THE mines of The Tennessee Copper Co. are in the Ducktown Basin, in southeastern Tennessee. The ore is a heavy sulphide consisting principally of chalcopyrite, pyrite and pyrrhotite and in places running as high as 05 per cent sulphur and iron. Operating mines are the Burra Burra and Eureka. Development of the Boyd ore body was started in 1940. Late in 1939 the decision was made to change from fuse and cap to all electric blasting and at the same time electric cap lamps were installed to replace carbide. These changes were made to improve the safety and working conditions in the mines. Both the Bureau of Mines and explosives manufacturers recommended electric blasting as a safety measure. Until that time, electric blasting had been used only for shaft sinking and in places where it was absolutely essential for safety. Very few men had had experience in this type of blasting, as the places where it was required were those that also required direct supervision. It was necessary for the mining staff to work out methods, procedure, and equipment to he used. In this they were ably assisted by representatives of the explosives manufacturers. Many mistakes were made and it is the purpose of this paper to describe the original plan and installation, show the major difficulties encountered, the remedies applied, and present the practices now being followed. Comparison of costs of the two methods will also be discussed. About six months were required to make the change and eliminate fuse and cap blasting entirely. The first electric blasting stations were installed in November 1939 and the last fuse was taken underground in May 1940. A very unusual condition forced the use of fuse for a short time in one heading after May, but that will be discussed later. ORIGINAL EQUIPMENT AND INSTALLATION A power line is generally recommended as a source of current where permanent blasting stations are used. The plan worked out for electric blasting was to tap 220-volt alternating-current lines when they were available and use 250-volt direct current from the trolley wire at all other places. A blasting machine would he available at each shaft for places where there were no regular blasting stations and could he used if a regular station should fail. The equipment decided on was No. 16 duplex reinforced lamp cord for lines to within about 50 ft. of the working place and No. 20 lead wire from that point to the shots. An open double-pole, double-throw switch with slate base was put in the circuit, so connected that the down position would close the line to the shots and the up position would connect it to the line from the power contactor. STORAGE of natural gas in underground reservoirs is one of the most important developments in the natural gas industry in recent years. However, it is only when we consider this development together with proved fuel reserves, the know-how of the fuel technologist, and the possibility of making manufactured gas available over large areas, that we begin to appreciate fully the impact that underground storage of gas may have on the future growth and development of large areas in the United States. During the past winter, shortages of natural gas in the industrial East were given wide publicity and domestic consumers were requested to reduce their requirements to a minimum, so that war plants might have sufficient gas to continue operations. Curtailments would have been more drastic except for the fact that large volumes of natural gas had previously been stored in underground reservoirs. Storage of natural gas in depleted or partly depleted gas or oil sands is not new, having originally been tried, as far as I know, about 1915. About five or ten years later an attempt was made to store manufactured gas in a depleted gas sand. This proved unsuccessful at first because the gas was not properly cleaned and the impurities plugged the pores in the sand.

