The Navajo Nation is the largest Indian tribe in the United States and occupies a reservation encompassing about 16 million acres in northeastern Arizona, southeastern Utah, and northwestern New Mexico, with three satellite reservations in western and west-central New Mexico. Coal mining is conducted on a commercial scale at four large surface mines: two are in northeastern Arizona and the other two are in western and northwestern New Mexico. The principal coal-bearing region in Arizona is the Black Mesa coal field, which underlies about 3,200 square miles in the northeastern part of the state. The Black Mesa coal field lies within the boundaries of the Navajo and Hopi Indian Reservations and makes a significant contribution to the economies of both tribes. Coal reserves in this field are estimated to be 352 million tons, less than one-tenth of one percent of U.S. coal reserves. This coal was first mined by prehistoric Indians as fuel for cooking and heating. It has been estimated that the Indians removed more than 100,000 tons between 1300 and 1600 A.D. The coal-bearing region of the Navajo Reservation in New Mexico is located in the San Juan Basin. The Navajo Mine, which supplies coal for the Four Comers Power Plant, is located in this area. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Navajo land. The formation of A1203 dispersoids 0,14 and less in size in dilute iron-aluminum alloys by internal oxidation in wet hydrogen and dispersion strengthening of iron by application of the technique to iron powder were found to be feasible by the Bureau of Mines. In flowing H2-1.5 H20 gas, A1203 dispersoids 0.1w and less in size formed (at 650° to 750° C) in Fe-l and 2 Al sheet material but not in Fe-3 or 4 Al alloys. With higher temperatures and/or higher H2O/H2 volume-ratio gases, A1203 and FeA1204 dispersoids >0.14 in size formed in all the sheet materials- Minus 100-mesh Fe 2 Al powders were internally oxidized under conditions that promoted formation of fine A1203 particles in sheet material, and then the oxidized powders were hydrogen reduced, sintered, extruded, and evaluated. During internal oxidation, fine A1203 dispersoids formed within the powder grains, and coarse FeA1204 particles formed on the powder surfaces and grain boundaries. The FeA1204 content was essentially eliminated during sintering by reacting with the unoxidized aluminum that remained in the center of the larger internally oxidized powders. The tensile strength at 800° C depended upon the aluminum-oxygen weight ratio of these elements in the extrusions and reached a maximum of 17,000 psi. The stress-rupture strengths at 800° C of the better alloys were comparable with those of type 310 stainless steel.

Production quarry blasts in three rock types were photographed with a high-speed camera. Analysis of the films showed that step increases sometimes occur in the horizontal velocity of the broken rock. These step velocity increases were observed only in the first foot or so of rock movement. This observation indicates that the gaseous products of the explosion do additional work on the rock after it is crushed and cracked by the initial compressive-stress pulse and the reflected tensile-stress pulse. The observed initial fly-rock velocity is compared with the calculated fly-rock velocity for reflection spalling. A mechanism possibly causing the velocity increases is discussed. INTRODUCTION When a small concentrated charge of explosive is detonated at the bottom of a drill hole near a free surface, two modes of rock failure have been observed; both are associated with the stress pulse generated in the rock by the detonating explosive. The first mode of failure is the crushing and radial tensile cracking associated with the initial passage of the compressive-stress pulse as it propagates outward from the explosion. This type of rock failure is usually confined to the immediate vicinity of the charge hole. The second mode of failure is the tangential and radial tensile cracking associated with the tensile-stress pulse that is reflected from the free surface. This mode of failure is commonly called scabbing or spalling and has been shown to be a primary cause of rock failure in crater formation at one free surface. (3).4

