The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

The TerraSpec is a compact field portable mineral analyser that uses non-destructive reflectance spectroscopy for mineral identification. The instrument uses and measures infrared and visible light that is absorbed by certain covalent and molecular bonds (AlOH, FeOH, MgOH, CO32-, OH, H2O and NH4) within the lattice of a mineral at specific wavelengths producing an absorption spectral profile. A variety of minerals can be detected including clays, micas, carbonates, and hydroxides as well as some sulfates and silicates. However, not all minerals are detectable, such as quartz and feldspar. Alteration minerals replacing volcanic rocks have been studied for several epithermal prospects in the lower Waitekauri Valley (Sovereign, Jubilee, Scotia and Jasper Creek) and a geothermal field in the Taupo Volcanic Zone. At the Sovereign, Jubilee, Scotia and Jasper Creek prospects previous XRD investigations determined well developed clay mineral zonation with illite in the west (Sovereign and Jubilee) grading into interstratified illite-smectite (Scotia) and smectite (Jasper Creek) to the east. Although the percent of illite within interstratified illite-smectite could not be determined and some illite-rich illite-smectite (>90 per cent illite) and some smectite-rich illite-smectite (>90 per cent smectite) could be misidentified as illite or smectite respectively, the TerraSpec survey determined the same zonation of illite to illite-smectite and smectite. Common chlorite, rare calcite and local kaolinite were also detected. At the geothermal field, the TerraSpec was primarily used to determine the occurrence of kaolinite, dickite and alunite, which form in acid conditions. Widely spaced (every 50 to 100 m) XRD results are in excellent agreement with closely spaced (every 5 to 10 m) TerraSpec results that further determined the occurrence of these minerals in previously unrecognised intervals. It also determined the occurrence of zoned smectite, illite-smectite, illite, and chlorite alteration. Overall, the TerraSpec is a rapid mineral identification technique that is very useful in delineating the occurrence and distribution of certain minerals in both epithermal deposits and geothermal fields. Although the TerraSpec cannot detect as many minerals as XRD, the TerraSpec allows data collection at a sampling scale and speed (real time) that is not practical by XRD.

The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. Developments were then delayed by the world-wide depression, and the first commercial separation of the heavy minerals was made at Byron Bay in 1934 by Zircon Rutile Ltd. using a froth...

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route.The Australian Atomic Energy Commission is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and· calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site.

Heathgate Resources Pty Ltd (Heathgate) operates the Beverley Uranium Mine in South Australia, located on the plains between the northern Flinders Ranges and Lake Frome some 600 km north of the state capital Adelaide. The uranium orebody exists in permeable sands within the confined, highly saline Beverley aquifer, approximately 125 m below the ground surface and the uranium is mined using in situ recovery (ISR) technology. The Beverley mine is a highly technologically advanced ISR mine and is operated in accordance with stringent safety and environmental standards. The mine is currently licensed to export 1500 t of uranium oxide (U3O8) per annum. This paper outlines the fundamental differences between ISR operations and the more traditional uranium production methods, such as agitation leaching and heap leaching, where the ore is removed from the deposit, stockpiled, crushed, milled and leached on the surface. Solids tailings from either the mill or the heap are finally deposited in a tailing storage facility. ISR mining differs from conventional mining because the ore remains in place underground (in situ) and the groundwater contained in the ore-bearing aquifer is utilised as the mining fluid. This is achieved by drilling into the deposit and installing wells for extracting and re-injecting the groundwater which is fortified with chemicals. The fortified groundwater (ie mining fluid) flows through the permeable sands containing the orebody, dissolving the uranium. The pregnant mining fluid is then collected and transferred to the recovery plant where the uranium is captured (on ion exchange (IX) resin in the case of Beverley). The barren mining fluid is then re-fortified and recycled to the wellfields. Once mining is completed in a wellfield, the surface infrastructure is relocated to a new wellfield, and the mined-out wellfield is rehabilitated to its original surface condition. A comparison of 'standard' hydrometallurgical plants, heap leach and ISR shows a number of key differences, such as the rate of leaching, the level of control available to the operators, and the type of contact/reaction that occurs. While limited in its applications, ISR mining has proven successful at Beverley and provides another mining and processing method for the production of uranium.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. The development of a process for removal of iron oxides from ilmenite is outlined whereby the Ti02 content of Western Australian ilmenites can be upgraded from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reductions were carried out in crucibles, a fluidized bed, and a small pilot plant rotary kiln. The reduced ilmenite was then agitated in aerated water, in the presenceof catalysts, so that the iron "rusted" away from the ilmenite grains and the precipitated iron oxide was easily separable by decantation.The influence of variables on the rates of reduction and oxidation are discussed. The oxidation rate was examined for both the physical oxygen transfer characteristics and electrochemically by reference to Pourbaix diagrams, in which redox potential is plotted against solution pH.The upgraded ilmenite is expected to be an attractive material for pigment manufacture, and the iron oxide has prospects of being a marketable by-product. The process may possibly be applied to other ores.INTRODUCTIONThere are extensive deposits of ilmenitic beach sands, Le. iron titanium oxides of the general formula FeTi03, 'occurring in the lower south-west portion of Western Australia, and although there has been considerable commercial development, local producers face keen competition on a freight-cost basis. Thus the removal of the unwanted iron oxide constituent would have the double advantage of reducing the freight differential and presenting a more attractivematerial to pigment manufacturers.

