It is my pleasure to deliver the first Keynote Address to the first joint conference between The Australasian Institute of Mining and- Metallurgy and The American Institute of Mining, Metallur- gical and Petroleum Engineers. I am particularly pleased to be participating in this first joint meet- ing as I have been a member of one Institute for 41 years and the other for 35 years. An examination of the membership of both Institutes confirms the fact that the mineral in- dustry is an international one. This has long been the case and basically stems from the occurrence of mineral resources in most countries of the world. It is therefore fitting that these two 'Inter- national Institutes', representing the professions involved in the mineral industry, should choose `International Resource Management' as the theme of the first joint conference. The topic of this Keynote Address is `The mineral equation' or the counterbalancing supply and demand items and the factors affecting them. I propose to attempt to present the overall picture of the mineral equation as subsequent papers and sessions will deal with specific items in more detail. My thesis is broad and deceptively simple; it is that the continued existence and growth of world material civilization depends, in large measure, on the continued use and further dis- covery of world mineral resources. Material civili- zation is used as a broad term to include the pro- duction of man's shelter and tools together with the production of the `consumer' goods and ser- vices needed by society. First let us spend a few minutes looking at the development of material civilization.

The performance of the Australian Mining Industry over the past 10 years using key indicators of production, revenue, aftertax return investment, together with key cost elements, market changes and ore reserves is briefly reviewed. The elements of competitiveness are discussed forthe industry and the effects of Government charges and policies relating to existing operations are outlined. There is a demonstrated need for improvements in competitiveness in direct and indirect costs and for improved access to resources for the mining industry to continue to grow and add to Australia's economic growth.

Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

The SAG mill at Rasp Mine has undergone a number of liner design modifications since commissioning in 2012, making liner wear and failure difficult to predict from historical data. During 2017, several instances of liner failure or near failure were experienced resulting in unplanned downtime for emergency relines or to patch liners in the lead up to a planned shutdown. The strategy for relining mills is often to minimise the frequency of relines (and subsequent shutdown costs) by extending liner life, achieved through design modifications. However, it was observed that as the Rasp SAG mill liners wear, mill performance declined with power draw increasing and throughput declining. Opportunity and inefficiency costs start to erode the revenue per additional tonne milled for a given set of liners, and in turn the benefit of delaying relines. As such, optimising the frequency of relines becomes a trade-off between reline costs and opportunity/inefficiency costs in delaying relines. The aim of this paper is to demonstrate a frame work for analysing costs using a marginal economic analysis with the assumption that the Law of Diminishing Returns can be applied to the life of mill liners. The SAG mill operating variables can be modelled to determine their impact on costs and an optimal reline point can be defined where the total costs are minimised. This prevents unexpected failures due to accelerated wear by providing justification to reline earlier and thereby allowing efforts to be focused on sustaining milling performance.CITATION:Standen, C M, 2018. The reduction in man's contribution to the Greenhouse effect will only be achieved by a number of small steps. Some steps will absorb carbon dioxide (CO2) from the atmosphere in slightly greater quantities, others will reduce the amount of carbon dioxide generated. This paper deals with the reduction of carbon dioxide by improving the combustion efficiency of petroleum fuels. Until recently most reductions in fuel consumption and air pollution have been brought about through mechanical adjustments to combustion equipment. Since the development of tetraethyl lead, little has been done to chemically modify combustion reactions to improve fuel efficiency or reduce emissions. During the past five years Australian laboratory and field trials with ferrous picrate treatment have demonstrated significant and economic gains in the combustion efficiency of diesel fuels. These studies have revealed that even under ideal conditions in diesel engines, carbon monoxide (CO) momentarily saturates the combustion chamber. This state reduces combustion rates, peak pressure and power and increases the risk of pollution. Theoretical, laboratory and field data are presented which support the mechanism by which the ferrous catalyst accelerates the oxidation of CO to the terminal CO2 thus reducing fuel consumption and the undesirable combustion products accompanying the CO saturation of combustion environments. While this paper deals principally with diesel fuels commonly used in mining operations, the catalytic effect of the ferrous ion is also shown to significantly reduce fuel consumption by petrol engines thereby promising a means to reduce the much larger contributions to the Greenhouse gases by automobiles.

