Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of coal fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of coal fines. The results obtained from this study revealed that among the parameters studied, drum rotation and feed solids concentration play dominating roles in controlling the yield and ash content of the clean coal. Mathematical modeling equations that correlate the variables studied and the yield and ash contents of the clean coal were developed to predict the performance of an MGS under different operating and design conditions. The entire exercise revealed that the MGS could produce a clean coal with an ash content of 14.67% and a yield of 71.23% from a feed coal having an ash content of 24.61%.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

The roles of pulsating mechanisms such as the amplitude and frequency of the jig cycle are well established in jigging. Also well established are the roles of the size ratio and the volume fraction of the feed. In iron ore beneficiation plants, these process parameters are optimized to achieve the highest efficiency. However, the role of one of the more important feed characteristics, the liberation characteristic of the feed, has not been studied in detail. Evaluation of the liberation characteristics is difficult because the required washability test is not viable for iron ore feed. In this paper, a new method is proposed in which the liberation characteristics are measured through a separation efficiency value. In the new evaluation method, jigging parameters such as amplitude and frequency of the jig cycle are optimized from the fundamental understanding of the process dynamics and feed characteristics such as size distribution. Then, feeds with different liberation characteristics are tested to evaluate the liberation characteristics of feed in jigging.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

Detection and assessment of severe geological anomalies ahead of a longwall face greatly benefits the mining operation. Electromagnetic-based Radio Imaging Method (RIM) is one of the most promising geophysical methods for this task. Based on two decades of development, the latest RIM instrumentation (RIM-IV) has expanded its operational range up to 1,800ft.A site demonstration of the RIM-IV technology was recently conducted within a longwall panel. An extensive ground truth study was performed to evaluate the accuracy of the RIM survey results. This study compared the generated RIM tomograms of attenuation rate with the mapped geological anomalies. Three different approaches have been employed to examine the accuracy of the RIM results and to correlate the measured signal attenuation rates with physical properties of the coal seam. The study shows that the RIM-IV technology is able to identify and delineate those geological features that would severely affect the longwall mining operation.

Conventional barrier pillars in underground coal mines are intended to protect mains and sub-main entries for relatively long periods of time. Inter-panel barrier pillars that may be used in especially deep coal mines, say, below 800 m (2,400 ft), are intended to protect longwall panel faces and adjacent panel entries for the life of nearby panels. Barrier pillar failures have serious consequences, especially when failure is sudden and catastrophic. Design of barrier pillars is thus of considerable importance to safety and efficiency of operations. Locally, failure occurs at the limit to elasticity when stress tends to exceed strength. Strength of rock is stress dependent, so an analysis of stress is central to rational design of barrier pillars. There are several approaches to stress analysis for coal mine pillar design that range from the simplified but popular tributary area method including variations that use empirical definitions of the tributary area (volume) to more sophisticated numerical methods such as the boundary element method and the finite element method. Despite ease of use, empirical methods are limited and always suspect when applied to conditions beyond their scope of definition, while boundary element methods do not generally include pillars in the solution domain. The finite element method is not so restricted and thus is a natural choice for conventional and inter-panel barrier pillar safety analyses. Caving of roof strata certainly affects the distribution of stress about longwall faces and nearby barrier pillars. Conventional wisdom that considers roof strata to respond as cantilever beams indicates the longer the span the greater are loads on longwall faces and face supports. Failure of roof beams, caving, shortens spans and relieves face and support loads. The same view is applicable to barrier pillars in that long roof spans outside of barrier pillars leads to higher pillar loads than short spans. Hence, caving should be beneficial to barrier pillar safety. However, the benefit may be small depending on the extent of caving and only in the form of a slight reduction in overburden weight transmitted to the barrier pillar, especially in case of inter-panel barrier pillars. FINITE ELEMENT MODEL Finite element models for stress analysis in rock mechanics are formulated in consideration of physical laws, kinematics, and material laws. These models meet the essential requirements for equilibrium of stress, satisfy strain displacements relations, and in a general sense, relate stress to strain through material laws, often referred to as constitutive relations. The last may be complex and replete with nonlinearities. A de facto engineering material law is the elastic model in the form of Hooke?s law for linear, homogeneous materials that may be anisotropic. A limit to elasticity is imposed by strength in the form of a failure criterion or yield function that accommodates triaxial stress states. Examples used in rock mechanics are the well-known Mohr-Coulomb (MC)criterion, the popular Hoek-Brown (HB) criterion, and the Drucker-Prager (DP) criterion. The first is linear in stress, while the second is nonlinear. Both do not include any effect of the intermediate principal stress. The last is also linear in stress but includes the intermediate principal stress. All show an increase in the major principal stress at failure with confining pressure. In the UT2/3 finite element programs, the failure criterion Y is a nonlinear, anisotropic form and is also the plastic potential [1]: [YJI=+ 11NYJI=+- (1) ] where N is an exponent, usually 2, and J2 and I1 are nonlinear anisotropic forms of the second invariant of deviatoric stress and the first invariant of principal stress. The form (1) reduces to DP when N=1and isotropy prevails. When Y = 1, the limit to elasticity is reached and plastic deformation is possible. The material constants that enter (1) are all computed from unconfined compressive, tensile, and, in case of anisotropy, shear strengths. These latter strengths may be estimated from conventional laboratory test data. Of course, joints in field-scale rock masses induce different values. How different is often a matter of conjecture. For comparative studies, laboratory rock properties seem adequate. Inelastic, that is, plastic behavior occurs with strain beyond the elastic limit. Strain hardening, ideal plasticity, and strain softening are possibilities. Ideally brittle behavior with complete loss of strength is an extreme form of strain softening [2]. Caving may also be considered as strain softening with a less drastic reduction of material properties. As intact roof strata fail, fall, and form a rubble pile below, a new material is formed with greatly reduced elastic moduli and strengths, say, 1/100th of the original intact moduli and strengths. From another viewpoint, caving is simply a natural cut and fill process. Input for stress analysis by the finite element method includes: 1. Preexcavation stress state 2. Geology (stratigraphic column) 3. Structure (major faults, joint sets) 4. Elastic moduli 5. Strengths, and specific gravities of each rock type 6. Excavation sequence Output from an analysis includes distributions of: 1. Stress 2. Strain 3. Displacement 4. Local factor of safety (element fs) The last is defined as the ratio of strength to stress and in view of the failure criterion (1), is the ratio [fsJstrengthJstress=] where the numerator is the maximum possible value and the denominator is the actual value of the square root of the second invariant of deviatoric stress. This invariant is a measure of shear stress intensity but also reduces to uniaxial tensile and compressive strengths as the case may be. A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

