In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

The problem of direct-current plasma arc behaviour, interaction, and dynamics is considered in the context of metallurgical DC arc furnace applications. Particular attention is paid to the transient flow behaviour of arc systems. A mathematical formulation of the physics used to describe the arc system is presented, and includes the spatial and temporal evolution of fluid flow, heat transfer, and electromagnetism. Based on this formulation, a numerical model is developed using a finite difference approach on a regular cartesian grid in both two and three dimensions, with a special focus on robust stability, high resolution modelling, and high performance. A collection of results produced using the numerical model to study pilot plant-scale furnaces is then presented. These address a range of process and design variables and their effect on the numerical model?s results. Where possible, the qualitative behaviour of the model is compared to available experimental data. A number of novel effects and phenomena are seen in the dynamic behaviour of the DC plasma arc model for both single and multiple arc systems, which may lead to improved understanding, control, and manipulation of such systems where they occur in industrial applications. To date, Anglo Research has carried out several projects, based on the techniques developed in the AMIRA P9 (AMIRA International Limited), to develop comminution and flotation models for several Anglo Base Metals and, to a lesser degree, Anglo Platinum flotation plants. Plant optimization is thus achieved through steady-state sampling, model-fitting and simulation using the JK SimMet and JK SimFloat software packages. The surveys can vary depending on the needs of the plant/client. The survey can therefore include as little as a single piece of equipment, an entire milling/flotation circuit, or a complete circuit from primary comminution to final flotation concentrate (i.e. the ?integrated survey?). The presence of the AR team on-site usually precipitates in face-value observations that can lead to initial improvements. This stems from the knowledge-sharing on best practice that exists in parallel with the surveys. Numerous (reasonable) changes can then be simulated, thus indicating the optimization step most likely to result in the best efficiency improvements. The simulations can include changes in the flowsheet, ore characteristics, mill loads, grinding media size, change in grind, flotation residence time, air hold-up and several more. Plant surveys can result in process changes that provide the plant with either: higher plant tonnage, improved plant grind, additional flotation recovery and/or improved product grade. The additional benefit of performing an integrated plant survey is that the effects of an optimization change in the comminution circuit can be simulated using the flotation model. This paper describes a number of case studies where individual and integrated plant surveys were conducted by AR for Anglo Base Metals.

A brief history of channel sampling in South African gold mines is followed by a chronicle of different sampling events and sampling methods that used the traditional ?hammer and chisel? approach as well as diamond core extraction of the sample. The problems associated with each method of sample collection are documented and the use of a laser scanner to measure the exact volumes of sample material extracted from a correctly delimited sample site are considered. Areas where increment delimitation errors (IDEs), increment extraction errors (IEEs), increment weighting errors (IWEs), and increment preparation errors (IPEs) occur were investigated. A ?simulated chip sample model? is introduced and provides the basis for comparing the percentages of error introduced as a result of improper sampling. The heterogeneity experiment showed that reefs that are more homogenous tend have lower extraction errors than the more complex carbon-rich reefs, which may contribute to understanding the poor mine call factor on mines exploiting the latter types of reef. The calculation of resource volumes for large mineral sands deposits is the process of systematically compiling all known data in order to define the volume of ore contained and its intrinsic economic value. Traditionally, this process has been highly speculative in nature, as the variability of the layer thickness, even between closely spaced, boreholes can be highly variable. The issue of horizon continuity is of critical importance in mine modelling and resource definition. Accurate volume estimates are difficult to derive from drilling data alone, as the borehole spacing of an economically viable drilling programme is often greater than the spatial frequency of the variations in profile thickness. The limitations associated with this inferential approach to resource estimation can be mitigated through the use of newly developed ground penetrating radar (GPR) methods, thereby maximizing orebody optimization by reducing contamination and orebody loss. The use of GPR in the mining industry has historically been limited to shallow, high-resolution applications, such as the location of voids in limestone or the mapping of paleo channels for alluvial gold and diamonds (Francke and Yelf, 2003). These limitations have not been technology based, but rather market based, as the vast majority of GPR systems were originally designed for civil engineering applications. A new generation of GPR technology, designed specifically for maximum penetration in sand environments, is now being developed. This technology has been trialled extensively at the Richards Bay Minerals heavy mineral sand deposit in South Africa with optimistic results. The clay base of the mineral sands has been imaged to some 120 metres. Further equipment refinements are expected to yield even deeper profiling and higher resolution. The resolution offered by this technology is unique, allowing individual depositional sequences to be imaged and modelled in three dimensions. This paper will discuss the advances in GPR technology relevant to the mineral sands industry, as well as methods to optimize and integrate GPR data into existing mine models. Also addressed will be approaches to three-dimensional modelling of high-resolution GPR data and subsequent volume estimations.

