Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

Internal textures of manganese nodules from Clarion-Clipperton zone of northeastern Pacific Ocean are classified into five textural zones: columnar-textured layered zone, cuspate-textured layered zone, cuspate-textured massive zone, cuspate-textured porous zone and massive- textured massive zone. Vernadite is the main constituent mineral in the columnar- and cuspate-textured layered zone. Buserite sometimes occurs in the cuspate-textured layered zone. The cuspate-textured massive zone is mainly composed of buserite. Todorokite is also associated with buserite in the massive-textured porous zone, where cuspates and globes are partially replaced by massive texture. In the massive-textured massive zone, todorokite, buserite and birnessite occur together. The analyzed elements of all zones are also classified into four elemental groups by the cluster analysis of correlation coefficients: Mn group, Cu-Ni-Mg group, Fe group and Si group. Mn group consists of Mn and K. Cu-Ni-Mg group consists of Cu, Ni, Zn, Mg and/or Ca, Na. Fe group consists of Fe, Co, Ti and/or Ca, P. Si group consists of Si and Al. Each textural zone is composed of three or four elemental groups. These four elemental groups are correlated with mineral composition, such as, Mn group with todorokite, Cu-Ni-Mg group with buserite, Fe group with Co-bearing iron-oxyhydroxide minerals, and Si group with silicates.

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. The first hydrothermal mineral deposits found at a seafloor spreading center were discovered in the Red Sea by multi-national research vessels between 1963 and 1965. At that time, the deposits were considered a special case related to continental rifting and an early stage of opening of an ocean basin. Since that time, examples of almost all major varieties of volcanic- and sediment-hosted hydrothermal deposits associated with basaltic rocks in the geologic record have been found at present spreading centers. Review of over 100 hydrothermal mineral occurrences presently known at oceanic ridges and rifts indicates that a range of deposit sizes from small to large (> 1 x 106 tonnes) occurs at all seafloor spreading rates. However, larger deposits but fewer per unit length of spreading axis appear to form at slow- than at intermediate- to fast-spreading centers based on available data. Larger deposits are more common in sediment-hosted than in volcanic-hosted settings regardless of spreading rate. A spectrum of hydrothermal deposit varieties (stratiform, stockwork and disseminated sulfides; various forms of sulfate, carbonate, silicate, oxide and hydroxide deposits) occurs in almost all of the tectonic settings. High-intensity, ore-forming, subseafloor, hydrothermal convection systems that conserve heat and mass and concentrate hydrothermal precipitates are extremely localized by anomalous physical and chemical conditions relative to nearly ubiquitous low-intensity hydrothermal activity at and flanking seafloor spreading axes at all spreading rates. A field experiment to establish the practicality of various options for rehabilitating the seabed on the cessation of dredging has been successfully set-up. The purpose of this experiment is to investigate the practicality and effectiveness of gravel seeding as a potential restorative method which could be applied at marine aggregate extraction sites following cessation of dredging. Zone 2, within Area 408 (offshore Humber) was chosen as the experimental site as there is some evidence for persistence of sand which may have resulted from screening operations at this site.

During the last ten years seven applications for nodule-bearing areas of the World Ocean Floor International Region (IR) have been made by national companies of Russia (Yuzhmorgeologiya), France (IFREMER/AFERNOD), Japan (DORD), India (The State Department of Sea Resources Development), China (COMRA), Korea (KORDI) and the Interokeanmetal Joint Organization (IOM) of some East European countries and have been registered by the Preparatory Commission of the United Nations International Seabed Authority (ISA). Besides these groups registered within Resolution 11 of the Final Act of the III United Nations Conference on the Law of the Sea there are four international consortia registered in the USA [Kennecott (KCON), Ocean Mining Associates (DMA), Ocean Management Incorporated (OMI), and Ocean Minerals Company (OMCO)], which have interest in areas in the IR and can be considered as potential applicants. All registered areas (with the exception of the Indian Ocean) including the areas of potential applicants and also 6 areas, reserved for the ISA are located in the Clarion-Clipperton Zone of the Pacific Ocean. If within each area not less than one deposit of polymetallic nodule-bearing ores can be discovered, then, the total number of such deposits, for the present moment, is 20.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

During the last few years autonomous underwater vehicle (AUV) technology has evolved from concept demonstrators towards commercial products. The driving forces are the move for energy exploitation towards deeper waters, naval applications and the Internet driven need for more intercontinental underwater communication cables. Other applications emerging for the future will be within environmental research and monitoring and deepwater exploration. Deepwater developments beyond the continental shelf will require the same level of survey data quality and intervention access as established for shallow water. The potential for cost savings is two folds. Firstly, there is a reduction in the survey cost it self and secondly there is a considerable cost saving by avoiding over design of subsea installations due to lack of sufficient documentation of the field. In this scenario, there is an increasing understanding that underwater robotics and in particular AUVs will play an important role in future survey and subsea engineering work. The AUV as a free swimming underwater survey sensor carrier has several advantages compared to cable controlled ROV?s and deep towed systems: The paper prepared for the ?Underwater Mining Institute 2003? on Jeju Island, Korea will focus on the HUGIN AUV concept and field results to date.

