A phase in strip mining of bituminous coal is the overturning of the surface of the land. The ;purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of mining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. ACKNOWLEDGMENTS The information used in the report was obtained through the courtesy and cooperation of the operators of the mines visited, State officials and educational institutions, and others interested in the subject.

Oxidation of mixed lanthanide solutions with ozone at pH 4.5 and at ambient temperature resulted in precipitation of 98 percent of the original cerium present. Corresponding cerium purity was increased from 50 to 98 percent. A second ozone oxidation-precipitation step produced cerium of 99.9 percent purity in high yield from the 98-percent-pure material. Alternately, ozonation at pH 6.5 and 85° C differentially precipitated cerium and rare-earth elements heavier than cerium and left 89 percent of the original lanthanum in solution at a purity of 95 percent. Subsequent recovery of cerium from the heavier rare-earth elements in the precipitate was accomplished by dissolving the precipitate in dilute mineral acid and reoxidizing the cerium with ozone at pH 4.5 and at ambient temperature. The filtrate contained an enriched praseodymium-neodymium-samarium-europium mixture that is amenable to separation by ion exchange or solvent extraction.

"In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."

"The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. According to the estimate of reserves by Dowd,3/ the recoverable coal in Raleigh County in beds 28 inches or more thick, in thousand tons, is: [ ]

"A number of Reports of Investigations pertaining to the extraction of potash from cal¬cined polyhalite have been made by various members of the Nonmetallic Minerals Experiment Station of the United States Bureau of Mines. These reports describe results obtained in the study of samples of polyhalite (2CaS04.K2S04.MgS04.2H20) from deposits of possible com¬mercial importance in Texas and New Mexico.3Storch and Clarke6 in their initial paper presenting data on the properties of Texas polyhalite demonstrated the desirability of calcination and subsequent hot extraction with water as a satisfactory pronedure for treatment of this potash-bearing salt. Their preliminary data have been supplemented by an additional report7 dealing more particularly with the leaching of raw and calcined polyhalite with water and with saturated sodium chloride solu¬tions. Further data8 have been reported as a result of experiments made in a small labora¬tory rotary-tube furnace under various calcination and extraction conditions. Hot water was used as the leaching solution in all of these tests.In addition to the data on calcination and extraction, two processes as proposed by Storch and Clarke have been published by Wroth,9 and more recently a number of very promising processes have been proposed by Storoh and Fragen.10"

The mine surveillance and communication system hereafter described provides continuous local and remote monitoring of several parameters critical to normal mine operation at each of ten underground sites in the Bruceton Research Mine. The techniques employed are well proven and have been care-fully chosen to provide the best solution to the technical problems involved while giving special attention to economic considerations.

Seventy-four human factors research and development projects were identified for possible Bureau funding. The projects were based on (1) literature surveys, (2) reviews of accident statistics and reports, (3) interviews with equipment manufacturers, MSHA, and Bureau personnel, and (4) site visits to 26 mines. The projects are divided into the following categories: those related to (1) mobile equipment, (2) maintenance shops and areas, (3) plants and mills, (4) organizational factors, (5) safety programs/data, and (6) training. The projects were rated by industry and MSHA people in terms of benefit to the industry. Projects were placed into three categories of priority. The highest priority contained 25 projects with 26 in Category 2, and 23 projects in the lowest category.

The percentage of coal cleaned mechanically has increased greatly in the past 30 years. This technological change in preparation methods, accompanied by mechanical innovations in most phases of coal mining, has enabled the industry to supply quality coals at competitive prices. The Bureau of Mines has contributed to this progress by conducting research on coal-preparation problems, by evaluating the performance of domestic-and foreign-made preparation equipment, and by recording advances as they occur in industrial coal-cleaning practices. The Bureau's work in this field is recorded in the more than 150 technical and scientific publications listed in this volume. These reports, published by the Bureau over the past half century, document the Nation's progress in a vitally important phase of fuel technology.