Measurement of the net percolation from the base of a cover system into the underlying waste material is a key component of a cover system monitoring program. The units of measure (ie a percentage of precipitation or rainfall) are simple to understand for all stakeholders, which increases the importance of obtaining representative net percolation values. In general, lysimeters are used to measure net percolation across the cover material-waste material interface; however, the design of lysimeters for cover system monitoring programs in the mining industry have typically not considered fundamental aspects of lysimeter design. Lysimeter design is typically thought of as being conceptually simple, when in reality the design, installation, and operation of lysimeters is often counter-intuitive, due to the complexities of flow through unsaturated soil systems. This paper puts forward a methodology for lysimeter design while also presenting the fundamental design variables that should be considered. Lysimeter design for differing climates, cover materials, and waste materials is discussed. Finally, the performance of lysimeter designs previously installed in the field at sites in Australia, Canada, and the United States are subjected to numerical modelling to determine whether net percolation is being measured properly.

An intermediate scale (8 m + 8 m + 5 m high) constructed waste rock pile experiment was built upon a contiguous grid of 16 gravity drainage lysimeters to investigate the flow of water in unsaturated waste rock. Average net infiltration to the uncovered waste rock pile is 55 per cent of precipitation. Large rainfall events have net infiltration of 55 per cent to 85 per cent. Net infiltration estimates range from 23 to 120 per cent of precipitation between lysimeters. Small-scale lysimeters of less than 4 m2 area are shown to be poor predictors of net infiltration for uncovered waste rock. The appropriate size for lysimeters increases with increasing flow rate. The residence time distribution has an estimated median value of 3.0 to 3.9 years under average infiltration conditions. Water flows within the fine grained matrix, within larger pores (macropores), and in matrix free areas of the pile. In situ tracer concentrations vary between pore sizes, and between spatially distinct areas of the pile, indicating water geochemistry may also be variable. Water samples collected from in situ soil water samplers are dominated by the most mobile water fractions. In situ measurements of water content and matric suction are compared to the measured outflow. The data indicate the focusing of flow in spatially distinct areas can make in situ instrumentation a poor (non-conservative) predictor of volumetric water flow.

Acoustic Emission structural integrity evaluation tests rely on the validity of the detected acoustic emission data and the ability of the practitioner to both analyse and interpret the data to make a correct decision on the future use of the structure tested. Unfortunately with acoustic emission surveillance testing, it is not possible to know that all the available data has been assessed property. The equipment sensitivity, threshold settings, and event capture capacity, when combined with the decision making ability of the operator in real time, make it very difficult to achieve reliable integrity evaluation. The main problem is to interpret the data and so any monitoring system should involve expert systems in conjunction with both acoustic emission and other operational monitoring data to maximise the utilisation of the large amounts of information now available from operating plants, mines and structures.

There is a difference in design aspects between steel linings and rubber linings for grinding mills. The basic design rules for rub- ber are described as well as the liner designs for different applications.

The total cost of horizontal development can be minimised by optimising the cost of each of the component operations (eg drilling, blasting, etc). Component costs should not be minimised. To optimise blasting results (ie the mean advance per round, muckpile characteristics and overbreak), operators need to optimise the blast design and drilling and blasting procedures. The costs of pulling extremely long (say >6 m) rounds, producing unnecessarily fine fragmentation, and minimising overbreak are excessively high. Operators should continually consider how they can shorten the cycle period by saving time at the face. To enable it to be matched to the pertinent rock properties, the blast design needs to be based on as much relevant experience as possible. To develop the most valid correlation between blasting results and blast design, the latter must be implemented carefully and accurately, but without sacrificing speed excessively. The total cost can often be reduced by using: 1. computer-controlled jumbos (to reduce the period and cost of drilling and to increase drilling accuracy); 2. larger diameter (51 mm to 64 mm) and longer (4.5 m to 6 m) blastholes; 3. at least three large diameter ( ¦89 mm) relief holes that are 0.2 m to 0.3 m longer than the blastholes; 4. explosive products that are selected on the basis of proven reliability and overall cost efficiency rather than price; and5. stemming (to increase the amount of effective work done by each kilogram of explosive and, hence, to reduce the powder factor and possibly the number of blastholes and the costs of drilling and initiation). Non-perimeter blastholes should be charged with ANFO or a bulk emulsion of established performance. Upper perimeter blastholes should be charged with a bulk explosive with a much lower effective density. But where geology varies considerably, greatest control over overbreak could possibly be achieved with the versatile pre-assembled charge shown in Figure 1. This paper presents numerous potential ways in which the total cost of development can be minimised. It concentrates on recommending blast design features and the safe, rapid, cost-effective implementation of designs.