The Golden Bar pit is part of the Macraes mine, the largest gold mine in New Zealand. The Macraes mine is mainly developed in the late metamorphic Hyde-Macraes Shear Zone. However, the Golden Bar pit was developed in a mineralised zone about 200 m structurally above the Hyde-Macraes Shear Zone. The host rocks are dominated by massive quartzofeldspathic schist (5 - 10 m layers) with minor intercalations (1 - 5 m scale) of micaceous schist. All the host schist has disseminated pyrite (micron to mm scale) from pervasive late metamorphic hydrothermal alteration.   In addition, there has been more localised (metre scale) relatively intense hydrothermal alteration controlled by shears subparallel to foliation. Gold occurs in three types of mineralised rock: silicified schist, which dominates, fissile black sheared rock, and cross-cutting quartz veins. There are three principal structural zones in the deposit: 1.   a strongly sheared micaceous and graphitic zone at the base of the structural sequence; 2.   a weakly deformed schist zone cut by relatively flat-lying (= 20¦ dipping) quartz veins; and 3.   a stack of imbricated schist pods and deformed silicified schist confined between two sub-parallel low-angle (ca. 30¦) shears.   These structural zones were juxtaposed during thrust deformation. The lower black shear zone has m-scale folding and over-thrusting packages, kink folding and foliation stacking with associated striations that imply west-directed thrusting. Striations and imbrication geometry between the upper two shears imply oblique thrusting that was directed towards the west. Post-mineralisation normal faults locally disrupt the mineralised zone. The Golden Bar pit mineralised zone has some of the structural and mineralogical characteristics of the main Hyde-Macraes Shear Zone, and may be genetically related.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

Radioisotope x-ray and neutron techniques of analysis can be used for the determination of a wide range of elements in minerals. The most important applications of these techniques to the mineral industry are for onstream analysis of slurries and solids, and for geological assay.The radioisotope x-ray techniques are the more developed ones and two installations for on-stream analysis are in routine use in mineral processing plants in Australia. Neutron techniques are being developed, and should prove valuable for geological assay of large numbers of mineral samples, for borehole logging, and for specific on-stream analysis when the cost of the equipment is warranted.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

Experience is reporled in the operation of the pilot Lurgi carbonization plant at Morwell, afler it had been reconstructed to obtain better control of the heating of the briquettes in order to produce a strong char suitable for use as a metallurgical fuel. The theoretical Ideal Heating Cycle, which had been designed from earlier laboratory research, was closely approached in the carbonizer, and up to 97 per cent of the whole dried briquettes entering the carbonizer were recovered unbroken in the char.The strength of the char produced in the pilot plant was limited by the performance of the drier where the cracking and breakage of the briquettes was more severe. Theoretical studies have indicated that this limitation could be removed by using a hot briquette feed to the pilot plant. Experience indicates that with a hot briquette feed to the drier and with ideal heating in the carbonizer, hard char could be produced from Yallourn briquettes in continuous operation.The project has been terminated for economic reasons...

Iron ore in the Middleback Range area has a density and susceptibility contrast with adjacent rocks, and gravity and magnetic methods are applicable to exploration for it. The gravity method is satisfactory whether the ore mineral is hematite, magnetite, or limonite; the magnetic method is suitable for detecting ores which contain magnetite, such as some hematite ore, magnetite ore, and possible ore in the form of magnetite-bearing schists. jaspilites, and carbonate rocks.Geophysical exploration began in 1948 and is still in progress. The methods which have been used are aeromagnetic (83 per cent), ground magnetic (13 per cent), gravity (3 per cent), and others (1 per cent). Ground magnetic surveys have been made wherever aeromagnetic surveys recorded large anomalies. The gravity method is being used to investigate those parts of the area considered most favourable for ore occurrence.Qualitative and quantitative interpretation of the geophysical data has been made and the rocks causing selected anomalies tested by bores.Magnetite in the Middleback Group rocks produces the major magnetic anomalies in the area. The average magnetite content of magnetite-jaspilite, which is the commonest rock type, is 33 per cent by weight and that of magnetite-carbonate at the Iron Duke-Iron Duchess is 50 per cent. These rock types also contain hematite and the average total iron content of the former is 35 per cent and of the latter 50 per cent.INTRODUCTIONThe geology and iron ore resources of the Middleback Range area were described by Miles (1954). Since 1954, much drilling, mapping, and quarrying has been done but there is no published report of this work.The rocks which constitute the Middleback Range, Camel Hill-Cooyerdoo line, Katunga Hill-Iron Knob, and Ash Range (Fig. 1) belong to the Middleback Group of Middle Precambrian or late Archaean age. Over half of the molten aluminium produced at the 52,000 tons/ year eapacity plant operated by Comalco Aluminium (Bell Bay) Limited in Tasmania is cast into saleable produets by the direct chill process. Considering the importance of direct chill casting to the aluminium industry it is surprising that so little published literature on the subject is available, although Easton (1947), Smart (1954), and Uppert (1940, 1944, 1945) have contributed much toward lifting the veil of secrecy surrounding the process.The direct chill, or D.C. process as it is commonly called when related to aluminium, consists basically of feeding molten aluminium or its alloys into; water-cooled mould from the bottom of which solid aluminium is continuously extracted. Although the casting procedure is continuous in principle, the equipment is normally operated in an intermittent manner. Castings up to 20 ft long are formed during a cycle. At the end of the cycle casting is stopped and the pit into which thc castings are dropped is cleared before a new cycle commences. Depending on the size of the casting in relation to the cross sectional area of the pit and the support mechanism (commonly a hydraulic ram), 'drops' of up to 15 tons are not uncommon. This method of D.C. casting IS termed vertical D.C. casting and is the one most commonly employed in the aluminium industry.Horizontal casting has come more to the fore in recent years with the casting being extracted from the mould in the horizontal plane and is a truly continuous casting method since flying saws can be simply used to cut the continuously cast shape into required lengths as it emerges from the mould...

