The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. This experience allowed engineers to limit the number of systems chosen for long-term tests at mine sites to those systems showing

The investment involved in any communication system represents a considerable sum. Even though it is desirable that the system work properly each and every time it is called into use, some failures are bound to occur. Most failures, however, and especially those that occur most frequently, are due to poor installation techniques. An extra hour spent at an installation site can save many maintenance trips and many frustrating hours of system troubleshooting. Typical faults likely to cause communication outrage are Pager phone systems Poor splices aggravated by corrosion. Strain relief not provided. Drip loop not provided. Incorrect branch connections. Overloading the circuit. Poor battery connections. Improper wire size or type. Lightning strikes. Improper placement of wire runs. Carrier phones Mounting transceiver near load resistors or other sources of heat. Tracks not electrically bonded. Cable abrasion due to poor mounting location. Disconnected battery. Poor mechanical installation. Each installation should be well planned. After an installation is completed, the technician should ask the question, "What can go wrong with this unit or line?" Remember the adage, "Whatever can go wrong, will." Preventive measures taken during installation will pay off in the long run. 6.2 Pager Phone Installation The pager phones used in many underground coal mines are battery-operated, party-line telephones with provisions for loudspeaker paging. The system is usually two-wire, nonpolarized, and operated by self-contained batteries. Many of the individual units are certified as permissible. 6.2.1 Mounting Pager phones are designed to be mounted on an upright support at the desired location. For convenience, the phone should be mounted 5 feet above the floor where there is no obstruction to using the handset or removing the cabinet front cover for servicing or battery replacement. In low-coal situations, a suitable height for installation should be selected convenient to the normal operator's position at the site selected. About 12 inches of free space on each side of the phone should be provided for cabinet access. The phone should be protected against direct exposure to dripping water and should not be allowed to rest in a puddle of water. The mounting location should be convenient to a work location and have a safe, unobstructed area for a worker to stand and use the phone. The phone must be in a location where the worker will not be in the path of moving vehicles or falling debris. Each telephone is normally well insulated, but it is still good practice to provide an insulating mat or dry planking for the user to stand on.

ALTHOUGH the quantity of material handled at metal and nonmetal mines in the United States in 1962 was 2.7 billion tons, the same as in 1961, a larger proportion was waste. At metal mines, crude ore production declined 1 million tons and waste output rose more than 18 million tons; at nonmetal mines crude ore production declined 6 million tons and waste output rose 36 million tons. Copper and iron ore producers increased their share of crude ore and material handled from about three-fourths to four-fifths of the national metals total, and sand and gravel and stone producers in-creased their share of the nonmetals total, also from three-fourths to four-fifths. Six States-Arizona, California, Florida, Michigan, Minnesota, and Utah-each handled more than 100 million tons of ore and waste, and together they accounted for 43 percent of the U.S. total. When the large-volume construction materials (sand and gravel and stone) were excluded from the totals, four States-Arizona, Florida, Minnesota, and Utah-supplied over half of the material handled.

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. These results will be validated with future in-mine measurements. Cooperative Research Opportunity NIOSH is seeking cooperators to assist in further research and development of this technology. The impact of mining activities on the economy in both 1983 and 1984 was minimal. The most recent available data on the gross domestic product (GDP) indicated a level of $1.6 billion in 1983.2 The estimated value for the production of cement, aragonite, and salt was about $17 million in that year, down from the estimated $20 million in 1982. No data are available on the economic impact of the large petroleum refinery at Freeport on Grand Bahama Island, but it represents the major mineral-related activity. Cement production remained at only a fraction of the 800,000 tons per year of plant capacity. The offshore search for hydrocarbons continued in 1984, and some companies were about to enter the third year of seismic and geological surveying around Andros and Grand Bahamas Islands. Getty Oil (Bahamas) Co. Inc.; Breoco Ltd., a subsidiary of REO Development Corp. of Tulsa, Oklahoma; and Natomas Petroleum (Bahamas) Ltd. were the first companies to be awarded exploration licenses. These companies were committed to drilling at least one well before the end of the third exploration year. Other companies actively engaged in exploration included Exxon Corp., Atlantic Richfield Co. (ARCO), Chevron Oil Bahamas Ltd., and Esso Oil Bahamas Ltd. Geophysical Services Inc. (GSI) of Dallas, Texas, and Petroleum Services (Bahamas) Ltd. of Englewood, Colorado, ran another seismic survey line during 1984. This 1,533-mile line was in the Great Bahama Bank and Cay Sal Bank areas off the southeast Florida coast, and tied in with a 4,530-mile program GSI ran in 1981-82. These surveys were nonexclusive and publicly available through GSI.

