In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

RECORD production of cement, clays, salt, sand and gravel, and stone highlighted the mineral industry of the State in 1956. Coal and iron-ore production declined owing to increased imports of foreign iron ore and decreased demand for metallurgical coke. Alabama ranked second in production of bauxite and of native asphalt, and third in output of iron ore. New developments in the State included the Citronelle oilfield and its 97 wells, which more than doubled the total production of petroleum compared with 1955. There is no question about the impetus that field has given to the oil and gas industry in Alabama, now 13 years old. The State's 4 oilfields are in southwest Alabama and its 1 gasfield is in Marion County, in the Warrior coal basin.

"In 1928, there were 47 fatal accidents in the California petroleum industry, 14.6 per cent more than occurred in 1927 when 41 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. This increase in the number of fatal accidents for 1928 has caused the first upward trend in the fatality curve of the California petroleum industry since 1923. In no other year during the 6-year period have the fatalities in any one year been greater than those for the preceding year. This fact should be given serious consideration and study by the petroleum industry, and an endeavor should be made to cause the number of fatalities again to decrease and conform to the previous gradual declining trend of the fatality curve.The following chart shows the trend of fatal accidents during the past six years:Of the 47 fatalities in 1928, 30 occurred in the drilling and producing division, 1 in the pipe line and transportation division, 14 in the refining division, and 2 in the sales and marketing division. Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

The 53 countries that constituted Africa in 1993 accounted for a significant portion of total world output of a number of mineral commodities. For the continent as a whole, world shares of most commodities showed little change from those of 1992 although most output volumes showed a slight decline. There were no significant production increases, but there were significant decreases of cobalt and copper because of political instability in Zaire and production problems in Zambia, of chromite resulting from cutbacks in South Africa and Zimbabwe, and of phosphate rock owing to a lower output by producers in general. (See tables 1 and 2.) Among the most significant mineral commodities produced in Africa, ranked by portion of world production in 1993, were diamond, cobalt, chromite, gold, phosphate rock, manganese ore, uranium and petroleum. Others of importance in world trade were andalusite, antimony, asbestos, bauxite, coal, copper, fluorspar, lithium minerals, platinum-group metals (PGM), titanium minerals (ilmenite and rutile), vanadium, vermiculite, and zircon. Several of these-chromite cobalt, diamond, and manganese-were not produced in the United States.

TONNAGE of natural abrasives sold or used in the United States in 1959 increased 12 percent. Artificial abrasives produced in the United States and Canada jumped 24 percent. In 1917 the Federal Bureau of Mines and the University of Idaho arranged to cooperate in an investigation looking to the improvement of mining and milling methods in the mining districts of the State of Idaho, with an especial view to the wider development of the minerul deposits and greater efficiency in the treatment of the lowgrade ores of the State. This work has been made possible lnrgely through the generosity and active assistance of the mine operators, especially certain companies in the Coeur d'Alene region. As the first step in the work under the cooperative agreement it wa.s decided to gather all data possible on the various mining districts throughout the State, both active and abandoned, in order to ascertain their potential possibilities, especial attention being paid to methods of metallurgical treatment and to the solution of the many metallurgical problems in order to effect a greater commercinl saving. With this plan in view, field work was begun in the latter part of May, 1917, and was continued during the summer. E. K. Soper, formerly professor of mining, University of Idaho, and now dean of the mining department of Oregon Agricultural • College, Corvallis, Oreg., visited the mining districts in central and southwestern Idaho and also some of those in the northern part of the St.ate. D. C. Livingston, professor of geology at the University of Idaho, Moscow, Idaho, also visited some of the mining districts in central Idaho during the summer; in addition, much valuable information he had gathered on former trips to many other districts is included in this report. Credit is also due Mr. Livingston for the maps covering the State, as well as the bibliography nt the end of each chapter. Thomas Varley, superintendent of the Seattle mining experiment station of the Bureau of Mines, spent a short time in the field, principally in the mining districts in central and . northern Idaho, and made a brief visit to the southwestern districts with Mr Soper. The field work of Mr. C. A. Wright, metallurgical engineer of the Bureau of Mines, in direct charge of the cooperative work, was chiefly in the Coeur d'Alene region. Mr. Wright visited nearly all of the mining districts in the region and devoted most of his time to studying the milling methods. The results of the investigation are set 1iorth in this bulletin. The bulletin aims to give the l9Calities of the various mining districts, and the nature of the present operations and those that have been carried on in the past. The geology is discussed only in a general way, the descriptions being intended more especially to bring out the types of ore deposits and the character of the ores, a knowledge of which is essential in determining the proper treatment of the ores. The writers do not wish to imply that all districts mentioned in this bulletin were visited during the summer of 1917, for a great deal of the material has been gathered from other reports, especially from publications of the United States Geological Survey. However, it is hoped that this report will be of help to those who are interested in mining in the State of Idaho. The plan is to continue the field work and subsequently publish the results of the investigations in much more detail, with greater emphasis given the metallurgical treatment of the ores and the problems involved.