This paper describes the microstructural changes that occur when quenched ultrahigh-strength steels containing OA pet C and various amounts of nickel, silicon, and cobalt are tempered. The changes that occur in hardness, yield strength, and martensite diffraction-peak widths when these steels are tempered are related to the precipitation of the carbide phases. An unea$ectedly high silicon content (about 30 pct) was found in the E -carbide phase in a steel containing only 1.5 pct Si. TEMPERED martensitic steels have such wide-spread utility that they have been the subject of numerous investigations, and a sizable amount of literature has developed on this subject.M This investigation, which is a part of a larger program to correlate microstructure with mechanical properties at a variety of strength levels, is limited to the microstructural changes that occur when a quenched 0.40 pct carbon steel (USS Airsteel X-200 steel) is tempered, and to the effects of the alloying elements—nickel, cobalt, and silicon—on these microstructures. Used in this investigation were electron microscopy, electron-diffraction identification of the carbide phases, electron-probe micro-analysis of the carbides, X-ray determinations of retained austenite, and measurements of martensite X-ray diffract ion-peak widths. MATERIALS AND METHODS The chemical analyses of the eight heats examined eats No. 30 through 37) are shown in Table L Heat No. 30 has the chemical com~osition of Airsteel X-200, and the remaining seven heats contain various amounts of nickel, chromium, cobalt, and silicon. The heats were air-melted in an induction furnace and cast into 8 by 8 in. ingots that were subsequently heated to 2300 and rolled to 1-in.-thick plate. Oversize 0.505-in.-diam tensile specimens were rough-machined from the plates and austenitized in air at 1700° F for half an hour and oil-quenched. The specimens were then tempered in air at temperatures of 400° to 1000 for tempering times of 1, 4, and 16 hr, and finish-machined to 0.505-in.-diam tensile specimens. Electron micrographs were prepared from Formvar replicas of the midthickness of tensile-specimen shanks that had been electrolytically polished and etched in nital. Electron-diffraction patterns were obtained from carbon-extraction replicas. The replicas were prepared by etching the sample surface in the same manner as for microscopy, evaporating carbon on the etched surface, and re-etching the sample to free the carbon film and the precipitate particles. Electron-probe microanalysis was performed on some of the extraction replicas. To obtain adequate fluorescent X-ray intensities, several thicknesses of replica were exposed to the electron beam so that the results represent an average composition of the extracted particles rather than an analysis of single precipitate particles. The area on which oil and gas development is reported covers 30 counties, which are included in the Texas Railroad Commission's District No. I. This area not only includes the old established Balcones fault-line group of producing fields but also includes the southwest extension of this trend and some of the deeper Wilcox (Eocene) exploratory development. (Fig. J.) In the old Balcones fault-line zone, three new fields were discovered during 1941. These fields are comparatively small, producing from Dale limestone or Austin chalk. No new fields were discovered during the year in the Edwards (Lower Cretaceous) limestone horizon. One new shallow field was discovered in the Reklaw (Eocene) sand horizon and, in the southwestern part of the district, one oil field and one gas field were discovered in the Navarro (Upper Cretaceous) sand horizon. An extremely important extension was made to the one producing Wilcox (Eocene) field of the district in the Washburn Ranch field of La Salle County. The district produced 6,650,357 bbl. during 1941, which was a 12 per cent decrease under production for 1940. Approximately 4,954,000 bbl. of this total production was produced by the three Edwards limestone fields, Luling, Salt Flat and Darst Creek, the remaining production coming from the other 43 active fields in the district. In all, 3694 wells were producing at the end of 1941, compared with 3559 wells at the end of the previous year. During the year, 139 new producing wells were completed and 29 wells were abandoned in the producing fields. The increase in producing wells represents an increase in new wells over abandonments in these fields, together with a decrease in wells temporarily shut down as of the end of 1941. The majority of production drilling was carried on in the following fields; Bee Creek, Chicon Lake, Elm Creek, Gas Ridge, Pearsall and Tenney Creek. Approximately 250 wells were drilled during 1941, of which 110 were exploratory wells completed as failures throughout the district. Considerable exploratory work was continued during 1941 along the Wilcox trend. Geophysical work employing various types of geophysical methods and leasing activity was continued along this trend, particularly by the major companies. The significance of this activity is apparent from the successful extension and development in the Washburn field of La Salle County, where several well-developed gas-and-oil producing horizons have been developed in the lower Wilcox section between 5100 and 5600 ft. as noted in the following paragraphs. Continued exploratory activity along this general trend as far as present conditions will permit is predicted for 1942. SUCCESSFUL blast-furnace operation depends upon securing an optimum balance between a number of important variables. This balance will vary somewhat from furnace to furnace in the same plant and with raw materials available in different plants. It is difficult to isolate the effect of any one variable unless it has a rather pronounced effect upon the efficiency of operation. The physical properties of iron ore and coke are known to affect the process, yet it is difficult to set up any definite yardstick by which these differences can be appraised. In