"In presenting the results of this survey on consumption of ferrous scrap and pig iron for the year 1935 the Bureau of Mines, responding to requests from industry, seeks to fill a major gap that has long existed in the field of metalliferous raw-material statistics. This type of information is designed to meet the needs of: (1) Consumers of ferrous scrap. including operators of blast furnaces, steel mills, ferrous foundries, and rolling mills; (2) marketers of scrap iron and steel, including large brokers who sell, and dealers who collect, prepare, and sell the material; (3) large scrap producers; (4) producers of iron ore, with which scrap competes indirectly; and (5) other individuals and agencies interested in more general economic analysis, since the scrap market has repeatedly been cited as one of the most sensitive of all industrial barometers, If the survey prover as useful as now seems probable, it will be continued annually with possibly an enlarged scope of treatment.The Bureau appreciates that its first efforts in this field may not meet all expectations: but it hopes to develop gradually, through suggestions, advice, and criticism from the industrial groups most interested, a type of analysis that will accord closely with technical processes and best meet the needs of all groups vitally interested in supplies and use of ferrous scrap. Constructive criticism and suggestions from industry regarding improvements to be desired in the conduct of future surveys on this subject will therefore be warmly received by the Bureau."

In coal mining it is essential to maintain the roof over working places and roadways in the safest condition possible. To this end every effort should be made to win the coal with the least injury to the immediate roof strata, as broken strata certainly present a greater hazard than a sound roof. The chief causes of injury to the roof in mining are inherent in the method of development and recovery and the blasting practices followed. The first, which may produce severe stresses in the roof, weakening it over comparatively large areas has been discussed in previous papers3 and will not be treated here. The second cause is local in effect, but with the same general method of blasting being employed throughout a mine having uniform roof conditions, similar effects on the roof may be expected. In the Bureau's investigation of accidents caused by falls of roof and coal it has been necessary to make a careful study of blasting practices and their effect on the immediate roof. The purpose of this paper is to show the effect of the observed methods of blasting on different types of roof and to point out methods that have been proved to be least harmful to the roof strata. The data used in preparing this paper have been compiled from reports made by Bureau engineers engaged in the study of falls of roof and coal, and embrace mines opened in the Pittsburgh coal in Ohio and Pennsylvania and the Pittsburgh and Sewickley coals in West Virginia.

"INTRODUCTION Preliminary reports by Bureau of Mines engineers 3/ and by the Federal Geological Survey 4/ suggested that exploration would discover substantial reserves of minable ore in the Contact mine, Grant County, New Mexico. During February and March 1943, a sampling program was conducted on this property under the direction of the author. This was art of a general survey of the manganese districts of southwestern New Mexico.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as practicable soon as after its conclusion. The Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocer, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. S. Dean, assistant director. With respect to this report, special acknowledgment is due to C. H. Johnson, district engineer for New Mexico, and E. D. The separation of yttrium and the individual rare-earth elements (lanthanons) from mixtures in which they occur has been a difficult problem through-out the years. Because of the increased interest in the various uses of these metals, the economy of their production may become of great importance. Studies relative to this problem, undertaken at the Federal Bureau of Mines Albany Metallurgy Research Center, resulted in the development of a solvent extraction method by which yttrium can be separated from the rare-earth metals. A separation factor of 10.93 was obtained between yttrium and cerium from a single-stage extraction, and a factor of 1.78 was obtained between yttrium and erbium from a multistage system. The valuable metals were extracted from euxenite by caustic soda fusion or by chlorination, and several separation methods were investigated. Partial separation of the yttrium and rare-earth element fraction was made by chemical methods and by solvent extraction. Thermal decomposition of aqueous rare-earth nitrates or selective ignition of yttrium and rare-earth oxalates yielded a fraction enriched in cerium. A fraction enriched in the light rare-earth elements resulted from a double sulfate precipitation, whereas a potassium ferrocyanide pr cipitation yielded a fraction enriched in yttrium. Precipitation with dimethyl phosphate yielded a fraction enriched in yttrium and heavy rare-earth elements. Enriched fractions were obtained with several solvent extraction systems. A system consisting of rare-earth nitrates, nitric acid, and tri-n-butylamine-3 methyl-2-butanone favored the separation of yttrium from the heavy as well as from the light rare-earth elements.

