The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Interested persons wishing to borrow or purchase a film should specify its title and the preferred and alternate showing dates. Mines in the western United States have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the earl v 1990s provided an effective alternative, (lilt/ it remains the dominant form of tail¬gate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled to¬gether; provides more capacity than (m equivalent sized Call support and improves transport efficiency. However the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but the \' have not been proven in high deformation en¬vironments. This paper compares the performance characteristics o f these various support systems.

The Bureau of Mines has developed a time-dependent droplet vaporization model (in the absence of forced convection) that can be applied to the vaporization of liquid Halon 1301 droplets (vapor pressure at 300 K = 14 atm) sprayed from an extinguisher. It was found that rapid surface vaporization quickly lowers the droplets' surface temperature very near to the boiling temperature, and the vaporization becomes diffusion controlled. Although the lifetime of the droplet is proportional to the square of the initial radius of the droplet, the elapsed time prior to complete droplet vaporization is not proportional to the square of the droplet radius, as an equilibrium model would indicate.

The Bureau of Mines has developed a practical methodology for deter- mining occluded gas contents of domal rock salt samples. The method, which is portable and field worthy, provides results in 5 min or less and does not require a laboratory environment or specially trained personnel to obtain meaningful results. The results can be used to identify gas-enriched zones, and thus may aid mine operators in production planning or ventilation design. The test method is based on the relationship between gas content and the acoustic response of salt samples as they are dissolved in water. The relationship is defined by an equation, and the results are repeat- able. The equation was derived by testing a series of rock salt samples collected from domal salt mines in Louisiana.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may he measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

The rapid increase in the quantity of coal being mined by stripping methods is one reason for the increased interest evinced by safety and other agencies in the hazards that are inherent in this Method of mining. The coal-mining laws of some States contain general provisions governing the mining of coal by open-cut methods, but none contains a complete list of specific safety regulations or laws for-the safe operation of such mines. The cool-mining laws of one State empower the head of the coal-mining inspection organization to proscribe regulations for coal-stripping operations and gave him the authority and power to enforce the rules and regulations promulgated by him.

The natural vertical fracture sys tem in bituminous coalbeds is called cleat. Cleat orientation commonly controls the direction of mining with major development paralleling the face cleat. Previous researchers have categorized the origin of cleat as endogenetic, relating the origin of cleat to compaction and coalification, and exogenetic, relating the origin of cleat to tectonic forces. In the coalbeds studied for this report it was found that tectonic forces were the controlling factor of cleat formation. Face cleats were formed as extension fractures during structural deformation, and butt cleats, as release fractures during erosion and uplift. The face cleat of the Pittsburgh coalbed rotates from N 80° W in north- western West Virginia to N 57° W in southwestern Pennsylvania ; the face cleat maintains a perpendicular orientation to the shifting axial trend of local structures . Cleat orientation in other bituminous coalbeds in Virginia, Utah, Oklahoma, and Central Pennsylvania showed a similar relationship to local structure. Directional permeability of coal is directly related to cleat. Holes drilled perpendicular to the face cleat yield from 2.5 to 10 times the amount of gas released as compared with holes drilled perpendicular to the butt cleat.

A statistical analysis of silver assay data from rotary-drill-hole cut-tings and diamond-drill-hole cores from the Round Mountain prospect, Custer County, Colo., demonstrates several useful methods for estimating grades and tonnages of ore from the drilling of wide-spaced holes in disseminated deposits of precious metals. A new method of are appraisal is introduced which estimates grade and tonnage of are by calculating convex hulls (smallest convex polygons) for sample points with assay values above specified cutoff grades. Analyses of variance compare the consistency of data from rotary-and diamond-drill holes, from rotary-drill holes sampled at 2-and 4-foot intervals, from two methods of sample preparation, and from atomic-absorption and fire assaying. Evidently, data from the two types of drill holes, from holes sampled at the two intervals, and from different methods of preparation are in agreement. Atomic-absorption silver values are consistently lower than fire-assay silver values.

The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. The washability examination of a coal establishes the quality of the product that could be prepared by mechanical cleaning, shows how much impurity would have to be eliminated to attain a particular quality of product, indicates what type of cleaning process would be suitable, and tells whether the coal could be cleaned efficiently, The coal-preparation laboratories of the Bureau of Mines make washability examinations of coal for a variety of purposes. Sometimes these examinations are made as an integral part of research conducted on coal-washing problems. Occasionally they are made on coals mined on Government-owned land or on coals destined for use in Government installations. Often they are made on coals from new fields or new beds in existing fields to help establish the characteristics of the Nation's coal reserves. Whatever the original reason for doing the work, the results often are useful later in evaluating deposits or in the design of cleaning plants. Publication of the results of such studies provides for the widest possible usefulness. This report brings together the results of washability examinations made on 1 coal each from Oregon and Idaho, 2 from Wyoming, 5 from Utah, and 11 from Washington. Material of this nature is inherently difficult to summarize. Some of the coals are so clean} despite full-scam mechanical mining, that they could not be improved materially by washing; others present some of the most difficult preparation problems found in the country.