recent years, whenever practicable, operators have taken steps to obtain better control over the absolute size and uniformity of size of the ore and coke. The size and physical character of the stone, however, have received comparatively little attention, emphasis being placed upon chemical composition, fluxing efficiency, and action as a desulphurizing agent. Since the stone occupies only about 10 per cent of the volume of the stock column, its influence upon permeability is less than that of the ore and the coke. The large pieces now used have a tendency to roll to the center and thus increase the permeability of this part of the stock column. Smaller pieces would be more effective in promoting the permeability of denser portions of the stock. The size and physical properties of blast- furnace stone are important also for reasons best understood by considering the results obtained by the crushing and the sizing of iron ore. Crushing ore to about 2 in. at Provo, Utah, and to about I in. in Alabama produced material somewhat less permeable to gases, even though sized. In spite of some sacrifice in permeability, the efficiency of the process was improved by crushing and sizing the ore, as indicated by a substantial saving in fuel and increased output. This saving in fuel is due in large measure to more thorough reduction of ore in the upper part of the furnace and to a corresponding decrease in the amount of carbon consumed prematurely above the tuyeres by the reaction CO2 + C = 2CO ? 70,080 B.t.u. [I] The physical properties of stone, its size and rate of calcination are important because they influence the rate at which C02 is released and the completeness of calcination before reaching a level in the furnace where the temperature does not exceed 1050°C. (1920°F.). Briefly, carbon dioxide from the limestone or from the reduction of ore may cause premature com- bustion of carbon above the tuyeres. Assuming that 1000 lb. of limestone is used per ton of pig iron, about 435 lb. of C02 will be liberated during calcination of a good grade of stone. If all this CO2 from the stone were to oxidize carbon prematurely, about 120 lb. would be consumed above the tuyeres in a heat-absorbing reaction. The amount of carbon thus consumed when a

The art of ore dressing is as old as civilization itself. Jason's search for the golden fleece was perhaps only the use of sheepskins for catching gold from gold-bearing sands washed over them. From Hoover's translation of Agricola we gather that in the middle ages ore dressing had advanced through the stage of hand sorting to water concentration by jigging. German methods and apparatus continued in the lead until the closing years of the past century; indeed, it is little more than a generation ago that many ore-dressing plants in this country were designed and operated by German-trained ore-dressing specialists. Meanwhile the development of the ore deposits in this country during the nineteenth century brought forth new inventions and methods. Blake's invention of the rock breaker in 1858 and the coming of the Wilfley table about 1896 are random examples of the improvements caused by our expanding needs. Yet ore dressing remained an art developed and practiced more or less by cut and try methods. The publication of the volumes on Ore Dressing by Dr. Robert H. Richards in 1903 marks the beginning of American ore-dressing practice as a science. Previously we had as guides only a few incomplete books based on foreign practice, or scattered references and articles in our own Transactions. Dr. Richards set down all the developments that had gone before, and outlined the ways for a scientific approach to the subject. He gave us a starting point. Since then ore-dressing practice and technique in this country have set the pace for the world. Coal preparation has been called "ore dressing upside down,'' because in ore dressing we generally save a small percentage of the heavy valuable mineral and discard the lighter gangue, whereas in coal preparation we save the larger quantity of light mineral and discard the smaller percentage of heavy waste. By comparison with ore dressing the history of coal preparation is brief, extending backwards hardly 100 years, for although coal had been dug and used locally for centuries it became an important article of commerce only with the coming of the industrial revolution 150 years ago. In new mines it was to he expected that the thickest and purest seams should be worked first. So long as these lasted there was little thought of coal preparation other than hand picking of the larger impurities and simple sizing to supply the real or fancied need

APRIL BEGAN with increased disorder in the Ruhr and some blood-shed. The war cloud in the East disappeared, however, with the signifi- cance by the Turks of their intention to return to Lausanne to negotiate a treaty of peace with the Allies. The French occupation of the Ruhr continued during April without there being any spectacular develop-ments. Of course there was surliness on the part of the Germans. In the meanwhile the statesmen on both sides were intimating what they might give and what they might take, sounding the sentiment of their respective populaces. The British Government found that its revenue for the last fiscal year has been greatly in excess of expenses. The surplus was applied to reduction of the debt. A consequence of this development has been a reduction in British taxes for the ensuing year, which has naturally created a much better feeling in Great Britain. On the other hand the unemployment situation in Great Britain caused increasing alarm. At the begin-ning of April about 1,500,000 men were out of work and the thought was developing that this might be not merely a temporary emergency, but a long continuing condition. The uneasiness of the workers themselves began to be exhibited in increasing strikes and threats of strikes. There were important domestic events during April. The six miners who were on trial in Illinois for the Herrin massacre