Vale is the largest iron ore producer in the world. Since the 1970s, Vale has been using reverse cationic flotation to remove siliceous impurities from its iron ores. Whilst this flotation process has operated effectively for many years, it suffers from the problems of high reagent costs and high metal loss.In 2010, CSIRO investigated the use of a reverse anionic flotation process for Vale iron ore. Batch laboratory flotation studies conducted on Vale samples showed significantly reduced reagent costs and improved recovery of iron. In this work, the flotation behaviour of the different impurities in the Vale iron ore sample using reverse cationic and reverse anionic flotation processes is compared. Continuous improvement in environmental management assists in the achievement of sustainability goals for the processing of minerals. The use of regular internal environmental audits (scored or unscored) which form an integral component of an Environmental Management System (EMS), provide demonstrable evidence of this improvement. Case studies are presented for a number of major coal mines in the Hunter Valley, where regular internal environmental audits have been undertaken every two to three months, over periods varying from 18 months to five years. Examples of the benefits of improved environmental performance (driven by the audit process) to sustainable development are provided.The auditing process as described here for coal mines, and coal handling and preparation plants, is equally applicable to the processing of other mineral ores, metalliferous mines, quarries, and oil and gas projects.

Drilling and sampling are responsible for most of the costs during mineral exploration, especially in multi-elements and polymetallic deposits, such as iron, manganese and bauxite deposits. On these deposits, often it is necessary to estimate multiple attributes at several granulometric fractions, ie distinct particle sizes. This paper investigates the effect of sampling at a close spacing grid only the head grades for the multiple chemical species in iron ore deposits. The remaining required data at the various grain sizes are sampled at a sparse grid. The derived geological model is checked for precision and accuracy comparing the output obtained against a model obtained using a complete isotopic data set including head grades and chemical analysis at each granulometric fraction analysed at all sampled positions. Among the several tested alternatives, the best procedure for dealing with the posed problem involved utilising the correlation coefficients between the grades at distinct fractions to obtain an isotopic database prior to interpolation. Cokriging was the method used, based on the intrinsic coregionalisation model. Estimates were obtained with the quality needed for the proposal of the study. Results showed that at least 50 per cent of the blocks were estimated with errors less than ten per cent relative to the grades obtained at the reference model, using only 15 per cent of the granulochemical data employed to obtain the reference model. The methodology also preserved the correlations between the attributes in their several granulometric fractions on the estimated model.

For many crushed aggregate producers will the finest fraction minus 4 mm represent a problem. The fine material will fetch a much lower price than the coarser products, and may even be difficult to sell in some markets. The blasting operation will strongly influence the generation of fines after both blasting and crushing. Drill hole deviation together with the drill hole diameter, powder factor and velocity of detonation are the most important blasting parameters with regard to the generation of fines. Drill hole deviation is often ignored, and many operators will just reduce the drilling pattern in order to avoid hard bottom and an excessive number of boulders. The paper presents a technical and economic analysis of how drill hole deviation will lead to an increased generation of fines in crushed aggregate production. The analysis shows that the loss of sales revenues will be much higher than the extra costs for drilling and blasting caused by compensating for drill hole deviation by putting in more holes.