Perceptions of disaster caused by burning fossil fuels have reached such a pitch that they seriously threaten the very future of the industry. Coal is a dirty word. A leader in Business Day(January 192009) claimed ?There is no disputing that renewable and non-polluting energy sources are preferable to the country?the true cost of so-called cheap coal-fired power stations is neither reflected nor accounted for by Eskom?the true and immediate but unacknowledged cost of continued coal mining is apparent in the catastrophic level of acidification from mining runoff of all significant natural water resources in the country?and their waters have been rendered unfit for human consumption. Air quality is in a similar state with?increases in pulmonary disease causing workforce absenteeism and compromised childhood development, among many other health problems recorded in areas polluted by coal mining.? The upshot is that our latest coal-fired power station, Kusile, is being required to use flue gas desulphurization. The costs are considerable, and the benefits minimal. Meanwhile, exports are being threatened by EU directives and an assumption that South African coal gives off excessive quantities of SOx and NOx when burned. The industry needs to arm itself with clear responses to these and similar misconceptions, and to communicate those responses loudly and clearly, if it is to survive.

Atomaer (Pty) Ltd is a technology-driven company with interests in Western Australian nickel. Atomaer (RSA) Pty Ltd is a process technology company operating in Southern Africa. It is a subsidiary of Atomaer Holdings Pty Limited (Atomaer), which has operating companies in Australia, Africa, South America, and Europe. In addition, Atomaer has substantial shareholdings in Braemore Resources Plc, a nickel company with interests in sulphide nickel projects in Western Australia and Southern Africa listed on the Alternative Investment Market of London Stock Exchange (AIM); Mintails Limited, a gold company with interests in gold operations in South Africa listed on the Australia Stock Exchange; and Brinkley Mining Plc, a uranium company with interests in Southern Africa listed on the AIM. Independence Platinum Limited (IPt) has been formed by Atomaer to undertake the commercial development and exploitation of Mintek's ConRoast technology with the strategic objective of providing independent smelting and refining facilities with lower capital and operating costs for the treatment and processing of platinum concentrates, including those with high chrome and/or nickel and/or low platinum group metal values, for the development of platinum projects by junior resource companies in South Africa. The platinum mines of South Africa have traditionally exploited the Merensky Reef of the Bushveld Complex for platinum production. However, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade, all of the platinum producers have begun to mine the UG2 reef because of its cheaper mining costs. UG2 ore usually has lower platinum group metal contents and higher chrome values. The new junior resource companies have gained access primarily to UG2 reefs. Consequently, platinum mining is becoming more UG2-based and the resulting concentrates contain high levels of chromitite. UG2 concentrates are difficult to smelt in the current six-in-line submerged arc furnaces, and this leads to increased capital and operating costs for those smelting operations. The platinum mines of South Africa produce the majority of the world's platinum metal used in automotive catalysts and jewellery. As the platinum market is forecast to grow at a healthy rate into the future, the SA producers Anglo Platinum, Impala, Lonmin, and Northam are planning to expand mining operations in the next decade. Furthermore, a number of smaller new producers who are accessing other mineral resources are entering the buoyant market and will produce platinum concentrates for purchase or toll treatment. Hence, a shortage in both smelting and refining capacities is anticipated. Further smelting and refining facilities independent of the major platinum producers will be required in South Africa by 2010. Mintek's ConRoast technology is best suited to fill the need to treat a high proportion of UG2 concentrates in a cost-effective and technically efficient manner. Atomaer base metals technology has been developed for rapid leaching of nickel and other base metals from alloy. Significant reductions in capital and operating costs are expected from the combination of the two advances in process technology compared with that installed at the existing smelters and refineries that were established over 20 years ago. Independence Platinum will be listed on AIM and the Johannesburg Stock Exchange (JSE) in 2007, and developed as an independent, vertically-integrated platinum company using its independent smelting and base metals refining facilities as a strategic platform to promote the development and mining of platinum projects by junior resource companies in South Africa through technical co-operation, strategic alliances, joint ventures, off-take, toll-refining, and marketing agreements.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and - importantly - metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These 'geometallurgical variables' drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many `traditional' (ie grades and tonnes) reserve models, the variables that drive the project are missing!