were acquitted, following which the State dropped further prosecutions on the ground that Williamson County is so thoroughly under labor domina-tion that justice could not be had there. The Supreme Court of the United States on Apr. 10 handed down a decision that an act of Congress fixing minimum wages for women in the District of Columbia was unconstitu-tional, being interference with the freedom of contract included within the guarantees of the fifth amendment. Advances of wages became more general during April. The leading event under this head was the action of the United Steel Corporation putting into effect an.11 per cent. increase in the wages of common labor on Apr. 16, by virtue of which the rate per hour was raised from 36 c. to 40 c. This was dictated by competitive conditions, the labor difficulties of the steel industry being due less to a scarcity of men than their disinclination to take jobs in that industry while the building and other industries were paying as high as 60 c. per hour for similar work.

THE following article is based on observation of college graduates entering the steel industry in technical work made during the past 25 years, the first five of which were spent as a college instructor in two engineering schools, and the last 20 in the employ of a large steel company that has hired hundreds of engineering graduates for steel-mill operations. The college graduates encountered during this period have come from many, colleges representing schools in Eastern States, Midwestern Universities, many Southern colleges, and many smaller colleges and normal training schools mostly in western Pennsylvania and Ohio. The college training of these students for engineering work naturally has varied widely and the educational qualifications of the entrants have been in many ways different. It was found at an early date that graduates of standard engineering colleges were much more adaptable than graduates in science from nontechnical schools. The engineering students seemed to be more suited to actual work in steel' plants and in general were better able to grasp a knowledge of the operations they observed. However, although the graduates of engineering schools have had somewhat better training -in physics, mathematics, and engineering, it has been a general and continual observation that most of the students employed have had inadequate training in the fundamental sciences. Since this discussion relates entirely to metallurgical engineers, it should be emphasized that students taking metallurgical engineering courses in college seem to be poorly trained in organic chemistry, physics, physical chemistry, thermodynamics, and any higher form of mathematics than simple calculus. It has been noted frequently that young engineers faced with problems in a mill that involve some mathematics generally flounder badly, and that they have little conception of physical chemistry. Another common deficiency lies in the young graduate's lack of knowledge of where to look for the more detailed literature on any subject. He reverts instinctively to some college textbook whose coverage is usually very elementary. It is recommended that such textbooks contain a bibliography of the source literature, and that students be taught to use theoriginal data. Many of the students had had previous courses in college dealing with metallurgical work such as steel melting, metallography, etc., but it was found that their grasp of these subjects was extremely sketchy. It was soon realized that an ordinary engineering graduate could be taught more about steel melting and manufacturing processes in a, few weeks in a. plant than he could learn in a college course on such subjects. A similar statement may be made regarding the ability of students to conduct laboratory work. Their lack of technique and skill in handling equipment and setting up experiments was soon apparent. AN ESSENTIAL mental equipment for planning exploration is the fullest possible. knowledge of the way in which the orebodies occur in the region to be explored, also the realization that in no mining district is this knowledge complete, and that new: facts of importance will he revealed to the explorer in every exploration if he is in the proper frame of mind to grasp them. The geology, of the ore deposits of the Gogebic Range for a long, time was thought to be relatively simple, but work in recent years, by several men, has proved that this is not the case. We now realize that we are far from knowing all the factors that have resulted in the localization of ore deposits. For example, we have long known that the intersections of the dikes and. the foot wall were favorable places to look for ore, but only within the last few years have we learned that there are several horizons' in the various members, well north of the foot wall, that are likely to carry ore. The influence of the numerous cross faults on orebodies is not known or appreciated beyond a general realization that they are important. Just how they may be favorable or unfavorable to the localization of ore is not known. Such elementary information as the positions of these faults is just beginning to appear on the mine maps. Such being the condition, one can hardly overestimate the importance to the various operators and fee owners of careful studies of conditions in their properties for the purpose of assuring themselves that they are not missing valuable ore-that they are doing all the exploration that their situation demands in order to secure maximum returns. Valuable ores have been missed in the past and will be missed in the future. Only with a complete knowledge of all the factors that have united to produce ore could anything else be expected. The purpose of this paper is to call attention to these facts briefly and to suggest a few of the principles that should guide effective exploration. The foremost principle is that the man who starts out with the idea that he knows all about the mine geology of the Gogebic Range is starting with a heavy handicap.