Information and data necessary for research on improving methods of oil recovery from low-permeability reservoirs and for comparison and evaluation of performance of such reservoirs with those producing from more permeable sands were obtained. Core analyses, well logs, production tests, well stimulation techniques, primary and secondary production records, and data on two water-flood projects were examined for wells producing from the Bartlesville sand, West Avant field, Osage County, Okla. Overall recovery from the study area was generally poor with only 9.0 percent of the pore volume recovered to January 1, 1968. Larger fracture treatments (8,000 to 12,000 gal) could have resulted in an increase in primary oil recovery. Secondary recovery by water-flooding accounted for only 1.9 percent of the pore volume because of the inability to control the large volume of injection fluid that escaped from the flood patterns and the excessive volumes of water produced with the oil. Future waterflood development in other low-permeability reservoirs should include the drilling of new input wells, use of injectivity surveys to locate possible natural fracture systems, or zones of high permeability, and control of injection fluids by altering flood patterns and/or plugging of the more permeable zones.

Information on oil and water production, volume of water injected, core analyses, and well completion data was collected on 28 Red Fork sand water-flood projects for comparison and evaluation of results. An average water injection efficiency of 35 percent, an average water-injected to oil-produced ratio of 16.8:1, and an average loss outside the flood pattern of approximately 45 percent of the injected fluid resulted in an oil recovery to January 1, 1969, of only 5.6 percent of the pore volume, or 9.1 percent of the initial stock-tank oil in place. The principal causes of poor oil recovery from these projects are the losses of large quantities of injection water from the flood patterns through oriented, natural fracture systems or zones of high permeability and excessive channeling of injection fluids from input wells to oil wells. For more efficient operation and a higher percentage of oil recovery from the Red Fork sand and other low-permeability-sand waterflood projects, directional orientation of both induced-and natural-fracture systems should be determined during early development. The success of a low-permeability-sand waterflood project depends to a large extent upon the orientation of the injection wells with the fracture system.

Many of the support concepts currently used in the United States originated in South Africa. These products include the Hercules Crib1, Propsetter, MX Prop, Rocprop, and Spider Prop. Another recent development has been the introduction of hydraulic prestressing units, such as the Jackpot system, to various U.S. standing support systems. Several other prop-type supports with similarities to systems used in South Africa are in use in U.S. coal mines. Some exciting new developments that improve the installation and yield performance of props are also underway. In addition to prop-type supports, crib-type supports and single-unit systems such as the Can support are also frequently utilized in longwall tailgates in the U.S. The goal in U.S. support development is to enhance roof support capability while alleviating material handling barriers to reduce injuries associated with support handling and installation. Support products are generally full-scale tested at the National Institute for Occupational Safety and Health (NIOSH) in the unique Mine Roof Simulator load frame. The performance testing protocol is designed to simulate the full range of load conditions that occur in underground mining to identify the performance deficiencies and limitations of the support products. Once the products complete the performance evaluation, they are implemented into the NIOSH Support Technology Optimization Program (STOP). STOP is a window’s based software program that was developed by NIOSH for facilitating the design of standing roof support systems. STOP has become an industry standard to compare the performance capabilities and facilitate the application of these support products into various mining conditions. The purpose of this paper is to provide an overview of the support design and application philosophy in the United States.

[In producing crude oils of paraffin base and of mixed base the producer is often confronted with the problem of preventing and removing paraffin that settles out of oil and accumulates in the well. This paraffin consists of heavy waxes with some sand and asphalt, and varies in. consistency from a soft semifluid wax to hard gummy wax. This problem is by no means a new one as troubles have been encountered with it since the earliest days of the industry. However, with the discovery of the panhandle, Texas, field and other large fields in which extensive troubles have been encountered, the problem has assumed added importance. In new fields the most serious trouble with paraffin is in the flowing wells the paraffin accumulates in the casing and tubing of such wells and unless removed will completely plug the well. This condition also develops in wells which are produced by gas lift, and often presents a serious problem when, this method of producing the oil is used. In older fields paraffin is also deposited on the face of the producing sand that on the walls of the hale or within the interstices of the sand near the hole, and this materially affects the amount of oil that can enter the well.]

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau's objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems'' and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.

Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . [In previous contributions** the writer has called attention to important relations that faulting bears to the migration and accumulation of oil end gas. It has been pointed that favorably situated parts of oil and gas bearing, sands have been enriched by migration art segregation incident to faulting. The escape of water through natural passages such. as fault fissures has induced wide spread hydraulic currents through the beds toward these, points, of diminished pressure and these water currents, plus buoyancy hove contributed largely toward the migration of oil to favorable rock entrapments in the vicinity of the faults.*** The propulsive force of expanding gas has been one of the contributing causes for the hydraulic currents. Paradoxical as it may seem, the escape of gas with entrained oil through fissures has been on important factor In the migration, and accumulation of oil in many faulted areas. Compressed gas is the propulsive force by which oil generally moves to producing wells. It is also one of the propulsive forces by which oil has moved with or even ahead of water under conditions: of differential pressure brought about by faulting.]
