"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. The Izok massive sulphide deposits are located in the Northwest Territories of the remote western Canadian Arctic. Together they represent one of the highest grade undeveloped zinc-copper resources in North America. Metall Mining Corporation is presently engaged in a feasibility study on developing the Izok property as well as actively exploring for additional reserves. The Izok deposits are Archean-aged, volcanogenic massive sulphide (VMS) bodies hosted within and near the top of a thick sequence of predominantly felsic pyroclastic rocks. The hangingwall package includes additional felsic volcanoclastics, dacitic and basaltic flows, thin sulphide-rich iron formations, and turbiditic sediments. The felsic volcanics are intruded by syn- to late-hydrothermal dacitic dykes and sills and post-hydrothermal gabbroic dykes and sills. Both intrusives are interpreted to be volcanic feeders to overlying flows. All lithologies are cut by much later irregular granitic pegmatite dykes and regionally metamorphosed to pyroxene homfels grade. The deposits occur within a large kilometre-scale soda-depleted alteration zone. The immediate footwall and hangingwall rocks to the deposits are characterised by zones of muscovite-biotite (with or without sillimanite), lesser chlorite-biotite-cordierite (with or without anthophyllite), and locally intense silicificified and albitised zones. All lithologies have been affected by a later calcic metasomatic alteration. As currently defined, the Izok Zn-Cu-Pb-Ag deposits comprise a cluster of four complexly-zoned composite lenses: the Northwest, North, Central, and newly discovered Inukshuk deposits. The first three deposits are amenable to open pit mining while development of the Inukshuk deposit will require underground methods. The combined mineral inventory of the Northwest, North, Central and Inukshuk deposits at present totals 15.6 million tonnes with a grade of 2.4 per cent Cu, 13.8 per cent Zn, 1.4 per cent Pb, and 74.6 g/t Ag.

Highly saline process water has a number of implications for the CIP process during the leaching, adsorption and recovery of gold. The reduced oxygen solubility in saline water can seriously reduce the rate of gold leaching, while dissolved oxygen meters do not necessarily reveal actual oxygen concentrations in saline water. High levels of magnesium in the ground water necessitate operation at lower pH (-9), with the potential for greater cyanide loss via HCN stripping. In addition increasing salinity renders viscosity modifiers largely ineffective.The adsorption capacity of aurocyanide onto activated carbon is improved with increasing salinity, but misleading results can be obtained in assessment of gold loading kinetics of plant carbon samples already loaded, or partially loaded, in saline water if subsequently tested in fresh water. Elevated chloride levels in the Zadra elution process can cause severe anode corrosion in the elecuowinning cell. The Anglo elution process is tolerant to only slight increases in water salinity, but elution times can be reduced by ethanol addition. Care is required in carbon regeneration, as salts can catalyse carbon decomposition as well as increase kiln corrosion.

Current mine ventilation systems have evolved from simple, limited energy, series or multi split layouts motivated by low suction, slow running, surface fans. Concentration of coal production from fewer working places and ventilation splits, and varying needs, hazards and challenges, however, have led to substan- tial changes. Modern ventilation systems, therefore, are more complex, sometimes more interdependent on others, more energy intensive, and are founded on the use of multiple airways and greater suction, higher speed surface ventilators and often booster fans. Intensi- fication of output has resulted also in higher gas emission rates, the wide adoption of fire- damp drainage, and sometimes in particular problems such as spontaneous firedamp emissions. Some coal mines are subject to spontaneous outbursts of coal and firedamp. These and related matters and current practices and developments are leading to discernible trends, potential advances, and further changes in Practice.