When a well strikes an oil-bearing layer, the oil has a pressure which is generally sufficient to enable it to rise to near the surface (sometimes above the surface). As soon as a well begins to produce, however, the liquid moves through the pores of the reservoir bed and the pressure in the well becomes much lower than the pressure originally prevailing there. At some distance from the well, however, the pressure in the reservoir bed remains unaltered; thus the pressure of the oil has not only to lift the oil, but also to overcome the friction resistance in the pores. The fact that so many oil wells are gushers is a consequence of the energy accumulated in the gas. In gushing the well acts as a gas-lift. A mixture of liquid and gas (the latter partly dissolved in the former) rises vertically from the oil-bearing layer through a cylindrical casing to the surface. In time conditions alter and the well ceases to gush regularly, then the gushing can be further promoted by inserting a narrower tube in the well and connecting the top of the oil string to the tubing. If the action in time becomes irregular, the gushing can be kept up for a further period by forcing gas between the two tubes. In the oil fields the term "gas-lift" is used actually only where extraneous gas is applied, as in the last of the stages mentioned. The action, however, is just the same whether the gas exclusively originates from the formation, or is partly applied artificially. Thus by gas-lift we simply mean a vertical tube in which the energy of gas under pressure, and of dissolved gas, is utilized for raising a liquid. In gushing oil wells the pressure is frequently very high and the absorption coefficient 0.4 (expressed in vol. ratio) of the coexisting gas is not particularly high, so that in reality it should be assumed that a considerable portion of the gas, at any rate at the bottom of the gas-lift, is dissolved in the oil. For water-producing wells this is not usually of such importance. (San Francisco Meeting, September, 1915) THE lead department of the El Paso Smelting Works at El Paso, Tex., is operated strictly oil a custom basis. The ores treated are drawn from the surrounding territory, comprising New Mexico, Arizona, western Texas, and northern Mexico. Ores received from the last-named section originally amounted to a very large tonnage, but of recent years have dwindled into comparative insignificance so far as this plant is concerned. This has been clue partly to the establishment of a lead-smelting plant at Chihuahua, which is much closer than El Paso to most of the important mines, and partly to the recent revolutionary troubles in Mexico. There are no mines of either lead or copper in the immediate vicinity of El Paso. In general, it may be said that the lead-ore supply of recent years has been uncertain and precarious, with a general tendency toward an excess of silica and a shortage of iron. This latter requirement has been met in large part by the use in El Paso lead furnaces of considerable amounts of roasted heady copper matte from the Chihuahua smeltery and of converter slag from the El Paso converters. These two materials, coupled with complex lead-copper ores from Bisbee, Ariz., have introduced into the lead-smelting operations a most unusual amount of copper, which has had an important bearing upon the smelting practice of the plant. This matter will be discussed later. The ore, loaded in either box cars or gondolas, enters the storage yard on four tracks elevated about 8 ft. above the ground. As all unloading is clone by hand, unloading platforms at the height of the car floor parallel the tracks on each side to afford a runway for wheelbarrows. At frequent intervals these lengthwise platforms are joined together by others running crosswise to facilitate the distribution of the ores evenly over the beds, which are located below and between the tracks. At present much of the bedding space formerly used for lead ores is given over to the copper department, but 20 bins of various sizes are retained for the use of the lead furnaces and the Huntington & Heberlein roasting plant. GENTLEMEN : If my first words were other than those of thanks for the high honor of being called to preside over the American Institute of Mining Engineers, I should do injustice alike to you and to my own sense of the obligation, under which I have been placed by your voluntary choice. When the position was first suggested to me, I resolutely declined to allow the use of my name, on the ground that, by training and occupation, I was not entitled to this honor, which, it then seemed to me, should be conferred only on a professional engineer. In fact, the history of the Institute, which had honored itself, as well as my distinguished predecessors, David