In view of the good results which have followed the wide discussion of the rail-specifications of the American Section of the International Association for Testing Materials, I now offer for discussion its specifications for steel forgings and steel castings. It is not necessary to emphasize the importance of reaching definite conclusions on these subjects. Engineers, consumers and manufacturers are alike interested in securing good, reliable, uniform steel. In this connection, I would call particular attention to the important paper read by Mr. C. H. Ridsdale, last September, before the Iron and Steel Institute, as bearing on them; and, for convenience of reference in the discussion, I append the Table in Section VI. of his paper, on a Manifestations, Classified mider Heads of Faults of Different Types. appearing after Treatment by the User, for Tracing their Probable Source."* The discussion of these specifications will be practically a continuation of our former discussions on "The Physics of Steel." We have passed through a period in which the chemical composition of steel has received the greatest prominence; but failures of steel forgings and castings of the best chemical composition have shown that we could not control the quality of the finished product by the chemical composition alone. It must be admitted that differences in the physical properties of the steel, greater than those due to small variations in composition,are produced by heat-treatment, both in connection with the mechanical work of forging and otherwise. The present result is a strong tendency to deem the heat-treatment more important than the chemical composition. I think the mean course is the safer. INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

One of the most prominent features of our present-day industrial development is the ever-increasing demand put upon materials of construction. Engineering ingenuity, within the past 25 years, has been unusually active, and in some fields at least engineers frankly say that engineering design has progressed as far as the limitations imposed by the properties of the present materials of construction will permit. Consequently, they are today demanding improvement in their working materials and seeking new ones, through the aid of which the present limitations of design may be overcome. The activity of this search is evident in all fields, but it is particularly so in that of structural materials required to be resistant to corrosion. The corrosion resistance of metals and alloys is never absolute and all-inclusive; a particular alloy will withstand some corrosive conditions well and fail utterly under others. Furthermore, other properties, physical and mechanical, required in conjunction with corrosion resistance vary considerably for different commercial applications. One wants a soft, ductile sheet metal resistant to atmospheric corrosion; another, a high-strength alloy resistant to sulfuric acid. The last decade has witnessed active and definite progress in the development of high-strength, corrosion-resisting alloys. In June, 1924, a symposium by the American Society for Testing Materials, on Corrosion-resistant, Heat-resistant and Electrical-resistance Alloys, disclosed no less than 60 commercial alloys the properties of which were described as being suitable for industrial service where corrosion resistance was a feature. Today the number of these alloys has been doubled, at least. In addition, economy in design and construction through decreased weight has given considerable impetus to the improvement of alloys of which the mechanical propprties may be improved by heat-treatment.

Rock mechanics is a very new science. It has been accepted as a recognized discipline for some two decades, but it is only within the last five to ten years that it has been common to include the teaching of rock mechanics as a separate subject in undergraduate curricula at universities. Thus, few senior mining engineers practicing in industry, either men in charge of production or those engaged in mine planning and design, are familiar with the subject. That this unfamiliarity has continued so long is also due in part to the fact that the results of rock mechanics investigations have been published in a large number of different periodicals covering subjects ranging from experimental stress analysis to obscure branches of applied earth sciences. The first really useful textbook ' in the English language was published only in 1965, in Canada. It made available to students and to practicing engineers, for the first time in concise form, the essential body of accepted knowledge about rock mechanics and developed the theories on which it is based in a simple, clear and logical manner. Another factor which has resulted in rock mechanics science being slow to be accepted by the mining industry is that research work has often appeared to be esoteric and unpractical. Senior engineers have been reluctant to spend money on the application of new knowledge when the process of application seemed uncertain and ill-defined, and where the cost of field investigations (which is necessarily high) appeared to offer no certainty of economic reward. This is a reasonable attitude on the part of mining engineers; they are responsible to skeptical boards of directors whose chief concern is, very properly, the net return on capital invested. MY first article on Canadian Gold, published in the Canadian Mining Magazine in 1911 expressed the view that the Hollinger mine would repay all the money invested and that other mines would be developed in this area. Many published forecasts have since been made. INTRODUCTION. THE Evergreen mine, located at Apex, in the northern part of Gilpin county, Colorado, has opened a very peculiar and interesting copper-deposit, in which both bornite and chalcopyrite occur as rock-minerals. The country-rocks are crystalline schists cut by dikes of granulite and of pegmatite. At the Evergreen property they have been cut by a dike of a new kind of eruptive rock, to which I have given the name " Evergreenite" The rock is composed of quartz, alkali feldspars, orthoclase and albite (often interlocked as microperthite), with augite of the aegirine variety and long needles of enstatite and diallage. For reasons stated below, I believe the dike to be of Tertiary age. It is- easily traced on the surface of the ground, from a point in the bottom of Pine creek, about a mile below Apex,. to the top of Nevada hill, 1,500 ft. beyond and 600 ft. above it. (See Fig. 1.) It varies from 3 to 12 ft in width, and is bounded on both sides by contact-zones about 60 ft. wide, in which the crystalline schists have been changed into pseudo-quartzites or pseudo-gneisses, according to the injection of an excess of quartz or of feldspars through the special layer of the schists.. The most interesting feature is the presence of the pyroxenes, which are always found, though in very variable proportions from place to place, in the layers of these' metamorphosed crystalline schists. The dike has torn from its walls a large number of fragments of the wall-rock. It must have been in a viscous state when that happened, because these fragments of the wall-rock do not show any sign of resorption or of assimilation by the magma. In places they are so distinct and so numerous that the rock looks to the naked eye like a pseudo-breccia, of which, never-