Reduce rockfall fatalities and injuries by using innovative blasting practices to reduce damage to the rock at the excavation limits with little or no increase in cost. The Problem Falls of highwall have been a leading cause of fatalities, injuries, and equipment damage in the surface mining industry. Although the number of highwall falls is not great, when such an incident does occur it is about 14 times more likely to be fatal or result in severe injury and damage to equipment than other types of surface mine accidents. Overbreak or damage to the rock from poor or improper blasting practices is a major factor contributing to rock falls. Presplitting or cushion blasting is the technique most often recommended for improved wall control. This type of blasting however, adds to drilling and blasting costs and is not universally accepted by the industry. Air gap presplitting techniques, also called air decks, are currently being used in some mines as a less costly alternative to conventional presplitting. Approach Blasting can cause highwall damage, but proper blasting techniques have been shown to reduce the magnitude of rockfall problems. In preventing rock falls, it is important to maintain the natural strength of the rock structure to the greatest extent possible. Improved blasting practices have three main advantages: 1) they are preventive rather than corrective in nature; 2) they are cost effective; and 3) they have a very low impact on the mining operation when properly implemented. New ways of evaluating highwall integrity, such as seismic refraction tomography, were investigated.

"HISTORYThe origin of roof bolting as a means of roof support is obscure. During the past 23 years a method was developed by the. St. Joseph Lead Co: at its mines in southeastern Missouri, ranging from occasional use of single bolts with small bearing plates to systematic networks of bolts utilizing continuous bearing plates. Officials of this company are not certain which of its employees suggested their use. Many instances of occasional use of roof bolts have come to light during the past few years in widely separated mining districts, such as in West Virginia, Alabama, Illinois, Colorado, and Wyoming bituminous coal mines, and in Pennsylvania anthracite, Lake Superior iron, and Colorado lead-zinc mines. A few of the known installations have boon in place as long as 40 years.These installations usually were made to supplement wooden timbering in mine openings whore space was constricted, although it had been reported that roof bolting was started as a systematic moans of roof support in at least three instances but was abandoned because the cost of installation was excessive. The extra expense above that of conventional timbering could not be recaptured through economies resulting from increased efficiency, such as would be gained through mechanized mining.Roof bolting was first mentioned in mining literature in an article by W. W. Weige 3/ in Engineering and Mining Journal of May 1943, in which he described the use of bolts with 4-inch channel bearing plates in mines of the St. Joseph Load Co."

"In the January 3 issue of Iron Trade Review, Sweetser2, in referring to the problem of coke combustibility, points out that, ""Someone should formulate a rule for the rate of flow of coke through the zone of coke combustion that now appears to be confined to a comparatively restricted volume in front of the tuyeres,"" In formulating such a rule it is necessary to distinguish clearly between combustibility, a property of the fuel, and rate of combustion, which is determined by the rate at which air is supplied to the fuel bed. The rate of carbon gasified at the tuyeres of a blast furnace is independent of coke combusti-bility. A fast-burning coke will burn in a more restricted volume than a slow-burning coke, but both types of fuel will be consumed at rates determined by the supply of oxygen,A number of the definitions of combustibility that have appeared in technical literature relate more closely to rate of combustion than to combustibility. Perrott and Kinney) have correctly defined it as follows: ""Combustibility of coke from the standpoint of its use in, the blast furnace is inversely proportional to the mean rate of gasification per unit volume of the combustion zone, assuming other factors remain constant,"" Combustibility of coke refers therefore to those properties that determine the size or extent of the combustion zone. Relative differences in these properties can be measured by the depth of the fuel bed required to convert oxygen from the air into carbon monoxide."

"In connection with the proposed use of Cordeau-Bickford to fire L.O.X. (liquid oxygen explosives) in well drill holes, the question has arisen as to the effect of very low temperatures on (1) the rate of detonation of Cordeau-Bickford; (2) the sensitiveness to detonation of its TNT filling; and (3) the lead covering of Cordeau-Bickford.The Cordeau-Bickford used in this investigation was the standard 6 mm. size, such as is regularly used in blasting, and was manufactured and furnished by the Ensign-Bickford Company, Simsbury, Conn. All pieces tested were taken from rolls, all of which were from the same melted batch of TNT in order that all the pieces tested might be as nearly identical as possible.Different portions of this Cordeau-Bickford were tested plain (not countered), countered, and double countered. The countering and double countering was carried out by the manufacturer prior to shipment.The determination of the temperature at the instant of making a test was accomplished by the use of a Leeds and Northrup potentiometer and copper constantan thermocouples. Each couple was made from No. 28 B & S gage wire with short junctions. One junction was inserted in a hole drilled by a No. 60 drill through one lead wall of the Cordeau-Bickford to approximately the opposite wall, so that this junction was in the center of the TNT filling while the other junction was immersed in ice water. The potentiometer readings in millivolts were converted to °C. from the calibration curve of the thermocouple wire,"