Neutralization with lime is a simple, cheap, and effective means of treating acid raffinates from uranium processing to' raise the pH, reduce the concentrations of dissolved salts (including heavy metal impurities), and remove amine by adsorption. Two-stage neutralization, using limestone in the first stage at approximately pH 4 and lime in the second, lIlay be advantageous.Lime neutralization of mffinates in the pH range 7 to 8· 5 generally reduced the radium ·concentration to 10 to 200 pCi 1-1, but ·there was considerable scatter in the experimental data. The radium concentration was further reduced to less than 3 pCi 1-1 by co-precipitation of barium (radium) sulphate with 10 mg Ba (as barium chloride) per litre of raffinate. Adsorption of radium on barytes was -also effective in reducing the radium concentration in neutralized raffinate to less than 3 pCi 1-1.The radium concentration of pit water was readily reduced to less than 3 pCi 1-1 when pit water containing 0·01 M sulphate as ammonium, calcium, or sodium sulphate was treated with 20 mg Ba per litre of pit water.Adsorption on barytes was also effective in removing radium from pit water containing 0·03 M sulphate.

To date Iron Monarch is the most important Australian source of iron ore and since HH5 has produced about 84 million tons of direct shipping ore containing 62 per cent iron and 3 per cent manganese.Previous geological work, mainly by Rudd, Edwards and Miles is reviewed and the results of later exploration by quarrying and drilling are discussed and modified interpretations of both stratigraphy and structure are advanced. Renewed study of the mineralogy of the iron ores is advocated.The Iron Monarch orebody lies on the up-thrown side of a major transcurrent fault that truncates it on its northern boundary. The nearby Iron Knob orebody is believed to occupy a horizon that is some thousand feet stratigraphically above Iron Monarch.The origin of the ore cannot be explained by any simple theory; development probably took place over a long period of time from Lower Palaeozoic to Tertiary.INTRODUCTIONIron Monarch orebody has supplied the Australian iron and steel industry with the greater part of its ironstone requirements since the establishment of the Newcastle steelworks in 1915. Annual production of direct-shipping ore has exceeded three million tons but declined slightly after 1956 when Iron Prince was brought into production. Total production of ore from Iron Monarch to the end of 1962 is about 84,000,000 long tons containing some 55,000,000 tons of metal.The deposit (Lat. 32°44'30"S : Long. 137°08'30"E) is 34 miles north-west of Whyalla, on the western shore of Spencer Gulf. A 42 in. gauge railway connects Iron Monarch and its associated small town of Iron Knob with Whyalla (Fig. 1).For the purpose of this paper Iron Monarch includes Iron Knob and the intervening jaspilite hill known as Substation Ridge, and the description of the general geology necessarily 'Assistant Chief Geologist, The Broken Hill Proprietary Co. A rainfall simulator was developed to assist with hydrogeomorphic research into the stability of engineered landforms associated with rehabilitated uranium mines in the Top End of Australia. It can be used in rough terrain with slope gradients up to 30o. The rainfall simulator is modular, utilises upward jetting nozzles, has a multiple head arrangement and is capable of delivering rainfall intensities between 60 and 300 mmh-1 over areas up to 1000 m2 and could be easily modified for larger areas. Rainfall uniformity is commonly in excess of 80 per cent and the kinetic energy approaches that of natural rainfall (The modular design utilises an equilateral triangular array of rainfall stands, constructed from galvanised steel water pipes and flexible plastic hoses. Total construction costs are low. The water supply reservoir is mobile and easily constructed. An example of its use at Ranger Uranium Mine, investigating the effect of cover on rainsplash and rainwash dominated processes shows that vegetation cover is likely to reduce the erosion rate by these processes by at least four times below that experienced on bare areas.
