In heavy minerals separation, the titanium and iron oxide phases are separated from silicates in the coarser particle size range (80 - 150 mm) using magnetic and electrostatic separators. With the ongoing challenge of heavy mineral ore deposits getting increasingly finer in particle size, conventional separation equipment suffers from the ability to process this material at the same throughput rate as coarser particles. A variety of magnetic separation technologies were developed to perform at a much finer particle size range, down to 2 mm in the clay industries mainly to remove titaniferrous oxide particles. Complementing the developments made on the physical aspects of magnetic separation, Cytec Industries has recently developed a ‘bolt-on’ chemical enhancement technology for magnetic separation (CEMS). This is to enable separation of finer particles, and weakly paramagnetic titanium phases from diamagnetic silicates that are not amenable to magnetic separation. This paper will provide an outline of the technology, illustrate its ability to process a wide variety of ores, and also discuss plant limitations. The major advantages of chemical enhancement technology to magnetic separation includes: simple dosing equipment extension to existing magnetic separation technology; ability to produce product of comparable quality with improved cost effectiveness, when compared to incumbent flotation; removal of impurity minerals over wider size range; enhanced removal of non-magnetic impurities; and improving the process robustness. Furthermore, chemical enhancement technology for magnetic separation has also emerged as a platform for removing impurities at lower levels in other mineral systems as well.

This paper describes work conducted as part of an overall research project that aims to identify current and emerging trends in the development of automation and remote mining technologies, and to provide an operator-centred perspective to the design and deployment of such systems. More specifically, this paper outlines a research and development process being constructed to examine the issues of the human skills and capabilities required to operate or maintain automated/remote controlled mobile mining equipment. A human factors approach presented here, where the focus is upon designing equipment interfaces to fit operators, rather than purely designing and deploying the equipment based on a technology-centred approach. However, the importance of training to help develop the required skills and capabilities is also emphasised.The work built on a full review of the literature about the effects of automation in mining and elsewhere, extensive interviews with different stakeholders in mining automation and recognised best practice regarding designing for the human element in automated systems. The human element research and development process proposed is in four stages, ranging from understanding the tasks involved in both manual and automated equipment operation through to user trials to ensure that the automated systems are acceptable to operators and are fit for purpose.It is outside the scope of the current paper to present the full data collection described by this four stage process, but an overview of what will be collected is presented. As such, this paper focuses on the broad methods being developed, rather than the specific results to be obtained. The ultimate objective is to apply a broad ‘technology assessment’ approach to the design, deployment and evaluation of automated mining technologies, in particular by considering the user-centred design implications of these technologies.

There are numerous individual gold deposits in the Archaean greenstone belts of Western Australia, but only 26 have productions and/or quoted reserves in excess of 10 tonnes Au. Most gold production has come from mineralization in shear zones, quartz veins or stockworks in volcanic or intrusive host rocks, particularly tholeiitic basalts or dolerites metamorphosed at sub-amphibolite facies (e.g. Kalgoorlie). Significant prod- uction has also come from BIF-hosted deposits (e.g. Hill 50), and large reserves are quoted for mafic hosts at high metamorphic grade (e.g. Big Bell). Most deposits have marked structural control, great depth extension, and are characterized by zoned alteration haloes of pyritization (with Au), K-metasomatism and carbonation. On the regional scale, most larger volcanic- or intrusive-hosted deposits occur in younger (ca 2.8 b.y.) rift-phase green- stones (Norseman-Wiluna Belt). These belts also have a high prospectivity (36 kg Au/km2 of greenstone belt). Younger (ca 3.0 b.y.) and older (ca 3.5 b.y.) platform-phase green stones of the Murchison and Sodthern Cross Provinces and the east Pilbara, respectively, are progressively less prospective (14 kg Au/km2 and 0.8 kg Au/km2, respectively) and also have progressively smaller deposits. The important regional- and local-scale characteristics of most gold deposits can be explained in terms of a metamorphic- replacement model. In this model, metamorphic H2O-CO2 fluids, focussed by faults and shear zones, infiltrated host rocks and deposit gold at 350 + 50¦C and 1-2 kb, largely in response to fluid-wallrock interaction. In many large deposits, gold precipitation was synchronous with sulphidation of Fe-rich host rocks, but the diversity and abundance of smaller deposits reflects the variety of reactions precipitating gold from ubiquitous, auriferous metamorphic fluids. Regional variations in abundance and size of deposits relate to factors such as tectonic setting, alteration styles and possibly source rocks.