Unprecedented political, economic, and social change throughout the world will have an increasingly profound effect on the dynamics of the world's mining industry. Analysis of the early financial trends in this development (statistics on exploration expenditure, and investment flows) gives some insight into the magnitude of structural change and its implications for established mining economics and companies.Increasing confidence in the stability of many third world and developing countries is attracting exploration and investment capital that had previously been largely directed to established mining economies in North America, Australia, Europe and Southern Africa. Some of the projects requiring capital and technology in the CIS, Africa and Latin America are technically very attractive. The end of the 'cold war' and the influence of the IMF is gradually changing their risk profile for mining investment.

The texture of an ore type is fundamental in understanding the metallurgical behaviour of an ore. This study will show examples of how quantified textural attributes (mineral shape, grain size and mineral association) can be obtained from automated and scanning electron microscope (SEM)-based microscopy and utilised using advanced image processing techniques. Examples will be shown of integrating quantified and semi-quantified meso- and macro-scale textural attributes as well as how they relate to texture-based visual logging systems. The implications of texture for processing behaviours such as comminution, liberation and recovery will be discussed. This research is part of a major collaborative geometallurgical project undertaken at the Centre of Excellence in Ore Deposits (CODES, University of Tasmania) and the Julius Kruttschnitt Mineral Research Centre (JKMRC, University of Queensland). NASA’s Artemis III mission is expected to return astronauts to the surface to explore and sample the lunar volatiles by 2026. These volatiles are anticipated to provide scientific insights as to how the Moon was created and economic value to off-Earth operations. These same volatiles can pose health implications to astronauts and Earth based personnel handling lunar regolith samples. Using Australian, USA and NASA airborne contaminant exposure limits and the Lunar CRater Observation and Sensing Satellite (LCROSS) measurements of lunar volatiles in the Cabeus crater ejecta, the minimum mass of lunar regolith that can be safely handled by humans on Earth and in spacecraft can be calculated. This analysis determined a 0.15 grams pure sample of Cabeus crater regolith within a cubic metre of air has enough volatiles to exceed safe working conditions, and 14.9 grams of pure Cabeus crater regolith per cubic metre of air can impact human life. The intent of this analysis is to assist safe handling and exposure calculations for the safe handling procedures of lunar regolith containing volatiles.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

Mining operations have been carried out at Mt. Lyell for the past century. Until the 1970's the location of the mines in relation to the surface topography has enabled the mines to drain their copious inflows of water by gravity. Deeper mining has forced the Company to undertake pumping of increasing inflows of water. A major pumping facility is being established near the base of the known ore reserves with a view to serving the future requirements of the mines. The system has a design capacity of 600 litres per second. Run of mine water will be treated in Vertical Flow Settlers to produce clear water and thickened mud, each of which will be disposed of separately. The clear water will be pumped by six 1000 kW conven- tional centrifugal pumps. The thickened mud will be removed by a Hydraulic Displacement System. The rising mains for both the mud and the clear water are stainless steel cased bore- holes.

Mining had a very considerable effect on the country's development. The visual evidence remaining is an integral part of New Zealand history. Early mining for manganese and copper in the 1840s was succeeded by alluvial gold rushes. These gave way to hard rock extraction, hydraulic elevation and dredging. Coal mining dating from the 1850s was fairly widespread. Other minerals were obtained on a small scale. Manufacture of mining' machinery stimulated industrial engineering enterprises. Schools of mines played a significant part in advancing technical skills and several remain as museums. Surviving mine structures and site relics are part of the industrial heritage signifying the technological and economic development of a small isolated nation. Some of these are described. Identification, recording and preservation where practicable is advocated.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

Within a short time frame of just over two years Wirralie Gold Mine has been developed from a virgin geological discovery to an operating gold mine with a mine life of six years and a production rate of 50,000 oz per annum. Construction work on the 600,000 tpa single stage crushing, two stage milling CIP plant commenced in November 1987 and was completed some seven months later at an overall cost of $A25 million. Since commissioning in May 1988 the treatment plant has exceeded design tonnage, availability and recovery. A second expansion programme in January 1989 will increase plant capacity to one million tonnes per annum with associated bullion production of 80,000 ozs per annum.