Mining in the Pacific Coastal Region has passed through three stages of development. First came the gold rush days, a period when gold and silver were the objects of intensive search. Second was the development of the high-grade base-metal deposits and of the smaller and more refractory precious metal deposits. And third was the modern period that covers the discovery and development of the rarer metals, of large low-grade deposits, and of the industrial and nonmetallic minerals. Brief discussions of the salient geologic features of the region and of a few of the better known mineral deposits are given. The regional geology is favorable for continued exploration and discovery of new deposits and districts.

REPORTS from smelters show that all were so occupied with the in- creased production called for during the first half of the year that little time was devoted to metallurgical developments. Improvements which have been made such as gas-firing and other alterations ill the reconstructed Hayden smelter, will require time for reporting. The labor situation at all plants held the most prominent place and put all other problems in the background. Coming events of considerable importance concerti the construction of two new smelters. The Chino unit of Nevada Consolidated which has long had its concentrate smelted at the El Paso plant of the American Smelting and Refining Co. is constructing its own smelter at the property in New Mexico. The newest Phelps Dodge development of the Clay ore body at Morenci, Ariz., will call for another new smelter.

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. The product obtained by roasting stibnite is likely to contain some unoxidized antimony trisulphide and a mixture of antimony trioxide and antimony tetroxide. It was desired to determine, as accurately as possible, the condition of the antimony as well as the total quantity present. Attempts were made to separate the trisulphide and the two oxides by methods based upon their varying solubilities in different solvents, but no satisfactory results were obtained in this way. It was found, however, that by determining the total antimony content, the antimony present as trioxide, and the antimony present as trisulphide, a good idea of the chemical composition of the roasted product could be obtained. The total antimony was determined by dissolving the sample in concentrated hydrochloric acid, reducing the antimony entirely to the trivalent condition by means of hydriodic acid and eventually titrating the antimony back to the pentavalent condition by means of iodine in the presence of sodium bicarbonate1* The details of the procedure are as follows: Weigh out 0.25 gram of the roasted product into a trapped flask (Fig. I), add 4 grams of powdered tartaric acid, 2 grams of potassium iodide and 40 c.c. of concentrated hydrochloric acid. Boil the solution gently f;r 5 min. and then cool to room temperature by shaking the flask while holding it under running water. Then, very carefully discharge the iodine color by the cautious addition of 0.05-normal sodium thiosulphate solution, adding a little starch toward the last. Nearly neutralize the acid with ammonia solution, but leave the solution distinctly acid. Pour the slightly acid solution into 200 c. c. of water containing an excess of sodium bicarbonate and titrate to a permanent blue color with standard 0.1-normal iodine solution.

AT the last meeting of the Institute, a discussion arose upon the question, " Is them pressure in coke ovens ?" and many of the members seemed to think that the superiority of the Belgian furnace might be due to the fact that it is a completely closed chamber, in which the gases given off by the coal are, or may be, at more than the atmospheric pressure. It seems to me that this position is untenable, and that an examination of one of these ovens in operation will show, not only that there is no excess of pressure in the coke chamber, but that the contrary is true, and a partial vacuum exists. The Belgian or François oven consists of a rectangular chamber closed at the ends by sliding doors, and furnished with flues in the side walls and floor. The new charge is introduced at a time when the furnace is so hot as to cause immediate and copious discharge of the volatile constituents of the coal. The gases pass downwards through the side flues giving out their heat to the walls and thus to the coal. Underneath the floor air is introduced and the gases burn, producing intense heat. Heat is also reflected from the arched roof upon the coal which is therefore heated from all sides. The especial advantage which this construction was designed to secure is that no air is admitted to the coke-chamber. All the heat is produced by the combustion of the uncokeable gases, and the yield ought to be a maximum. It is so in fact, allowing for the imperfections inseparable from furnace construction and management. Sometimes the yield is in excess of the percentage indicated by assay, showing that

