PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50.

"It has long been recognized that coke is a more desirable fuel than bituminous coal in water-gas apparatus of present design, but still considerable headway has been made in the use of the latter fuel as a substiaute for coke. This is particularly true in the Central States where the supply of high-grade coke has been very limited and uncertain during the past few years, and where coking coals of low sulphur content were available in quan¬tities. In fact, with, the present difference in price of coal and coke, it is possible to realize a marked saving when using a coking bituminous coal as generator fuel.Difficulties have been encountered in the use of such fuel, but they have, to a large extent, been overcome. One of the chief obstacles in the use of the more general utilization of bituminous coal for water-gas manufacture, is the fact that, with normal operation, the capacity per unit of time is reduced. This of course is a serious problem for plants operat¬ing at capacity with coke fuel. However, this difficulty can, to a large extent, be remedied by a changed method of operating, and can be entirely remedied by a combination of the latter with a change in the design (or proportions) of a water-gas set. The preceding statement, the reader will understand, refers more particularly to a carburetted water-gas set.In the manufacture of water gas from coke, present practice requires that for continuous 24-hour service the heat of combustion of all the carbon monoxide (CO) generated during the air blow be utilized in addition to the sensible heat of the gas coming from the generator. This is doubly true when making carburetted water gas from bituminous coking coal. The reasons why this is so are apparent when the following factors are considered."

UPTREND in value of mineral production in the Commonwealth of Australia continued in 1963, again pacing the country's general economic growth rate. Increases occurred in output of most raw and processed mineral products, including bauxite, copper, iron ore, pig iron, steel, lead, zinc, cement, gypsum, pyrite, coal, and refined petroleum products. Although the economy of Australia has been traditionally based on wool and agricultural products, in recent years the country has become highly industrialized. Nearly one-third of the 3.6 million total civilian labor force is engaged in manufacturing. Employment in mines and quarries occupies 1.4 percent of the national labor force.

An accurate assessment of the vertical stress on a coal seam at depth is important for mine design. Vertical stress calculation techniques presently available either are not sufficiently accurate or cannot handle complex surface topography. Therefore, the U.S. Bureau of Mines developed a computerized method to calculate vertical stress exerted on surfaces at depth that includes the effect of topography. Two input data sets are required: a digital elevation model containing topographic elevations and a coal seam file defining coal seam elevations at depth. Boussinesq's equation then quantifies the vertical stress resulting from topography. The computerized method was tested on a coal seam overlain by a complex topography where a vertical stress map encompassing several square miles was produced. Results show that depth mitigates the affects of surface topography, while the coal seam topography has a direct effect on the vertical stress. In comparison to the computerized method, the direct stress method overestimates stress under hills and underestimates stress under valleys. The largest difference between the two methods occurs under the steepest topographic relief. A limitation of the computerized method is that stresses cannot be accurately determined near an outcrop.

This report describes reconnaissance by the Federal Bureau of Mines of titanium-bearing sandstone in Kemper County, Miss. The purpose was to determine the ilmenite, rutile, and associated heavy-mineral content of black-sand-bearing Eocene deltaic formations" The investigation was part of a survey of titanium resources of the United States. Ilmenite (FeTi03), an iron-titanium oxide, is the major titanium-bearing mineral consumed in the titanium pigment industry. Rutile (Ti02), titanium oxide, is used mainly in producing welding-rod coatings and titanium metal. The fieldwork was conducted during the first half of November 1959. Seven holes, totaling 304 feet of bore, from which 64 samples of cuttings were taken, were drilled in the north-central part of the county; and two holes, totaling 172 feet of bore, from which 34 samples of cuttings were taken, were drilled in the southeastern part.

Before and during World War II, the Bureau of Mines investigated a large number of ore deposits in the United States and Alaska in a search for domestic sources of strategic minerals. Deposits chosen for development included those expected to contain metals of importance in the successful prosecution of the war. This report describes the work performed and results obtained in developing the Daggett Chief manganese deposit near Manila, Daggett County, Utah (fig. 1), during 1941. The work comprised mapping and a study of the geology by the Federal Geological Survey, and bulldozer and hand trenching, sinking of two shafts, and sampling by the Bureau of Mines. Work was started April 17, 1941, and was completed June 28, 1941. Two bulk samples for metallurgical testing were taken.