Thomas, Rossiter W. Raymond, and Alexander L. Holley, by elevating them to its highest office, seemed to indicate the line and the limit of safe precedent, in which I did not then see how I could be included. But my scruples were finally removed by the consideration that, as in the course of human industry, the pioneer, of whom Mr. Thomas was so marked a type, must precede the mining engineer, so fitly personified in Dr. Raymond, and be followed by the mechanical engineer, whose incarnation we behold in Mr. Holley; so all these must be supplemented by the man of affairs and finance, in order that "enterprises of great pith and moment" may be prosecuted to a successful issue. I felt, therefore, that I had no longer any right to resist your preference, or to deprive myself of what I must regard as the crowning honor of an active career. On an occasion like the present it seems appropriate to review the history in this country, during the last hundred years, of those industries which the Institute of Mining Engineers specially represents. There is much in the story with which other members of this body are more familiarly acquainted than myself; yet I fancy that to all of them, and not less to our distinguished and most heartily welcome guests from abroad, a comprehensive outline of the progress of mining and metallurgy in the United States will prove interesting. Gentlemen : If my first words were other than those of thanks for the high honor of being called to preside over the American Institute of Mining Engineers, I should do injustice alike to you and to my own sense of the obligation, under which I have been placed by your voluntary choice. When the position was first suggested to me, I resolutely declined to allow the use of my name, on the ground that, by training and occopation, I was not entitled to this honor, which, it then seemed to me, should be conferred only on a professional engineer. In fact, the history of the Institute, which had honored itself, as well as my distinguished predecessors, David Thomas, Rossiter W. Raymond, and Alexander L. Holley, by elevating then] to its highest office, seemed to indicate the line and the limit of safe precedent, in which I did not then see how I could be included. But my scruples were finally removed by the consideration that, as in the course of human industry, the pioneer, of whom Mr. Thomas was so marked a type, must precede the mining engineer, so fitly personified in Dr. Raymond, and be followed by the mechanical engineer, whose incarnation we behold in Mr. Holley; so all these must be supplemented by the man of affairs and finance, in order that "enterprises of great pith and moment" may be prosecuted to a successful issue. I felt, therefore, that I had no longer any right to resist your preference, or to deprive myself of what I must regard as the crowning honor of an active career. On an occasion like the present it seems appropriate to review the history in this country, during the last hundred years, of those industries which the Institute of Mining Engineers specially represents. There is much in the story with which other members of this body are more familiarly acquainted than myself; yet I fancy that to all of them, and not less to our distinguished and most heartily welcome gnests from abroad, a comprehensive outline of the progress of mining and metallurgy in the United States mill prove interesting. The price of crude oil in Kentucky did not change very much during 1935 until the latter part of the year, but more stabilized conditions and an increase in consumption of natural gas made the year a more profitable one than the year 1934. The production of crude oil in 1935 amounted to 5,175,054 bbl. as compared to 4,814,904 bbl. in 1934. This increase was due to two developments: (1) the application of new recovery methods to old fields, which, although in operation in the state for several years, had never before reached a point where the production obtained, while highly satisfactory where applied, was sufficient to influence the totals in the production figures; (2) the development of the Fordsville area in Ohio County, where shallow depths enabled the operators to complete the development of a large number of wells with a good flush production probably accounted for most of the increase. A map showing the location of oil and gas pools in Kentucky was published last year.' The fields of eastern Kentucky, producing from the Weir sand of the Waverly group of the Lower Mississippian series, in Johnson, Magoffin, Lawrence and Elliott counties, produced 826,001 bbl. of oil in 1935 as compared with 902,247 bbl. in the previous year. No new wells were drilled in this area during the year, except those for use as intake wells in repressuring. What