The Hopi Reservation is in Arizona, where coal mining can be traced to the 13th century. Bituminous coal is found in varying quantities throughout the Hopi Reservation. The Hopi Tribe has a 50 percent mineral interest in the coal resources of the joint-use area adjacent to the Navajo reservation. The only coal presently mined on acornrnercial scale from lands in which the Hopi Tribe has an interest is from the Wepo formation at the Black Mesa and Kayenta Mines. These two large surface mines, located over 50 miles northeast of most Hopi settlements, have disturbed more than 6,000 acres. Income from royalties generated by the mines provides significant economic support for the Hopi Tribe. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Hopi land. The Hopi Abandoned Mine Land Program was approved June 28,1988.

The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite.

From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

Hydraulic fluid power systems are advantageous whenever power output must be accurately and safely controlled. The load movers, cylinders, jacks, rotary actuators and hydraulic actuators in these systems can be made to smoothly and accurately start, stop, reverse, hold position or move steadily under heavy and variable loads or torques. Because hydraulic systems are simple, compact, reliable, and low cost compared to other power methods and because they can deliver controlled power anywhere on the machine to which a hose can be routed, they are a pan of almost every type of machine found on a coal mining section. Some of the functions they perform are positioning drill booms, driving drill pots on roof bolters, positioning curter booms, raising, lowering, and swinging conveyors, driving conveyors on continuous miners, raising, lowering, and applying sustained loads to longwall roof supports, and advancing the face conveyor and roof supports in longwall mining operations.

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

Square Butte has no history of mineral development or production. Surface mapping, radiometric surveys and chemical analyses of rock samples reveal no mineral potential. The area has a speculative potential for petroleum and natural gas. INTRODUCTION The Square Butte Instant Wilderness Study Area, in Chouteau County, Montana, consists of 1,946 acres (788 ha) about 35 miles (56 km) southeast of Fort Benton and 50 miles (80 km) northwest of Lewistown (fig. 1). This study was performed under provisions of the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1976), in conjunction with the U.S. Geological Survey, which is responsible for regional geological, geochemical, and geophysical investigations, and the U.S. Bureau of Mines, which determines the mineral potential of existing mines, prospects, or mineralized areas.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

THE INVESTIGATION was carried out in three stages, depending on the objectives of the work and the kind of equipment used. The first stage involved testing of 11 representative Alabama coals, the source of which is given in table 1. The objective was to find whether these coals could be gasified raw by the Lurgi method, and the equipment used was a 4-inch batch generator (to be described later). This generator proved too small and difficult to control to provide adequate amounts of products under continuous operating conditions for testing. For the second stage, a 6-inch batch generator was used, which was provided with facilities for superheating the steam-oxygen mixture and for synthesizing additional methane from the residual carbon monoxide and hydrogen in the primary Lurgi gas. Selected Alabama coals, Pittsburgh-bed coal from West Virginia, "Disco," and anthracite were used. For the third stage of the work, a continuous generator of 1 square foot grate area, following closely the design of the industrial generators operated in Germany, was provided. This generator was designed by 0. Hubmann, engineer for the Lurgi company, and was expected to give results closely simulating industrial-scale apparatus. The purpose of this equipment was to test prepared materials shown to operate smoothly in the 6-inch generator under conditions approximating as nearly as possible those prevailing in industrial practice. Work of the first stage showed that Alabama coals could not be used in the Lurgi process without first destroying the coking power.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.
