The long continuing controversy over the Origin of fusain, whether it is a product of primeval forest fires, or of special conditions of weathering (including bacterial decay) of the vegetal debris concerned prior to, burial, has now been extended, to include the possibility that fusain is a product of the coalifaction process subsequent to deposition, so that doubt may reach even to its time of formation.The conflicting views on this point are summarised in the following quotations from two recent publications (my italics in each quotation):1. "Recent observations made in peat and brown coal deposits in Australia, England and Germany strongly suggest that practically all fusain is formed by coalifaction after deposition and 'preliminary compression. In deposits of advanced brown coal rank, it normally takes the shape of pieces of wood compressed parallel to the bedding plane; and some fragments consisting partly of fusain and partly of vitrain exhibit the same amount of compression throughout. This would seem to indicate fusinisation after burial, as hard brittle charcoal would be crushed, or else retain its original irregular shape if strong enough to withstand pressure.In some immature deposits, however, where cover is of a hydrostatic nature rather than a vertical compressionar force, occasional pieces of fusinised wood showing very little flattening are present, but such immature deposits seldom contain the proportion of fusain found in higher rank coals. In view of this, and the possibility of introduction of charcoal into peat deposits, it is felt that a small amount of the fusain in coal may represent wood charred before burial, but most of it almost certaInly originated as a product of fusinisation after burial" (Dulhunty, 1948, p.14).

The Drake-Rivertree area lies in the far north east of the New England district of New South Wales. Drake is some 500 miles north of Sydney by road and 36 miles west of Lismore. Rivertree is situated 24 miles north of Drake.The Drake deposits were first worked in 1878 for gold which occurred in a very fine state in ferruginous gossan but at depth copper ore became more significant. The lodes at Rivertree, discovered in 1887, were worked for silver but mixed sulphides became more prominent in deeper levels.Several mines operated at each centre and each locality smelted its own ore.The mines at both centres were operated sporadically for many years though production was not particularly substantial.A number of the larger mining companies have shown a recent interest in this mining field with special emphasis on the Drake locality.GENERAL GEOLOGYThe two mining centres are situated to the north and south respectively of a belt of Permian marine sediments and volcanics similar to, and probably representing an easterly extension of, the rocks of the Emmaville district further west.E. C. Andrews (1907) recognized two stratigraphic units within what he called the Drake Series. The Lower Division consists of rhyolite flows, tuft's, breccias and agglomerates, followed by trachytic and andesitic tuft's containing cladochonns, thanmopora willcinsoni and other Permian forms.

In the Mount Victor area of the Eastern Highlands Province, re- connaissance geological mapping and new micropalaeontological data have revealed the existence of at least three small thrust- bound windows exposing late Middle to Late Cretaceous (Late Aptian-Early Albian and Late Santonian-Maastrichtian) sedimen- tary rocks and pillow lavas, Latest Paleocene- Earliest Eocene pillow lavas, and Latest Paleocene-Earliest Eocene bathyal micrites. Late Middle Eocene to Late Eocene inner neritic bioclastic micrite units also occurs in thrust contact with Middle Miocene Yaveufa Formation volcanolithic conglomerates. The Cretaceous and Early Tertiary units appear to be thrust-bound and are best exposed in a window just south of Mount Victor, and in two smaller windows to the east. The inner neritic Eocene limestone occurs in a thrust-bound sliver within the Yaveufa For- mation near Obura. The windows occur within extensive out- crop of Early Miocene Omaura Formation and the Yaveufa For- mation. Thin-bedded grey mudstone, siltstone and sandstone, typical of much of the Chim Formation form only a small part of the exposure of Cretaceous rocks. Thick-bedded volcanolithic conglomerate, spilitic pillow basalts, and welded basic tuffs domi- nate the Cretaceous section. The stratigraphy and structure of the Mount Victor area is similar to the Menyamya area, the Aure Scarp, and perhaps the Tapini area. This study has raised the possibility of widespread thrust- ing in the Kainantu area, and suggests that the boundary between the Omaura and Yaveufa Formations is thrusted, at least locally.

The underlying principles of dewatering theory have recently achieved considerable practical application in the washing and dewatering of alumina trihydrate in Bayer plants. In particular, the influence on residual cake moisture contents of trace amounts of surfactant added to the wash water reveals that significant energy savings can be achieved. The influence of organic compounds produced by the caustic extraction of bauxite in the Bayer process is shown to be significant. These humic species reduce the cake permeability and the effectiveness of certain surfactants in dewatering operations.

