"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

The use of nuclear fission for chemical process heat offers the special advantage of high temperature, limited only by materials of construction. The process heat may be supplied economically at elevated pressures, since no compression of combustion air is required. For the initial effort in developing a high-temperature reactor, the indirect cycle, using helium as the heat-transfer medium, was chosen. The major problems are the design of high-temperature fuel elements, construction of an exchanger to transfer heat to process streams in the range of 2,500° F., and development of compressors capable of recycling helium at 1,000° F. and above. A conceptual design of a nuclear reactor to furnish process heat for coal gasification has been made. Spherical fuel elements utilizing a graphite structure, impregnated with uranium carbide fuel, were chosen, as spheres offer the possibility of easier loading and unloading of the reactor. Calculations of pressure drop and gas-pumping power for the system are included.

The Bureau of Mines, U.S. Department of the Interior, conducted small-scale field tests on acidic copper tailings as part of its effort to develop, improve, and demonstrate technology for stabilizing mining and mineral-processing wastes. Two successful demonstration revegetation plots were established on an abandoned copper-tailings pond located on public land adjacent to Holden Village, Wash. The tailings were neutralized with treatments of either dolomitic lime or limerock and fertilized with processed sewage sludge and/or commercial fertilizer. Excellent plant growths covering 70 and 24 percent of the surface were achieved on 1/8-and 1-1/2-acre test plots planted in 1973 and 1974, respectively. Regar brame, Tegmar intermediate wheatgrass, and tall wheatgrass provided the best plant growth and surface coverage. The target pH of tailings neutralization was 6.8; however, good plant growth occurred in areas where the soil pH ranged from 2.9 to 5.8.

This Bureau of Mines report describes research on developing technology to utilize shields as roof load monitors. Three-dimensional equations of static quilibrium are presented for a generic two-legged long-wall shield. The equations are presented in the most general form, assuming a force and moment vector at each reaction by rigid-body analysis of the shield mechanics. The resulting system of equations was found to be indeterminate to a very high degree. A three-dimensional solution to measurement of the resultant reaction on the canopy by the strata activity and shield response required the elimination of several forces or moments that were thought to be nonparticipating or to not significantly affect overall shield mechanics. Required measurements for solution of the equilibrium equations were leg, canopy capsule, and lemniscate link forces. Two-dimensional analysis, which considered forces acting only in the roof-to-floor and face-to-waste plane, was also provided by reduction of the three-dimensional equations~

Results are reported for stress - relief borehole - deformation measurements made in three underground openings near open - pit mines in the Ruth mining district , Nevada . A total of 134 deformation measurements were made in 8 boreholes . These measurements determined the regional stresses in the horizons above , below, and at the elevation of nearby open - pit mine floors ; knowledge of these stress conditions is considered essential information relative to certain aspects in the designing of stable pit slopes . The determinations indicate that the stresses in the district are due to the gravitational load of the overburden in a confined stress field .

This report describes investigations by the Bureau of Mines designed to establish the noise level and spectrum of various types of pneumatic rock drills and to furnish information that would be useful in conducting sound measurements in mining environments and in reducing the noise generated in pneumatic drilling. These investigations show that (1) the noise generated by the drills in the frequencies below 100 cps is caused by the impact of the piston and drill steel, in the frequency range between 100 and 2,000 cps by the exhausting of air from the ports, and in the frequencies above 2,000 cps by the resonant frequencies of steel drill parts and of drill steel; (2) satisfactory instruments and instrumentation systems are available for field and laboratory measurements; (3) reliable sound measurements can be made in mining environments; and (4) devices can be developed that will abate the noise.

"INTRODUCTION In the course of the investigation of manganese mineral occurrences in continental United States, the Bureau of Mines has collected several lots of ore from properties in the vicinity of Long Valley, Ariz. The ore occurs as irregular and random pockets in a brecciated zone. As only high-grade portions of the deposits obtained by selective mining would be acceptable as commercial-grade manganese ores, an investigation was made to determine amenability of the ores to concentration by ore-dressing methods. Several types of ores, differing in grade and mineral associations, were studied.Ores from the Vaiazza property are of special interest, owing to the successful application of silica flotation for their concentration. Ores from the Shroup and Conner-Hough properties are very similar but differ somewhat in their response to ore-dressing Method's. In all instances, the man¬ganese minerals are psilomelane and pyrolusite, with minor amounts of other manganese oxides. The country rook is a brecciated limestone; the diluent in the high-grade ore pockets is chiefly silica. The low-grade manganese ores are limestone replacements, and the chief gangue material, of course, is limestone."

INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. The problem of obtaining enough manganese for use in the manufacture of steel appears likely to recur when international relationships are disturbed and to become serious at any time when the United States is cut off from its customary supply. Some idea of the problems that an e under war conditions may be obtained from a description given by Ellicott3/ in 1918 before the American Iron and Steel Institute. This condition arises because in normal times there is an economic advantage in importing available high-grade foreign ores to the neglect of our own less satisfactory resources. That considerable low-grade manganese ore and a much smaller amount of high-grade material are available in this country is well known from geological surveys 4/ and has been confirmed by Bureau of Mines investigations. Locations of the various deposits are indicated in figure 1. The possibility of greatly expanding domestic production was actually demonstrated from 1913 to 1918, when the annual production of manganese from domestic ores rose from about 4 percent to approximately 35 percent 6/7/ of the total consumption of ferromanganese and spiegeleisen. In idea of how domestic production compares with total consumption in the United States can be obtained 1 from figure 2, taken from the Minerals Yearbook8/ for 1970. Assuming that it is possible to increase production of manganese ores sufficiently to supply all our needs, such a program presumably would require 2 or 3 years, and the cost of production would certainly rice considerably, for some time at least. This paper describes the methods and equipment developed at the Bureau's Experimental Oil-Shale mine near Rifle, Colo., for placing men in position to scale loose rock from the walls, pillars, and roofs of high stopes or rooms. The equipment developed at Rifle has application not only in oil-shale mining but in most of the country's underground limestone mines and in the exploitation of other mineral deposits mined in high stopes by room-and-pillar methods. Equipment in use at Rifle includes: 1. A boom-type scaling rig with a self-leveling platform constructed on a small "cat"-mounted crane. Men working from the platform on this machine can efficiently scale mine walls and roofs 27 feet above the floor. 2. A conventional fork-lift truck modified to provide a remotely controlled working platform from which men can scale to heights 27 feet above the mine floor. The platform on this unit is larger than on the boom-type rig and allows the men to inspect larger areas of the mine wall from a single setting of the machine. 3. A third rig, consisting essentially of a platform mounted on a tele-scoping tower, designed and built to elevate men 65 feet above the mine floor. Versatility of this machine permits men to work from the platform at heights of 5 to 65 feet. In the operating position, the unit requires a minimum clearance of 25 feet. In the nonoperating position the tower of the machine folds to an over-all height of 15 feet 10 inches to permit travel through haulageways. 4. An industrial gun, lightweight scaling bars, and mechanical scalers, which have been tried for removing loose rock from the mine walls with varying degrees of success.

After thoroughly covering the health and safety training subjects required under Title 30, Part 48, of the Code of Federal Regulations (CFR), mine operators often find themselves with little or no time left in the class schedule for other important topics. This paper discusses a technique developed in partnership with RAG Twenty mile Coal Co., Oak Creek, CO, for incorporating employee participation at all levels in fire prevention and safe equipment operation training outside of traditional classrooms. The process involves development of training modules consisting of short, 5- to 7-minute videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner’s workplace.

Pulverized high-volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure-gasification pilot plant equipped for slurry feeding. The minimum ratio of water to pulverized coal that could be pumped satisfactorily as a slurry was about 1 to 1. Heating this slurry produced a suspension of coal in superheated steam having a steam-to-coal ratio greater than the 0.3 to 1 proportion that is considered optimum for pressure gasification of pulverized coal. A steam separator removed enough steam to provide ratios down to about 0.5 to 1, but a 0.3 to 1 ratio was not achieved. Gasification of Sewickley coal produced a synthesis gas containing about 36 percent H2, 46 percent CO, and 13 percent CO2, Gas output, gas composition, and coal and oxygen requirements were Virtually the same as for a pilot plant equipped for fluidized-coal feeding. Typical results from the slurry-fed plant at 300 psig were carbon gasified, 95 percent; coal requirement, 34 lb/M (thousand) std cu ft CO + H2 produced; oxygen requirement, 365 std cu ft/M std cu ft CO + H2 produced. The results showed that the two feeding methods are equally satisfactory from the standpoint of gasification. A choice between a fluidized-coal gasification process or a slurry gasification process depends on considerations relating to the coal-feeding phase itself, including capital and operating costs, manpower requirements, safety, and flexibility of operation.