Considering the nature of open pit mines, harvest volume, it usually is required to remove a lot of waste to access to mineral planned grade. So, one of the most important part of open pit mines design, is waste dump site selection. Many factors are effective in waste dump site selection. These factors are sometimes in conflict with each other. So selecting the desired location for waste dump is a process complex and multi-criteria decision making. There are a variety of methods for decision making under complicated condition, such as fuzzy, Delphi, multi-criteria decision making and Expert system methods can be hinted. VIKOR method, which is one of the decision making multi criteria methods, is useful tool for decision-making. On the other hand with regard to uncertainty in decision-making, fuzzy approach is a useful tool for this purpose. This article has tried to select the best waste dump site in Sari Gunay Gold Mine by Fuzzy VIKOR. The results show that C position has a higher priority than other positions.

Super Cycle future The final topic is mining?s future. The most important questions are ?How much longer is the Super Cycle going to last? What should we expect to see going forward? How will the Super Cycle end?? Three possible scenarios follow. Scenario one: Super Cycle has peaked Kathy Casey-Kirschling is officially the first Baby Boomer. She was born Jan. 1st, 1946. If you google ?first baby boomer,? she?s the one that shows up. A Baby Boomer is anybody born between 1946 and 1964. In the United States, it represents about a quarter of the population ? approximately 76 million people. The Baby Boomer generation is going to change the economics of the world because there are so many in the generation. A review of spending patterns indicates that the largest amount of discretionary spending occurs between the ages of 49 and 52. Retired people tend to live on fixed incomes so they have less discretionary income. They also tend to downsize their house, which may contribute to the housing glut and the need for a lot less metal. Therefore, the upcoming retirement of the Baby Boomer generation could result in a massive shift in economic spending resulting in the peaking of the Super Cycle. Figure 1 is an index graph from the Toronto Stock Exchange (TSX). The index has recently peaked. A lot of people see that as a sign that bad things coming our way. A careful review of different commodity prices also suggest that the peak has occurred and it does not seem to matter which commodity prices are considered. Copper prices have seen a peak as have nickel prices. Nickel and molybdenum displayed the same trend with a peak in 2005 as did zinc. Uranium, which has single-handedly tried to behave like the dot com craze, has also peaked.