Prior to 1975, most geochemical drainage surveys for gold were based on analyses for pathfinder elements, such as As and Cu, rather than direct analysis for gold, for two reasons. Firstly, analytical methods lacked the required sensitivity and precision to determine gold abundance at background levels in stream sediments (usually in the range 1 - 10 ppb). Direct analysis was also inhibited by concern about the potential for gross sampling error, brought about by the dispersion of gold as rare discrete particles of the extremely dense native metal. This sampling error, commonly termed the 'nugget effect' has two components: erratic distribution of the element within the stream environment, related to hydraulic factors, and the difficulty in taking representative samples, both in the field and later in sub-sampling for analysis. In more recent years the collection of very large samples was commonly advocated to overcome the sampling problem (Hams, 1982; Nichol, 1986).Two methods have been widely used to evaluate the gold content of bulk samples (Elliott and Towsey, 1989). The preparation and analysis of heavy mineral concentrates has in recent years been largely superseded by the leaching of gold contained in bulk samples by cyanide, commonly termed the BLEG (Bulk Leach Extractable Gold) or BCL (Bulk Cyanide Leach) methods. The terms BLEG and BCL are essentially interchangeable and the latter will be adopted for the remainder of this paper. The island chains of the Western Pacific (Fig. 1), on account of their related origin, and the similarity of the rocks that compose them, constitute in the main a most homogeneous mineral province. They lie in a complex "mobile" zone of the earth's crust, that formed a geosynclinal area separating the continental margins of Australia and South-Eastern Asia (the so-called Sundaland) from each other, and from the margin of the Pacific Ocean proper (FIg. 2). The whole region was drowned at the close of the Ice Age, as a result of the rise of sea-level that accompanied the melting of the great ice caps in the polar regions, leaving only the higher portions as islands and peninsulas, many of them separated only by shallow seas or "shelves."The geosyncline was infilled with Mesozoic and Tertiary sediments that have undergone varying intensities of folding and metamorphism, and has been subject to intermittent periods of volcanic activity, continuing into the present. Midway between the two continental margins there is a narrow belt of pronounced negative gravity anomalies, with an extraordinary S-shaped convolution in the vicinity of the Banda Sea and Celebes, that marks the core of this unstable region. The folding within the "mobile" zonetrends parallel to it, so that the islands in its vicinity, which are regions elevated by folding, are all elongated in the strike direction of the folds. This explains not only the linear shape of Sumatra and Java, but the arc of islands enclosing the Banda Sea, and the peculiar shape of Celebes.Parallel to the belt of negative anomalies, at a close remove from it, is the line of Recent, or active volcanoes, that extends along the whole length of Sumatra and Java...

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

Close spatial relationships between the deposits of the Etheridge Goldfield (23,000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic. Acceptance of this hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so. Consequently there is little scop- for the discovery of extensions of this field. However, the stratigraphic interval between the source rocks of the Etheridge field and stratigraphically higher host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (pyritic carbonaceous, and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

In 1955 the annual production of steel at Australian Iron and Steel Pty. Ltd., Port Kembla was 1.2 million tonne and over the following two decades this had progressively increased to the present capacity of 5.4 million tonne per annum. This increase in productivity has also been accompanied by important developments in steelmaking technology and these are explained in the chronological order in which they have taken place. Reference is made to the use of oxygen in open hearth furnaces, the B.O.S. process, the Argon-Oxygen decarburisation process for stainless steel, vacuum degassing and continuous casting. When the vacuum degassing and continuous casting units are commissioned, the Port Kembla Works will have achieved a standard of steelmaking technology equal to any in the world.

The combustion characteristics of Australian coals which contain high inertinite have been studied in a laboratory drop tube furnace and a Thermogravimetric Analyser. The pyrolysis chars and combustion residues were microscopically characterised using a modified coal petrography technique. Results indicated that the overall burnout of inertinite-rich Australian coals under pulverised fuel combustion conditions could be generally within a range of 97 - 99 per cent burnout. The studies showed that poor coal burnout cannot be generally related to high inertinite content in the Australian coals. The extent of coal burnout varies from coal to coal and vitrinite as well as inertinite may contribute to the unbumt chars in combustion residues. Combustion conditions had greater influence over char formation and coal burnout than the coal properties. However, under similar pf combustion conditions, coal rank and coal maceral composition had a strong influence over the coal combustion behaviours and final coal burnout. Simple correlations using coal properties may be used but with caution to determine coal volatile release and burnout at high temperature and rapid heating conditions.