The ability of soils to retain and hold cations is called the cation exchange capacity (CEC). Adsorbed cations, however, can be replaced by other cations through the process of cation exchange. Heavy mineral deposits contain a significant portion of slimes including the very fine clay minerals. In most circuits the slimes fraction hampers efficiency and has to be removed during early stages of the process. Being a nonvaluable process stream, the processing of the slimes is a costly exercise. In thickening applications it might be possible to manipulate the ability of clay minerals to retain and hold positively charged cations in order to optimize flocculation and therefore reduce flocculation costs. The CEC value of the slimes could be a measure of this possibility. To investigate this hypothesis, different slimes samples were characterized for size, chemical composition and clay minerals present. The CEC value of each sample was determined and explained in terms of the mineral phases present. Settling tests were conducted and an attempt was made to explain the CEC characteristics of the clay minerals in terms of settling rate. The scope of this investigation was to test the hypothesis and should not be seen as an in-depth study of the subject matter. A greater number of samples and detailed analyses to identify and quantify minerals and phases present would be required to investigate further the relationships between clay minerals in the deposit, CEC and settling rates. Location and geological setting Exxaro KZN Sands is mining a heavy minerals deposit at Hillendale mine located at Richards Bay, South Africa. The orebody consist of a dune some 8 km inland from the coast to the north of eSikhawini. A geological synopsis undertaken by Botha1 concluded that the Hillendale mining area represents a coastal dune sequence that accumulated north of the Tugela River. The northward movement of sediment by long shore drift currents result in a high sand budget on the beaches north of the river youth and is the dominant contributing factor to the accretion of the coastline and development of parallel dune systems along the coastal zone in this area. Beach swash zone processes and enrichment of the fine sand fraction occurs during wind transport off the beach by ascending parabolic dunes that form the coastal barrier dunes. This process results in heavy mineral concentration on the windward dune face and localized enrichment parallel to the dune forms. The aeolian sedimentary facies processes result in the primary concentration of higher grades in the upper silt-enriched reddish brown horizons of the profile. The synopsis by Botha1 further showed that an additional component of heavy mineral concentration can be ascribed to the post-depositional relative enrichment of heavy minerals due to weathering. Therefore, it is likely that the Hillendale orebody protolith was pedogenically weathered to form the homogeneous, silt-enriched, clayey reddish brown to dark red, palaeosol profile that grades downwards into yellowish brown, less clay-enriched sand. Slimes characterization Samples The Hillendale orebody was divided into geochemically discretized zones based on the concentration of ilmenite and other specific minerals and/or phases. Six composite samples were made up from exploration samples taken from Zone 9, Zone 11 and Zone 12. The red and orange horizons within these composite samples were separated and test samples were prepared to conduct test work and analyses. The test samples were submitted for preparation and analysis to characterize the slimes properties. Each test sample was deslimed at 45 µm representing the slimes fraction (-45 µm) and dried at 40°C. The -45 µm slimes samples were then split to conduct size analysis, chemical analysis, XRD and to determine the CEC. Size analysis The size distribution of the composite samples is shown in Table I. The size analysis shows that there is a difference in size distribution between the orange and red horizons of each zone. The orange horizons contain less 850 µ material as well as less slimes (-45 µm). The red horizons contain yore slimes (-45 µm). The size distribution of the slimes fraction (-45 µm) was determined using Malvern size analysis. The cumulative particle size distribution of the slimes is shown in Figure 1. The red horizons of the different zones show similar size distributions. The orange horizons show some differences. However, there is a difference in size distributions between the red and orange horizons.