Hancock Prospecting Pty Ltd (HPPL) drilled two deep diamond stratigraphic holes (ECD0001 and RHD0296) within the eastern Fortescue Valley in the Pilbara of Western Australia. Located south of the Roy Hill Iron Ore project, the holes aimed to define the stratigraphy of the Marra Mamba Iron Formation (MMIF) of the Chichester Range and its south-dipping extensions below recent cover. Previous attempts to define the MMIF of the Chichester Range have resulted in differing interpretations due to the data available at the time.The unweathered MMIF beneath the Fortescue Valley in the HPPL drill holes is characterised by dolomitic carbonate interbedded with stilpnomelane-rich shales, chert and banded iron formation (BIF) with hematite staining. This intersection equates to ~75 m of carbonate-facies iron formation, as opposed to the ~230 m thick oxide-facies BIF and shale sequence encountered south of the Fortescue Valley.Various detailed geological core analyses and interpretations from ECD0001 and RHD0296 were integrated with regional diamond and reverse circulation (RC) holes from across the Fortescue Valley. Interpretation of the data indicates that the eastern Fortescue Valley MMIF represents a thinned thickness sequence of the whole formation. The MMIF of the Chichester Range and Fortescue Valley has gamma logs that correlate strongly in parts to the type section used for MMIF south of the Fortescue Valley. Therefore, the outcropping MMIF in the Chichester Range represents an eroded equivalent of the æreducedÆ thickness MMIF observed in ECD0001 and RHD0296.Data from deep diamond drill holes across the valley, from the Hamersley Basin to the Carawine Basin, were correlated. The correlation shows that the depositional site of the MMIF in the HPPL diamond drill holes is consistent with a proximal ramp setting, in which iron-rich shales wedge up-palaeoslope and shelf-derived carbonate turbidites wedge down-palaeoslope. Not only is it the occurrence of these shales that define the MMIF, but they also determine the northward potential to develop orebodies, as they are the source of iron from which iron-rich oxides and carbonates of metamorphic or diagenetic origin form.CITATION:Hurst, J, KrapeP, B and Hawke, P, 2013. The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

Kanowna Belle Gold Mine is a deep, high-stress, sublevel open stoping mine located near Kalgoorlie. Seismic activity during the development cycle presented problems, including concerns regarding the exposure of personnel. A number of seismic management systems were developed and tested to monitor seismicity and control the risk. It was recognised that a dynamically capable reinforcement and support system was required to be installed as part of the development cycle to reduce the risk of exposure of the underground workforce to uncontrolled movement of rock. The performance of a new Garford Dynamically capable bolt was measured in tests performed by the Western Australian School of Mines (WASM) at their Kalgoorlie Dynamic Test Facility. Detailed descriptions of the facility and data processing were reported by Player, Villaescusa and Thompson (2004) and Thompson, Villaescusa and Player (2004). The development of the Garford Dynamic bolt is described and dynamic testing results are presented and evaluated. This bolt was implemented in the mining cycle following the testing program; the observed performance is described and assessed in this paper.

The methods used and some of the results obtained from a major geotechnical study of the Ok Tedi mine area, Papua New Guinea, are described. The study was carried out at both regional and local scales and extended over a two-year period. A team of individual engineers and scientists from a variety of disciplines carried out the work. This study may provide a model for other investigations in similar environments.

A database of over 1300 earthquakes has been used to investigate the relationship between seismicity and tectonics in two areas of eastern Queensland and NE New South Wales. These areas have been monitored by several networks that were installed primarily to monitor seismicity associated with the impounding of large reservoirs. Events that occurred prior to the installation of these networks have been excluded from the analysis because they have large uncertainties in location.Seismicity in SE Queensland and NE New South Wales is concentrated in the coastal regions. Activity also extends off the coast of Queensland and beyond the continental shelf. The coastal activity is mainly within the New England Fold Belt. An area of the fold belt overlain by the Clarence-Moreton Basin is also active. There is an area of activity near St. George that correlates to the Wunger Ridge. Fraser Island and the adjacent onshore area, near Maryborough, are notably aseismic.Within the New England Fold Belt there is a NNW trending zone of concentrated activity that includes the South D'Aguilar Block and the Esk Trough as far as Gayndah. The Nambour Basin, the Gympie Province, and the southern portion of the Yarrol Block are significantly less active.Composite focal mechanisms of several groups of accurately located earthquakes in SE Queensland indicate predominantly reverse faulting. This faulting is the result of the crust being compressed horizontally in a NE-SW direction.Activity in the Burdekin Falls Dam area of central eastern Queensland is confined to the Drummond and Bowen Basins. There is also significant activity offshore from Townsville and Bowen.