Recent offshore diamond exploration has been concentrated in the SW Joseph Bonaparte Gulf. I`IW Australia. Extensive high resolution seismic and sampling surveys have been carried out in Cambridge Gulf, offshore of the mouth of the OR River and other rivers of the region. Surface-tow boomer surveys have been correlated with sampling data from vibracores and a wide diameter (1m) airlift system, providing a geological framework for the area. Although large-scale bulk sampling has not been undertaken, there has been no reported recovery of diamonds since 1993. The geology and prospectivity of a range of potential diamond traps in high energy, fluvial and transgressive depositional settings has been assessed. Potentially diamondiferous targets include (i) a shoreline apron. (ii) fluvial/estuarine channel infills and terraces and (iii) ravinement surfaces.. Although there is evidence for a long history of fluvial development and sea level changes, the majority of the investigated traps represent the result of erosion and sedimentation during and following the last interglacial. Significant volumes of unconsolidated gravels and coarse-grained sands with occasional indurated layers are present, and are locally exposed at sea beet In place s thick successions (>5m) of fine-grained overburden overlie the coarse-grained sediments.

An analysis of noble metals (NM) in natural samples is most problematic. Determination of their traces in geochemical samples, in part, for the purpose of deposit evaluation, is a difficult analytical task. A number of international standard reference materials of rocks and ores, in which NM content is certified, is estimated at a half dozen. For example, in the International proficiency test for analytical geochemistry laboratories (GeoPT), which is held by the Department of Earth Sciences (The Open University, United Kingdom), the data for gold and platinum are observed very rarely, and the results obtained in different laboratories differ on 1-3 orders of magnitude. It is caused by low contents of NM in nature, by a variety of their complex and mineral species, as well as by a complicated matrix composition of platinum-containing objects. Among these objects are ferromanganese ores, enriched strongly with Fe, Mn, Ni, REEs - the elements hampering a precise determination of NM due to a complexity of instrumental inter-element correction. The absence of the reliable methods of NM determination in these ores drastically limits the possibility of deposit evaluation.

With its new continental shelf beyond the exclusive economic zone, New Zealand is a country with just 4% of its territory above water. The other 96% is submerged. New Zealand's marine territory covers an area about three-quarters the size of Australia. This territory includes large portions of the Gondwana continent from which NZ separated more than 80 million years ago. This underwater land mass extends from the shores of New Zealand to a water depth of more than 5,000 m, is largely unexplored and is almost certainly the site of many large, untapped oil, gas and mineral deposits. Underwater oil and gas drilling is now a universal activity. Underwater mining is in its infancy and will become a major activity in the future, contributing greatly to the New Zealand economy. New hydrocarbon deposits will undoubtedly be discovered under the ocean floor in regions such as the Great South Basin located off Canterbury and Otago. Mineral deposits are also undoubtedly located within the oceanic crust of this underwater NZ continent. These are as yet unknown and unexplored. The oceanic crust north of the North Island is currently being extended through the subduction of the Pacific plate into the Tonga Kermadec trench and through the growth of a line of submarine volcanoes extending north to Tonga. Active submarine volcanism has led to the growth of ocean floor mineral deposits consisting of polymetallic sulphides with iron, copper, zinc and lesser gold, silver and other metals.

The Cook Islands are 15 islands located in the Southwest Pacific (between 8-23°S latitude and 156-167°W longitude). The total land area is about 200 km2. However, because its islands are widely scattered, the EEZ of the Cooks encompass an area about 2 million km2. The Cook Islands government exercises sovereignty and jurisdiction over its EEZ according to international law and convention as a member state under UNCLOS1. Accordingly, the Cook Islands government exercises full control over resources in its EEZ, including minerals on the seabed. Decision making on allocating licences for exploration and ultimate mineral recovery is by the Cook Islands government and will be set out in relevant statutes. Seabed minerals investigations within the EEZ of the Cook Islands and adjacent waters were first carried out by, USSR, US, and New Zealand research vessels in the late 1960 early 1970?s and indicated the presence of high concentrations of manganese nodules. Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

"INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

Pitcairn Island, the last remaining British Colony in the Pacific Ocean, falls in the S.E. Pacific. Its location, on top of a hotspot volcano, suggests the presence of submarine hydrothermal deposits in its EEZ. Such environments are known to contain hydrothermal mineral deposits, as in the case of Loihi submarine volcano near Hawaii, and Macdonald and Teahitia-Mehitia seamounts in the South Pacific. The hydrothermal deposits in these areas are formed as a result of the interaction of seawater with hot volcanic rock, producing a hydrothermal fractionation sequence comprising sulphides of Fe, Cu and Zn, oxides and silicates of Fe and oxides of Mn. In 1988, a GLORIA survey from the RRS Charles Darwin confirmed the existence of recent volcanism within the Pitcairn Island EEZ. A later bathymetric and sampling survey by the FS Sonne of the region round Pitcaim Island revealed submarine volcanoes approximately 80 km ESE of the island. Hydrothermal mineral deposits were recovered from them, and comprise finely laminated crusts of Fe oxides containing up to 50% Fe, and laminated hydrothermal Mn crusts up to 5 cm thick. Both morphologically and chemically the latter are similar to those from mid-ocean ridge and island arc settings, containing up to 50% Mn, associated with sulphides, and represent first discovery of such deposits associated with mid-plate "hotspot" volcanoes. Massive sulphide deposits are thought to occur within the volcanic pile.