This Part is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a corner. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency which propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

The ignition problem: for a layer of firedamp bordering on a cloud of detonation products is evidently considerably more complicated than in the usual laboratory ignition experiments, in which a well-defined volume of gas is heated and the occurrence of ignition is observed after an induction period. An atmosphere of firedamp exposed to the detonation of a high explosive is subjected to heating by shock-wave compression and thermal conduction and to intermixing at the interface of the firedamp atmosphere and the cloud of deto¬nation products. Although a reliable physical-chemical analysis of the problem is not yet possible, one may nevertheless form a general view of the role of compression waves and the processes of heat transfer and diffusion at the interface. Near the mouth of a shot hole, or near a freely suspended cartridge, the firedamp atmosphere attains very high temperatures by adiabatic compression, and it is certain that such temperatures are sufficient to initiate chemical reaction. The pressure wave pattern is reproducible from one test charge to another if the initial experimental conditions are held constant; on the other hand, experiments on firedamp ignition do not yield a reproducible threshold condition for ignition, but only an ignition probability. Thus, the induction periods are sufficiently long that there is time for the compressed', heated gas layers to undergo random changes that may quench or promote ignition. Therefore, the analysis of the ignition problem hinges primarily on the discovery of the random events that modify the chemical reaction in the activated gas layers.

"INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. The Bureau of Mines has developed a rapid analytical method for the determination of anions by ion chromatography (IC) in phosphate rock mining materials and cement kiln dust (CKD). The procedure employs an Na2C03 fusion of the sample, followed by a water extraction that allows direct injection of the sample into an ion chromatograph without separator column poisoning by the transition metal ions. Fluoride (F-) and phosphate (P043-) were determined in 24 phosphate rock processing and waste material samples by the IC method. The results were compared with a pyrohydrolytic distillation-titration method for F-and a colorimetric procedure for P043-. Excellent analytical agreement was obtained for F-and p043-values determined by IC and the comparable wet chemical methods. Fluoride values ranged from 0.3 wt-pct in the filter cake to 3.6 wt-pct in phosphate rock concentrate. Phosphate values ranged from 1.2 wt-pct in the filter cake to 33.8 wt-pct in the rock concentrate. Fluoride, chloride, phosphate, nitrate, and sulfate in several CKD samples were determined by the IC method and standard wet chemical techniques. Excellent agreement was obtained between the two methods for all anions. A total of 113 CKD samples from all areas of the United States was analyzed by the IC method. Fluoride values ranged from <0.01 to 0.36 wt-pct. Chloride values ranged from <0.01 to 12.5 wt-pct. Sulfate values ranged from 0.41 to 31.6 wt-pct. Phosphate and nitrate were detected in only about 25 pct of the samples at >0.02 wt-pct. Maximum phosphate and nitrate values were 1.0 and 1.6 wt-pct, respectively.

The Bureau of Mines used data from 31 core samples to develop prediction equations for evaluating chemical and carbonization properties of six seam units in a lignite deposit approximately 2 miles wide and 8 miles long in the Wilcox Formation of central Texas. Statistical response surfaces, based on core analyses, were computed for 14 parameters indicative of lignite quality. These computed surfaces, and their mathematical equations, can be used to predict values of the selected properties of the lignite seams at any desired surface coordinate position between core hole locations. The wide range of application shown by this study indicates that the methods of statistical regression analysis may be useful to evaluate large deposits of lignite or higher rank coal.

Laboratory batch and small-scale continuous flotation tests were con-ducted by the Bureau of Mines on a mica waste tailing from Kings Mountain, N.C., to determine the feasibility of producing high-quality mica, feldspar, and glass sand. Mica was recovered by two methods; one was by flotation in an alkaline circuit, which produced a mica concentrate assaying 92.0 percent mica with a recovery of 87.l percent, and the other by flotation in an acid circuit, which produced a mica concentrate assaying 91.0 percent mica with a recovery of 79.4 percent. Continuous flotation processing yielded a feldspar concentrate assaying 1.10 percent Na20 and 13.50 percent K20, with recoveries of 66.4 and 80.6 percent, respectively. The feldspar tailing was high-quality quartz glass sand analyzing 98.6 percent Si02 and 0.02 percent Fe203.