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. Burrell and F. M. Seibert; Technical Paper 122, ""Effects of Oxygen Deficincy on Small Animals and Men"", by G. A. Burrell and G. G. Oberfell; and ''Chit of Properties of Mine Gees"" by G. A. "INTRODUCTION A preliminary examination of the Green Monster and Benich copper prospects was made by engineers E. W. Newnan and George N. Bennett, of the Bureau of Mines, on December 13, 1943. In an unpublished report, it was stated that certain geologic features appeared to be similar to those associated with the copper deposits of the nearby Butte district. On these premises, a preliminary diamond-drilling program was recommended to explore 300 to 400 feet below the mineralized outcrops for the possible presence of a sulfide enrichment zone. In accordance with that recommendation, three holes were drilled. This report presents the data provided by that preliminary drilling exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Researchers with the National Institute for Occupational Safety and Health (NIOSH) conducted a systematic study to evaluate seat designs on low- and mid-coal-seam shuttle cars. The purpose was to gather additional data to support earlier findings that NIOSH seats, with unique viscoelastic foam padding, are indeed improved designs for coal mine shuttle cars. This study included a larger sample of shuttle car operators than a prior NIOSH investigation. Eight shuttle car operators participated in evaluating seat designs on the basis of perceived levels of vehicle jarring/jolting and discomfort. Researchers then compared the operators’ perceptions with field-measured levels of vehicle jarring/jolting. Seven seat designs were evaluated on low- and mid-coal-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. These seat designs comprised the one already in use on each vehicle and five NIOSH designs. Experimental data were collected using accelerometers, signal conditioning amplifiers, and filters connected to a data recorder, whereas subjective data were gathered via a visual analog scale (VAS) and a questionnaire. Field trials included shuttle cars operating under full- and no-load conditions. VAS responses indicated that NIOSH-designed seats performed better relative to comfort and isolation from vehicle jarring/jolting than the existing seats used in the shuttle cars. Both mid- and low-coal-seam shuttle car operators, during no-load and full-load conditions, rated lower levels of jarring/jolting with the NIOSH seat design. Questionnaire responses indicated that shuttle car operators rated NIOSH seat designs as more comfortable. Vehicle operators most frequently suggested the addition of armrests as a way to improve the seats on the mid-seam shuttle car. The quantitative levels of vehicle jarring/jolting for the no-load condition (more severe condition for vehicle operation) showed that NIOSH seats for the mid-coal-seam shuttle car performed better than the existing seat in terms of peak acceleration and crest factor. Similarly, for the low-coal-seam shuttle car, NIOSH seats performed better than the existing seat in terms of peak acceleration, root-mean-square (RMS) acceleration, and crest factor.

The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

The Bureau of Mines studied 780 acres of the 24,130-acre Sheldon Contiguous Wilderness Study Area (CA-020-1012) in 1985. The study was done at the request of the Bureau of Land Management and authorized under the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1 976) in order to evaluate the mineral resources. The study area is located in Washoe County, NV, about 35 miles northeast of Cedarville, CA. A search of county courthouse records and an examination by foot traverses through and adjacent to the study area did not reveal evidence of any mining or mining exploration activity past or present. In addition, evidence of any form of rock alteration was not observed. Evidence of mineral resources is not apparent. Although basalt, the only rock-type present in the study area, can have some limited industrial applications, sources closer to potential markets probably would preclude rock from this area being economically competitive. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Sheldon Contiguous study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys ;s to provide data for President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