has been done in the few small areas within these fields in the way of repressuring has produced results sufficient to a great extent to offset the natural decline of all the field. It is probable the drilling of new wells and construction of new plants will be such as to cause these fields to produce more in 1936 than was produced in the past year. This is based on the fact that the sand is highly favorable for repressuring and the results obtained show from 300 to 500 per cent increase in production. Up to the beginning of World War I, the American ferro-alloy industry was in its infancy and largely dependent on Europe. During that War, capacity was over expanded. Later recovery and commercial and scientific development have resulted in an industry which in 1957 produced 1.8 million tons of ferro-alloys. THE ferro-alloy industry is today an important element of the industrial structure of the United States. Its output is valued at almost half a billion dollars annually and its products are basic not only to National defense but also to the peacetime standard of living. This has not always been so. The ferro-alloy industry from late in the last century has grown from small beginnings, nurtured by the demand for stronger, tougher materials; by the search for steels capable of absorbing severe impact loads and resisting corrosive media and high temperatures; and also by the need for electrical and electronic specialties. Conversely, the ferro-alloy industry has grown because it developed improved steels and alloys by extensive research, and because it was able to show to steel makers the advantages accruing from the more extensive and the more economical use of alloying elements. The industry has grown in scope from producing a few grades of ferro-alloys of the more common metals-manganese, chromium, vanadium, silicon, titanium, tungsten, and molybdenum-until there are today some 150 compositions of ferro-alloys available to the steel maker, including such elements as columbium, zirconium, and boron. In 1912 the industry produced 360,000 tons of alloys valued at about $12,000,000, while 1957 production figures show an output of 1.8 million tons worth $440,000,000. In the United States, the history of an industry is largely the history of the companies making up this industry; hence, this paper will briefly trace the development of the most important ferro-alloy-producing companies. Quite varied have been the reasons that caused the different companies to move into the ferro-alloy field; the Willson Aluminum Co., seeking methods of producing aluminum, succeeded with the production of calcium carbide, and their developing electric furnace skills led them to the production of ferro-silicon and ferrochromium alloys. Willson was the predecessor of the Electro Metallurgical Co. of Union Carbide. THE Larap iron deposits, 125 miles east of Manila, are the biggest high-grade iron deposits in the Philippines, and have in seven years produced nearly 4 million tons of 6o per cent ore. Magnetic surveying followed by churn and diamond drilling cheaply developed a score of million tons. The ore zone is a wedge of metamorphic rocks in fresh, Miocene sediments overlain by agglomerates, which seem to have filled a river valley eroded in the sediments. A mild overthrust of the competent agglomerates crumbled the shale in front. Solutions gradually turned it into more competent hornfels and deposited pyrite, then magnetite and pyrite in the pores. As the temperature rose large bodies of magnetite with some pyrite were deposited by replacement and in open cavities in tensional areas of overthrust shears. At still higher temperature magnetite and calcium-magnesium silicates formed other bodies in similar cavities, and finally the thrust zone was invaded by syenite porphyry, causing high-temperature alteration products. Possibly, as temperature abated, more high-grade ore was deposited. The complicated faulting indicates dynamic, chronological and spatial changes of mineralization rather than zoning in a static system. Noncommercial copper, molybdenum and some gold accompanied the iron mineralization. In the thirties the Philippines gained a justified reputation as a country of considerable mineral wealth. Traces of Chinese workings show that these earliest travelers and traders had in a small way exploited the latent gold resources in the Islands. The Spaniards continued this for centuries, but did not succeed in establishing any steady mining industry. Modern technology was required to get it started. The rapid development in the last decade before the war got its impetus from several financial factors, the return to sugar growers of previously collected taxes, the influx of Spanish capital during the civil war in [ ] Spain, the influx