hortly after the World Health Organization declared COVID-19 a pandemic, the words ‘social distancing’ entered the global lexicon. The effects on the public of social distancing, lockdowns and travel bans are well documented. They also present unique challenges to the mining industry. For Hexagon’s Mining division, this posed a significant challenge. We have built our business – our reputation – on regional, customer-focused service and support. True to Hexagon’s values of being professional, engaged and customer-focused, we innovated to overcome the distance dilemma. Making automation a reality for our customers by implementing and supporting technology projects from a distance has helped deepen partnerships by making it easier to tap into our global experts’ knowledge. For example: • Body cameras were at the heart of a successful safety installation at a mine in Ghana. Despite the pandemic lockdown preventing travel by our South Africa staff into Ghana, the project was completed with minimal delays. • Traditionally, implementation and training for our Blast Movement Technology solution is done physically at the mine site. With COVID-19 travel restrictions in place, we have developed and successfully employed a remote deployment methodology. • Using RealWearTM headsets in the field and utilising the knowledge management platform from HINDSITE, Hexagon workshop technicians have been able to support hardware repairs in local offices, which once would have been undertaken in our overseas offices. • The same headset is being utilised to provide clients with remote mentoring sessions by our skilled team members who are based in our regional locations and unable to travel to their site without extensive quarantine commitments. • In instances where our team members have had to travel to site, we have provided consumer technology such as VR headsets to help them cope with long periods of quarantine to and from site. Post-pandemic, Hexagon will continue to refine and improve this method of working. A useful way to assess potential productivity of SLC mines is by quantifying tonnes/drawpoint/day to be extracted from the mine. However limited industry information has been published to help mines benchmark this number. This paper assesses industry data which can be used to support estimates of potential productivity from new mines based on tonnes/drawpoint/day. The information used has been extracted from historical production schedules which indicate what was achieved, rather than what was planned. It has been assessed using an algorithm created for the purpose and is presented with discussion of varying definitions of active drawpoints, analysis of the data and inquiry into some of the underlying contributing factors.

Co-disposal of partly-dewatered mixed-plant rejects (MPR) from coal processing into spoil dumps is gaining favour amongst Australian coalmine operators in preference to conventional tailings disposal methods which require a tailings dam. Owing to their often low permeabilities and high degrees of saturation, MPR materials may be prone to the development of excess pore pressures when covered by spoil during routine dump advancement. The likelihood of dump failure will increase if these pore pressure regimes and the associated delay of shear strength development are not accounted for during waste dump design. To date however, little is known about these pore pressure regimes due to the complexities associated with their in situ measurement.This paper describes the in situ measurement of pore pressures in a cell of MPR placed within a coalmine spoil dump. Four vibrating wire piezometers (VWPs) were placed within a cell that was then filled with MPR and allowed to consolidate under self-weight before advancing an adjacent tiphead across the cell. The VWPs recorded the transient pore pressures during MPR placement and dump construction, and their interpretations are described within the context of laboratory measured parameters. The iron ore industry in Australia has, in recent years, experienced an unprecedented growth phase. But now that major expansions are moving into the operation phase, new challenges have emerged. Whereas initial planning may involve a few modelling studies, ongoing performance monitoring and improvement requires a different, more intense approach. This is especially important in the face of changing factors such as commodity prices, exchange rates and labour markets. Response time is key. As a mining operation proceeds from initial planning to daily operations, the time window for analysis shortens, going from months to weeks to days as the business matures.Simulation models and analysis tools are typically built and run by specialists in the planning phase, but then what? The investment has been made, but realised only once. What if further analysis could be carried out in-house, re-using existing models using up-to-the-minute data? Can we create virtual mines that run in parallel to live operations that allow computers to identify areas of a value creation or operational improvement? These questions can be answered by the innovative application of big data, simulation and predictive analytics. The future will be having this all integrated into one platform that offers, for the first time, an opportunity for non-experts to apply existing modelling and analysis assets – combined with live data – to deliver support for continuous improvement, and the ability to respond quickly to external changes in the best possible way, before they become big problems. These techniques will represent a step change in the ability for operations to maximise efficiency and will underpin the intelligent operations of the future. Most blast fragmentation models assume the rock mass properties, explosive properties and blast design variables to be constants and uniformly distributed within a blast. However, in reality all these input variables vary within a blast resulting in variation in the resulting fragmentation size distribution. A stochastic modelling approach is introduced in this paper to quantify this variation. This technique takes the input variables as statistical distributions rather than constants and through several thousand iterations, generates a statistical representation of the expected fragmentation resulting from a production blast. A case study of three production blasts from a large open pit mine are presented and the modelled fragmentation æenvelopeÆ shows good agreement with the fragmentation æenvelopeÆ estimated from Split image analysis. The various blast-related parameters influence different parts of the fragmentation distribution, eg rock strength and explosive velocity of detonation have most impact on the fines. The technique is used to identify the parameters that have the greatest influence on various size fractions. Such an analysis will be useful to direct resources to efficiently minimise the variation.