This appendix documents the mathematical approach to deriving the components of change presented in this report. The formulation closely follows that contained in Chapter IV of the documentation for the BEA 1977 Input-Output Tables.' The basic elements for the calculations include the "use" matrix (U), the "make" matrix (M), and any of the ten columns of final demand (generically represented by the symbol y). The use matrix contains information about changes in the technological processes of production, while the make matrix describes the nature of secondary product production in each industry. We adhere to BEA conventions in maintaining careful distinctions between commodity output (c) and industry output (x). The industry-by-industry 1-0 tables supplied by NYU for use in this analysis are square matrices, with the number of commodities and the number of industries both equal to 85. The BLS table for 1982 (commodity by industry) was aggregated and adjusted to be consistent with the earlier tables. The three basic steps for estimating components of change proceed as follows for each column of final demand. 1) Calculate the actual change in output of each commodity for each of the four time periods: 1963-72, 1972-77, 1977-82, and 1963-82.

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

In 2006, a total of 4,573 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 30.7% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,042; 44.7%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=368; 8.0%), followed by Texas (n=342; 7.5%).

Potash is riot only an important ingredient in the manufacture of many products of modern industry, such as chemicals, explosives, medicines, paints, soap, matches, glass, paper, aniline dyes, bleaching agents, and a host of others, but is indispensable in agriculture. Justus von Liebig is credited with being the first to discover, about 1858, that potash salts in the soil constitute an essential plant food which is not replaced by nature when exhausted through continued cultivation, that this exhaustion results in a decreasing yield of crops, and that the virgin productivity of the soil may be restored, and indeed even increased, by the addition of suitable potash fertilizers. The fact is now well established that wherever intensive cultivation is employed, whether for the raising of cereals, cotton, tobacco, fruit, or garden truck, the replenishment of the potash content of the soil is essential to the maintenance of production. Hence potash is of primary importance in modern life, not only for the economic welfare of industry but for the production of valuable raw materials and the very food supply of the nation itself. SOURCES OF POTASH The main sources of commercial potash are: (1) The solid deposits of soluble potash minerals, such as carnallite, sylvinite, and kainite; (2) sea water, brines, and salt-lake deposits containing appreciable amounts of potash salts associated with sodium salts; (3) vegetable substances, such as wood ashes, bee sugar residues, seaweed, and sunflower stalks; (4) animal material, such as wool washings; (5) products resulting from the decay of organic nitrogenous matter, such as Indian niter; (6) dust in flue gases from cement kilns or in the top gases of iron blast furnaces; and (7) insoluble potash minerals, including alunite, feldspar, leucite, muscovite, and glauconite, all of which contain a considerable quantity of potash.1

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. There are no identified mineral resources in the Italian Peak RARE II areas, and there are no producing or developing mines within or adjacent to the study area. Several prospects are in RARE II area M-4945, Idaho, but none were found in the area I-1945, Montana. The Viola Mine (fig. 1, no. 15) vicinity and the Heart Mountain vicinity along the west and south borders, respectively, are being prospected. There has been no recorded production from mines within the study area, but between $2.5 million and $5.0 million worth of lead, silver, and zinc were produced in the adjacent Birch Creek district - dominantly from the Viola Mine - from 1882 to 1889 (Anderson and Wagner, 1944, p. 14). The Viola and other mines in that district are possibly, on basin-margin, carbonate-hosted, lead-silver-zinc deposits stratabound within the Devonian Jefferson Formation. Previous studies have considered them to be hydrothermal, replacement orebodies. Mineral occurrences in the Heart Mountain area are possibly black-shale hosted uranium-vanadium deposits in the Mississippian-Devonian McGowan Creek Formation or perhaps the underlying Devonian Three Forks Formation. The Jefferson and McGowan Creek Formations underlie many scattered segments of the study area. The deposits and occurrence; are not sufficiently exposed to determine tonnage and grade, but sampling indicated moderate resource potential at two properties just outside the study area, the Viola Mine and the Elkhorn Group (fig. 1, no. 33). Local residents indicated there are several thousand tons of zinc-bearing resource; at the Viola line. A 23-ft (70-m) drill hole intercept near Heart Mountain et the Elkhorn Group adjacent to the stuny area contained 0.15 percent uranium oxide
