken rock on the cave airflow resistance using computational fluid dynamics (CFD) approach. The results show an inverse relationship between the cave airflow resistance and the bulk cave porosity. The pressure-quantity characteristic curves presented in this paper provide valuable information for sizing and operating an exhaust fan used for a mature panel cave ventilation.