Gold bearing deposits in the Witwatersrand consist predominantly of narrow tabular conglomerates with quartzite host rock. Extensive mining of these deposits at depth results in significant stresses being induced in the periphery of the tabular excavations. Where remnant pillars are created excessive stresses have resulted in the dynamic failure of the abutments. At the Hartebeestfontein Mine four brittle shear zones have recently been exposed and investigated. For most part, they represent abutment failure into the weaker hangingwall strata, striking parallel to the abutment, dipping towards the stope, with a sense of displacement consistent with closure of the stope from above. These shear zones are similar to those described in various publications by Ortlepp2: they are essentially brittle shear zones characterised by the presence of very finely comminuted ‘rock flour’ on an obviously freshly sheared surface. The angle between the shear zone wall and extension fractures indicate the sense of shear and the intersection of the extension fractures with the shear zone walls define a strong lineation normal to the direction of slip. It is suggested that these structures are referred to as ‘mining induced dynamic brittle shears’. Là où des piliers restants sont créés, des contraintes excessives ont eu pour résultat une rupture dynamique des appuis. Dans la Mine d’Hartebeestfontein, quatre zones fragiles de cisaillement ont été récemment exposées et étudiées. Dans la plupart des cas, elles représentent une rupture des appuis dans les strates moins solides de la paroi suspendue, orientée parallèlement à l’appui, inclinée en direction du chantier d’abattage avec une direction de mouvement consistante avec l’affaissement du toit de la galerie d’abattage. Ces zones de cisaillement sont similaires à celles décrites par Ortlepp2 dans diverses publications: Ce sont essentiellement des zones cisaillement fragiles caractérisées par la présence de « farine de roche » très finement réduite sur une surface évidemment fraîchement cisaillée. L’angle entre la paroi de la zone de cisaillement et les fractures de tension indiquent le sens du cisaillement et l’intersection des fractures de tension avec les parois de la zone de cisaillement définit une forte délinéation perpendiculaire à la direction du glissement. Il est suggéré que l’on se réfère à de telles structures comme des « cisaillements dynamiques fragiles induits par l‘exploitation ». Goldablagerungen im Witwatersrand bestehen überwiegend aus schmalen tabularen Konglomeraten mit Quarzitwirtgestein. Der umfangreiche Abbau dieser Ablagerungen in der Tiefe resultiert in signifikanten Drücken, die auf die Peripherie der tabularen Aushöhlungen wirken. Wo Restpfeiler hergestellt wurden, resultierten exzessive Drücke im dynamischen Versagen der Auflager. In der Hartebeestfontein Grube wurden kürzlich vier spröde Scherzonen freigelegt und untersucht. Zum größten Teil representieren sie Auflagerversagen im Stratum der schwächeren Stollenfirste, parallel zum Auflager verlaufend, in Richtung Abbaustelle abfallend, mit einem gewissen Grad an Verschiebung konsistent mit der Schliessung der Strosse von oben. Diese Scherzonen sind jenen ähnlich, die in den verschiedenen Publikationen von Ortlepp2 beschrieben werden: sie sind im Wesentlichen spröde Scherzonen, charakterisiert durch das Vorhandensein des sehr fein pulverisierten „Gesteinsmehls“ auf einer offensichtlich frisch abgescherten Oberfläche. Der Winkel zwischen der Scherzonenwand und den Bruchverlängerungen deutet die Richtung der Scherung an und die Kreuzung der Bruchverlängerungen mit der Abscherzone grenzt sich gegen eine starke Lineation normal zur Richtung der Lehne ab. Es wird vorgeschlagen, daß diese Strukturen als `vom Abbau verursachte dynamisch spröde Scherungen’ bezeichnet werden.

The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

"In order to reach the goal of optimal and safe extraction of the mineral reserve, the mining industry is increasingly focusing on reconciliation across the mining value chain to ensure that the mining process occurs in a progressively more predictable manner. This will consequently improve the understanding of mine plans and their associated implementation risks, ultimately leading to increased investor confidence. In terms of geotechnical engineering, mine to design performance assessment is a critical aspect of mine to plan adherence focusing on the complex aspects influencing slope performance. A mine to design reconciliation process therefore needs to systematically track implementation and geotechnical aspects in order to review or update slope design criteria and pit layouts according to the mine planning cycle as the mine is developed. This paper describes the development and implementation of a standardized mine to design reconciliation system for operations utilizing laser scanning technology, analysis tools, as well as associated key performance indicators. Performance is evaluated on final pit boundaries in terms of geometry achieved as well as blast performance evaluation of face conditions. These aspects as well as the resulting catch berm capacity should be captured in an information system, enabling longer term trend analysis and detailed root cause analysis where unsatisfactory outcomes occur. Adverse outcomes should subsequently be incorporated into the mine’s risk management process informing risk mitigation measures including blast design adjustments, slope design changes, or rockfall protection measures. We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions.

Paper written on project work carried out in partial fulfilment of Laboratory-scale testwork was undertaken to recover oxidic copper-cobalt minerals by froth flotation, which requires maintaining a certain sulphide level in the pulp. To improve control of the sulphide concentration, an electronic closed-loop system was designed that responds to the potential output of an ion-selective electrode. The PID control was improved by adding a pre-emptive control and a self-calibration feature; a data logging facility is also included. An inexpensive valve design was incorporated using locally available parts. The operating results of this control design are presented.

"SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.