Mining operations require detailed and precise methods and procedures for the optimum selection of ore from waste. A fundamental procedure applied to achieve this selection is accurate sampling. The key parameter to accurate sampling is an understanding of the degree of heterogeneity of the key element contained within a sampling mass. This paper will describe the methods applied for the calculation of the fundamental sampling error and the techniques used to achieve a representative sample in the Fimiston Open Pit, Kalgoorlie.The utilisation of Pierre Gy's sampling theory has optimised the blast hole sample quality and quantity for submission to the assay laboratory. This has resulted in reduced cost and optimised assay reliability in statistical terms. Similarly the analysis of exploration drill holes for resource definition has optimised drilling procedures in terms of the drilling method, sample length and sample quantity.

Gold mining in Vatukoula had been a low tonnage/high grade operation for much of its 55-year life. During 1991 it became clear that a change in direction was needed if the mine was going to continue to prosper. The challenges of ore reserves of only three years, the prevailing gold price and high infrastructure and fixed costs combined to force changes in mining strategy.A more productive mining method was required to lower the unit mining cost, lower the pay limit and make more effective use of the resource.The flat dipping mineralised faults or flatmakes had been mined by updip, handheld room and pillar methods with a more recent trackless development adaptation. Furthermore, up to 40 per cent of the resource was left in pillars and broken rock.

The decoppering of soft and hard leads was investigated by stirring in an open pot, using sulfur or sulfur plus pyrites, or sulfur plus pyrrhotite, as reagents. Lead samples taken during the process were analysed for copper. Dross samples were examined by optical micro- scope, SEM and XRD. Soft lead containing silver can be decoppered satisfactorily by stirring with 0.1% S at low temperatures - close to 330¦C. Soft lead, whether containing silver or not, can be decoppered satisfactorily at higher temperatures by stirring with 0.1% S plus 0.4% pyrites. Then CuFeS2, Cu5FeS4 and PbS are formed, instead of Cu2S, CuS and PbS when using S alone. Hard lead containing tin can be decoppered satisfactorily by stirring with 0.1% S at temperatures from 320-400¦C. When stirring with 0.1% S plus 0.4% pyrites, reversion of copper from dross to lead on prolonged stirring does not occur. Hard lead without tin can be decoppered with S plus pyrites better than with S alone, but the presence of antimony hinders the decoppering, which is less effective on lead with 5.5% Sb than with 2.3% Sb.

As world demand for various minerals increases the mining industry in its endeavour to satisfy this demand will, eventually,look to the extraction of orebodies which previously may have been uneconomical to mine. These orebodies may be of two types. Firstly, new low grade orebodies and secondly, remnant sections of previously mined orebodies. Some of the factors relative to remnant mining operations are discussed and the potent- ial of remnant mining in providing an important contribution to future world metal production is considered.

The activiltion of sphalerite with electrolytically generated copper ions from a copper electrode instead of the usual practice of the addition of copper sulphate was studied in the laboratory. A large surface area of copper was provided by lining three sides of a bench flotation cell with copper sheeting. The lining was connected to the positive terminal of a low voltage d.c. source, and the cell impeller to the negative terminal.Sphalerite was effectively activated by this arrangement and was subsequently floated using xanthate as the collector.Flotation results comparable to those obtained with 1 lb/ton CuS04.5H20 (0,255 lb/ton copper) were obtained using 0·1062 lb/ton of electrolytic copper and 0·488 kWh of electrical energy. The wastage of copper due to the formation of insoluble precipitates was found to be dependent on the length of time the current was passed. Maximum current was passed for the shortest time to minimize wastage.

Iron and steelmaking slags have been utilised for a century. All dumps are now exhausted. Because of constraints in establishing new stock yards, all slags have to be utilised immediately. At present, this is being achieved. Only in a situation where there is an increase in pig iron and crude steel production, together with the impact of new residual materials competing from other industries can marketing problems be anticipated.