At the outset, I guess we should define what we mean by "com- modities". In the 20 minutes or so which I have for this paper, it is impossible to tackle all commodities -one would need to con- sider not only the base metals but also the ferrous iron and steel products as well as energy commodities such as coal, oil and even uranium. For the purpose of this address however, I would prefer to refer to the principal non-ferrous commodities: copper, lead, zinc, aluminium and nickel and, I would like to consider some of the changes which have taken place in the industry over the past 20 years-and the likely reasons for these changes. I would also like to dwell a little on the future and some of the key issues which-may influence the future path and direction of the metals industry.

Increased catch bench crest loss has been observed in recent years at Barrick’s Cowal Gold Mine situated in central New South Wales, Australia. A project was initiated to diagnose the cause of the crest loss, and evaluate ways to limit its effect on final walls.A range of different blast measurement techniques were utilised to evaluate the progressive damage caused to catch berms by presplit, production and trim blasts. Techniques employed included; single point vibration measurement, cross-hole seismic analysis, precision berm surveys, horizontal p-wave velocity measurements, crest loss volume calculation and water level changes between blasts.Blast measurements showed that the majority of damage to the catch berm was caused by the presplit blasts, which registered vibrations greater than 700 mm/s at 5 m behind the presplit line. As a result, considerable changes were made to the blast designs after a series of computer simulations via mechanistic blast modelling (MBM). The uncharged presplit collar was increased from 2 m to 4 m, and every second hole was left uncharged. Vibration modelling using a multiple seed wave (MSW) model was used to optimise trim blast delay timing. Burden relief was changed from 16 ms/m to 27 ms/m using one hole firing per 4 ms time window, and the initiation angle was changed from shallow to steep. These changes in the presplit loading and trim timing helped reduce catch bench crest loss by 1–2 m.Trim shots using a high strength bulk emulsion explosive were also identified as contributors to berm damage after analysis of blast monitoring and MBM modelling. The modelling study resulted in the generation of alternative blast designs to minimise the crest loss, including the use of low-density/low-velocity of detonation (VOD) bulk explosive product (Flexigel™ Advantage) in trim pattern designs. This was trialled on the Northern and Eastern pit walls to evaluate the damage to catch berms on final walls. The trials demonstrated that berm vibration was reduced significantly; fragmentation was similar (or slightly blockier) compared to the fragmentation using the old blast designs; displacement of the berm was reduced, so increased catch bench widths were attained. To assess the present-day functionality of large-scale sublevel caving at LKAB Kiruna a comprehensive measurement program was undertaken involving blast function, fragmentation and gravity flow. As part of this assessment, a fragmentation measurement trial was performed based on 3D imaging of the drawpoint and corresponding bucket load of the underground load-haul-dump (LHD) excavator. 3D image data from stereo photogrammetry was collected and an automated image analysis strategy developed. A number of data sets were collected for each of the drawpoint and LHD bucket, along with sieving results for four of the LHD bucket loads (totally about 70 t). Two of the sieving results were used to inform the automated image analysis strategy, and two were held back as a comparison. Large variations in the visible particles are apparent when comparing corresponding drawpoints and LHD buckets highlighting the impact of sampling location and the need to measure large quantities of data in order to avoid bias from small samples. The results show that 3D imaging and analysis can produce fully automated measurement and analysis of the visible particle size distribution. Although this is not the same as the sieve-size distribution it provides useful estimation of both the larger size classes and a bulk estimate of fine material below approximately 60 mm. The 3D stereo photogrammetry measurement system used produced very high 3D point density but this was achieved using a custom up-sampling technique which significantly smoothed the data, removing small particles, smoothing edges, and this negatively affected the particle delineation algorithms.CITATION:Thurley, M J, Wimmer, M and Nordqvist, A, 2015. Factual data about the sedimentation in the Newcastle Coal. Measures are presented. Data concerning the total coal measure sequence (isopachs, sand /shale ratio and total coal thickness variation), data about three coal seams (Borehole, Dudley and Victoria Tunnel) and data about interseam con- glomerate units are discussed. From this data conclusions are drawn about the coal measure environment. The western edge of the coal basin, the Lochinvar Dome, although a high feature was apparently stable during coal measure time. Despite its height it apparently supplied little sediment to the basin. The northern and north-eastern edge, which was unstable, suppl- ied most of the coarse detritus including the conglomerates to the basin. The conglomerates show patterns of fluvial origin but after a period of "normal" variations in pattern they become restricted to two parallel zones evidently tectonically controlled. Deposition of conglomerates is episodic and separated by periods of coal formation when deformation was apparently slight. Formation of each of the three seams considered followed a rather similar pattern - each shows development of thick coal around the basin edge and poor thin coal in the "axial" region of the present synclinal structure. Evidence of in-situ formation of some areas of the seams is discussed and periodic deformation of the basin during coal measure time is postulated.