"This paper presents an analysis of respiraple dust generation due to the action of a continuous miner. Underground coal cutting by a drum-type continuous miner was simulated in the laboratory using a specially designed unique automated rotary coal cutting simulator (ARCCS). An analysis of -400 mesh particles was done on gravity collected material. Samples of entrained dust were collected through the use of cascade impactors. Both samples were analyzed for size distribution and particle shape. Using the simulated coal cutter permitted variation of operating and in-situ parameters to provide information on the effects on generation of -400 mesh particles. In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.1 cm x 15.2 cm) were first subjected to confining pressures, equivalent to in-situ conditions. Such blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photo¬graphed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with an attached camera.IntroductionThe continuous-mining machines introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners, designed for increased productivity, have also increased the concentration of respirable dust in mines. As a result, the Federal Coal sine Health and Safety Act of 1969 was enacted to enforce on the coal operators that the airborne respirable dust not exceed 2 mg/m3, and was intended to reduce the incidence of coal workers pneumo-coniosis. This plus the other aspects of the legislation and the subsequent monitoring and enforcement by MSHA made it very imperative that the coal operators provide a relatively healthier and safer working environment for the coal miners. Since 1970, the Federal government has paid over 11.7 billion dollars to more than 470,000 miners with coal workers pneumoconiosis and their survivors (Newmeyer, 1981). These regulations, coupled with the assessment of the continuing burden on miners, the mining industry and taxpayers appear to have provided an impetus for the mining community towards comprehending the different parameters that influence dust generation and entrainment."

U.S. Bureau of Mines (USBM) research has shown that fuzzy logic and genetic algorithms (GA's) have great potential for industrial process control. A technique has been developed by the USBM in which GA's are used to substantially reduce the time needed to design fuzzy logic controllers (FLC's).This technique shows promise as an efficient, robust approach to developing control systems. The research described in this report is twofold. First, the basic approach to developing an FLC using GA's is presented. The GA-designed FLC is developed for a specific physical system, a pH titration system. Second, empirical results are presented in which variations in the FLC implementation are compared. Specifically, the effects of altering five aspects of the pH FLC are considered: (1) membership function form, (2) number of fuzzy classes, (3) the center-of-area method, (4) implication operator, and (5) fuzzy rule form. Results indicate that (1) the technique in which GA's are used to design FLC's is effective, and (2) when this technique is used, variations in FLC implementation have little effect on FLC performance in a chosen control problem.

Chlorates and perchlorates, when mixed with certain reducing materials, may give a detonating explosive of considerable power. Concerning explosive chlorate mixtures, Guttman3/ states that they "have at all times fascinated inventors on account of the large amount of oxygen stored up in potassium chlorate, which can be given off so readily. When Lavoiser and Berthollet tried to make a chlorate powder in a stamp mill in 1788, they made a great show of it, and even two ladies were present. Unfortunately, after a certain amount of pounding the powder exploded and killed an official and the daughter of the Government commissary, who assisted at the experiments.***. It is interesting to observe how the same old mixtures are proposed over and over again with slight alterations only, in order to qualify for a patent. Potassium chlorate with some carbonaceous matter like charcoal, sugar, starch, glycerin, flour, or sometimes a vegetable or mineral oil and the like occurs again and again." Mass spectrographic studies have been conducted on the positive ions and neutral species of glow discharges containing 1.0 pct S02 and 1.0 pct CO in helium. Measurements were conducted for gas pressures from 3.5 to 10.1 torr using both dc and 60-Hz ac excitation. The ion species that were observed included S+, SO+, SO+, 0+, O2+, C+, CO+, and CO2+ with lesser amounts of SO3+, (CO)2+, SCO+, and (SO?CO)+ or CS+2. Interpretation of the functional dependence of the various ionic and neutral species on pressure and applied power showed that CO reacted with the SO formed in the discharges to produce CO2 and sulfur. Deposition of elemental sulfur was observed in the plasma container.