The Twin Hills Gold Deposit is an example of a preserved, high level, epithermal system, with mineralisation introduced contemporaneous with deposition. The deposit is hosted within sediments of the Late Devonian to Early Carboniferous Saint Anns Formation, of Cycle 1 Drummond Basin stratigraphy, situated in central Queensland. Prior to epithermal activity in the Twin Hills region, a lacustrine fan delta depositional environment existed, together with minor tuffaceous activity. An and palaeo climate, with occasional periods of torrential rainfall, together with a basin with faulted margins, allowed alluvial fan prograda- tion. Cyclical repetitions of the fan indicate repeated faulting and seismic activity took place during deposition. Significant gold mineralisation was first intersected at Twin Hills by Metana Minerals NL in 1988, after drill testing a "blind" target outlined by geological mapping and bedrock geochemistry.

The Lachlan Fold Belt (LFB) is a complex orogenic belt which developed in Early to Mid Palaeozoic time. A number of orogenies and more localised deformational events affected the region. A simplified classification scheme for the diverse gold deposit types is proposed, subdividing primary mineralizing processes into four categories: volcanism (epithermal and volcanogenic deposits), igneous intrusion (subvolcanic/porphyry style, skarn and magmatic deposits), metahydrothermal processes (deposits generated during metamorphism and regional deformation) and hydrothermal-distal processes (deposits generated by poorly understood, generally remote large scale hydrothermal processes). Major gold deposit associations include epithermal and porphyry style deposits in Ordovician-Early Silurian shoshonitic andesite sequences; volcanogenic base metal-gold deposits in Silurian rift or basin felsic sequences; vein deposits in Late Silurian and Early Devonian S and I-type granitoids; deposits in Early Devonian sedimentary rocks of the Cobar Basin probably generated by metahydrothermal processes during basin closure and cleavage formation; deposits associated with serpentinite; and metahydrothermal quartz vein deposits in folded sedimentary rocks.Studies of host rock geochemistry suggest a relationship between magma types, gold enrichment and mineralization particularly in shoshonitic sequences and Early Devonian granitoids of the Boggy Plain Supersuite. Structural studies indicate the importance of thrust type structures and detachment faults in generation and location of gold mineralization. Lead isotope initial ratios help define metallogenic associations and a number of distinctive isotope "signatures" have been established.

The results of a systematic geochemical survey of rare elements are applied to elucidate genetic relations in a suite of rocks and to predict the probability of mineralization. The geology, radioactivity, major element geochemistry and classification of the main intrusives are described. The distribution of a group of rare elements, their concentration trends and the bearing these have on the emplacement sequence of the rocks are considered in some detail. The guides for exploration in the Pilanesberg that emerge are listed and some areas which substantiate predictions are described briefly. It is concluded that a study of rare element trends can make a considerable contribution as an exploration tool and for clarifying relations between the members of rock suites.

BackgroundIn March 1990 Pasminco resolved to replace and increase the capacity of the underground pumping system at the Southern Operations, Broken Hill. The existing pump station was built 23 years ago while the rising main had been in service for 38 years and was subject to frequent failure.The old system was a conventional slurry/clear water separation and multi-stage pumping system. It was inadequate in the following areas:ò insufficient capacity to handle current and expected future flows;ò unable to consistently dewater lower production areas; ò pumping capacity restricted sandfilling rates;ò dirty water dams had insufficient settling capacity and were difficult to de-sludge;ò the operating costs of dewatering were high; ò it was labour intensive; andò it did not offer enough protection to the 25 level loading station.

Safety First and zero accidents are the targets most mines in Australia are aiming for, but manual processes and procedures limit the capabilities and response time in emergency situations. Even with a high safety focus, accidents and incidents still happen, too often with tragic outcomes. Dangerous areas, narrow roads and winding curves are all daily obstacles that threaten workforce safety. Every unforeseen event, such as traffic collisions and other accidents, puts lives in danger and weakens production. Safety must be guaranteed.