This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it. "Roasting of sulfide concentrates and refractory ores is an important process step in the production of metals and chemicals. Sulfides of iron, zinc, copper and other metals are oxidised with air between 600 and 1000¦C into metal oxides or sulfates and gaseous sulfur dioxide. Roasting of gold concentrates and ores is a typical processing step used to produce a porous calcine suitable for cyanide leaching. During roasting, elements posing problems are removed through: oxidation (carbon, sulfur, arsenic and antimony) or volatilisation (mercury, chlorides and tellurides, as well as arsenic and antimony).This paper focuses on the environmental aspect of roasting using fluidised bed technology. The approach is to show that roasting is an attractive solution for refractory ore pretreatment since, on the one hand, it is an efficient technique yielding high gold recovery rates, while on the other it is able to comply with current stringent international environmental regulations. In that respect, roasting is compared to alternative processes, ie pressure oxidation (POX), bio-oxidation (BIOX) and ultra-fine grinding (UFG). Roaster high gold recovery rates are ensured through roasting-leaching test work, which allows the derivation of respective roasting parameters that are easily achieved in an industrial plant. On the other hand, key elements of the roasting process are analysed, which make it an efficient and sustainable technology, ie the possibility for energy recovery, the removal of off-gas impurities during the different gas cleaning steps (handling of arsenic, mercury emissions and further hazardous dust and gas emissions) and the treatment of the SO2-gas in order to produce sulfuric acid, and finally the treatment of the effluent produced. The Mt Tom Price deposit is a world-class high-grade hematite deposit in the Hamersley Province of Western Australia with an original resource of 900 Mt of almost pure hematite, averaging 63.9 wt per cent Fe. Petrological and geochemical studies at both the Southern Ridge and the North deposit at Mt Tom Price have identified three hypogene alteration zones between unmineralised BIF and high-grade iron ore: distal magnetite-siderite-stilpnomelane; intermediate hematite-magnetite-ankerite-talc-chlorite; and proximal martite-microplaty hematite-magnetite-apatite alteration zones.Fluid inclusions trapped in siderite within the distal magnetite-siderite- stilpnomelane alteration zone at the North deposit revealed primary high salinity (25.5 eq wt per cent NaCl-CaCl2) inclusions that homogenised between 107¦ and 142¦C into liquid. Fluid inclusions trapped in ankerite within ankerite-microplaty hematite veins in the intermediate hematite-ankerite-magnetite-talc-chlorite alteration zone at the North deposit revealed mostly H2O-CaCl2 pseudosecondary and secondary inclusions with salinities of 22.4 - 25.4 eq wt per cent and 22.9 - 25.9 eq wt per cent CaCl2, respectively. Pseudosecondary inclusions homogenised between 153¦ and 449¦C and secondary inclusions homogenised between 103¦ and 157¦C. Fluid inclusions trapped in apatite within talc-microplaty hematite veins in the intermediate hematite-magnetite-talc-chlorite-apatite alteration zone at Southern Ridge revealed that primary, medium salinity (7.0 - 9.0 eq wt per cent NaCl) inclusions homogenised between 181¦ and 257¦C and primary high salinity (22.8 - 25.9 eq wt per cent CaCl2) fluid inclusions homogenised between 118¦ and 257¦C into liquid. Microthermometric analysis of quartz from quartz-hematite veins from the Southern Batter Fault, Southern Ridge show a complex fluid inclusion history. Primary fluid inclusions consist of: low- and high-salinity H2O-NaCI inclusions trapped at temperatures of approximately 140¦ to 230¦C; vapour-rich inclusions of unknown compositions; and æcomplexÆ salt-rich (Ca, Mg, K and Na inclusions).Secondary inclusions consist of medium-salinity fluid inclusions trapped at temperatures of about 140¦ to 280¦C.A two-stage hydrothermal model is proposed for the formation of both the Southern Ridge and North deposits. Early 1a hypogene alteration involved the release of hydrothermal NaCl-CaCl2-rich (25.5 eq wt per cent) basinal brines (110¦ - 150¦C) from the underlying Wittenoom Formation and directed upward along normal faults and focused within the silica-rich rocks of the Dales Gorge Member, by the shales of the underlying Mt McRae Shale Member and overlying Whaleback Formation. Within the Dales Gorge Member hydrothermal basinal brines migrated laterally within large-scale folds with permeability controlled by shale bands and the NW trending dolerite dyke sets. Fluid rock reactions transformed unmineralised BIF to magnetite-siderite-iron silicate BIF, with subsequent desilification of the chert bands. Stage 1b hypogene involved an increase in temperature of the hydrothermal, CaCl2-rich saline (24 eq wt per cent) basinal brines (250¦ - 300¦C) resulting in formation of hematite-ankerite-magnetite-talc-chlorite alteration and the crystallisation of microplaty hematite. Late stage 1c hypogene alteration involved the interaction of low-temperature (~120¦C) basinal brines with the hematite-ankerite-magnetite mineral assemblage. At the Southern Ridge deposit this process was very intense (ie high fluid flux), therefore resulting in the almost total removal of ankerite and resulting in the increased porosity of the ore. Stage 2 supergene enrichment in the Tertiary resulted in the removal of residual ankerite and apatite and the weathering of the shale bands to clay.