The rapid development of transportation routes on the African continent in recent years has greatly stimulated the demand for motor fuels and this in turn has led to more extensive exploration of such limited portions of the continent as seem to give promise of commercial oil production. In 1930, however, only two countries were classed as producers of petroleum and only one, Egypt, attained any importance. Egypt The petroleum production of Egypt is derived from the Gemsah and Hurghada fields on the west coast of the Red Sea and the Abu Durba, on its eastern shore in the Sinai peninsula. The Gemsah field, which began to produce commercially in 1912, has now practically ceased production, owing to the invasion of salt water. The Hurghada field has been producing since October, 1914. It now has about 60 producing wells. During 1929, a deeper sand with flowing produition was discovered in the eastern part of the field, producing oil of lighter gravity and free from water. The Abu Durba field was discovered by the exploration work of the Egyptian Government in 1918, oil having been found at a depth of 172 ft. This field has now 15 producing wells but a very small production. AMAX Coal Company, the nation's third largest coal producer operating in Indiana, Illinois and Wyoming, is a division of AMAX, INC., a United States based natural resources corporation that operates world wide. The operations in Wyoming (The Western Division) include Belle Ayr and Eagle Butte Mines. Belle Ayr Mine, located 18 miles south of Gillette, Wyoming, presently employs 440 people. It was started into production in 1973 and has been the largest producing coal mine in the United States since 1977. Final figures will show that the mine was again the largest in 1980 with production levels of approximately 16.1 million tons, total production of coal in the United States being in excess of 800 million tons during this last year. As one of the first commercial producers of sub-bituminous coal in the Powder River Basin, Belle Ayr has served as an example for the many other mines which have since been constructed in that region. The four coal storage silos are the first and most dominant features of the mine to be seen for miles across the Wyoming prairie. Each silo has the capacity to load a 110-car unit train in excess of 11,000 tons. All service facilities at the mine are under one roof. Included in the service building are off ices, warehousing, seven garage bays, and washhouse facilities for all employees. Preparation of coal for shipping at Belle Ayr consists only of crushing from pit-run size to 2 x 0-in. Primary crushing is done under the truck hoppers to 6-8-in. product size. It is perhaps significant that a few years ago the sessions held here were chiefly occupied with production. In the last two years these sessions have been concerned with production curtailment, unitization and conservation, notwithstanding that production in the United States in 1929 reached a total in excess of 1,000,000,000 barrels. A study of the leading producing units in the United States shows that Oklahoma, Texas and California in 1929 yielded 84 per cent. of the total production from 33.5 per cent. of the total number of producing wells. Production in the United States in 1929 showed an increase of 107,000,000 bbl. over the 1928 figures. This increase in itself perhaps is not enough to have caused the serious situation that is now confronting the industry. However, taking into account the gradual encroachment on the consumption of fuel oil through the greater utilization of natural gas, probably we have reached the point in the United States where prices will determine to a large extent,' in 1930, the amount that will be produced. In the states of Texas, Oklahoma and California, the most significant developmcnt of 1929 has been the desire of operators to reach some agreement to bring production more or less in control with the estimated demand. In November, production in California, particularly in the Santa Fe Springs field, was drastically cut to meet a certain requirement. Similarly, in Texas, the Yates field has been developed and has been producing under an agreement on the part of the operators; and more recently in Oklahoma City, serious efforts have been made to keep produetion in line with consumption. For the year 1930 we can see nothing in sight except drastic curtailment. This is a matter that I am sure is occupying the attention of all the leaders of the industry.

In all, 210 wellst were completed in southwestern Pennsylvania during 1939, which is 59 more than were drilled during the preceding year. Of this number, 137 were gas wells, which is a considerable increase from the 81 completed during 1938. Only 25 oil wells were completed, as against 28 in the previous year, and 28 dry holes, 6 more than last year. Shallow Development—Gas The increase in the number of gas wells is largely the result of a search for additional gas in Armstrong and Indiana Counties. Although a considerable number of wells were drilled in the latter county, the majority of them produced less than 100 M cu. ft. initial open flow. In Armstrong County, a new pool was opened in Cowanshannock township, producing from the third Bradford sand. Several large wells were obtained there, one of which produced an initial of nearly 12 million cu. ft., with a reservoir pressure of 1100 Ib. However, the productive area has been fairly well outlined by further drilling and shows that the pool covers only about 800 acres. The sand is 20 to 30 ft. thick, and probably has 5 to 6 ft. of pay. Thus this reserve is not an important one. Several wells were found in Menallen township, Fayette County, where the Big Injun sand has been having a play for the past three years, but the activity there is much less than a year ago. Oil On the west side of the Bradford sand gas pool, Cowanshannock township, Armstrong County, a well was drilled which flowed 100 bbl. the first day from the Tiona sand. Discussion of Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the presentation of papers, and for discussions thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitals-ties which demonstrate the brotherhood due to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of' a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most -members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a member of a great and worthy organization. Tile greater the value of tile contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made in papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines.

In Armstrong County, a new pool was opened in Cowanshannock township, producing from the third Bradford sand. Several large wells were obtained there, one of which produced an initial of nearly 12 million cu. ft., with a reservoir pressure of 1100 Ib. However, the productive area has been fairly well outlined by further drilling and shows that the pool covers only about 800 acres. The sand is 20 to 30 ft. thick, and probably has 5 to 6 ft. of pay. Thus this reserve is not an important one. Several wells were found in Menallen township, Fayette County, where the Big Injun sand has been having a play for the past three years, but the activity there is much less than a year ago.