Interest in training evaluation in the mining industry was piqued with the promulgation of Title 30, Part 46, of the Code of Federal Regulations. Under Part 46.3, a training plan is considered to be approved if it contains certain information, including “The evaluation procedures used to determine the effectiveness of training.” The present paper is a broad overview of training evaluation and is intended to give trainers and decision-makers a framework for planning or assessing training evaluation strategies. It discusses questions to consider when starting an evaluation plan, Kirkpatrick’s model of evaluation categories, and various ways to collect data. It does not provide detailed instructions on how to develop evaluation methodologies, but reviews topics to consider when creating an evaluation plan. Training evaluation is a term that has many different meanings: assessing the quality of a course, effectiveness of materials used, teaching style of an instructor, or the comfort of a classroom. An evaluation can be done informally over lunch or with highly structured data-gathering tools. It can produce results that are useful to trainers, program administrators, corporate decision-makers, or no one. The key to a worthwhile evaluation is clearly defining why the evaluation is being conducted. Once the purpose is defined, planning the evaluation strategy can begin. For an evaluation to be effective, it should be incorporated into the development of the training activity itself. The training evaluation worksheet at the end of this paper can be used to guide evaluation planning.

"Diesel exhaust and mineral dust concentrations have been measured for aerosols generated in the laboratory and as found in five underground coal mines- 3 utiliting diesel-powered hallage equipment and two electric-powered equipment. Two source apportionment techniques have been applied to differentiate between the mineral dust and diesel exhaust aerosol concentrations. The first technique, using a microbrifke uniform deposit impactor CMOUDI) for size selective sampling, is based on modeling aerosol size and the premise that the diesel exhaust portion of .the aerosol is predom1nately submicrometer and the mineral dust portion is mostly greater that one micrometer in size. The second technique, Chemical Mass Balance CCMB) modeling, was used to referee the analysis of diesel exhaust and mineral dust aerosol concentrations from the size selective sampling results. ,The MOUDI size distribution data were modeled to obtain parameters describing the fine and course fractions of the sampled aerosol and to estimate the contributions to each mode from both mineral ·dust and diesel exhaust aerosol sources. The results showed the size distribution of the mixed aerosols exhibited two definite modes with the minimum between the modes occurring at 0.8 um. For the diesel equipped mines, this analysts yielded an average value for the fraction of the fine aerosol attributable to mineral dust of 1 pct. Less than 5 pct of the coal mine diesel aerosol was found in the coarse size fraction. CMB analysis confirms the original premise for using aerosol size to separate diesel exhaust and mineral dust aerosol during sampling."

A study was made during 1959-60 of reported nelsonite occurrences in Nelson and Amherst Counties, Va. The investigation was limited to core drill- ing on one deposit and beneficiation studies on three deposits. Three diamond-drill holes totaling 562 feet were drilled on the E. M. Hughes property to determine subsurface continuity. Although outcrops as much as 30 feet wide were present on this property, the only nelsonite intersected in the holes ranged from 4 to 18 inches thick. The ilmenite content of the core ranged from 50 to 75 percent. These nelsonite deposits are of secondary importance as a source of titanium, being small, rarely exceeding 1,500 feet in length and 30 feet in width, but they are high grade. Due to the proximity of some of the bodies it might be possible to mine several of them as one operation feeding one mill. Electromagnetic separation on composited samples recovered 83.0 percent of the Tio as an ilmenite concentrate in 68.5 percent of the weight. Two flotation procedures were developed. The first method, using oleic acid as a collector and fluo silicic acid as an apatite depressant on deslimed feed, produced an overall recovery of 59.3 percent in batch tests. The second procedure eliminated desliming. Laurylamine hydrochloride removed silicates in an acid pulp followed by an alkaline apatite flotation with oleic acid as the collector and dextrine as the ilmenite depressant. The ilmenite-rich tailing represented a 66.2-percent recovery of Tio in the batch tests.

