The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

The management of waste from mining operations is a significant aspect of bringing a mineral commodity to final market. The ore beneficiation process and transport/disposal of waste involves significant consumption of costly resources. A number of options exist to dispose of mill waste on surface and as a backfill material. These range in complexity, risk, capital cost, operating cost and ultimately business performance. This paper discusses the value delivered to a business in using dewatering systems including paste as opposed to conventional slurry tailings disposals. This is illustrated through various case studies and serves to demonstrate how paste can add value and reduce risk to a successful business.

This paper examines the cost and economic consequences of varying a number of key factors in the course of developing and operating new underground longwall coal mines with both shallow and deep cover in New South Wales. The economics of the project are assessed for the first 20 years of mine life using the discounted cash flow method with produc- tion and selling price being determined to provide break even costs for a range of minimum rates of return.

In the traditional analysis of airblast and ground vibration, it is often assumed that only that single blasthole possessing the maximum charge weight (or a small group of blastholes initiating in an 8 ms time window) will determine the peak level of airblast or vibration. This assumption is examined in light of waveform superposition, and is found to be unsound. More rational alternatives are given in which all blastholes (or a selected number of blastholes) are assumed to contribute, in varying degrees, to the peak vibration or airblast. However, it is also shown that there is generally no precise solution for determining the number of blastholes that contribute to the peak level. The technique of waveform superposition does not rely on evaluating which group of holes produced the peak, and so is the preferred method for prediction. Some numerical and analytical models of wave superposition for airblast and vibration are also reviewed and recent approaches discussed. The directionality of airblast, in particular, is analysed in detail using a new superposition model that is constructed of two submodels, onenumerical, the other analytical. This model shows that the airblast from even a single blasthole can be highly directional. The detail of this model is commercially sensitive and will not be discussed. Only results and a broad discussion will be given.

Studies by Telecom showed that the existing cable tunnel system in the Melbourne C.B.D. required expansion in order to meet the future telecommunications needs of the City. Due to physical locations of the various telephone exchanges in the CBD, together with a necessity to connect into existing ATC tunnels, a network of low cover small sized tunnels was proposed to maintain and extend the existing telephone cable network. This paper reviews the feasibility studies, design criteria and constructional aspects involved in building 5 tunnels (total length of 1850 m) and 13 chambers (4 open cut and 9 underground)-together with ancillary works, which form part of the new cable tunnel network.

It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone, its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. Fatigue is the primary cause of failure of structural and mechanical components subject to dynamic loading. Recognition of this basic fact and the development of appropriate techniques and details are important in the design and repair of off highway trucks (OHTs). The frames and appendages of OHTs and other mobile plant used in the Pilbara are subject to tough operating conditions. Any fatigue-prone details quickly show up and become a maintenance liability of considerable concern. Much of this equipment is approaching the limit of its fatigue life and maintenance managers face decisions on whether to repair or replace. Even new equipment often contains some poor details which suffer distress soon after commissioning. In those cases a repair is required which will reinstate the detail to its original intended design life. Repair details must be practical and cost effective. They must also be tailored to the capability and expertise available in the field or in local manufacturers' establishments. This is particularly important where original equipment was manufactured overseas and long delivery times are involved. Lessons are drawn from components which have failed, using the evidence constructively, to provide an upgraded part or an improved substitute. With the experience now available it is relatively easy to extrapolate to cover new problem areas. This paper describes specialised techniques of mechanical fastening and detailing for low fatigue susceptibility, built up over many years of experience with OHTs and other mining plant and equipment in the Pilbara.

THIS paper deals with the handling of the various materials used in the 100-ton zinc plant at Risdon, and, in view of the magnitude of the works, the configuration of the ground covered by these works, the variety of the rnaterials used, and the large quantities, a very attractive and interesting subject is opened.The works are situated on the right bank of the River Derwent, about four miles above Hobart, the capital city of Tasmania. The Risdon works cover a space of 149 acres, the area being :3800 yards long by 2800 yards wide, and the elevations vary from 6 ft. above high-water mark at the wharf and foreshore to 163 ft. above high-water mark at the power station, these being the limiting points as regards elevation which are considered in this paper. Throughout the paper elevations are given in feet above high-water mark. Fig. 1 shows a general view of the works taken from the opposite bank of the River Derwent. The wharf is clearly shown, with SS Kekerangu loading residue; behind the wharf is seen the inclined conveyor leading to the cakine bin; further up the hill is the leaching division. No. 1 haulage runs to the left of this up to a point on the left of the power station, the large reinforced concrete building at the top of the hill. Below this is the cell room, the largest building on the plant. The roasting division, not very clearly seen, lies at the foot of the main stack, and the casting division lies to the left of this, between the leaching division and the cell room. A large wharf has been construl'ted alongside the works. This wharf is 880 ft. long and 60 ft. wide. It is capable of berthing large overseas steamers, as at low tide there is a depth of :30 ft. of water. Blast vibration control and assessment techniques have been developed which supplement traditional charge mass scaling methods. The improved techniques, which can be used to predict air and ground vibration levels at the planning stage, and to assist in the control of blasting operations, have reduced the level of operating risk concerning blast vibration. In addition to such factors as charge mass, distance and blast vibration levels, these additional techniques take account of orientation of the blasting face, topographic shielding, wavefront reinforcement, and meteorological conditions. They have assisted in compliance with specified blast vibration levels for environmental licence and mining lease conditions, the reduction of blast vibration nuisance to residents in the area surrounding a mine, and control of building and rock structure response in adjacent areas on the mine lease area.

From the ventilation aspect, there is a basic difference between advancing and ezreating longwall layouts. Particular rroblems with retreating, using differing mining methods and layouts include high gas emissions, spontaneous combustion and -radients. Various aspects concerning gold are mentioned below. These have no common theme but suggest points of interest any one of which, if warranted, could lead to development later and elsewhere. 'High level' auriferous gravels The gold deposits of Victoria are commonly classified as being either primary or secondary. Most primary occurrences comprise gold present in quartz reefs, together with other lode-like occurrences in which gold is associated with various sulphides, with or without quartz. Secondary occurrences are derived by physical release of primary gold and subsequent concen- tration of it as a constituent of sediments. Secondary gold deposits may be themselves eroded so leading to third or even fourth generation gold.

Observations of coal stockpiles subject to unusual levels of instability showed that the particular coals exhibited 'gap grading', a relative lack of intermediate size particles. This led to a suggestion that fine coal particles within the pile might have been induced to migrate under the influence of water flow and to concentrate in relatively impervious layers, resulting in local water saturation and reduction of shear strength. To investigate this suggestion, a large test column has been constructed and washed coals with various levels of fines content have been subjected to a downward flow of water. Subsequent examination of the bed of coal within the column confirmed the percolation of fines and their concentration into horizontal layers, and showed the development of zones of saturation above those layers. Shear box tests showed differences in cohesion and internal friction angle between coals with different percentages of fines, supporting the hypothesis that fines percolation may lead to decreased stability.

A simulation of the fluid flow, minera- logical and chemical aspects of in situ leaching is being developed for application to the recovery of metals from unbroken, naturally jointed rock. The fluid flow aspect has been developed. The rock is assumed to have a double-fracture property. A major joint set is responsible for bulk flow of solution, while a minor joint set, intersecting with the major set, allows the solution to contact the reactive minerals. The two-dimensional fluid flow through the major joint set is analysed by a streamline model for a particular well pattern. The other important components of the model are described briefly.