This Bureau of Mines study estimates capital investment, operating costs, and selling prices for three underground bituminous mines producing coal with annual production ranging from 1.03 to 3.09 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of November 12, 1973, under the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 indexes. Initial capital investment ranges from $12,938,200 for the 1.03-million-ton-per-year (MJ.Vl tpy) mine to $31,435,500 for the 3.09 MM tpy mine. Total capital investment ranges from $21,607,200 to $51,982,000 for the same mines. Corresponding selling prices for the coal range from $9.11 to $8.06 per ton, assuming a 12-percent discounted cash flow rate of return after Federal income taxes.

The reactions of alumina and alumina monohydrate with wet hydrogen fluoride gas were studied by the Federal Bureau of Mines to determine the feasibility of producing commercial-grade aluminum fluoride from offgases generated by pyrohydrolysis of siliceous fluorspars. The test results showed than an aluminum fluoride reactor operating at maximum efficiency could retain 96 percent of the fluorine contained in off-gases generated by pyrohydrolysis of siliceous fluorspar. The requirements are a reactor temperature of 200° C. and a reactor entrance gas containing 5 mole-percent hydrogen fluoride. Partial pressure equilibrium constants were determined for the reaction of alumina monohydrate and wet hydrogen fluoride gas from 200° to 350° C. and for the reaction of alumina and wet hydrogen fluoride gas from 350° to 700° C. Both reactions are reversible, and they proceed in directions that are dependent upon the temperature and the relative HF:H2O concentration. Logarithms of the equilibrium constants were used to plot the reaction isobars; these can be used to calculate the theoretical maximum efficiency of a reactor processing wet hydrogen fluoride gas between 200° and 700° C. The theoretical maximum efficiency decreases with increasing temperature.

As part of its mine subsidence research program, the Bureau of Mines and the American Electric Power Co. cooperated on a study, conducted at the Price River Coal Co. No. 3 Mine, directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. Subsidence was monitored at the No. 3 Mine over two adjacent longwall panels. The subsidence study area was reduced when the two planned panels were reduced in length because of equipment failure and a mine fire. Subsidence was measured for 21 months. Subsidence continued for 6 months after mining had been completed. A maximum of 2.2 ft of subsidence occurred over the two longwall panels mined at an overburden depth ranging from 300 to 1,500 ft.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. This publication describes abandoned-mine fire-control work administered by the Bureau of Mines under cooperative agreements with State and local governments. The work was done by private contractors under the supervision of Bureau engineers. The work is authorized by Public Law 738, approved August 31, 1954, and Public Law 89-4, approved March 9, 1965. Earlier work was authorized by Interior Department Appropriations Acts for fiscal years 1949-55. A total of 70 fires have been controlled under this program in the eastern bituminous region. The nature and extent of the abandoned-mine fire problem in the bituminous region is discussed, and the methods used for controlling these fires are described. The methods that have been used, either singly or in combination, include loading out and cooling the burning material, installing fire barriers, surface sealing, and water and pneumatic flushing.

This report, the 22d in a series, gives analytical data showing composition and quality of tipple and delivered samples of coal collected during fiscal year 1972. This coverage lists mines located in 20 States. Ultimate analyses are given for most of the coalbeds listed. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. The deliveries were sampled in accordance with instructions issued by the Bureau of Mines, and the samples were analyzed in the Bureau laboratory at Pittsburgh.

Quenching distances for flames of methane-coal dust mixtures were determined with air and oxygen-enriched air. Coals used were Pittsburgh, Sewell, and Pocahontas No.3. Quenching distances were greater for flames of hybrid mixtures of coal dust and methane than for methane flames of corresponding stoichiometry. From the data of quenching distances and methane-coal dust concentrations was calculated the quenching equivalence, which is the increase in coal dust concentration required to maintain a given quenching distance value as the methane concentration decreases. These equivalences could be useful in identifying hazardous methane-coal dust mixtures in mines.

The thermal conductivity, electrical resistivity, and Seebeck coefficient for nine compounds, based on the formula for enargite Cu3AsS3, were measured in a search for efficient materials to be used in thermoelectric generators or refrigerators. Results indicate that one of these compounds, Cu3SbSe4, has thermoelectric properties approaching those of bismuth telluride. An investigation of the effect of adding small quantities of tellurium to Cu3SbSe4 and Cu3SbS4 in order to improve their properties also was made. A figure of merit of 2.1 x 10-4 °C-1 was obtained for Cu3SbSe4 + 0.1 percent tellurium.