A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

SCOPE AND APPLICATION The rules cover the installation and use of electrical equipment in coal mines.- For generating stations, substations, lines, and equip¬ment aboveground, reference is made to existing rules covering such locations, viz, the National Electrical Code and the National Electrical Safety Code and any existing State or municipal regulations. The purpose of the rules is to set forth methods for safe electrical installation. In preparing the rules five basic measures for safe¬guarding the use of electricity in mines have been followed, viz 1. Remove the contributory causes of accidents or danger. 2. Remove from the vicinity of electrical apparatus all elements susceptible to the influence of electricity. 3. Keep the electric current where it belongs, if possible; if not, limit the area of its activity by protective devices. 4. Use a. large factor of safety in the selection, installation, and in¬ spection of equipment. 5. Have full control of the operation of electrically driven machines. During 1984, minerals exploited in Burundi included gold, kaolin, lime, and peat. Over 1,100 troy ounces of gold was extracted and traded during the year as a result of the lifting of the Government ban on gold mining in mid-1983 and the establishment of an artisan mining program and licensed trading counters. Almost 2,000 tons of kaolin was mined for the manufacture of insecticides. Lime production was for domestic fertilizer applications. Amoco International and the Government signed an accord late in the year for a petroleum exploration program covering 600,000 acres of Burundi's onshore Ruzizi Plain and part of northeastern Lake Tanganyika. Amoco was expected to begin the exploration program by mid-1985. Anticipated program costs could run as high as $200 million.2 The Finnish company Ekono Oy completed its peat industrial energy development studies for the Buyongwe peat deposits of northern Burundi by the end of the year. The project assessed the quantity and fuel quality of 13,000 hectares of peatland and was part of a larger study for developing the Musangati lateritic nickel deposits of Burundi, estimated at 3% of the world's reserves of nickel. The Buyongwe peat would fuel dryers and an electrical generating plant for supplying power to nickel ore processing facilities. Briquetted peat would also be used as a substitute for wood and charcoal, presently the main sources of rural energy in the country and rapidly depleting because of deforestation. The study also evaluated the most economical methods to harvest the peat bogs. The study was financed by the International Development Association (IDA), United Nations Development Program (UNDP), Finnish Aid-Finnida, and the Burundi Government.

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

During 1990-2001, a total of 518 fires occurred in all metal/ nonmetal mining categories; 296 of those fires caused 308 injuries and 4 fatalities. Surface operations had the most fires and the highest injury risk rate values. Forty-five fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. In the future, many of these fires and injuries might be prevented or detected and extinguished at their earliest stage by improving current fire safety procedures, adopting existing/ improved fire detection and suppression technologies, and/or developing new technologies. Several strategies for reducing and/or preventing the number of fires and fire injuries follow. I. Increase vigilance, improve safety procedures, and develop new technologies in order to prevent fires and injuries caused by fame cutting and welding operations. 2. Improve equipment hydraulic/fuel/electrical systems inspection programs; adopt fire-resistant hydraulic fluids and electrically powered motors for use in underground mines; develop new technologies (equipment/cab rapid fire detection/ prevention/suppression systems, emergency line drainage systems, and fire barriers); adopt an optimal ground level location for the activation of emergency systems; improve operator's fire preparedness training programs; and develop effective and rapid local firefighting response capabilities. 3. Adopt existing/improved systems for continuous and early detection of combustion gases and smoke along beltlines. 4. Adopt existing/improved technologies for monitoring equipment (beltlines) operational functions. 5. Increase vigilance and adopt improved safety procedures for handling f amenable liquids and refueling fuel in the vicinity of heat sources.