All aspects of precious metals processing were featured at a symposium held Oct. 3-6, 2007, at Loews Ventana Canyon Resort in Tucson, AZ. Although billed as "Precious Metals Processing: Advances in Primary and Secondary Operations," the symposium also looked at economic, regulatory and environmental issues affecting the precious metals industry. The symposium was sponsored by SME; The Minerals, Metals & Materials Society (TMS); and the International Precious Metals Institute (IPMI). It included workshops, technical presentations, guest speakers and social activities. Mining industry management, process engineers, equipment manufacturers, consultants, metals marketers, academics and others involved in the precious metals industry attended the conference. Needless to say, with gold nearing $25.721g ($800/oz) and platinum pushing $41.801g ($1,300/oz) at the time of the meeting, the mood among the attendees could not have been more positive. The symposium was privileged to have Father Ernest S. Sweeney, professor of Latin American History at Loyola Marymount University, as a guest speaker. Sweeney, a Jesuit priest, provided a colorful account of the history of mining in Arizona and the surrounding region of North America (Fig. 1). He described the importance of the mining industry and said, "To go down into the bowels of the earth to extract its riches for the benefit of all of us is an awesome task deserving our sincere respect and gratitude." However, he warned the industry that: "The ever increasing de¬mands on the mining community for the protection of the environment calls for endless efforts to maintain ethical standards in a business filled with risk, uncertainty and frustrations." Sweeney noted that the Spanish conquest of the Americas was driven by the three fundamental motives of "God, glory and gold." He noted that gold was the basic, most powerful driving force of the conquest and occupation of the Spanish empire. The first European to explore Arizona was the Franciscan missionary Marcos de Niza. He came to Arizona in 1539 in search of the fabled Seven Golden Cities of Cíbola. Sweeny noted that Spanish explorers were consumed, as Cortes himself described it, "with a burning fever that only gold could cure." Sweeney told the story of some of these early explorers, including Francisco Vázquez de Coronado who "mounted an expedition in pursuit of gold and rich empires to conquer." Coronado passed through Arizona and discovered the Grand Canyon. "Coronado returned to Mexico exhausted, bankrupt and disillusioned, but with a wealth of new knowledge of the borderlands of the Spanish empire," said Sweeney. He then described the colorful history of early gold, silver and copper exploration and mining in Arizona, including the famous tale of the Lost Dutchman's Mine. Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill?s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.

In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.

High metal prices and new world trade standards and accounting for environmental liability in financial disclosures are creating markets for metals commodities that are produced using ?green technologies?. A promising "green" gold leaching system uses a polysulfide based lixiviant which is non-toxic and non-polluting. Laboratory testing has demonstrated selective gold extraction rates comparable to those of cyanide. The polysulfide lixiviant is a dilute aqueous solution which can be inexpensively produced from readily available chemical reagents and even mining wastes. The reagent system is self-buffering and maintains the optimal chemical environment for leaching. Treatment of residual leach solutions is not necessary because the lixiviant itself is not toxic, and breaks down as the system equilibrates. Simple closed system boiling is used to recover gold from process solutions. The polysulfide lixiviant can then be readily renewed and recycled back into the system, forming a closed loop system that conserves reagents and energy which minimizes operating costs. Economic projections have shown that the system can be used profitably for standard ore types and grades.

Mill crushing drive systems are essential to cement producers. With the increased emphasis on operating efficiency, it is vital that these systems be dependable and reliable. No one needs the costs or headaches associated with unscheduled downtime or inefficient machinery operation. A reliable drive system starts with the proper selection of the ring, or girth, gear and continues through proper maintenance. Ideally, selecting the right girth gear brings together the gear manufacturer, the system designer and the end user. The gear manufacturer must know the details of the application, the demands that will be placed on the gear and the nature of the equipment to be driven. Similarly, the user and the system designer must be familiar with the variables that affect gear drive performance and service. For example, an application that places a torque load on the drive in excess of its rated capacity will result in gear tooth distress and, in severe cases, breakage.

Doyon mine, Quebec, Canada evaluates the possibility of desulphurizing their tailings to produce material to be used in as cover over the acid generating tailings disposal site. Laboratory tests were conducted and showed that a single-layer cover made of desulphurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modelling with the software Vadose/W was undertaken to optimize the design parameters, namely cover thickness, water table position, and residual sulphide content of desulphurized tailings following laboratory work. It was found that the optimal configuration includes a 1 m desulphurized tailings cover containing 0.8%S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux towards acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective chosen for Doyon mine (10 mol/m2/year) with the protective sand layer, even in extremely dry conditions.