"Characterisation of sulfide minerals (eg pyrite, sphalerite) in historic tailings can assist in determining whether there are economic benefits of reprocessing such materials using modern metallurgical practices. In addition, there are associated environmental advantages if the historic tailings are actively generating acid and metalliferous drainage (AMD). At the Old Tailings Dam (OTD), Savage River, Western Tasmania, 38 Mt of pyritic tailings were deposited from 1967 to 1982; consequently it has been recognised as an AMD source. Long-term management options considered for this site have included the establishment of either a water, hard-engineered or vegetation cover. However, due to geotechnical challenges posed and the lack of success demonstrated by previous pilot studies, these strategies have not been implemented. Instead, resolving the pyrite chemistry can allow for a first-pass assessment of whether reprocessing these tailings is a feasible option as part of a long-term management strategy for this legacy site.Tailings samples (n = 144) were collected across the OTD from up to 2 m depth from five facies (A–E), and four zones (1 to 4; defined by hydrological regime and grain size). These materials were subjected to acid-base accounting (ABA) and mineralogical evaluations to determine their geoenvironmental characteristics. Following this, 26 samples were selected for in-depth laser ablation inductively coupled plasma mass spectrometry (LA-ICP-MS) investigations to evaluate pyrite chemistry across different tailings facies. The results revealed enrichment of Co and Ni in these materials. Specifically, Co content was up to 3.0 wt per cent, particularly within facies C to E, and Zones 3 and 4. The mining industry is faced with imperatives to improve worker safety and productivity, adapt to skills shortages, high worker turnover rates, and provide more effective maintenance to new and ever more complicated plant and equipment. While more effective use of data combined with advanced analytics offers opportunities for improvement, providing this information to the worker in the field, in real-time, has proven expensive, cumbersome and ineffective. New capabilities are now emerging which address some of the limitations experienced to date. Augmented reality (AR) provides a means to overlay interactive digital information on top of the physical world. Combining the latest visual display, mobile computing and ‘track and trace’ technologies, AR provides an experience similar to a heads-up display in a fighter jet through small, personnel devices, such as smart phones or wearable glasses. Applying AR would allow a mobile worker to ‘see’ all relevant information for a given task, in the context of their physical environment and at the time they require it. The technologies behind AR are rapidly maturing and becoming available at a price point that is viable for commercial applications. It is anticipated that AR will become ubiquitous at a consumer level within the next five years. The specific challenges faced by the mining industry make it an ideal early adopter of AR technologies. This paper examines a number of use-cases of how AR can be applied to the mining industry and the benefits that can be realised. The paper will identify areas of further work and viable opportunities for immediate adoption within the industry.