The calculation of the liberation spectrum in the product from continuous milling operations is a problem of considerable importance, and it is difficult to solve because the population balance equation must be integrated in two-dimensional space. Complete solutions require a very detailed knowledge of the complex interactions between the fracture patterns and the mineralogical ore texture when brittle particles are subject to impact fracture. Most of the liberation models that have been developed to date apply only to batch comminution processes and under these conditions the liberation problem can be studied in isolation. When the comminution is continuous and forms a unit operation in a flowsheet that includes classification and separation operations, the situation is very different, and then the liberation of the minerals must be described when single particles of known mineralogical composition are fractured. Important industrial examples are conventional milling circuits closed by hydrocyclone and regrind mills in flotation plants. This paper presents an efficient computational algorithm for the calculation of the liberation spectrum produced by continuous milling operations. The algorithm relies heavily on the detailed internal structure of the Andrews-Mika diagram. The modifications that are required to make this diagram apply to practical ore minerals, and the internal structure of this diagram can be established using single-particle fracture on mono-size, mono-grade material but suitable liberation models are essential to interpret the data in terms of the cross transfer coefficients required for the population balance procedure. Models proposed by Leroux (1992) and King (1990) are compared to experimental data.

Mines in Queensland must now prepare a Progressive Rehabilitation and Closure (PRC) plan, with the requirement to justify the selection of the post-mining land use (PMLU) for each rehabilitation domain. Given that there are nearly 200 mines who must undertake a comprehensive PMLU assessment, there is a need to develop methods that will minimise the duplication of effort. As part of a broader initiative on innovative post-mining land use planning, this project undertook a regional analysis of the technical suitability of several PMLUs.

Glencore’s Mount Isa Mines Limited (MIM) operates the Mount Isa open cut and underground copper (Cu) and zinc-lead (Zn/Pb) mines near Mount Isa in Queensland, Australia. Tailings from processed Cu and Zn-Pb ore is contained in a 1,315 ha shallow (< 35 m deep) multi-cell valley fill tailings storage facility (TSF). Static geochemical testing conducted by MIM over the life of mine (LoM) verifies that the Cu, and Zn-Pb tailings has a wide range in sulfide content and diverse mineralogy with significant acid neutralising capacity (ANC) in some samples. The tailings are predominantly classified as potentially acid forming (PAF) using static analytical methods. Kinetic leach testing using free draining columns and humidity cell tests simulating tailings placed on the surface of the TSF suggest that the tailings samples are likely to remain non-acid forming (NAF) for 10 to 40 years under aerial exposure, and much longer than this under saturated conditions within the TSF. During this period of weathering, as ANC is depleted, the neutral pH drainage may contain elevated concentrations of some elements including sulfate, manganese and zinc. The general principles of technical due diligence best practice that are involved in assessing a mineral property in the early stages of its development are described and a bibliography of relevant papers is attached. The issues specific to the evaluation of gold deposits are highlighted. The Australasian Institute of Mining and Metallurgy's (The AusIMM) initiatives in this area, dealing with the proper public reporting of Reserve/Resource information (JORC Code) and property assessment/valuation (VALMIN Code), will be used as a framework against which the illegal tampering with drilling samples to artificially boost their gold content (salting) from the Busang gold deposit (Kalimantan, Indonesia), owned by Bre-X Minerals Limited (Calgary, Canada), will be reviewed. While the Busang saga was based upon fraud, through salting the samples, the general lessons to learn from such a scam are worth documenting. In Australia, most of those working in the mineral industry belong to long established professional institutes and consultant associations (eg The AusIMM or Mineral Industry Consultants Association [MICA]) that require their members to work within their technical limits and to comply with best practice guidelines, or risk being judged and found wanting by their peers in the context of strong Ethics Codes. There is also a strong interface between such representative professional bodies and the corporate and financial market regulators (ASC/ASX), which closes the monitoring loop. Canada has only now seen the wisdom of having this type of early warning system in place. Fraud and deliberate deception will be always possible, but deception on the enormous scale that occurred at Busang is most unlikely with proper surveillance systems in place and the use of accredited technical professionals. There should have been more hard data available about so big and rich a deposit owned by a C$6Bn company.