of Chinese capital when the Japanese started their "China incident," and others. Directly or indirectly much of this capital reached the mining industry; in particular, gold mining. Out of the turmoil of an exceptional mining boom emerged a sufficient number of good and well managed gold properties to send the production to a level above that of any single state in the United States at the time. The Legislature of the Commonwealth of Pennsylvania at its last session passed a new act dealing with barrier pillars, which may have a wide interest in other states. In the past the laws of Pennsylvania have required that the superintendent of a mine "shall not permit the mining of coal within 50 ft. of any abandoned mine containing a dangerous accumulation of water, until said danger has been removed by driving a passageway to tap and drain off said water, as provided for in this act: Provided, That the thickness of the barrier pillars shall be greater aid shall be in proportion of one foot of pillar thickness to each one and one-quarter feet of water head, if in the judgment of the engineer of the property and that of the district inspector it is necessary for the safety of the persons working in the mine." Thus it has happened that a thickness of several hundred feet has necessarily been left in pillars in mining. It has seemed to many in the mining industry that this left an unnecessary amount of coal in pillars, and did not provide that the pillar be left equally on the two sides of the mine. As a result the General Assembly of 1927 by Joint Resolution authorized the Governor to appoint a Commission of "seven prominent citizens, of whom four shall be recognized mining engineers, one shall be a hydraulic engineer, one a geologist of recognized standing in his profession, and one a State mine inspector from the bituminous coal mining district, to investigate and report upon barrier pillars in the bituminous coal region." The Governor appointed the following Commission: Morris Coulter, Clearfield Bituminous Coal Corp., Indiana, Pa.; A. E. Roberts, Monroe Coal Mining Co., Revloc, Pa.; George T. Lewis, Westmoreland Coal Co., Irwin, Pa.; Morris Knowles, hydraulic engineer, Pittsburgh, Pa.; Thomas A. Mather, State Inspector of Mines, Tyrone, Pa.; A. B. Jessup, Anthracite Coal Operators Association, Jeddo, Pa.; George H. Ashley, State Geologist, Harrisburg, Pa. Mr. Coulter was elected Chairman and Mr. Ashley, Secretary. This Commission held meetings in Harrisburg, Johnstown and Pittsburgh. It obtained and considered the laws and experiences of other states and European countries. The mines of the United States Coal & Coke Co. are located in the Pocahontas coal field, in McDowell County, West Virginia. Twelve plants have been opened and equipped, of which, by reason of the present business depression, only nine are now in operation. These twelve plants serve eighteen mines; some of the plants having several openings, in either the same seam or in different seams, tributary to the same tipple. Only nine of these mines are now being worked at the plants in operation. Construction work was begun in 1902, and coal from the first three plants started was shipped in December of that year. An additional plant was opened in 1903, two in 1904, two in 1905, two in 1907 and the last two in 1908. On Jan. 1, 1915, the plants have been in operation an average period of 8.8 years. The rules of the company, which have been in operation since work was first begun, are similar to those in use by the H. C. Frick Coke Co. at its mines in Pennsylvania, in which " Safety First" was incorporated as early as 1907; and it has always been the policy of both companies to look carefully after the safety of their employees. Although the field is an extension of the old Pocahontas field, the mines, located upon a new branch railroad, are away by themselves, and, as is usual in such cases, the class of labor attracted at first was temporary in character. The rapid development of the mines required the employment of many new men and officials each year; and, while the accident record from 1904 to 1909 was as good as the average of the field, it was felt to be not as good as it could be made, and a determined campaign was inaugurated for preventing accidents of all kinds. Fig. 1 shows the tonnage of coal produced per fatality, both total and for inside accidents only, at our mines; the tonnage per fatality of all West Virginia mines, and of those in the Pocahontas field. The purpose of this paper is not one of congratulation on the results so far accomplished, since the operating officials are not at all satisfied that the maximum is in sight, to say nothing of its having been reached; but to describe the organization and methods that have produced these