"INTRODUCTION In city smoke-abatement work it is customary to require approval of the sizing of fuel-burning equipment. This is to insure that, with reasonable attention, the equipment can be operated essentially smokelessly, having such features as ample furnace volume and air supply. To answer the many inquiries that come to the Bureau of Mines as to what dimensions are acceptable and standard, the requirements of a number of smoke-abatement ordinances have been tabulated.CONCLUSIONSStudy of these tabulations shows that even after many years of fuel-burning practice and experience there is no common standard. Variations in the requirements for the same type of equipment under the same conditions of operation are great. This causes considerable difference in installation costs. Over-all costs being affected, the competitive positions of different types of fuel-burning equipment are also affected. It is apparent that there is a lack of information as to proper dimensions that is commonly accepted as authoritative.DISCUSSIONTable 1 gives the minimum furnace-setting heights required by various cities for mechanical underfeed stokers installed under H.R.T. boilers. Figure 1 shows a typical installation. The dimension given for each case is the distance from the dead plate of the stoker to bottom of boiler shell, unless otherwise noted. As shown in the table, different cities use different size-classification systems; it is not possible to make complete, exact, direct comparisons. Table la gives a comparison for various cities, showing the approximate percentage difference in H.R.T. furnace-setting heights required from those recommended by the Stoker Manufacturers' Association arbitrarily chosen to serve as a basis of comparison. The percentages are approxi¬mate because they were calculated as if all heights as given were measured from the dead plate of the stoker. In two cases a lower height is permitted, in a number of cases the height may be the same, and in a number of cases the height must be greater. The percentage increase goes to 100 in one case. Lack of uniformity is quite evident."

Many different types of structures and materials have been used to build mineral processing facilities over the past few decades. Although the structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health performed an evaluation to determine to what extent building types could impact respirable dust and noise levels. This report discusses the evaluation of three different types of product sizing silica sand structures: a masonry design, a steel-sided design, and an open structure design. The data obtained in this study indicate that the open structure design (no walls) was superior from both a dust and noise (health) standpoint compared to the other two structures. The open structure design should also be beneficial from a cost standpoint because of lower material and construction costs. Companies and design engineers should consider this open design when building new mineral processing facilities in climates where it could be applicable. Some companies may also want to consider modifying existing structures with a more open design to further reduce dust and noise levels. As the trend continues in lowering allowable dust levels for federal health standards in the U.S. mining industry, the open structure design may be an approach for some companies to consider for their operations.

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

The Bureau of Mines has compiled pipeline mileage every 5 years since 1926, with the exception of the war period 1941 to 1949. The present survey has been made to reflect the progress under mobilization of the petroleum pipeline industry where efforts have been made by the government to stimulate construction of those facilities that would best equip the nation for a possible major emergency. This report summarizes the total mileage change 1n petroleum pipelines for 1950 through 1952. In order to increase the value of the information gathered the reporting companies were requested for the first time to report not only the net change in mileage as formerly, but also all new and used pipe laid and the total taken up. This new information permits effective appraisal of the construction effort of the industry and relates it to steel requirements.

In the course of investigation now in progress by the Bureau of Mines into the nature of " gum forming" constituents of gasoline , several gasolines and other petroleum products were heated in a small bomb , and pressures of considerable magnitude were developed . As the Bureau has received many inquiries for data showing the pressure that may be developed in a still when gasoline or other oil is subjected to elevated temperatures , it was thought advisable to record the pressures observed at various temperatures in the course of this work . data were merely a by- product of the main investigation . These Gasoline and similar products are very complex mixtures , and it is difficult to determine accurately the true vapor pressures , hence the vapor pressures of the oils used in these tests have not been studied in detail , but the data obtained may be taken as representative of the pressure- temperature relations of the various oils in commercial work.

The title of this book, The Phoenix of Natural Disasters: Community Resilience is aptly chosen. ?The Phoenix is a mythical bird that never dies; the phoenix flies far ahead to the front, always scanning the landscape and distant space. It represents our capacity for vision, for collecting sensory information about our environment and the events unfolding within it.? (source: The Feng Shui Handbook, feng shui Master Lam Kam Chuen.) There are Chinese, Japanese, Russian, Egyptian, and Native American counterparts of the phoenix. All of these birds are identified with the sun and depicted as rising from the ashes ? living again. This is the essence of a community after a natural disaster ? they live again. The Phoenix of Natural Disasters: Community Resilience is edited by Kathryn Gow and Douglas Paton who have done an excellent job of creating a relatively seamless transition between chapters with different authors. The content is organized well with the first chapter providing an excellent overview of what is to come and each chapter including an abstract clarifying the focus of the chapter.