Bateman Engineering provided process technology and engineering design to China Yunnan Metallurgical Company (CYMCO) for a 30 MW DC furnace for the production of high-grade titanium dioxide slag.Following the successful commissioning of the furnace during the latter part of 2009 and the first quarter of 2010, a period of adverse circumstances resulted in having to operate the furnace without feed and at a low power input for a period of time. When normal feed resumed, a layer of solid material was detected on the slag-iron interface during sounding measurements. The condition of the iron was also significantly altered. The iron temperature was much higher than the design value, but the carbon content had decreased to such an extent that a large amount of iron solidified in the furnace, which made iron tapping very challenging. The slag temperature was increased in order to melt the solidified iron. However, severe sidewall damage resulted, which finally led to a burn-through. A number of samples were taken from the slag that remained in the furnace. These samples were analysed to determine the chemistry and phase profile throughout the slag bath. The mechanisms of formation of the high melting-temperature phase on the slag-iron interface are discussed, as well as procedures that can be applied to prevent a recurrence of this phenomenon. Some recommendations are made for instances when furnace feeding is interrupted for an indeterminate period.

Following civil war in Sierra Leone, London Mining Plc obtained the mining license in 2006 and commenced activity to redevelop the Marampa mining and processing operations. The Sierra Leone Marampa mine is a brownfield development effort, having been operated by a few companies since the 1930s until low iron ore prices forced closure. Peak production of the preceding operations was approximately 2.5 Mt/a in the 1960s. There are two virgin ore deposits of interest for development as well as a resource comprised of tailings accumulated from previous operations. The Marampa tailings operation (Phase 1a) is being implemented first with a 1.8 Mt/a plant producing 66 per cent Fe sinter feed, expandable to 3.6 Mt/a in a Phase 1b. The first phase is currently under construction with start-up expected in the third quarter of 2011. Further expansion (Phase 2) that includes the development of the virgin deposits is currently under prefeasibility study and targets a final 16 Mt/a concentrate production. Outotec partnered with London Mining to develop the magnetic separation flow sheet using SLon VPHGMS machines to process the Marampa tailings (haematite) material. The flow sheet development process started with sample characterisation and detailed parametric investigations to evaluate SLon performance. The final flow sheet configuration, including expected circuit recoveries and concentrate quality, demonstrates the performance of the SLon VPHGMS circuit for iron ore tailings.

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.
